1. Scope
This document specifies the technical requirements to be fulfilled by Contractor during the
execution phase of nearshore and offshore dredging and rock dumping works. This General
Specification applies particularly to:
• General dredging works: access channels, berths, turning circles, etc.
• Trench dredging, shore approach works in view of pipeline laying
• Rock dumping works: seabed preparation, scour protection, backfilling, pipeline protection
and the like.
The structural integrity of any pipeline or structure affected by any of the above operations shall
be checked and risk assessment carried out, prior to work execution.
Dredging works cover underwater excavation of soil / rock by dedicated equipment, soil / rock
transportation and offshore soil / rock disposal, and all associated pre-dredge / post-dredge
surveys.
Rock dumping works cover berth loading and transportation to worksite of selected rock
fragments, dumping / placement onto seabed target locations, and all associated pre-rock
dump / post-rock dump surveys.
Reference is made to GS EP CIV 102 for dredging work preparation prior to the execution
phase.

3. Units and abbreviations


3.1 Units
Only the ISO international system of units (ISO 80000-1) shall be used. However, the standard
diameter and wall thickness of steel tubular pipes can also be expressed in inches (1 inch =
25.4 mm). When this is the case, the symbol used for the inch unit (" or in.) shall be clearly
indicated.

4. Marine spread
4.1 Safety requirements

4.1.1 Safety and quality management


In order to enhance safety of marine operations, Company has established general
requirements covering marine operations and vessels selection. This system is fully described
in Company’s rules and procedures.
Contractor will have to comply with this system, and particularly with the following control steps.

4.1.1.1 Contractor qualification for marine services


Company selects Contractors that are entitled to provide marine services through a pre
qualification system.
Marine services are those performed using vessel(s) including, but not limited to, PSV, AHTS,
TUG, CREWBOATS, MPSV, DSV, FLOTEL, WORKBARGE charter.
The qualification evaluation is based on a documentary review, linked with a standard
questionnaire. It includes 3 parts: Technical/HSEQ, Financial situation, Compliance.
The Technical/HSEQ part is mainly based on IMO ISM code, technical and personnel
management evaluation.
As part of the execution of the Contract, all contractors operating marine units (Contract holder
or sub-contractor as applicable) will have to be qualified by Company for marine services.
Should a marine operator fail to be qualified, even for the Contract holder, Contractor will have
to nominate an alternate qualified operator for the related marine operation.
Potential marine operators therefore need to be nominated in due time so that their actual
status can be confirmed, and to launch a qualification process if necessary (2 to 3 months are
necessary).
It should be noted that there is a similar (but independent) qualification system for diving and
ROV services contractors.

4.1.1.2 Vessels selection


All vessels that will be nominated within the Contract’s Marine Support Services will have to be
inspected and accepted by Company.
Inspections will be based on the OCIMF’s OVID system. Vessel owner/operator will be
responsible of registering his vessel(s) into the OVID electronic database, to fill in and update
the online particulars questionnaire (in particular the “dredging” and “sand/gravel discharge”
variants), and to review/comment on-line the inspection report after the inspection.
Should a vessel not be accepted after inspection evaluation, Contractor will have to nominate
an alternate vessel.

4.1.1.3 Procedure control


All marine operation procedures (including but not limited to towing, moving, mooring…) will
have to be submitted to Company for approval before being implemented. Any rejected
procedure will have to be re issued and re-submitted to Company. The full compliance with the
approved procedures will be checked by Company by any appropriate way, including the
attendance of Company Supervisor onboard vessels during the operations. Company will be
entitled to stop the operations if the procedure is not fully applied or if vessels condition or
environment conditions justifies it.

4.1.1.4 Complementary measures


In addition to the above, Contractor agrees that Company proceeds to formal and/or informal
inspections on board chartered vessels upon request.
Contractor also agrees that Headquarters or Affiliates of nominated marine operators (Contract
holder or sub contractor) are audited by Company’s marine specialists upon request.

