TERMS OF REFERENCE
Consulting Services for the
Master Plan and Feasibility Study of Malolos, Bulacan
Along Malolos River/ Kalero River and Tributaries
for Flood Control and River Improvement

A. INTRODUCTION

The Department of Public Works and Highways (DPWH) is seeking to develop its pipeline projects
nationwide for implementation and/or possible external financial assistance in their
implementation. As part of the initial stage in the project development cycle, master planning and
feasibility studies assessing the technical, economic, environmental, and social impacts of the
project are required.

The proposed conduct of data gathering, preliminary surveys and investigations, and economic
evaluation for the feasibility study of this project is envisaged to be undertaken by a local
consultant to be outsourced by the DPWH Regional Office III, with the assistance of the Unified
Project Management Office – Flood Control Management Cluster (UPMO-FCMC). The output of the
consulting service shall be the conduct of the Master plan and Feasibility Study for the proposed
flood risk management and river improvements for Malolos/Kalero River.

B. OBJECTIVES

The Consultants shall prepare a suitable optimal program of investments for the project, which
would be consistent with the Government’s development plans. The Consultants shall also identify
the complementary investments needed to ensure the success of the investments.

By the end of the consulting period, the Consultants is expected to produce a comprehensive F/S
based on updated information with a definite implementation plan of the recommended scheme
based on the alternatives/ configurations considered, among others, including the preliminary
engineering concept/ design and economic evaluation. Specifically, it aims to achieve the following
undertakings:

1. Establish the flood control master plan, policy, strategy, target design flood magnitude and
river improvement works on the main river and tributaries with consideration on adaption
on climate change based on accepted projection;

2. Identify all possible alternative flood mitigation measures and effective water infrastructure
based on Integrated Water Resource Management principles, including sediment control
works, if necessary;

3. Recommend and formulate appropriate non-structural measures such as flood hazard


mapping, land use control, flood forecasting and warning, identification of evacuation
areas/ routes, solid waste management, watershed management, etc. for flood disaster
risk reduction and management;

4. Identify possible geological and geotechnical hazards and recommend structural and non-
structural measures to reduce the effects of these hazards;

5. Formulate short, medium, and long-term solution for the management of drainages;

6. Prioritize projects based on technical, economic, social and environmental feasibility;

7. Recommend, formulate and prepare necessary data/ information for the detailed
engineering design stage of the target river and tributaries;

8. Estimate the quantities and cost of each component of the project;

C. SCOPE OF CONSULTING SERVICES

The scope of consulting services will involve the preparation of the master plan, feasibility Study
report including the Environmental and Social Assessments which is the subject of the Terms of
Reference (TOR). The Consultant’s scope of work will cover but not necessarily be limited to the
items listed hereunder.

The Consultants will conduct:

1. General

1.1 Consider the available studies and existing master plan and conduct a separate
study/ research in order to verify the sustainability and applicability of the previous
studies considering that the data were established in the past;

1.2 Perform field reconnaissance of the study areas with regards to:

- The existing situation of the rivers and waterways (including existing
infrastructure)
- The existing situation of irrigable lands
- Tentative identification of alternative (possible) flood mitigation measures
- Locally available data on socio-economic activities

1.3 The Consultant shall perform field investigation of the study areas with regards to:
- Additional information on the existing situation (condition) of the flood prone
areas
- Identification of alternative improvement plan
- Potential environmental impact of projects on natural and socio-cultural setting
and hazards that could impact on the project

1.4 The Government (DPWH) will provide the available data and reference materials
but the Consultant/s shall remain solely responsible for assessing the accuracy of
the data; for the preparation of all field surveys and investigations and for the
findings and recommendation arising therefrom and presented in their reports;

1.5 The Study shall be performed in accordance with accepted professional standards
utilizing sound engineering, economic evaluation practices, and environmental and
social safeguards requirements. The consultants shall adopt any of the accepted
evaluation models which are also being used by DPWH;

1.6 The consultant shall recommend technical solutions with respect to type of
improvement and/or construction required and appropriate justification; and

1.7 The consultant shall coordinate with the Implementing Office’s representative and
Environmental and Social Safeguards Division (ESSD) of the DPWH – Planning
Service with regards to the environmental and social safeguards issues during
technical and economic evaluation.

1.8 The Consultant shall conduct research on all available studies and scenarios
regarding climate change and incorporate its possible effects in the flood risk of
the target river basins (i.e. rainfall intensity and frequency, extreme events, etc.)
and indicate the possible impact mitigation.

1.9 The Study shall be undertaken in accordance with the Planning Guidelines on
Integrated Water Resources Management (DPWH – The World Bank, 2016).

