Consulting Services for the Feasibility Study of

EPZA Bataan Bridge and Bagac-Mariveles Road, Bataan
San Ildefonso-San Miguel Bypass Road and San Ildefonso-San Rafael Bypass Road, Bulacan
Pandi Bypass, Bulacan
San Jose Del Monte Bypass Road, Bulacan

A. INTRODUCTION

The Department of Public Works and Highways (DPWH) is seeking to develop its pipeline of road
transport projects nationwide for implementation and/or possible external financial assistance in
their implementation. As part of the initial stage in the project development cycle, feasibility
studies assessing the technical, economic, environmental, and social impacts of the project are
required.

The proposed conduct of data gathering, preliminary surveys and investigations, and economic
evaluation for the feasibility study of this project is envisaged to be undertaken by a local
consultant to be outsourced by the DPWH Regional Office III, with the assistance of the Project
Preparation Division - Planning Service (PPD, PS), DPWH – Central Office. The output of the
consulting service shall be the conduct of Feasibility Study for the following proposed projects:

 Bacolor-Porac Access Road and Flyover along Friendship Highway


 EPZA Bataan Bridge and Bagac-Mariveles Road, Bataan
 San Ildefonso - San Miguel Bypass Road and San Ildefonso-San Rafael Bypass Road
 Pandi Bypass, Bulacan
 San Jose Del Monte Bypass Road

Bacolor-Porac Access Road is part of a priority road project of the Pampanga Megalopolis
Development Plan (PMPD) namely the SCTEX-Porac Quarry Road which would mainly cater the
trucks coming to/from Porac, Pampanga. The proposed Fly-over along Friendship Highway
intends to increase the road capacity of the road in preparation for the development of the New
Clark City.

The EPZA Bypass Bridge was proposed to provide access to vehicles, especially to trucks, coming
from the Freeport Area of Bataan to Roman Expressway, Mariveles, Bataan as the existing route
is located on a mountainous terrain with sharp curves making the travel of heavy vehicles
hazardous. The Bagac-Mariveles Access Road on the other hand plans to promote a better track
for large vehicles such as industrial trailers and trucks without the need to passing through the
residential areas of Mariveles and of the Freeport Area of Bataan.

The rest of the proposals are located in Bulacan and they aim to address the growing traffic in
the province mainly by decongesting their primary roads namely the Manila North Road (MNR)
and Daang Maharlika. The San Ildefonso-San Miguel-San Rafael Bypasses are a series of
alternate routes extending from Plaridel Bypass. These bypasses along with San Jose Del Monte
Bypass road intend to divert vehicles from Daang Maharlika. Pandi Bypass on the other hand, is
a parallel road to MNR and NLEX which would offer faster travel from Pandi to/from its
neighboring municipalities.

B. OBJECTIVES

The Consultants shall prepare a suitable optimal program of investments for the project, which
would be consistent with the Government’s development plans. The Consultants shall also
identify the complementary investments needed to ensure the success of the road investments.

By the end of the consulting period, the Consultants is expected to produce a comprehensive F/S
based on updated information with a definite implementation plan of the recommended scheme
based on the alternatives/ configurations considered, among others, including the preliminary
engineering concept/ design and economic evaluation. Specifically, it aims to achieve the
following undertakings:

1. Produce an in-depth socio-economic profile of the study area, integrating among others
the data population growth, spatial distribution, land use patterns and urban structures,
and economic activities;

2. Determine the Annual Average Daily Traffic (AADT) in major and adjoining road sections
relevant to the project influence area, and assess the existing and future conditions of
the relevant road network based on capacity and safety measurements such as Level of
Service and other network performance parameters or factors;

3. Establish trip patterns based on zones and/ or existing and future land use in the study
area and identify volume distribution in major and adjoining road sections during peak
and non-peak hours;

4. Establish Traffic Growth Rates (TGR) based on ecological factors such as population
distribution, average income per family and product consumption per capita;

5. Determine the soil profile at the project site as basis for the design;

6. Identify possible geological and geotechnical hazards and recommend structural and
non-structural measures to reduce the effects of these hazards;

7. Come up with the best alignment with its corresponding conceptual/structural/ geometric
design and other improvements considering the existing profile of the area;

8. Determine the possible significant impacts of the project to the environment and provide
appropriate mitigating measures to address these impacts;

9. Identify the potential project affected persons/ families with the estimated cost for right-
of-way acquisition and proposed timetable;

10. Estimate the quantities and cost of each component of the project;

C. SCOPE OF CONSULTING SERVICES

The scope of consulting services will involve the preparation of the detailed Feasibility Study
Report and Environmental and Social Assessments which is the subject of the Terms of
Reference (TOR). The Consultant’s scope of work will cover but not necessarily be limited to the
items listed hereunder.