4.1.2 Risk analysis and job hazard assessment


Risk analysis and job hazard assessment (RA/JHA) documents covering all operations and
activities on the dredging or dumping vessel shall be established. Project specific risk analyses
and hazard assessments may be required on certain projects, for example for a dredging vessel
operating in suspected gas charged sediments or a rock dumping vessel operating in vicinity of
assets.
Further, the vessel Owner/Manager shall have established emergency response procedures
(ERP) to ensure that any emergency can be handled safely, including any potential emergency
situations that may arise in conjunction with operations on the vessel, which are likely to
represent a danger to personnel, environment or equipment.
All accidents and incidents occurring on board a survey vessel under Contract shall be reported
to the Company as soon as reasonably practicable in addition to any Contractor, vessel
Owner/Manager, or flag state reporting requirements.
All incidents with the potential to cause pollution, or which have already resulted in such, must
be reported to the Company and to the appropriate Regulatory Bodies.
Maintenance records shall be as per qualification requirements.

4.1.3 Safety zones and offshore responsibilities


Contractor shall comply with:
• All local (national and regional) regulations on Safety
• All environmental rules and regulations
• All local instructions like Company Marine Standing Instructions from the Operation Area.
The vessel shall hold a valid Entry Permit before entering any 500 metre zone around an
offshore installation, or a temporary limited area corresponding to a safety zone (refer to
GS EP LSO 207).
Vessels operating inside the safety zone are under the responsibility of the Company Offshore
Installation Manager (OIM), acting as Responsible for Safety and Environment on Site (RSES).

Masters should co-operate with OIM/RSES in carrying out their responsibilities, for example,
OIM/RSES can modify or terminate any dredging / rock dumping vessel activity which they
regard as hazardous with respect to other operations which may be in progress. In particular,
any hot work permit approved by the Master shall also be approved and counter-signed by the
OIM/RSES, and the Master shall ensure that the OIM/RSES is advised when the work/permit is
complete.
Prior to entering the 500 metre safety zone surrounding a floating structure, and prior to
maneuvering close to the structure, the Master shall ascertain the following as part of the pre-
approach checks:
• Vessel propulsion systems
• Motion characteristics of the floating unit
• Number and type of thrusters running on the floating unit (if any)
• The floating unit mooring system characteristics and position of the mooring lines (if
applicable)
• Sea height and its effect on the vessel’s position keeping capability
• Wind and current characteristics at the site
• Weather conditions and risk of weather deterioration.
Should equipment failure or a problem occur with the dredging / rock dumping vessel’s
machinery/control systems, the Master must inform the OIM/RSES immediately and leave the
500 metre safety zone as soon as practicable. The vessel will not be allowed to re-enter until
remedial action has been taken and that the Master and OIM/RSES are satisfied that the vessel
is fully operational.
For a dredging / rock dumping vessel operating in open seas outside safety zones, the
Company Representative on board the vessel acts as RSES, in particular for liaison between
the Master and the Company facilities offshore and/or onshore.
Fishing within the 500 metre safety zone is strictly prohibited.

4.1.4 Vessel classification


All vessels shall maintain valid class with a recognized Classification Society being a member of
IACS.
The classification should include all systems of importance to the safety of the operations, i.e.
mooring systems, dynamic positioning (DP) systems, helicopter landing systems (if any), cargo
handling systems, crane or lifting systems (e.g. A-frame, etc.), diving systems or sub-sea
operations systems (e.g. ROV, if applicable), etc.

4.1.5 Communications and liaison between the Contracted vessel and Company
Contractor vessel shall accommodate one Company Supervisor as a minimum, with single
cabin, equipped with CCTV monitors to follow operations.
Contractor vessel is required to be connected to Internet e-mail system. Company Supervisor
shall have a private mail account able to communicate securely with parties on-board, as well
as with Company onshore. Additionally, a separate free internet access to Company’s network

through a VPN connection using Company computer shall be available. The allowable file size
to be mailed from ship to shore shall be no smaller than 10 megabytes, in order to transmit
records, charts and any other results at the discretion of Company Supervisor.
A direct line of communication shall be established between the Master of the dredging / rock
dumping vessel and the Company facilities offshore and/or onshore, using VHF/UHF channel,
satellite phone/fax, or mobile cell phone. Contacts from all parties shall be clearly identified for
this purpose.
This direct communication line should not replace the primary offshore communication between
the Master of the dredging / rock dumping vessel and the OIM/RSES but should complement it
by ensuring that any on-going safety issues or other urgent concerns can be resolved efficiently.
Vessel shall maintain a continuous listening watch on the nominated working VHF/UHF
channels. The dredging / rock dumping vessel must also monitor the international marine
emergency VHF channel at all times.
Effective communication shall be maintained between the bridge, engine room and deck crew at
all times.

