1. Background and Introduction

Gavi Alliance’s (“Gavi”) mission is to save children’s lives and protect people’s health by increasing
access to immunisation in poor countries. Gavi, the Vaccine Alliance is a public-private partnership
that brings together developing country and donor governments, the World Health Organization,
UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda
Gates Foundation and other private sector partners. Gavi uses innovative finance mechanisms,
including co-financing by recipient countries, to secure sustainable funding and adequate supply of
quality vaccines. Since 2000, Gavi has contributed to the immunisation of over 820 million children
and the prevention of more than 14 million future deaths.

The COVAX Facility (“COVAX”) – housed within Gavi – provides a global solution to the equitable
distribution of vaccines to the 190 participating countries and economies. The COVAX Advance
Market Commitment (AMC) is an innovative financing instrument that supports the participation of
the 92 low and lower-middle income economies in COVAX – enabling access to donor-funded doses
of safe and effective COVID-19 vaccines. Guided by the WHO fair allocation framework, COVAX
aims to equitably distribute doses to help protect the most at-risk groups. Gavi is working with
Alliance partners UNICEF and WHO to ensure that the infrastructure is in place, and the technical
support available, for COVID-19 vaccines to be safely delivered to all those who need them.

2. Background of the team and purpose of the role

Gavi’s role in the global health and multilateral space continues to expand and become increasingly
complex due to the COVID-19 pandemic, its multifaceted impact on access to routine immunisation
and to healthcare for last-mile communities. While Gavi is structured as a public-private partnership,
the number of political and multilateral stakeholders actively engaged with Gavi have significantly
increased over the past 2 years.

The Public Policy Engagement (PPE) team serves as the political affairs, advocacy and advisory unit
on issues related to vaccine equity for the Gavi Secretariat and COVAX Facility, managing
institutional engagements and advocacy at multilateral fora, with the UN system, health partner and
policy networks and civil society. The Consultant – Public Policy Engagement role combines

knowledge of the evolving future pandemic preparedness agenda including on financing and
governance, stakeholder engagement and cross-secretariat advisory.

3. Description of Services:

In line with Gavi’s Public Policy Engagement strategy and scope of work, the Consultant – Public
Policy Engagement, is expected to have the following duties and responsibilities:

Main Duties and Responsibilities


 Manage Gavi public policy engagement with the various ongoing multilateral and
intergovernmental processes and dialogues related to strengthening future pandemic
preparedness.
 Support Gavi engagement on pandemic preparedness with health partner and policy networks,
think tanks and civil society.
 Serve as in-house advisor to Gavi Secretariat senior management and teams providing
forward-looking advice for engagement in anticipation of institutional priorities, opportunities
and risks related to the future pandemic preparedness agenda.
 Provide policy advisory on pandemic preparedness, response and financing agenda to inform
Gavi governance discussions.
 Develop and maintain high quality public policy content (position papers, advices and
recommendations, research papers) to support Gavi representation in relevant policy
dialogues and high-level bilaterals.
 Identify new and timely content development and dissemination opportunities

4. Location: Gavi Alliance HQ, Geneva, Switzerland

5. Qualifications and work experience required:

Academic
• Advanced university degree in Public Policy, Public Health, Human Rights, International
Law or related fields.
Work experience:
• Minimum of 2 years of professional experience working in international development, public
policy or human rights.
• Experience of global health, especially the intersection of equity, financing and the health
emergencies preparedness and response agendas is a strong asset.
• Significant writing, research, and project management experience required, including in
situations of considerable complexity, diplomatic and political sensitivity.
• Experience in bilateral and multilateral aid environments is a requirement (experience in both
headquarters and in the field/in-country is an advantage).
Skills/Competencies:
• Critical thinking, problem-solving and creative mindset.
• Prioritisation, planning, and project coordination/management skills.
• Demonstrated capacity to manage a variety of activities simultaneously and to take initiative.
• Political acumen and ability to drive change and improvements in challenging, inter-cultural
and complex environments.
• Flexible mindset and ability to adapt quickly, focusing on value creation.

• Effective consultations with and influencing counterparts at all levels.


• Effective written and verbal communicator.
• Good knowledge of policies, systems, and procedures in global public health settings.
• Ability to work with wide range of stakeholders across the spectrum of government, donors,
technical partners, civil society and other expanded partners.

Note: short-listed candidates may be asked to complete a timed test to demonstrate their policy
analysis and communication skills.

Languages:
• Fluency in written and spoken English is essential.
• Working proficiency of an additional UN language.

6. Duration of Assignment: 6 months, with the possibility for extension

7. Selection Process and expected timelines

 Gavi will shortlist and invite for written tests and/or interviews (1 week)
 Contract negotiation and signature (1 week)

CONSULTANCY OPPORTUNITY RULES

Gavi invites you to submit a competitive bid by responding to this “Consultancy Opportunity ”, based
on the below outlined rules:

i. This entire Consultancy Opportunity and all related discussions, meetings, exchanges of
information, and subsequent negotiations that may occur are confidential.

ii. The issuance of this Consultancy Opportunity in no way commits Gavi to make an award.
Gavi is under no obligation to justify the reasons for its supplier(s) choices as a result of
this Consultancy Opportunity . Gavi may choose not to justify its business rewarding
decision to the participants to this tender.

iii. Gavi reserves the right to:


- reject any proposal without obligation or liability to the potential bidder;
- withdraw this Consultancy Opportunity at any time before or after submission of
bids, without prior notice, explanation or reason;
- accept other than the lowest price offer;
- award a contract on the basis of initial offers received, without discussions or
requests for best and final offers;
- decide not to award any contract to any bidder responding to this Consultancy
Opportunity ,

iv. You agree that your bid is valid for no less than sixty (60) days from the quotation due
date.