2. Detailed Scope of Works

2.1 Consolidation of Data/ Information

The Consultant shall gather all information of the study from the different
government agencies listed below:

2.1.1 Office of Civil Defense – National Disaster and Risk Reduction

The Consultant/s shall identify the following for the respective study

- Name of particular river from which flood water has overflowed
- Flood damage survey reports with corresponding typhoon event

2.1.2 Administrative Information (Local Government Units)

- Comprehensive Land and Water Use Plan


- Population Growth Distribution
- Regional Economic Growth Capita
- Development in the study area with respect to its agricultural and
forestry, tourism (public and private plans), manufacturing and
processing industries, mining, untapped resources and
infrastructures

2.1.3 Philippine Atmospheric Geophysical and Astronomical Services


Administration (DOST - PAGASA)

Secure updated and certified data such as the study area’s hydrologic,
climatic, and meteorological conditions.

2.1.4. Department of Environmental and Natural Resources – Environmental


Management Bureau/ Mines and Geoscience Bureau (DENR – EMB/MGB)

Verify the land use classification, protected areas and environmental


conditions (river morphology, utilization of riverbed materials, mining
activities and watershed situation) of the study area.

2.1.5 Department of Agriculture - National Irrigation Agency (DA - NIA)

Identify the water supply and irrigation system of the study area.

2.1.6 Department of Public Works and Highways

Determine the different locations of water supply and existing flood


control structures such as drainage outlets, sabo facilities, etc.

2.2 Basic Analysis

With the consolidated data gathered, the Consultants shall perform hydrologic/
hydraulic analysis using hydrological/hydraulic models within the limits of the
catchment area that will provide the appropriate recommendation for the flood
mitigation measure.

2.2.1 Rainfall Analysis

Probable rainfall shall be estimated for use in the determination of


probable discharge and planning for the river improvements in the study
area.

2.2.2 Run-off Analysis

The Consultant shall use the runoff modeling software subject to the
approval of the proponent, which shall be supported by the following
data to be collected, gathered and established:

- Delineated Sub-basins using GIS Software


- Modeling of River Basins
- Data Preparation for Hydraulic Elements of the Basin Model
- Establish the Design Hyetograph
- Calculation of Effective Rainfall

Using the available data from PAGASA, the Consultant shall establish the
probable discharge of 5, 10, 25, 50 and 100-year return periods for
comparison. For flood damage assessment, comparison between 50 and
100 are necessary to establish the flood prone and high risk areas which
include private and government properties.

If rainfall and stream flow data are available in the basin, these data can
be utilized for verification and calibration of the model.

2.2.3 Flow Capacity Analysis of River Channels

Flow capacity of main and important river channels (tributaries) shall be


determined and evaluated and then compare the results with probable
discharges for present and future land use conditions.

The Consultant shall compute the existing river discharge capacity


including those of the reference and sub reference as well as analyze the
water surface profile for the probable flood discharge of 5, 10, 25, 50,
and 100 year return period using software for river analysis.

2.2.4 Flood Inundation and Damage Analysis

The Consultant shall perform flood and damage mapping analysis for 5,
10, 25, 50 and 100 year flood return periods, and shall be undertaken
for the following conditions:

- Without the improvement


- With the improvement

Flood model shall be used to make graphical and actual numerical
methods and representation of the extent of inundation and depth.
Software (e.g. Arc GIS, Auto CAD, HEC-GEO/RAS and GRASS GIS) must
be of the latest version.

Flood damage shall be estimated from the quantity of assets affected,


values of assets and damage rates, which is a function of inundation
depth.

Effects of climate change shall be given due consideration in the above


analysis.

2.2.5 Scouring Analysis

Details of estimation of the maximum scouring depth, refer to Technical


Standards and Guidelines for Planning and Design of Flood Control
Structures and DPWH Design Guidelines, Criteria and Standards, Volume
3: Water Engineering Projects, 2015 Edition

2.2.6 Sediment Transport Analysis

Sediment Transport, if applicable should be carried out using


internationally acceptable methods or any model approved by the Bureau
of Design

2.2.7 Specific Discharge Curve

The Consultant shall establish the Regional Specific Discharge Curve


using previous studies in the study area for future references. The
Creager’s Flood Formula shall be used as guiding criteria in establishing
the Specific Discharge Curve.

2.3 Common Surveying and Mapping Requirements

Refer to Chapters 2 and 5, Volume 2B, Engineering Surveys, DPWH Design


Guidelines, Criteria and Standards 2015 Edition and applicable provisions of
existing laws, codes or Department Orders that include, but not limited to:

2.3.1 Horizontal Ground Controls shall be established at/near an acceptable


vicinity of subject project using at least secondary traverse precision and
accuracy. Previously established and/or existing Bureau of Lands
Location Monuments (BLLM’s) shall be made part of the project controls.