The Consultants will conduct:

1. Traffic Survey and Analysis

1.1 Collect, review, and update existing available traffic data from the DPWH Road
Traffic Information Application (RTIA), and other related studies which have
relevance to the Projects;

1.2 Conduct the required traffic surveys per project as well as update existing
available traffic data, including but not limited to traffic counts, and origin –
destination surveys/ studies (see Annex 2 and 3 for details);

1.3 Estimate traffic growth rates by vehicle type adopting applicable parameters and
employing regional estimates of transport demand income elasticity;

1.4 Establish traffic projections per project based on, among others, traffic
generating sources, population and income forecasts related to the national,
regional and sectoral development plans as well as planned infrastructure
development;

1.5 Establish likely traffic diversion from other transport modes and network of roads
to the Project roads due to its development as it affects traffic generation and
assignment;

1.6 Establish basic vehicle operating cost savings and estimate of travel time savings
for different vehicle types from the ensuing road network improvement,
considering the present road conditions, improvements in road capacities and
level of service considering the proposed improvement design and facility; and

1.7 Assess inter-modal transport cost savings, where applicable (e.g. rail), for traffic
assignment purposes.

2. Engineering Surveys

The Consultant shall take into consideration the following survey aspects:

2.1 Topographical Survey

2.1.1. The Consultant shall identify at least three (3) possible alignments (per
project) considering the preliminary technical, financial, environmental
and social aspects of the projects;

2.1.2. The Consultant shall present to the Implementing Office the three (3)
possible alignments and seek approval as to the best alignment;

2.1.3. The Consultant shall undertake preliminary topographical surveys along
the recommended alignment. The Consultant shall set out and establish
reference points at appropriate locations as key control points of the
survey. These points shall be used as benchmarks for identification and
use during the subsequent engineering surveys (“Geo-tagging”). The
leveling shall be tied to the existing Government benchmarks in the
area;

2.1.4. Horizontal Ground Controls shall be established at/near an acceptable


vicinity of subject project using at least secondary traverse precision
and accuracy. Previously established and/or existing BLLM’s shall be
made part of the project control.

2.1.4.1 The Horizontal Control Positioning System (GPS) Network in the


project road shall be tied to an existing national triangulation
network established by the NAMRIA which is integrated to the
Philippine Traverse Mercator (PTM) System. New GPS stations
should be at least 3km interval along the project road and it
shall be a concrete monument of dimension 40cm x 40 cm x
100cm with a 10mm diameter, 100cm long steel bar embedded
at the center of the monument with the following inscriptions:

2.1.4.2 Primary Traverse must be tied to a GPS station established in


the road project. Primary traverse station shall be established
using concrete monument of dimensions 20cm x 20cm x 60cm
with 10mm diameter, 60cm long steel bar embedded at the
center of the monument with the following inscriptions:

2.1.5 A vertical control system shall be established for each entire project
which will be connected and referred to at least (3) existing
benchmarks (BM) shall be referred to a reference datum plane, either
the Mean Sea Level (MSL) or the Mean Lower Low Water (MLLW) as
established by the Bureau of Coast and Geodetic Survey or in absence
thereof by establishing temporary Mean Tide Level (MTL) BM based on
a seven (7) day tide observation. For interior areas far from the
seashore, the vertical control may be based on a assumed datum. In all
cases, the datum plane shall be clearly indicated in the survey plans.

2.1.5.1 Benchmarks (BM) shall be established at every 500 meters and


on both approaches of existing and proposed bridge/flyover
sites. Benchmarks shall be marked by a concrete monument
measuring 30cm x 30 cm x 100cm with a 10mm diameter,
100cm long steel bar embedded at the center of the monument
with inscriptions as follows:

2.1.5.2 Intermediate Benchmarks (IBM) shall be established between


BM at 250-meter interval and shall be marked by a concrete
monument measuring 20cm square by 60cm long, with
inscription as follows marked on top of the monument:

2.1.6. Take cross-sections at twenty (20) meter intervals, unless local


conditions require cross-section at closer intervals in order to provide
the necessary details for earthwork, quantity calculations with an
accuracy of twenty percent (20%) of the final quantities;

2.1.7. Determine profiles and cross-sections for all leg plus one hundred (100)
meters beyond construction limits, prepare topographic maps with
contours at 5-meter interval and coordinates and vicinity plan, and
prepare all survey plans on reproducible materials of high quality;

2.1.8. Survey river profile and river cross sections for five hundred (500)
meters each of up and downstream sides from a bridge, and measure
cross-sections at fifty (50) meter intervals;