4.1.6 Personnel
All personnel participating in marine operations shall have valid safety training and medical fit
certificates, including specialist personnel working temporarily on vessels. The vessel
Owner/Manager has the responsibility to ensure that the Master and crew are adequately
trained, experienced, certificated and familiarized for the dredging / rock dumping tasks they will
undertake.
Vessel crews shall participate in regular safety drills, exercises and safety meetings.
All personnel shall be qualified for their assigned work. Qualifications requirements shall be
specified for job categories of significance to safety and security.
The Master is responsible for ensuring that specialist personnel temporarily joining the vessel
receives a safety induction briefing at time of joining the vessel or as soon as practicable
thereafter. As a minimum, such briefing shall include but not be limited to the following:
• Emergency alarms and actions to be taken on hearing alarms
• Position of muster stations
• Position and use of life jackets and survival suits
• Vessel familiarisation tour
• Abandon ship routine
• Substance abuse policy
• Specific working practices (if applicable)
• Permit To Work system
• Incident Reporting Policy.
Appropriate personnel protective equipment (PPE) shall be worn at all times by all crew and
specialist personnel outside accommodation.

In specific dredging / rock dumping operations area, personnel not involved directly with
operations must keep clear of the work area at all times.
Dredging / rock dumping equipment temporarily loaded on the vessel shall not obstruct escape
ways which shall be clear of any objects at all times.
Any use of alcohol, drugs or narcotics is prohibited. Procedures shall be established for
personnel who need medication for due medical reasons.
Key personnel participating in marine operations shall be able to speak English correctly for
ensuring good communication between the crew and the specialist personnel.
Unless otherwise indicated, the dredging / rock dumping vessel shall be adequately manned to
work on the basis of 24 hours per day. When determining the crew level and working practices,
the specialised nature, hazards and risks associated with dredging / rock dumping operations
must be taken into account. If necessary, the Master and the OIM/RSES should discuss the
intended operation so as to minimise, as far as possible, the problem of fatigue and to ensure
the crew and dredging / rock dumping personnel have adequate rest periods.

4.1.7 Personnel transfer offshore


Direct transfers between watercraft and/or installations are not allowed. Transfer of personnel
offshore from the dredging / rock dumping vessel to a fixed platform or another vessel shall be
made following Company approved procedures using approved equipment, e.g., by surfer/boat
landing, personnel basket, pilot ladders or swing ropes (refer to GS EP LSO 202).

4.2 Position keeping requirements

4.2.1 Moorings and anchors


The mooring system and anchors shall be verified by a competent specialist or institution, and
the mooring wires and ancillary equipment such as shackles, swivels and others shall be
certified. The mooring system should be verified to have the required capacity for the proposed
seabed, environmental conditions, water depth and dredging / rock dumping work.
A dredging / rock dumping vessel without dynamic positioning shall have at least 2 propellers
and bow thrusters.
When assistance is required from anchor handling tugs, the Master of the dredging / rock
dumping vessel shall have the responsibility for ensuring that anchor handling tugs, together
with their equipment, are fit for purpose and adequately manned by competent personnel with
the relevant experience. If possible, Masters and key personnel in charge of anchor handling
should be briefed prior to leaving port or, failing that, on location prior to anchoring operations.
Full procedures for anchors installation and/or retrieval should be agreed by Masters and key
personnel involved. In addition, each Master should hold a pre-job meeting with his own crew to
ensure that his anchor handling procedures are fully understood and in agreement with his own
safety procedures. There should be agreement on to the responsibility for providing additional
mooring equipment (e.g. piggy-back anchors, buoys, pennant wires, etc.) and agreement as to
the amount and specification of such equipment.
In general, mooring operations shall comply with GS EP STR 402.

