In the Philippines, public schools are grappling with how to address essential
overlapping tasks and teachers' extracurricular activities are listed as obstacles that
impede quality education in the country (Jackson, Schwab, & Schuler, 1986). In
Mindanao, the study of Retubada (2104) mentioned that multiple ancillary functions of
teachers are one of the problems encountered by schools in Davao Del Sur, Region XI.

DepEd should hire administrative staff and unload teachers of administrative and
other duties unrelated to teaching. Administrative staff may include a school registrar,
clerk for the principal, a guidance counselor, human resource officer, disbursing officer,
accounting clerk for MOOE liquidation, and other additional assignments normally
college students pursuing primary and secondary education programs to assist with
administrative work, which could be a solution. The DepED Central Office would have to
clearly signal this as an accepted and encouraged practice, and it would have to be