2.1.9. Record and preserve all survey information and data in standard survey
forms, notebooks, and electronic files subject, however, to the review/
checking of the implementing office which, upon completion of the
works, all original survey notes (or electronic files) will become the
property of DPWH;

2.1.10. Harmonize horizontal and vertical geometry relative to the data


gathered to compliment with the existing terrain;

2.1.11. Recommend appropriate design criteria based on the projected traffic


volume, wherein the type of highway and geometry features shall be
dependent;

2.1.12. Adopt geometry design features consistent with design speed selected;
in accordance with the latest DPWH Design Guidelines, Criteria and
Standards (DGCS) and AASHTO; and

2.1.13. Supervise the setting out and establishment at appropriate locations of


reference points for key controlling points of the survey line and
provide sufficient benchmarks for identification and use during
subsequent engineering surveys.

2.2. Geological and Geotechnical Investigations/ Surveys

2.2.1 Review/ study the geological conditions in the areas traversed and, on
the basis of geotechnical investigations performed (and also utilizing all
available data), provide appropriate recommendations and design
criteria to permit proper foundation design for roads and bridges, with
particular attention to slope stability problems in mountainous regions
where side hill cuts and high hills may be encountered;

2.2.2 Undertake at the proposed materials sources, test pits with sufficient
samples taken for laboratory testing.

2.2.3 Identify the sources of borrow, aggregates and other construction


materials required by the Project.

2.2.4 Delineate and identify geological structure, especially active faults and
potential mass movement areas that might traverse the project area,
including analysis for liquefaction potential during earthquake and
consolidation due to soft ground;

2.2.5 Review all geological and geotechnical investigation results and reports
for their conformance with standard technical requirement of the DPWH
Design Guidelines, Criteria and Standards (DGCS), Volume 2C
(Geological and Geotechnical Investigation), 2015 edition;

2.2.6 Investigate the availability of suitable road construction materials,


including suitable embankment, aggregates materials, etc.

The Consultant shall undertake the following data gathering operations for all
proposals except for EPZA Bataan Bridge and Bagac-Mariveles Road:

2.2.7 Undertake geotechnical investigations including soils and materials


survey, taking into consideration:

 Analysis and testing on disturbed and undisturbed soil samples,


pavement samples as well as construction material samples,

 Analysis and testing shall be performed in accordance with AASHTO


and ASTM,

 The soil samples along the non-existing alignment will be conducted


with auger borings and test pits for soil classification and CBR
(California Bearing Ratio), respectively, and that the determination
shall be conducted at two hundred fifty (250) meters intervals with

minimum depth of 1.5 meters, and the following tests undertaken
for:

- Grain size and classification of soil according to the AASHTO


method, and

- Atterberg limits, natural moisture content, dry density-


moisture content relationship and determination of bearing
capacity by the CBR test on representative samples of
different soil types;

2.2.8 Undertake at the proposed bridge sites, deep drilling with Standard
Penetration Test (SPT) for bridge structures and one (1) for abutment
and one (1) for pier considering;

 Minimum depth shall be determined based on the confirmation of


hard strata or bedrock, and/or maximum depth of forty-five (45)
meters;
 Drilling can be stopped after five (5) meters penetration into hard
strata or bedrock, and
 The soil samples for foundation design shall be tested for the
determination of the main characteristics (grain size distribution and
classification, moisture content, Atterberg limits, shear strength,
etc);

2.2.9 Undertake testing of the materials samples for, but not limited to the
following:

 Grain size distribution and plasticity characteristics


 Unit weight and water absorption
 Los Angeles abrasion
 Soundness

2.2.10 Determine, based on the geo-technical and soil surveys conducted, the
appropriate road structure and/or pavement design as well as bridge
structures.

2.3. Hydrological Survey

2.3.1 The Consultant shall undertake preliminary hydrological investigation in


the areas traversed to determine the location of appropriate culverts
and bridges and to properly provide adequate drainage, flood
protection against erosion and scour forces both for road formations
and bridge foundations, and countermeasure for potential road slope
disasters such as soil collapse, road slip, landslide, rock fall, etc.;

2.3.2 All available data (physical and geological maps of the territory,
climatology reports, hydrological maps, local drainage system plans,
flood control project plans, etc.) related to the Projects shall be
collected by the Consultant. These data shall be integrated with
information collected directly on site and from local authorities and
other offices. These shall include trend of water course, stream velocity
and maximum flood levels, flood prone areas, existing drainage system

characteristics and conditions and design discharge for 50 and 25 years
return period for bridges and box culverts, respectively.

2.3.3 The extent and nature of the catchment basin of different water
courses shall be determined by examining available topographical and
geological maps as well as by means of direct investigation.

