DepEd Teacher’s Workload Policy

The Department of Education divided classroom teachers into two categories:

teachers without ancillary function and teachers with ancillary functions, meaning aside

from being classroom teachers, they have other administrative functions. Some of them

are designated as Grade Level Coordinators, Learning Area Coordinators, Clinic In-

Charge, School Statistician, and Canteen Manager among others. Multiple ancillary

functions of teachers often lead towards losing their motivation, satisfaction, and

competence, and even feel burn-out (Howard & Johnson, 2004).

Statement of the Problem

Public-school teachers claimed to have divided time and attention in the delivery

of teaching due to heavy workload.

DepEd Policy: Provisions of DM 291, s. 2008

Paragraph 2.b – 6 hours actual classroom teaching (6 teaching loads at 1 hour

per teaching load) – all advisorship and/or special assignments for the entire school

year combined shall be considered as one teaching load

Paragraph 2.c – A teacher with less than six (6) hours of actual classroom

teaching shall render additional hours of appropriate teaching-related activities and

duties (enumerated in par.2.d) within the school premises to complete six (6) hours
Paragraph 3 – Overtime pay or service credit for more than six hours of actual

teaching or more than eight hours of work in a day within the school premises

REALITIES IN SCHOOL SETTING

In the Philippines, public schools are grappling with how to address essential

aspects that are important in improving educational quality. Variables such as

overlapping tasks and teachers' extracurricular activities are listed as obstacles that

impede quality education in the country (Jackson, Schwab, & Schuler, 1986). In

Mindanao, the study of Retubada (2104) mentioned that multiple ancillary functions of

teachers are one of the problems encountered by schools in Davao Del Sur, Region XI.

He cited that teachers, while performing their main function as classroom adviser, are

also given extra non-teaching functions called ancillary functions as their additional

workload since there is a need to assign these teachers as subject area coordinators,

grade level head, canteen manager, sports coordinator, SBM, coordinator, club

moderators, cluster subject area coordinator, coaches in different contests in cluster,

division, regional and even at national levels which resulted into poor performance of

teachers as well as students.

RECOMMENDATION

DepEd should hire administrative staff and unload teachers of administrative and

other duties unrelated to teaching. Administrative staff may include a school registrar,
clerk for the principal, a guidance counselor, human resource officer, disbursing officer,

accounting clerk for MOOE liquidation, and other additional assignments normally

distributed among regular teaching faculty.

While DepEd works on its rationalization of staffing pattern, channeling offers

from local government support and private donors/foundations is highly encouraged in

order to provide administrative staff support to schools.

Alternatively, as part of their on-the-job training, public schools may accept

college students pursuing primary and secondary education programs to assist with

administrative work, which could be a solution. The DepED Central Office would have to

clearly signal this as an accepted and encouraged practice, and it would have to be

coordinated with the Commission on Higher Education.