2.3.1.1 The Horizontal Control Positioning System (GPS) Network in the


project shall be tied to an existing national triangulation network
established by the NAMRIA which is integrated to the Philippine
Traverse Mercator (PTM) System. New GPS stations should be at
least 3km interval along the project and it shall be a concrete
monument of dimension 40cm x 40 cm x 100cm with a 10mm

diameter, 100cm long steel bar embedded at the center of the
monument with the following inscriptions:

2.3.1.2 Primary Traverse must be tied to a GPS station established in the


project. Primary traverse station shall be established using
concrete monument of dimensions 20cm x 20cm x 60cm with
10mm diameter, 60cm long steel bar embedded at the center of
the monument with the following inscriptions:

2.3.2 A vertical control system shall be established for each entire project
which will be connected and referred to at least (3) existing benchmarks
(BM) shall be referred to a reference datum plane, either the Mean Sea
Level (MSL) or the Mean Lower Low Water (MLLW) as established by
National Mapping and Resource Information Authority (NAMRIA) or
Bureau of Coast and Geodetic Survey or in absence thereof by
establishing temporary Mean Tide Level (MTL) BM based on a seven (7)
day tide observation. For interior areas far from the seashore, the vertical
control may be based on an assumed datum. In all cases, the datum
plane shall be clearly indicated in the survey plans.

2.3.2.1 Benchmarks (BM) shall be established at every 500 meters and


shall be marked by a concrete monument measuring 30cm x 30
cm at the top cross-section and 35cm x 35cm at the bottom cross
section having a total length of 100cm (20cm protruding above
the ground and 80cm embedded in ground) with a 10mm
diameter, 100cm long steel bar embedded at the center of the
monument with inscriptions as follows:

2.3.2.2 Intermediate Benchmarks (IBM) shall be established between BM


at 250-meter interval and shall be marked by a concrete
monument measuring 20cm x 20cm at the top cross-section and
25cm x 25cm at the bottom cross-section having a total length
of 80cm long (20cm protruding above the ground and 80cm
embedded in ground), with inscription as follows marked on top
of the monument:

2.3.2.3 Vertical control leveling shall have the following Accuracy

2.3.2.4 Line of levels shall begin and end on previously established first
order benchmark. At least two (2) benchmarks, which have not
changed their relative elevations, must be recovered at each end
of the line and at any intermediate location of the line with
previous leveling

2.4 Topographic/ Hydrographic Survey

Topographic/Hydrographic Survey shall be undertaken using survey equipment


listed below, in order to gather the precise position of the existing river, tributaries,
structures, utilities, dredging accuracies (depth of sediment), and other features
as needed.

a. Electronic Total Station


b. Global Navigation Satellite Systems / Real Time Kinetic
c. Echo Sounder
d. Other equipment

Direction of flow, observed flood level, and ordinary water level shall be recorded
based from information gathered in the locality or nearby residents.

The Consultant shall coordinate with the LGUs and/or other concerned agencies
(i.e. DOST) to validate the availability of such data.

2.4.1 Cross-Section Survey

The cross-section stationing for the Master Plan shall be one hundred
(100) meters to five hundred (500) meters interval to determine initial
discharge capacity of the river stretches.

Cross sectioning across the rivers shall be extended from one hundred
(100) meters to five hundred (500) meters beyond the riverbanks
depending if the area is flood prone. All cross-sections shall be taken
facing downstream to check the rough estimate and configuration of the
river. The maximum and ordinary water levels shall also be recorded.

2.4.2 Longitudinal Profile of the River

The longitudinal profile of the river should indicate the lowest riverbed,
ordinary water level (OWL), maximum experienced flood level (MEFL),
profile of the right and left riverbanks with elevations (m) all throughout
the required length of the stream specified. For multi-channel streams or
rivers, profile along the centerline of each channel shall be taken.

2.4.3 Right-of-Way/ Easement Limit

The Right-of-Way/ Easement limit shall be based on the Philippines


Water Code and the Implementing Rules and Regulations which shall be
identified/ approved by the Implementing Office.

2.4.4 Survey Operations and Preparation of Topographic/ Hydrographic Survey


Plans/ Returns

The conduct of topographic and hydrographic surveys and preparation


of plans shall be undertaken/ supervised by a registered Geodetic
Engineer.

The Consultant shall prepare the following plans as to quality of


workmanship and conformity with the following requirements:

General Requirements

- Title of the project
- Location Plan showing the adjoining Towns, Municipalities/
Barangays
- Vicinity Map
- General Notes for survey work, including survey accuracy

depth of sediment for dredging

2.4.5 Cross-Section survey of the Reference and Sub-Reference Point of the
Basin

The Consultant shall conduct cross-section survey for each of the


reference and sub-reference points, including two surveys (upstream and
downstream) of the identified area for improvement and/or protection.
The river mouth should always be considered if the area to be protected
is located near an open sea.