2.4. Preliminary Design

2.4.1. Highway Design

2.4.1.1 Establish, review, and recommend the appropriate highway


design for the Project considering, among others, the
following:

o design speed;
o traffic safety;
o improvement in transport network capacity and
connectivity;
o support urban management concerns;
o results of the gender analysis and required responses to
make the project gender responsive;
o minimum adverse social impact by least number of
resettlement;
o preservation of the environment;
o minimum right-of-way take;
o measures on potential natural hazards;
o accessibility for persons with disability;
o existing structures that will be affected by the proposed
structure;
o future development within the project area; and
o geotechnical

2.4.1.2. Establish, review, and recommend the location of


intersections and interchanges to avoid, among others,
steep grade profile of the approaches and to ensure
adequate sight distance to the intersection; Hence, the
Consultant shall see to it that an intersection/interchange
shall not be located on a short crest vertical curve or on a
sharp horizontal curve, where there is no practical
alternative to such location;

2.4.1.3. Conduct pavement and masonry design analysis, and slope


stability analysis;

2.4.1.4. Design intersections and interchanges including median


opening with adequate corner sight distance with the area
kept free of obstructions whenever possible;

2.4.1.5. Establish and provide typical road sections or drawings for


different types of road including bridge and drainage
structures and other miscellaneous structures based on the
results of the design;

2.4.1.6. Consider the difficult existing terrain features and the right-
of-way restrictions in the resulting design on a case to case
basis;

2.4.1.7. Prepare and recommend appropriate maintenance


strategies that shall be determined by the Consultant vis-à-
vis, actual condition.

2.4.2. Bridge and Other Structures

2.4.3.1. Establish, review and recommend appropriate design of


bridge, viaducts and other structures that shall conform
with the following standards and specifications:

o DPWH LRFD Bridge Seismic Design Specifications, 1st


Ed., 2013
o Design Guidelines, Criteria and Standards, Volume 5
(Bridge Design), 2015, DPWH
o DPWH D.O. No. 75 series of 1992 regarding Advising for
Seismic Design of Bridges

2.4.3. Drainage

2.4.3.1. Collect and review appropriate data to determine the proper


sizes/types of drainage structures to suit actual field
conditions relative to road terrain and other technical
factors;

2.4.3.2. Identify and recommend requirements for cost-effective


slope protection, their dimensions, location and types;

2.4.3.3. Prepare a hydrologic analysis and hydraulic design


calculation considering the inlet and outlet control in the
design for the proposed Reinforced Concrete Pipe Culvert
(RCPC), Reinforced Concrete Box Culvert (RCBC) and/or
Drainage Canal structures;

2.4.3.4. Prepare a comparative assessment for the proposed


measures as to their cost-effectiveness and stability
aspects; and

2.4.3.5. Conduct survey regarding History of flooding within the


area.

3. Economic Data Gathering and Analysis

The Consultant shall undertake the following data gathering and socio- economic analysis,
per proposed Project:

3.1 Review existing national, regional, provincial, local, metropolitan transportation


infrastructure development plans, such as Comprehensive Land Use Plan,

Regional Development Plans, Provincial Development Plans and other related
studies relevant to the projects;

3.2 Collect primary data and information, assess and forecast growth and
development trends in: population growth and distribution, average income
generation per family, extent of urbanization, land area/ use, car/vehicle
ownership, transportation related expenditures, employment, poverty, etc. in the
influence area of the Projects. The data shall be presented in tabular format
showing the growth trends and summarize the results in narrative form;

3.3 Assess information on national and regional macro-economic growth


development plans and trends and economic sectors (services, industry,
manufacturing agriculture, etc.) and how the Projects will have impact on these;

3.4 Assess and calculate economic benefits accruing to infrastructure improvement


with the implementation of the Projects to include, inter alia, the following:

o reduction in road-user transport costs and travel time suitably broken down
into normal, diverted and generated traffic components for all vehicle
traffic;
o improvements in network efficiency (decongestion), capacities and levels of
service; and
o savings, if any, on improvements in road maintenance and repair costs and
frequency of interventions.

3.5 In general, the economic analysis will be performed on a “with project” and
“without project” scenarios by the determination among other things, relevant
economic indicators and their consideration as they affect project
implementation. These indicators include, inter-alia, the following for both
individual project items on a whole and where necessary, incremental analysis:
(i) Internal Rate of Return; (ii) Net Present Value; (iii) Benefit-Cost Ratio; and (iv)
First Year Benefit-Cost Ratio;

3.6 Undertake sensitivity and shadow pricing assessments (Foreign Exchange and
Labor Cost Components) on derived base cost economic viability indicators based
on National Economic and Development Authority (NEDA) Investment
Coordinating Committee requirements. Shadow prices shall be applied in
economic evaluation analysis for both costs and benefits. However, the economic
costs, benefits and economic feasibility indicators shall be presented with and
without shadow pricing elements. The Consultants shall solely be responsible for
these analyses but they should also consult with NEDA;