4.2.2 Dynamic positioning


DP vessels shall be designed, equipped and operated in accordance with IMO MSC 645 and
Company General Specification GS EP LSO 306.
Voice intercommunication shall be available to enable necessary information between DP
operators and all other parties directly involved in or responsible for dredging / rock dumping
operations. All essential communication systems should be provided with 100% redundancy.
Audio-visual alarms shall be connected to the DP system to draw the attention of personnel
responsible for dredging / rock dumping operations whose safety is dependent upon the
vessel’s position keeping to an indication of degraded status.
DP vessels using a sub-sea positioning system in the 500 metre safety zone or in the area
surrounding ongoing sub-sea construction works, it shall be checked that the vessel’s
positioning system does not interfere with acoustic frequencies utilized for other sub-sea works
which may be in progress (refer to GS EP POS 002). When available, the frequency allocation
plan shall be checked against DP selected frequencies.
Use of manual positioning for certain types operations is not excluded, provided that Contractor
can demonstrate that the required dredging / rock dumping work can be performed safely and in
compliance with the Company requirements.

4.2.3 Pipelines and sub-sea obstructions/structures


All relevant parties involved must have full details regarding the location of pipelines and sub-
sea obstructions/structures relating to the whole dredging / rock dumping work. Contractor shall
request to Company the official up-to-date layout of the existing infrastructures in the vicinity of
the planned activities.
The vessel and its mooring lines and anchors shall be located at a safe distance from any sub-
sea or sea surface obstructions/structures, including pipelines, cables, wellheads, risers, fixed
or floating platforms, mooring buoys, navigation marks, etc. Safe distance shall be defined prior
to starting dredging / rock dumping operations, paying due consideration to site and work
conditions, and be included in the project operations procedure (refer to GS EP STR 402).
When it is known that anchor handling operations will be conducted near to pipelines or sub-sea
obstructions/structures, then full written procedures shall be agreed by all parties and Contractor
shall not proceed before formal approval has been given by the Company Representative.
Prior to anchoring or performing dredging / rock dumping work near any pipelines or sub-sea
obstructions/structures, detailed check of the positioning equipment of the vessel shall be
performed and agreed by all parties (refer to GS EP POS 001 and see also section 4.3). In case
of any major uncertainty on a structure location and / or on the vessel positioning system
accuracy, equipment to verify the exact location of the obstructions/structures on the seabed
(e.g. side scan sonar, ROV, etc.) shall be available and appropriate corrective actions be
implemented by Contractor with Company approval.

4.2.4 Weather conditions


The Master has responsibility for the safety of the vessel and crew. If requested to work under
deteriorating weather conditions, the Master should assess all potential risks on the basis of his
knowledge of the vessel’s behavior. Such a risk assessment should include but not be limited
to:
• Experience of Master
• Sea height and its effect on the vessel’s position keeping
• Prevailing wind and current speed and direction
• Weather forecast
• Vessel’s power management configuration and confidence in the reliability of power
generation equipment and propulsion units.
Based on the Master’s experience, vessel environmental limitations for safe marine operations
shall be established, including, but not limited to, maximum wave height, current and wind
speed.
Weather forecast information for the intended dredging / rock dumping work locations shall be
obtained twice a day as a minimum. Accurate tide predictions shall also be received daily taking
in consideration atmospheric pressure and local wind conditions.
When deteriorating, weather conditions may affect the results of the dredging / rock dumping
work, specific limitations for safe dredging / rock dumping operations shall be established in co-
operation with the Company Representative.
In the event of any conflict of requirements between the Master of the dredging / rock dumping
vessel and the Company Representative, the final decision shall rest with the Master.