For the main river and important tributaries, topographic, hydrographic


and cross-section survey shall be extended from one hundred (100)
meters to five hundred (500) meters beyond the riverbanks and shall
cover the probable inundation area of the significant regions. In sections
where no significant overflow occurs, extension of survey shall also be
conducted up to 50 meters or more beyond the river banks.

• Hydrologic/Hydraulic Field Investigations of Rivers/Creeks

- Maximum Experienced Flood Level (MEFL) with year of


occurrence, Ordinary Water Level (OWL) and Low Water
Level (LWL) shall be noted at every cross section taken
- Character of bed banks earth materials whether clay/clayey,
loam, sand, gravel, boulders, etc.
- Maximum scouring depth / deepest riverbed level and extent
during maximum flood
- Channel characteristics, such as shifting of channel, location
of thalweg and erodibility of channel and banks
- Sand bars or rock formation including concentration and size
of debris.
- Watershed topography and physiography characteristics
- Stream flow and rainfall records of the river, tributaries and
from neighboring river basin
- Records of discharges of diversion canals and spillways
- River morphology

Data from flow monitoring stations and rainfall gauging stations,


if available, shall be utilized in the analysis of hydrologic and
hydraulic models.

• Survey Reports and Plans

Survey reports and plans on the following engineering surveys


shall be prepared by the Consultant and submitted in three (3)
draft copies in A3 size for review and evaluation of DPWH:

- Topographic/ Hydrographic surveys or rivers and tributaries


- Cross-section surveys of rivers and tributaries

Digital files shall include survey points in a spreadsheet (Excel),
plans and profiles in AutoCAD and geotagged pictures of all
established control points.

2.5 Establishment of Design Discharge

The Consultant shall adopt the following guidelines in the design of flood control
structures in accordance with DPWH Design Guidelines, Criteria and Standards
(DGCS), Volume 3: Water Engineering Projects, 2015 Edition.

The minimum flood return periods to be used for the design of flood control
structures shall be as follows:

2.5 River Improvement Plan

The Consultant shall provide river improvement plans, which may include but not
limited to the following:

- Sabo Structures
- Re-channeling or Cut-off Channel
- Floodway Structures

- Other structures

The Consultant shall establish alternative structural measures for flood


control and other water uses in the river basin and prepare the
corresponding preliminary design. After establishment of the
improvement, the Consultant/s shall prepare a new runoff and water
surface profile determination analysis for each possible improvement,
and identify the better alternative and combination of counter measure.

2.5.2 Non-Structural Measures

The Consultant shall recommend the above non-structural measures to


complement the structural measures for an optimum river improvement
plan.

2.5.3 Summary of the Short Term and Long Term River Improvement Plan
(Master Plan)

Short Term river improvement plan shall be established to the priority


areas to be protected and this includes diking (for flood prone areas),
revetment and spur dikes (for bank collapse), etc. The implementation
will be five (5) to ten (10) years after the first.

Long Term river improvement plan shall be proposed to augment the


necessary flood control plan of the river system, this includes multi-
purpose dam, retarding basin, diversion, etc.

2.6 Environmental Impact Assessment (EIA)

The EIA for the Master Plan shall be prepared after the alternatives are proposed.
Each alternative will be subjected to analysis corresponding to the expected
impacts, which may cover the following contents

a. Existing environmental baseline conditions;


b. Potential environmental impacts: positive or negative, direct or indirect and
temporary or permanent; and
c. Preventive, mitigatory, and compensatory measures, generally in the form
of an environmental mitigation, or management plan

2.7. Gender and Development (GAD)

2.7.1 Undertake public consultation or multi-stakeholders’ forum and identify


gender issues and concerns in the involvement of women, youth, senior

citizens and disabled persons in infrastructure development. Women
should constitute at least 30% of the total participants;

2.7.2 Ensure that all data that will be gathered for the study concerning the
affected population groups are sex-disaggregated;

2.7.3 Conduct gender analysis with the aim to develop gender-based


information on the following:

o Trend of employment of women at all level (actual construction,


technical and management) in infrastructure projects or services.
o Capacity of women, women’s groups, and gender equality institutes
and NGOs located in the proposed project area who can be consulted
to influence decisions about the planning, design, operation, and
maintenance of infrastructure facilities.
o The number of families, men, women, boys and girls, as well as the
number of female headed households resettled as a result of the
construction of the infrastructure, access of women to water, health
and transport services, etc. since it is noted that the involvement of
women in infrastructure development is very limited.