4. Environmental and Social Impact Assessment

The Consultant shall provide the necessary professional services to achieve the objectives of
the preparation of Preliminary Environmental and Social Impact Assessment which shall
include among others, the following:

4.1 Conduct Environmental Impact Assessment (EIA) particularly in the selected


alignment or geometric/ structural configuration and determine the possible
impacts as a consequence of the project implementation and the occurrence of
these impacts throughout the entire phase of the project implementation from
pre-construction up to abandonment (See Annex 5 for the proposed outline). The

Consultant shall identify, predict, and evaluate the probable, the extent and the
significance of the changes;

4.2 The Consultant shall gather baseline information and verify the existing condition
of the proposed project on the four (4) environmental components: The Land,
The Water, The Air/ Noise and The People within the Impact Area. The baseline
information should describe most likely but not limited to the environmental
settings of the following:

a) Physical Condition
b) Biological Condition
c) Socio Cultural, Economic and Political Environment
d) Future Environmental Conditions without the Project

4.3 The Consultant shall conduct impact analysis for the identified alternatives and
cite the criteria used in determining options for facility siting, development
design, process/technology selection, resource utilization and discuss how the
decisions on the preferred options were made based on the impact analysis. The
consultant shall summarize and discuss comparison of environmental impacts of
each alternative for facility siting, development design, process/technology
selection, and resource utilization;

4.4 Based on the result of the screening procedure, the Consultants shall prepare the
corresponding environmental document for the project Initial Environmental
Examination (IEE), Project Description (PD), Environmental Performance Report
(EPR) or an Environmental Impact Statement (EIS) guided by DAO 2003-30 and
its revised procedural manual, and the first level scoping/ screening checklist that
will be issued by the Environmental Management Bureau (EMB) of the
Department of Environment and Natural Resources (DENR) for the purpose of
obtaining an Environmental Compliance Certificate (ECC) or Certificate of Non-
Coverage (CNC). The Consultant shall undertake scoping sessions, baseline and
impact assessment works, household surveys and public information and
communication;

4.5 The consultant shall conduct Public Consultation with the identified stakeholders
to gather key issues and discuss concerns as well as endorsement among the
stakeholders that will be incorporated in the Report. Further, shall prepare a full
documentation and reports of these consultations to be submitted to the
Implementing Office.

4.6 The Consultant shall formulate the Environmental Management Plan (EMP)
composed of Impact Management Plan (IMP) and Environmental Monitoring Plan
(EMoP) necessary to prevent, mitigate, enhance and monitor the impacts
identified in the proposed project.

4.7 The Consultant will make its services available to clarify issues both with the
Client, issuing authority, and the public which have special interests in the
project. During the engagement, it will closely coordinate with ESSD to monitor
the performance and quality of output of Environmental Specialists from data
acquisition until environmental document submission.

5. Gender and Development (GAD)

5.1 Undertake public consultation or multi-stakeholders’ forum and identify gender


issues and concerns in the involvement of women, youth, senior citizens and
disabled persons in infrastructure development. Women should constitute at least
30% of the total participants;

5.2 Ensure that all data that will be gathered for the study concerning the affected
population groups are sex-disaggregated;

5.3 Conduct gender analysis with the aim to develop gender-based information on
the following:

o Trend of employment of women at all level (actual construction, technical


and management) in infrastructure projects or services.
o Capacity of women, women’s groups, and gender equality institutes and
NGOs located in the proposed project area who can be consulted to
influence decisions about the planning, design, operation, and maintenance
of infrastructure facilities.
o The number of families, men, women, boys and girls, as well as the
number of female headed households resettled as a result of the
construction of the infrastructure, access of women to water, health and
transport services, etc. since it is noted that the involvement of women in
infrastructure development is very imited.

5.4 Identify appropriate sites for public restrooms along the stretch of the road
project and recommend O&M measures for these restrooms;

5.5 Identify appropriate sites for children’s crossings, pedestrian walkways, bike
lanes, guardrails, footbridges, lane markings, guardhouses, and other road safety
facilities and structures;

5.6 Prepare standard gender-sensitive design of infrastructure and facilities that


caters to the practical needs of women, aged people and children, as well as
people with disabilities and special needs (according to the requirements of the
accessibility law), such as wider space on restrooms of women, provision of
ladders in the abutments of bridges and dikes, wider walkways/ sidewalks in
urban area, etc.;

5.7 Formulate gender equality cost and benefits in the economic evaluation;

5.8 Accomplish the Gender Responsiveness Checklist (see Annex 6) for the ICC
process as required by the Department of Finance (DOF) and the National
Economic and Development Authority (NEDA) by adopting the Harmonized
Gender and Development Guidelines (HGDG) and providing supporting
documents.

