Chapter/ Lesson 15: Gender-Based Violence:Survivor,Victim,Perpetrator,and Human

Rights

SUMMARY:

Any damaging act committed against someone's will that is motivated by socially
construed gender disparities between men and women is considered gender-based
violence (Inter-agency Standing Committee Guidelines for Integrating Gender-based
Violence in Interventions in Humanitarian Action 2015). It covers any type of abuse or
violence that targets either men or women based on their sex and causes harm to both
men and women on a physical, sexual, and psychological level. Gender-based violence
has repercussions that include;

· Health consequences - It covers issues including unintended pregnancies, problems


from unsafe abortions, STDs like HIV, injuries, mental health issues, and
psychological consequences (depression, anxiety, post traumatic stress, suicide and
death). Children's survival, growth, and involvement in school are also impacted.
· Social consequences- It include communities and families. In addition to individuals,
families might suffer stigma as a result of gender-based violence.
· Economic consequences- include the expense of the social welfare and public
health systems, as well as the diminished capacity of many survivors to engage in
social and economic life.

The recommended phrase for a person who has experienced gender-based


violence is "survivor," not "victim." In contrast, a perpetrator is a person, organization, or
group that uses violence or other forms of abuse against an individual or a group of
individuals and encourages or condones such behavior. The following are characteristics of
perpetrators:

a.persons with real or perceived power;

b.persons in decision-making positions; and

c.persons in authority.

Universal, unalienable, interrelated, and interdependent are all attributes of human


rights. The human rights values entrenched in international human rights treaties and our
Philippine Constitution are violated by these gender-based violence incidents.

INSIGHTS:

Gender-based violence is a global issue that requires both national and international
attention. The effects affect practically every aspect of our existence. Gender-based
violence primarily targets women and girls, who experience it at all stages of life. In
addition, there is a continuum of violence against women that includes a variety of
components of abuse, compulsion, or force.

In situations of GBV and VAW, both the victim and the offender play significant
roles. GBV and VAW are blatant human rights abuses. All of them indicate that these
violent crimes are both a global and national problem.

Without exception, regardless of one's race, color, sex, language, religion, political
or other opinions, national or social origin, property birth, or other position, everyone has