2.7.4 Integrate gender sensitive criteria into planning, design, implementation,


monitoring and evaluation of programs, projects and initiative;

2.7.5 Formulate gender equality cost and benefits in the economic evaluation;

2.7.6 Accomplish the Gender Responsiveness Checklist (see Annex 6) for the
ICC process as required by the Department of Finance (DOF) and the
National Economic and Development Authority (NEDA) by adopting the
Harmonized Gender and Development Guidelines (HGDG) and providing
supporting documents.

3. Feasibility Study

The scope of consulting services shall involve the preparation of a feasibility study of flood
control including the economic, environmental and social assessment for the selection of
the optimum plan.

3.1 Cross-section, Topographic and Hydrographic Survey of the Target Area

The Consultant/s will conduct topographic and hydrographic survey of the target
area for improvement. Cross-section will be conducted every 50 meters interval
and offset of twice the width of the river upstream and downstream. The leveling
shall be tied to the existing Government benchmarks in the area (i.e. existing
benchmarks of DPWH, DGCS and/or NAMRIA).

For basins with proposed improvements like construction of multi-purpose dam,


sabo dam, flood way and/or re-channeling, additional survey points shall be
considered.

3.1.1 Survey Operations, Requirements and Submittal of Plans:

All requirements of surveys not expressly specified herein shall be
supervised by registered Geodetic Engineers and conform to the
provisions laid by the manual for Land Surveys in the Philippines (Land
Administrative Order No. 4, BL) and Design Guidelines, Criteria and
Standards (DGCS) 2015 Edition of DPWH Volume 2B, Part 1 and/ or
Reference Manual for Surveys and Investigation of Public Works and
Highway Projects.

The Consultant shall submit the Topographic and Hydrographic Plans in


A1 size paper together with all survey information/ data recorded to the
implementing office. Once approved, the plans shall be stored in
electronic format and submitted to the implementing office.

The review and approval of the said survey plans by DPWH do not relieve
the consultant from responsibility for the accuracy of the survey works
and permanency of the horizontal and vertical ground controls and
reference stations due to improper placement.

3.2 Profiles of the River

Profile shall be taken along the centerline, deepest riverbed and along the left and
right bank of the stream, all through-out the required length of the stream as
specified. For multi-channel streams or rivers, profile along the centerline of each
channel shall be taken.

3.3 Cost and Benefit Analysis

3.3.1 Cost estimate will include, but not limited to the following:

a. Estimates of economic and financial costs, and


b. Estimates of future costs

3.3.2 Benefits to be derived will include, among others, the following:

a. Reduction of loss of lives and damage to properties (agriculture,


private and public), and
b. Increased economic activity directly induced by the project i.e. net
value added of increased agricultural production or induced tourism
benefits vis-à-vis generated flood free benefits

Benefit and cost estimation of the structures shall be carried out by the Consultant
to determine the viability of the project.

3.3.3 In general, the economic analysis will be performed on a “with project”


and “without project” scenarios by the determination among other
things, relevant economic indicators and their consideration as they
affect project implementation. These indicators include, inter-alia, the
following for both individual project items on a whole and where
necessary, incremental analysis: (i) Internal Rate of Return; (ii) Net
Present Value; (iii) Benefit-Cost Ratio; and (iv) First Year Benefit-Cost
Ratio

3.3.4 The Consultant shall use appropriate opportunity cost of capital (12%
and 15%) on the various project components with a view to determine
the size and timing of the execution of the project. The Consultant shall
compare the estimated economic costs (as distinct from the financial
costs) with the benefits expected to accrue (for economic life of the flood
control structures) from the proposed alternative improvement levels.

3.3.5 Shadow prices shall be applied in economic evaluation analysis for both
costs and benefits. However, the economic costs, benefits and economic
feasibility indicators shall be presented with and without shadow pricing
elements. The consultants shall solely be responsible for these analyses
but they should consult with the National Economic Development
Authority (NEDA. All economic indicators and all basic parameters (i.e.
flood security, project costs, etc.) will be subjected to sensitivity analyses
of sufficient range and detail to permit rational examination of possible
implementation alternatives (both of a scale and timing).

3.3.6 Social benefits will also be defined and quantified to the extent possible
and both quantifiable and non-quantifiable benefits will be discussed in
the light of their importance to the national economy and socio-economic
objectives of the Government, with particular emphasis to the areas
influenced by the river. In this context due consideration should be given
to the social, environmental and economic impact of the flood mitigation
projects to:

a. The identification of beneficiaries


b. Relative income status and socio-economic characteristics of the
beneficiaries
c. Pattern of distribution of benefits
d. Any other element having important influence on the well-being of
the population in the project areas. In particular, the Consultant will
provide a clear distribution of these benefits which are expected to
accrue to small farmers (including tenants) and landless labor and
other underprivileged groups such as in the form of improved security
of life, reduced damages to properties, agriculture, increased
employment and mobility.