6. Right-Of-Way Strip Planning Survey

6.1 The Consultant shall build upon the information presented in the Resettlement
Policy Framework (RPF) in accordance with the Land Acquisition, Resettlement,
Rehabilitation, and Indigenous Peoples Policy (LARRIPP) and develop the Gender
Responsive Preliminary RAP in a highly participatory manner, not only informing

Project Affected Families (PAFs) of the available options but also working out the
options with the PAFs so that local preferences and views are incorporated
integrally into the Preliminary Resettlement Action Plan (RAP) (see Annex 4 for
the proposed outline);

6.2 The Consultant shall coordinate with the concerned LGUs and present the
proposed projects to request assistance in the identification of PAFs and
structures/properties that will be affected by the project;

6.3 The Consultant shall conduct population census and socio-economic survey of
PAFs to determine property owners, renters, lessees, tenant farmers, and
informal settlers living within the corridor of impact. The population census shall
enumerate persons potentially affected by the project, to include basis
demographic data for the individuals in each household: age, gender, education,
primary and secondary occupations, source of income, ethnicity, and religion with
the nature of impact: loss of residence, loss of business premises, loss of other
improvements, and loss of trees or crops. The result of the census shall be
properly documented with photographs of PAFs and affected assets and shall be
included as Annex in the Final Report;

6.4 The Consultant shall identify and value the affected assets/properties of the PAFs
and develop a benchmark unit cost (cost of lot per square meter) of the affected
assets within the resettlement corridor of impact to determine the budget
estimate for the ROW acquisition. This benchmark unit cost shall be derived from
industry standards and shall be accepted by the DPWH, in accordance with
Republic Act 10752: An Act to Facilitate the Acquisition of Right-of-Way, Site or
Locations for National Government Infrastructure Projects and Other Purposes.
Approximate measurements survey shall be properly documented and shall be
included in Final Report;

6.5 The Consultant shall closely coordinate with the Implementing Office and the
Environmental and Social Safeguards Division of Planning Service (ESSD, PS) to
monitor the performance and quality of output of the Sociologist/RAP Specialists;

6.6 The Consultant shall include in the report the following, among other things, (a)
description of the lands, structure/improvements and crops/trees to be acquired
as ROW; (b) profile of Affected Household Heads (AHHs)(i.e. name, age, gender,
occupation); (c) pricing of property based on cost of structure per square meter
based on prevailing market value; and (d) cost estimates for acquiring land and
improvements needed as ROW; and

7. Cost Estimates

Determine cost requirements considering, among others, the following:

7.1 Estimate to feasibility level accuracy (±20%) the principal quantities and total
cost of each component of the Project, taking as reference the recent bids under
similar Government projects;

7.2 The preparation of the cost estimates using unit price analysis method for various
improvement alternatives, broken down into, among others, materials,
equipment, and labor (skilled and unskilled) (see Annex 7). The estimates shall
include the initial cost of construction, detailed engineering, supervision,

acquisition of right-of-way and resettlement compensation, Environmental
Management Plan (EMP)/ Impact Mitigation Plan (IMP) cost, gender responsive
projects/facilities and environmental monitoring cost, price escalation and
contingencies;

7.3 Classify the cost items into local and foreign currency components and taxes. The
foreign currency component (distributed into direct and indirect) will include,
inter alia, such items as depreciation or rental rates on equipment, materials and
supplies for which the Philippines is a net importer, wages of foreign personnel
and overhead and profit of foreign firms to be employed. The local currency
component will include the acquisition of right-of-way, proposed gender
responsive programs, cost of local materials and supplies, local wages, etc.;

7.4 Calculate the quantities of each work item of the different types of work to be
carried out; and

7.5 Undertake a unit price analysis of each work item for the Project to include:

7.5.1 Direct Costs


 Cost of materials (cost at sources, transport, handling, storage,
miscellaneous expenses and allowance for wastage);
 Cost of construction plant and equipment including depreciation or
rental rates, wages of operators, fuel, oil and lubricants and
maintenance; and
 Cost of labor, including salaries, wages, cost of living allowance and
all fringe benefits.
7.5.2 Indirect Cost
 Overheads, contingencies and miscellaneous;
 Profits;
 Mobilization/Demobilization; and
 Taxes

7.6 Each unit price analyzed shall be broken down into foreign currency, local
currency and tax component. Based on the results of the unit price analysis,
construction cost shall be estimated; and

7.7 Maintenance cost shall be estimated in the same manner as the construction
cost.

8. Implementation Plan

8.1 Establish and recommend a suitable construction phasing and packaging, taken
into consideration the schemes/scenarios proposed for realistic and cost-effective
implementation;

8.2 Evaluate and recommend the most appropriate construction method and traffic
management plan during the construction of the project.