4.3 Positioning
Unless otherwise indicated in the Project Particular Specifications, positioning of the dredging /
rock dumping vessel at the work locations shall be the responsibility of the Contractor, including
supply of the equipment and personnel needed to work 24 hours per day throughout the period
of offshore works.
The positioning equipment and procedures shall be in accordance with GS EP POS 001 for
offshore surface positioning, GS EP POS 002 for subsea positioning, and GS EP POS 004 for
differential global navigation satellite positioning.
A complete description of the positioning system shall be included in the Contractor's technical
documentation.
The positioning system shall be checked before commencement of the offshore works, by
means of:
• Functional health checks while the vessel is along quayside
• A check along quayside relative to fixed point(s) with known co-ordinates, and/or
• A check at sea, by transit fixes around a fixed platform with known geographical and grid
co-ordinates (to be provided by Company).

In the event that any doubt remains about the accuracy of the positioning system, this check
shall be repeated at Company's request.

5. Preparation and execution of the work


The following is an overview of the key technical documents Contractor shall prepare and seek
approval by Company prior to the commencement of the offshore campaign.

5.1 General Dredging/Rock Dumping Procedure


Contractor shall describe the general working principles applicable to the various sections of the
work. All safety aspects and Emergency Response shall be documented in Contractor HSE plan
and ERP bridging with Company ERP.
Contractor shall describe the dredging / rock dumping equipment and vessels involved for the
work.
Contractor shall describe his plans, procedures and criteria to manage constantly vessel
underkeel clearance, in particular in soil/rock dump areas and very shallow waters. Contractor
shall indicate the vessel minimum freeboard that shall be adhered to at all times.
Contractor shall describe his plans to manage sedimentation, slope stabilities (dredged
trenches and / or dumped rock berms) and settlement of the seabed during the performance of
the work.
Contractor shall describe his plans to manage interfaces with other activities that may take
place at the worksite, as described in the Project Particular Specifications.

5.2 Design Documentation/Work Drawings


Contractor shall interpret and review the engineering design provided in the Project Particular
Specifications. Subsequently, Contractor shall prepare a comprehensive set of drawings, design
notes and volume calculations.
Company approval is required prior to upload drawings on the vessels’ survey computer.
Contractor shall ensure that all involved parties (e.g. Subcontractor, Contractor, and Company)
possess the latest revision prior to the commencement of the work.

5.3 Detailed Dredging/Rock Dumping Procedure


Contractor shall provide a detailed description of how he intends to execute the various sections
of the work, including a Work Time Schedule (WTS, e.g. Gantt chart planning).
Contractor shall include sufficient details to demonstrate to Company that he will execute the
work in compliance with the Work Time Schedule.
Contractor shall explain in detail how he plans to execute the work. Details are number of trips,
sailing patterns, production calculations, types of drag-/cutterheads, dredge cut plans,
maintenance requirements, etc.

5.4 Survey Procedure


Contractor shall describe the survey equipment he intends to mobilise, how and when the
measurements will be performed, and how compliance with GS EP GEO 201, GS EP GEO 202,
GS EP POS 001 and GS EP POS 004 shall be obtained.
The precision of the positioning system shall enable Contractor to reach the required accuracy
of the final bathymetric grid. For coastal operations (typically distance from shore < 20 km) an
RTK based solution can be proposed as the primary positioning system during the acquisition.
When choosing a site for RTK reference station installation, Contractor shall set it in a
convenient place with adequate VHF line of sight to survey area and clear view of GNSS
satellites overhead (refer to GS EP POS 004).
Bathymetric surveys shall be carried out by Multi Beam Echo Sounder (MBES), with Single
Beam Echo Sounder (SBES) as a back-up for quality control and assurance.
In case of MBES sensor mounted on a surface vessel, the elevation component shall be
referenced to the ellipsoid, unless otherwise required by the Project Particular Specifications.
Ellipsoid referenced surveys shall be post-processed (PPK or Post-Processed PPP). This
ensures repeatable surveys with a better accuracy than traditional tide referenced surveys
(using a tide gauge). Tide gauges shall be deployed during the works at site as a secondary
system. Soundings shall be reduced to Company official vertical datum.
Shallow water surveys shall be performed at high tide, and combined with land surveys at low
tide, in order to fully cover the full LAT-HAT area and enable overlap with bathymetric surveys.
Land survey techniques shall conform to GS EP POS 003. If airborne techniques are
envisaged, the scope of work and methods shall comply with GS EP POS 007.
Metocean sensors (e.g. tide gauges, wave buoys and the like) shall be deployed and real-time
monitoring carried out, as per Project Particular Specifications, in accordance with
GS EP GEO 501 and GS EP GEO 505.