3.3.7 Economic indicators shall also be shown including efficiency pricing. In-
depth review and evaluation of the relevant information in this regard on
the evaluation and the methodology used, and its effect on scope, timing
and scale of the recommended feasible river improvement in this study
should be provided.

3.3.8 The Consultant shall also undertake risk analysis (in quantitative and
financial terms) to reduce cost over runs in the succeeding phase of the
project.

3.4 Geological and Geotechnical Investigations/ Surveys

3.4.1 Review/ study the geological conditions in the areas traversed and, on
the basis of geotechnical investigations performed (and also utilizing all

available data), provide appropriate recommendations and design criteria
to permit proper foundation design;

3.4.2 Undertake geotechnical investigations including soils and materials


survey, taking into consideration:

▪ Analysis and testing on disturbed and undisturbed soil samples,


pavement samples as well as construction material samples,

3.4.3 Undertake at five hundred (500) meters apart, deep drilling with
Standard Penetration Test (SPT) considering;

▪ Minimum depth shall be determined based on the confirmation of


hard strata or bedrock, and/or maximum depth of fifteen (15)
meters;
▪ Drilling can be stopped after three (3) meters penetration into hard
strata or bedrock, and
▪ The soil samples for foundation design shall be tested for the
determination of the main characteristics (grain size distribution and
classification, moisture content, Atterberg limits, shear strength,
etc);

3.4.4 Undertake at the proposed materials sources, test pits with sufficient
samples taken for laboratory testing.

3.4.5 Identify the sources of borrow, aggregates and other construction


materials required by the Project.

3.4.6 Undertake testing of the materials samples for, but not limited to the
following:

▪ Grain size distribution and plasticity characteristics


▪ Unit weight and water absorption
▪ Los Angeles abrasion
▪ Soundness

3.4.7 Delineate and identify geological structure, especially active faults and
potential mass movement areas that might traverse the project area,
including analysis for liquefaction potential during earthquake and
consolidation due to soft ground;

3.4.8 Review all geological and geotechnical investigation results and reports
for their conformance with standard technical requirement of the DPWH
Design Guidelines, Criteria and Standards (DGCS), Volume 2C (Geological
and Geotechnical Investigation), 2015 edition;

3.4.9 Investigate the availability of suitable construction materials, including


suitable embankment, aggregates materials, etc.

3.5 Environmental and Social Impact Assessment

The Consultant shall provide the necessary professional services to achieve the
objectives of the preparation of Preliminary Environmental and Social Impact
Assessment which shall include among others, the following:

3.5.1 Conduct Environmental Impact Assessment (EIA) and must conform to


the DENR Administrative Order No. 30, series of 2003 and procedural
guidelines;

3.5.2 The Consultant shall gather baseline information and verify the existing
condition of the proposed project on the four (4) environmental
components: The Land, The Water, The Air/ Noise and The People within
the Impact Area. The baseline information should describe most likely
but not limited to the environmental settings of the following:

a) Physical Condition
b) Biological Condition
c) Socio Cultural, Economic and Political Environment
d) Future Environmental Conditions without the Project

3.5.3 The Consultant shall conduct impact analysis for the identified
alternatives and cite the criteria used in determining options for facility
siting, development design, process/technology selection, resource
utilization and discuss how the decisions on the preferred options were
made based on the impact analysis. The consultant shall summarize and
discuss comparison of environmental impacts of each alternative for
facility siting, development design, process/technology selection, and
resource utilization;

3.5.4 Based on the result of the screening procedure, the Consultants shall
prepare the corresponding environmental document for the project Initial
Environmental Examination (IEE), Project Description (PD),
Environmental Performance Report (EPR) or an Environmental Impact
Statement (EIS) guided by DAO 2003-30 and its revised procedural
manual, and the first level scoping/ screening checklist that will be issued
by the Environmental Management Bureau (EMB) of the Department of
Environment and Natural Resources (DENR) for the purpose of obtaining
an Environmental Compliance Certificate (ECC) or Certificate of Non-
Coverage (CNC). The Consultant shall undertake scoping sessions,
baseline and impact assessment works, household surveys and public
information and communication;

3.5.5 The consultant shall conduct Public Consultation with the identified
stakeholders to gather key issues and discuss concerns as well as
endorsement among the stakeholders that will be incorporated in the
Report. Further, shall prepare a full documentation and reports of these
consultations to be submitted to the Implementing Office.