D. MAJOR OUTPUTS OF THE STUDY

The following reports shall be presented in legible manner, all in English language, compiled and
submitted to Department of Public Works and Highways - Regional Office III:

1) INCEPTION REPORT, which shall contain the detailed work of program for the
undertaking, methodologies and schedule of activities proposed to meet the
requirements set in this Terms of Reference. A total of five (5) copies of the report shall
be submitted to the implementing office in one (1) month after the commencement of
the consulting service.

2) PROGRESS REPORT, which shall include status report, physical and financial as well as
developments, issues, findings as of the report period. A total of five (5) copies of the
report shall be submitted to the implementing office starting on the second month from
the commencement of the consulting service and every month thereafter.

3) DRAFT FINAL REPORT, with Drawing Volume and Annexes which shall contain the details
of the consultant’s findings and recommendation based on the scope of work outlined in
this Terms of Reference. The report shall summarize the undertaking fully describing the
methods used, findings and the investment priorities. The report shall include all relevant
information which supports the conclusions in sufficient detail to enable calculations to
be verified and allow re-calculation with modification of the key assumption without the
need of supplementary data. A total of five (5) copies of the report shall be submitted to
the implementing office as indicated in the table below to complete the undertaking as in
Section E. The reports shall be submitted in soft-bound copy with title of the report
written at the spine.

of all reports and documents systematically organized in traceable and auditable formats shall be
prepared in CD (one copies each report) and/or flash drive.

All inception reports, progress reports, and draft reports are subject for the review and
evaluation of the Implementing Office, Project Preparation Division, and Environmental and
Social Safeguards Division, and other relevant offices as deemed necessary. Presentation of the
Draft Final Report shall be conducted by the Consultant to the Implementing Office and the
Planning Service. The reviewing office(s) shall review the draft reports for two weeks; therefore,
Final Reports are expected to be delivered not later than the contract expiration.

E. STUDY SCHEDULE

Two teams will be involved in the undertaking of this study. Study Team 1 will handle San
Ildefonso - San Miguel Bypass Road and San Ildefonso-San Rafael Bypass Road for seven (7)
months and Bacolor-Porac Access Road and Flyover along Friendship Highway for six (6)
months. Study Team 2 will conduct the study for EPZA Bataan Bridge and Bagac-Mariveles Road
for five (5) months, Pandi Bypass for four (4) months, and San Jose del Monte Bypass Road for
four (4) months. Therefore, the feasibility study shall be carried out for a total contract duration
of thirteen (13) months, commencing from the date of receipt of the Notice to Proceed (NTP).

Position Required Qualifications


Deputy Project Registered/Licensed Civil Engineer with extensive experience in
Manager / pavement design, bridge design, alignment planning and related
Highway Engineer areas as per other international codes including the Transport
Research Laboratory (TRL) and the American Association of the
State Highway and Transportation Officials (AASHTO). Minimum
of 10 years of experience in the related field.
General Economist Bachelor's Degree or higher in Economics and Business. He/she
must have a minimum of 5 years of experience in the field of
infrastructure development and evaluation. He/she must have
experience in conducting economic analysis for at least two
feasibility studies. He/she must be adept in economic modelling and
reviewing.
Traffic Engineer Registered/Licensed Civil Engineer with specialization in
transportation planning/ engineering. He/she must have extensive
experience with traffic planning, traffic growth analysis, and optimal
route planning. He/she must be equipped with traffic/ transport
modelling software. Minimum of 15 years of experience.

Annex 2: Traffic Survey Methodologies

A. Intersection Traffic Counts

1. OBJECTIVES

1.1) Necessary traffic data acquisition for traffic impact study at intersections

2. OUTLINE OF WORKS

The following four (4) types of survey will be carried out by the Consultant in accordance with
the methodology set forth by the Project Preparation Division (PPD), Planning Service which
will be commissioned purposely for this study.
1) Traffic Condition Survey
• Intersection Traffic Flow Counts
• Intersection Queuing Length Survey
• Traffic Speed Survey
• Traffic Signal and Signal Phasing Observation (including manual traffic control)

3. SCOPE OF WORKS AND SPECIFICATIONS

Surveys shall be conducted in following manners:

3.1) Intersection Traffic Flow Counts

a) At the intersection locations shown in Annex 1, for a period of 16 hours from 6:00
AM to 10:00 PM for two consecutive days excluding Friday, Saturday and Sunday.
b) Vehicles crossing the survey points will be counted according to mode classification
and direction.
c) Traffic volume shall be counted and aggregated for each 15-minute period.
d) Mode classifications will be; pedestrian including bicycle, motorcycle, tricycle,
passenger car including taxi, passenger jeepney, goods utilities including pick-up
and vans, medium bus (less than 50 passengers) and large bus (50 passengers or
more), small truck (2 axles), large truck (3 axles or more) and semi-trailer trucks
(see Attached sample format of Intersection Traffic Count Survey Sheet).
e) Some intersections are large and complicated with many legs. So traffic survey
shall be designed carefully to get accurate traffic data to/from the intersections.