5.5 Inspection and Test Plan


Contractor shall develop a dedicated Inspection and Test Plan (ITP). The plan shall primarily
comprise of two distinct chapters:
• Equipment Tests
• Surveys.

5.5.1 Equipment Tests/Trials


Upon mobilisation of dredging and/or rock dumping equipment, Contractor shall perform
equipment test in a trial area as defined in the Project Particular Specifications. The trial area
shall be defined and integrated in the general and detailed dredging/rock dumping procedures
mentioned above. The equipment tests, under supervision of Company, shall include:
• Vessel station-keeping tests
• Positioning and survey equipment calibrations and tests
• Dredging equipment functional testing, including pumps, drag/cutting head deployment to
seabed, etc. and dredging trial run

• Rock dumping equipment functional testing, including loader(s), conveyor belt(s), fall pipe
deployment, etc. and rock dumping trial run.

5.5.2 Surveys
Bathymetric surveys shall be carried out to assess work progress. The survey deliverables shall
be provided in accordance with GS EP GEO 201, GS EP GEO 401 and GS EP GEO 402, under
a format approved by Company.
Contractor shall demonstrate that the accuracy of the survey is better than 0.2% of the water
depth, in line with GS EP GEO 201, unless otherwise specified in the Project Particular
Specifications. In the event this accuracy is not achieved, the survey shall be performed again.
Contractor shall study and report the comparison of consecutive surveys to assess the volume
changes. Witness areas, outside of dredging, soil and rock dumping areas shall also be
surveyed to:
• Assess the accuracy of the survey system by comparing measurements at fixed location
through time
• Confirm the absence of systematic errors (tide correction error, vessel draft, etc.)
• Tie one survey to the previous one if a constant offset is observed between consecutive
datasets. This operation shall be validated by Company.

5.5.2.1 Key Bathymetric Surveys


Key Bathymetric Surveys detailed in section 6 hereafter, will be dedicated standalone surveys
and will be marked in the ITP with a “Hold Point”. Company shall be invited to witness those
surveys. Upon completion, Contractor shall promptly transmit to Company:
1. Survey spread calibration data and report; and
2. Raw MBES data.
Within 48 hours, Contractor shall transmit to Company the processed data, in the form of
bathymetric charts and DTM, under an approved digital format (XYZ ASCII file, geotiff...).
Gridding resolution of MBES processed data shall be as per Project Particular Specifications.
Key Bathymetric Surveys shall be used for the application for work acceptance, see section 7.3.

5.5.2.2 Progress surveys


Contractor shall carry out frequent progress surveys to demonstrate progress. At least once per
week progress surveys, in the form of bathymetry charts in an agreed format, shall be submitted
to Company.

5.6 Environmental Monitoring Plan


Reference is made to GS EP ENV 112 and GS EP ENV 120.
Contractor shall develop an environmental monitoring plan in which he demonstrates how
compliance with the applicable rules and regulations, as detailed in the Project Particular
Specifications, will be obtained during the performance of the works.

In the event of dredging works, Contractor shall as a minimum perform measurements of


suspended solids and turbidity in the vicinity of the worksite.

5.7 Quarry Control Procedure


This section only applies to Rock Dumping Works.
Selection of quarry for production of crushed rock is subject to Company approval. Contractor
shall demonstrate that the proposed quarries will provide the required quantities of rock dump
with characteristics in accordance with the Project Particular Specifications.
Contractor shall develop a procedure to demonstrate how the material at the quarry will be
controlled and reported throughout the production and load-out phases. The dumped material
(crushed rock) shall be in accordance with the Project Particular Specifications in terms of
design strength (friction angle), grading, specific gravity and bulk density. It shall also be
chemically stable, non corrosive, non magnetic, free from cohesive material and not flaky, not
elongated, nor porous.
The implemented system shall include weight control procedure of the Dry Rock loaded out on
vessel. For clarity, the establishment of Dry Weight shall be on the basis of a direct
measurement, e.g. weighbridge and moisture content determination.
Contractor shall also incorporate a material compliance programme, to be submitted to
Company for approval, comprising as a minimum of the following, for each 10,000 tonnes of
rock or once per week of production, whichever comes first:
• Moisture Content Determination
• Particle Size Distribution
• Particle Density Test
• Bulk Density Test
• Natural Slope Angle.
Company reserves the right to nominate an Independent Contractor for random checks of the
quarry production, at any time.