3.5.6 The Consultant shall formulate the Environmental Management Plan


(EMP) composed of Impact Management Plan (IMP) and Environmental

Monitoring Plan (EMoP) necessary to prevent, mitigate, enhance and
monitor the impacts identified in the proposed project.

3.5.7 The Consultant will make its services available to clarify issues both with
the Client, issuing authority, and the public which have special interests
in the project. During the engagement, it will closely coordinate with the
implementing office to monitor the performance and quality of output of
Environmental Specialists from data acquisition until environmental
document submission.

3.6 Right-Of-Way Strip Planning Survey

3.6.1 The preparation of the Right-of-Way Acquisition Plan for the project shall
be guided by the DPWH Department no. 152, series of 2017 and its
procedural guidelines;

3.6.2 The Consultant shall coordinate with the concerned LGUs and present
the proposed projects to request assistance in the identification of Project
Affected Families (PAFs) and structures/properties that will be affected
by the project;

3.6.3 The Consultant shall conduct population census and socio-economic


survey of PAFs to determine property owners, renters, lessees, tenant
farmers, and informal settlers living within the corridor of impact. The
population census shall enumerate persons potentially affected by the
project, to include basis demographic data for the individuals in each
household: age, gender, education, primary and secondary occupations,
source of income, ethnicity, and religion with the nature of impact: loss
of residence, loss of business premises, loss of other improvements, and
loss of trees or crops. The result of the census shall be properly
documented with photographs of PAFs and affected assets and shall be
included as Annex in the Final Report;

3.6.4 The Consultant shall identify and value the affected assets/properties of
the PAFs and develop a benchmark unit cost (cost of lot per square
meter) of the affected assets within the resettlement corridor of impact
to determine the budget estimate for the ROW acquisition. This
benchmark unit cost shall be derived from industry standards and shall
be accepted by the DPWH, in accordance with Republic Act 10752: An
Act to Facilitate the Acquisition of Right-of-Way, Site or Locations for
National Government Infrastructure Projects and Other Purposes.
Approximate measurements survey shall be properly documented and
shall be included in Final Report;

3.6.5 The Consultant shall closely coordinate with the Implementing Office and
the Environmental and Social Safeguards Division of Planning Service
(ESSD, PS) to monitor the performance and quality of output of the
Sociologist/RAP Specialists;

3.6.6 The Consultant shall include in the report the following, among other
things:

a) Basic ROW maps indicating the ROW limits

3.7. Cost Estimates

Determine cost requirements considering, among others, the following:

3.7.1 Estimate to feasibility level accuracy (±20%) the principal quantities and
total cost of each component of the Project, taking as reference the
recent bids under similar Government projects;

3.7.2 The preparation of the cost estimates using unit price analysis method
for various improvement alternatives, broken down into, among others,
materials, equipment, and labor (skilled and unskilled). The estimates
shall include the initial cost of construction, detailed engineering,
supervision, acquisition of right-of-way and resettlement compensation,
Environmental Management Plan (EMP)/ Impact Mitigation Plan (IMP)
cost, gender responsive projects/facilities and environmental monitoring
cost, price escalation and contingencies;

3.7.3 Classify the cost items into local and foreign currency components and
taxes. The foreign currency component (distributed into direct and
indirect) will include, inter alia, such items as depreciation or rental rates
on equipment, materials and supplies for which the Philippines is a net
importer, wages of foreign personnel and overhead and profit of foreign
firms to be employed. The local currency component will include the
acquisition of right-of-way, proposed gender responsive programs, cost
of local materials and supplies, local wages, etc.;

3.7.4 Calculate the quantities of each work item of the different types of work
to be carried out; and

3.7.5 Undertake a unit price analysis of each work item for the Project to
include:

• Direct Costs

- Cost of materials (cost at sources, transport, handling, storage,


miscellaneous expenses and allowance for wastage);
- Cost of construction plant and equipment including
depreciation or rental rates, wages of operators, fuel, oil and
lubricants and maintenance; and
- Cost of labor, including salaries, wages, cost of living allowance
and all fringe benefits.

• Indirect Cost

- Overheads, contingencies and miscellaneous;


- Profits;
- Mobilization/Demobilization; and
- Taxes

3.7.6 Each unit price analyzed shall be broken down into foreign currency, local
currency and tax component. Based on the results of the unit price
analysis, construction cost shall be estimated; and

3.7.7 Maintenance cost shall be estimated in the same manner as the


construction cost.

3.8 Conduct of Information and Education Campaign (IEC)

In order to formulate plan/strategy for the effective campaign/publicity, the major


works to be carried out are itemized as follows:

3.8.1 Conduct survey on issues and difficulties in the non-structural measures


for flood disaster management and implementation, operation and
maintenance and further sustainability of flood control projects.