3.2) Travel Time and Delay Survey

a) At major roads corridors during the following time periods: AM Peak, Inter-Peak
and PM Peak, for two days excluding Friday, Saturday and Sunday.
b) Travel time shall be surveyed by floating car method for each route and in both
directions. A minimum of two runs in each direction shall be conducted.
Measurement shall be carried out on board passenger car (test vehicle) and public
utility vehicles at each time period.

3.3) Pedestrian Survey

a) At the intersection locations shown in Annex 1, during the following time periods:
AM Peak, Inter-Peak and PM Peak, for two days excluding Friday, Saturday and
Sunday.

b) The purpose of a pedestrian count is to determine the volume of pedestrian
crossing the approaches of the intersection since pedestrian affects the vehicular
traffic flow in the intersection and the demand of the pedestrian traffic would
require amount of green time for the pedestrians to cross the approach of the
intersection safely.

3.4) Traffic Signal Observation Survey (if signalized intersection)

a) At the intersection locations shown in Annex 1, during the following time periods:
AM Peak, Inter-Peak and PM Peak, for two days excluding Friday, Saturday and
Sunday.
b) The surveyor shall determine type of traffic signal (fixed or automatic). The
existing traffic signal operation shall be observed during the three (3) time periods
noting the green, red and amber time as well as the cycle time allocation for each
phase the intersection.

4. SURVEY RESULTS

4.1) Coding and data entry

a) Coding: The data collected in the surveys will be coded after the field survey in
accordance with the method shown in the survey manual.
b) Data: The survey results will be input to computers using Microsoft Excel
customized for each survey data. However, the final data will be input to traffic
modelling software.

4.2) Submission of a brief report

Results of the surveys will be summarized briefly using figures and tables and the details will be
compiled in a report.

B. Manual Counts and Origin Destination Survey

Vehicle types are classified into the following categories:

i. passenger car including taxi


ii. passenger utility (PUV)/public utility jeepney
iii. goods utility (pick-up and delivery van)
iv. small buses
v. large buses
vi. rigid truck, 2 axle
vii. rigid truck, 3+ axle
viii. truck semi-trailer, 3& 4 axles
ix. truck semi-trailer, 5+ axles
x. truck trailers, 4 axles
xi. truck trailers, 5+ axles
xii. motor-tricycle, and
xiii. motorcycle

Traffic surveys shall be conducted following procedures enumerated below. The specific location
of the different survey stations, are presented in Annex 1 to 3.

Manual Count (MC) Surveys

a. At forty-nine (49) locations, traffic counts by directional flow in a period of twelve


(12) hours from 6:00AM to 6:00PM in three (3) days preferably on Tuesdays,
Wednesdays or Thursdays.
b. At four (4) locations, traffic counts by directional flow in a period of twenty four
(24) hours from 6:00AM to 6:00AM in one (1) day preferably on Tuesdays,
Wednesdays or Thursdays.
c. Vehicles crossing the survey points will be counted according to mode classification
and direction.
d. Traffic volume shall be counted and aggregated in every one (1) hour time
interval.

Origin/Destination (OD) Survey

a. At twenty-one (21) station close to the intersection, roadside interview by


directional flow in a period of twelve (12) hours from 6:00AM to 6:00PM in two (2)
days preferably on Tuesdays, Wednesdays or Thursdays.
b. Vehicle crossing the survey points according to mode classification and direction
will be interviewed to determine its origin and destination and other pertinent
information required for the study.
c. Data of interviewed vehicle shall be collected, validated and aggregated in every
one (1) hour time interval. Validated samples are samples compared with the
actual count for the particular hour.
d. Establishment of the OD survey station will be located in a section where safety
and sight distances are of primordial concern. Such undertaking will be
coordinated with the Local Government Units (LGUs) and police in the area. Proper
signage shall be considered.

C. TRAFFIC SURVEY DATA PROCESSING

Coding and data entry

a) Coding: The data collected in the surveys will be summarized and coded after the
field survey in accordance with the standard method to be provided by the PPD.
b) Data: The survey results will be inputted to computers using Excel Spreadsheet
application.
