Reading No. 200: The Contractor and Project Management

Close management control over field operations is an essential and unique function of the
construction contractor. The contractor is contractually obligated to meet certain construction
time requirements. The contractor has the most to gain from swift, cost-effective field operations.
To serve both his own and the owner's interests, the contractor must make project management
an integral and routine part of his construction procedures. A good illustration of the application
of functional management is a contractor's office. This management style bases the division of
an organization into distinct areas of responsibility on specialized activity. A functional manager
serves as the leader of a team whose responsibilities have a shared identity or objective. Field
construction is typically managed on a project-by-project basis, with a project management being
made in charge of all facets of the work. In contrast to office duties, projects are one-time
endeavors with a finite time frame and non-repetitive work. On the other hand, the project
manager focuses on the planning, scheduling, and management of the field work. He is
responsible for completing the project within the specified time and budget constraints. He
serves as the focal point for all aspects of the project and coordinates his company's and other
organizations' efforts. Project organization depends on project type, size, and construction
contract. Centralized authority is needed for construction projects. The field superintendent and
his foreman must have some freedom in a project environment. The manager's authority and
his subordinates' freedom are contradictory and complementary. Authority over construction
projects is shared rather than hierarchical. Two powerful management methods independently
developed for construction project planning and scheduling. CPM was created to improve
construction program planning and scheduling. The Polaris missile program was evaluated and
monitored using PERT. Both methods were similar but had significant differences. Over the
years, the two have merged with many offshoots and mutations. The terms are now used
interchangeably. Project control, on the other hand, refers to the processes that ensure that
events follow the plans. Its application is based on project time and cost schedules developed
for the project, as well as an information system that will provide data for comparing expected
performance to actual performance. Other than the overall project completion time, the
construction contractor is subject to few rime restrictions. Contracts will occasionally specify
completion dates for intermediate construction goals, such as the completion of a new structure
so that remodeling of an existing structure can begin. These intermediate objectives are
frequently referred to as "milestones." Failure to meet contractual time requirements is a breach
of contract, and the offending contractor is liable for the owner's damages. The implementation
of Executive Order No. 281, which authorized the National Irrigation Administration to build,
develop, operate, and maintain the Casecnan Multi-Purpose Irrigation and Power project in the
Casecnan River Watershed Forest Reserve in the province of Nueva Viscaya and the
Pantabangan-Carranglan Watershed in the province of Nueva Ecija in accordance with the
authority of t, should have been managed more carefully during the construction phase.