• Hold meetings with the national and local government agencies


concerned with non-structural measures for flood disaster.
• Conduct dialogues with political, religious and community leaders and
members and the project affected families (PAF) including non-
government organizations (NGOs) to promote public interest and
awareness on the project and flood disaster management.

3.8.2 Conduct study on the potential roles of the respective rivers and swamps
in economic, social and urban environment.

3.8.3 Analyze and evaluate effective measures taken for issues and difficulties.

• Analysis and evaluation on the campaign/publicity made for the


project and flood risk management.
• Study alternative measures and facilities/equipment which would
make the activities more effective.

3.8.4 Formulate effective plan/strategy for information campaign/publicity in
order to solve the issues and mitigate measures for the project

• Study similar undertakings for campaign/publicity in other


countries/projects as basis in the identification of effective measures
for the project
• Preparation of recommendation of each organizational and its major
task effectively carry out campaign/publicity and sustain it.

3.8.5 Prepare the action program including setting up of manpower functional


organization and schedule.

• Coordinate with Public Information Division of DPWH in the


information campaign/publicity.
• Conduct regular meetings and dialogues.
• Prepare/organize workshops/seminars on community involvement
and cooperation during construction, operation and maintenance,
including prevention of illegal settlers in the project area.
• Study on the participation and involvement of the community
leaders.

3.8.6 Monitoring

Based on the action program formulated in the plan, the Consultant will
assist DPWH and LGU’s in setting up the organization and its preparation
for campaign/publicity. The Consultant will also monitor the response of
the people to be affected and the agencies concerned with the project
implementation in order to adjust to a more effective/detailed action plan
of campaign/publicity. The services will include close consultations with
DPWH and LGUs.

3.8.7 Conduct of Campaign/Publicity

Through the setting up of the organization and the preparation of the detailed
action plan, the Consultant will assist in the conduct of
campaign/publicity for the effective operation and maintenance of the
project, as well as, non-structural measures for flood disaster mitigation.
The campaign/publicity will be conducted during the whole period of the
Consulting Services.

5. Detailed Engineering

5.1 The Consultant shall recommend and program the priority areas for Detailed
Engineering Study;

D. MAJOR OUTPUTS OF THE STUDY

The following reports shall be presented in legible manner, all in English language, compiled and
submitted to Department of Public Works and Highways - Regional Office III:

1) INCEPTION REPORT, which shall contain the detailed work of program for the undertaking,
methodologies and schedule of activities proposed to meet the requirements set in this
Terms of Reference. A total of two (2) copies of the report shall be submitted to the
implementing office in one (1) month after the commencement of the consulting service.

S-Curve and Manning Schedule in bar chart form shall provide details regarding the
proposed cash flow, work schedule, and schedule of manpower for each river basin. These
documents shall be incorporated in the inception report.

2) PROGRESS REPORT, which shall include status report, physical and financial as well as
developments, issues, findings as of the report period. A total two of (2) copies of the
report shall be submitted to the implementing office starting on the second month from
the commencement of the consulting service and every month thereafter.

Progress reports shall consist and/or discuss, but shall not be limited to the following:
a) Over-all Summary of Accomplishment
b) Schedule of Work
c) Organizational Chart
d) Summary of Findings
e) Detailed Progress Chart
f) Issues and Concerns

3) DRAFT FINAL REPORT, with Drawing Volume and Annexes which shall contain the details
of the consultant’s findings and recommendation based on the scope of work outlined in
this Terms of Reference. The report shall summarize the undertaking fully describing the
methods used, findings and the investment priorities. The report shall include all relevant
information which supports the conclusions in sufficient detail to enable calculations to be
verified and allow re-calculation with modification of the key assumption without the need
of supplementary data.

A total of four (4) copies of the report shall be submitted to the implementing office in the
twentieth (20th) week to complete the undertaking as in Section E. The reports shall be
submitted in soft-bound copy with title of the report written at the spine.

4) FINAL REPORT with Drawing Volume and Annexes which shall incorporate all appropriate
revisions and clarifications on the Draft Final Report. A total of eight (8) copies of the
report shall be submitted to the implementing office in thirty (30) days after receipt of the
comments from the implementing office. The Final Reports shall be submitted in soft-
bound copy with title of the report written at the spine.

Flood Control Management Cluster. The reviewing office(s) shall review the draft reports for four
(4) weeks; therefore, Final Reports are expected to be delivered not later than the contract
expiration.

E. STUDY SCHEDULE

The undertaking of this study will be on a period of seven (7) months, commencing from the date

the use of these data for the other purposes shall require written consent from the Department.