5.8 Acceptance Areas


In the event the work will not be handed over to Company as a whole, Company on its sole
discretion may elect for a sectional handover in the form of Acceptance Areas. In this case
Contractor shall submit for Company approval a dossier prior to the commencement of the work
in which the Acceptance Areas are defined.
In the event Acceptance Areas are used, then these shall be clearly addressed in the work time
schedule and the General and Detailed Dredging/Rock Dumping Procedure.

6. Key Bathymetric Surveys


The table underneath identifies Key Bathymetric Surveys Contractor shall execute during the
performance of the work. These Key Bathymetric Surveys are “Hold Points” and Contractor
shall seek approval prior to continuing the work after the survey.

In the event offshore dumping zones are used for the disposal of dredged spoil, then these zones shall
be included in the survey.

7. Specific reporting requirements


7.1 Daily Reporting
Daily reporting shall commence at the start of mobilisation of major construction equipment.
Daily reports cover 24h and the cut-off time is midnight.
Contractor shall prepare a daily report for the work, and in the event more than one production
vessel is mobilised, the overall daily report shall have daily report for each vessel in attachment.
The reporting format is subject to Company approval.

7.2 Weekly Reporting


Contractor shall submit weekly reports to describe the progress of the work. For dredging and
rock dumping works, the following specifics apply:
• Service and operational hours of all construction equipment engaged in the work
• Progress against Work Time Schedule
• Compilation of Bathymetry Charts to demonstrate the progress
• Cumulative volume calculation
• Total tonnages of dry rock dumped.

7.3 Close-out reports for acceptance of the work

7.3.1 General
Close-out reports shall be submitted formally to Company for review. Contractor shall organise
himself and ensure that Company has ample review time as defined in the Contract.
In the event the work is broken down in several Acceptance Areas, an overview chapter shall be
created.
Submission of the documents will be in a manner compliant with GS EP PJC 702 and
GS EP PJC 703. Survey data, charts and layouts shall be provided in a format compatible with
GS EP GEO 401 and GS EP GEO 402.

7.3.2 Technical documentation content


The minimum contents of the technical documentation for close-out report is itemised
underneath. At all time Contractor shall ensure that only factual technical information is
contained in the documents.
When the work involves pipeline, fibre optic / power cables and/or umbilicals, the requirements
underneath are to be complemented with requirements defined in GS EP PLR 100 and
GS EP PLR 401 and Project Particular Specifications.

8. Health, Safety and Environment of marine operations


8.1 HSE standards
Contractor is required to adhere at all times to Health, Safety and Environment standards as set
out in IOGP Report 343 and to HSE and Marine Procedures that Company can have locally
developed for any operation in its perimeter of activity.
Master of the vessel must ensure that all wastes are properly stowed, secured and segregated.
All wastes shall be properly declared, packaged and marked in accordance with legislation prior
to their transfer to a quayside facility. Waste disposal records shall be provided to Company.

8.2 Emergency planning


Contractor is required to submit their HSE plan to Company, for each project or different area
within a project, before mobilization, and including Emergency Response Plan (ERP) and
medical evacuation (MEDEVAC) procedures from the worksite. Such planning shall explicitly
involve the structures and facilities of Company where appropriate (vicinity of worksite).
Contractor shall submit to Company a crew list of all personnel actually on vessel, by the time of
the initial sailing (during mobilization), or any subsequent crew changes during the Work.

8.3 Reporting of incidents/accidents


All incidents and accidents shall be investigated, even if not resulting in lost time injury (near-
misses). The incident and accident reports shall be forwarded to Company's Representative
within 24 hours. An accident investigation form shall be included in appendix to Contractor’s
safety plan.
