TEACHING PERSONNEL

1. Pursuant to DepEd Order 9, s. 2002 or Establishing the Program on Awards

and Incentives for Service and Excellence (PRAISE) in the Department of
Education, the Revised Policies on Employees Suggestions and Incentive
Awards System (ESIAS) provided under CSC Resolution No. 010112 and
CSC MC No.01 s. 2001, this Office announces the 2021 Schools Division
Search for Outstanding Teachers, School Heads and N o n -Teaching
Personnel.
2. This activity embraces the ideals of the Rewards and Recognition Program
of the Schools Division of Zambales through DepEd Zambales PILLARS
(Personnel with exemplified Integrity Leadership and Loyalty in Advancing
Innovation towards Remarkable Service Excellence). It aims to recognize the
extraordinary contribution and achievements of its personnel’s performance
that contribute to the attainment of DepEd's strategic goals.
3. This year's Search Categories are:

a. Most Outstanding Kindergarten School Teacher
b. Most Outstanding Elementary School Teacher
c. Most Outstanding Junior High School Teacher
d. Most Outstanding Senior High School Teacher
e. Most Outstanding Master Teacher (Elementary)

4. School nominees, together with the complete set of

documents with Summary of Rating of the Nominees must
be submitted to Candelaria Central Elementary School on
or before November 16, 2021. The School Screening
Committee shall conduct preliminary evaluation on the
veracity and authenticity of submitted documents. (See
Enclosure)
5. The attachments should be submitted in the

following order properly labelled/tagged:
a. Endorsement by the school head with all the names of the

nominees. A copy of the endorsement must be included in the
paper of each nominee;
b. Duly accomplished nomination (See enclosure) form;
c. Personal Data Sheet;
d. Certification that nominee has not been suspended for any
administrative or criminal case;
e. Certified true copy of the Performance Ratings in the last three
(3) years and summary of rating; and
f. Supporting documents following the specific criteria on
Paper Screening, Photocopies must be certified true and
verified against the original.

GENERAL GUIDELINES
1. METHODOLOGY
There will be 14 awards to be given in this year's Search for Schools

Division Outstanding Teaching, Teaching-Related and Non-Teaching
Personnel. This year's Search Categories are:
a. Most Outstanding Kindergarten School Teacher

b. Most Outstanding Elementary School Teacher
c. Most Outstanding Junior High School Teacher
d. Most Outstanding Senior High School Teacher
e. Most Outstanding Master Teacher (Elementary)
f. Most Outstanding Master Teacher (Secondary)
g. Most Outstanding ALS Teacher
h. Most Outstanding Head Teacher (Elementary School Head)
i. Most Outstanding Head Teacher (Secondary School Head)
j. Most Outstanding Elementary School Principal
k. Most Outstanding Secondary School Principal
l. Most Outstanding Non-Teaching Personnel
A. Who are eligible to join?

1. Teaching Personnel (Public School Teachers)
The nominee for the search category must meet the following
qualification requirements:
a. model of morality and integrity both in public and private

life;
b. has good human relations in the school and in the
community;
c. a permanent elementary/ secondary/ senior high school/
ALS

d. public school teacher who meets the selection criteria

regardless of his/ her rank, subject area and grade level
taught;
e. has been teaching in the public school at least for the last
three (3) years;
f. has been rated "Outstanding" for the last three (3)
performance rating periods prior to the nomination; and
g. has not been found guilty of any administrative or criminal
offence
2. Teaching - Related Personnel (Public School Principals and

Assistant Principals, Head Teachers as School Heads)
The nominee for the search category must meet the following
qualification requirements:
a. a model of morality and integrity both in public and

private life;
b. has good human relations in the school and in the
community;
c. a permanent school head in the elementary/ secondary/
senior high school/ integrated school who
meets the selection criteria regardless of his/ her rank;
d. has been a school head in the public school at least for
the last three (3) years;
e. has been rated "Outstanding" for the last three (3)
performance rating periods prior to the nomination;
f. has not been found guilty of any administrative or criminal
offence; and
3. Non -Teaching Personnel

a. a model of morality and integrity both in public and
private life;
b. has good human relations in the school/ Schools Division
Office and in the community;
c. a permanent employee in the DepEd who holds a Level 2
position at least for the last three (3) years;

d. has been rated "Outstanding" for the last three (3)

performance rating periods prior to the nomination;
e. has not been found guilty of any administrative or
criminal offence; and
B. Who are not Qualified?

1. Previous awardees/winners in the similar search in the Division Level,
Regional Level or National Level organized/ sponsored by either the
Department of Education or any private organization (regardless of the
year / s they joined).
2. Teachers/ Principals/ Non -teaching Personnel who have been
suspended for any administrative or criminal offense.
C. Who can Nominate?

1. Teaching Personnel (Public School Teachers) School Heads, Education
Program Supervisors, PTA Officers, Teachers are authorized to nominate
teachers to the Search. However, the Public Schools District Supervisor must
endorse the nomination.
2. Teaching-Related Personnel (Public School Principals and Assistant

Principals) School Heads, Education Program Supervisors, PTA Officers,
Teachers are authorized to nominate School Principals to the Search.
However, the Public Schools District Supervisor must endorse the nomination.
3. Non -Teaching Personnel (Level 2) Immediate Superiors (School Heads/

Unit or Division Heads) Public Schools District Supervisor, Education Program
Supervisors, PTA Officers, and Teachers are authorized to nominate Non -
Teaching Personnel to the Search . However, Public Schools District
Supervisors shall endorse school- based personnel.
D. What are the Prizes?

Winners will be awarded with Certificate of Recognition and shall be the
District Entries to the Schools Division Search.
E. Who are the Board of Judges?

The Board of Judges shall be composed of the PSDS and the District
Selection Committee. This includes paper screening and validation.

F. What is the Search Methodology?

There shall be four stages for this Search with the following
percentages:
Stage 1- Paper Screening (40%)

Stage 2- Validation (20%)
Stage 3- Demonstration Teaching (20%)
Stage 4- Interview (20%)
1. Teaching-Related Personnel (Public School Heads)

There shall be three stages for this Search with the following
percentages:
Stage 1 - Paper Screening (40%)
Stage 2 - Validation (30%)
Stage 3 - Interview (30%)
2. Non-Teaching Personnel (Education Program Supervisor,

PublicSchools District Supervisor, Non-Teaching
Personnel)
There shall be four stages for this Search with the following
percentages:
Stage 1 - Paper Screening (40%)
Stage 2 - Validation (30% )
Stage 3 - Interview (30%)
Paper Screening shall include all supporting documents

submitted to the Search Committee which will be evaluated using
specific criteria.
The Validation aims to assess the nominee in terms of
morality and integrity both in public and private life, and his/her
human relations in the school/SDO and in the community. The
Preliminary Screening and Selection Committee, using validation
and character investigation tools, will conduct the process to
obtain objective information and assessment about the
nominees.
The Interview shall gauge the nominee's ability to answer
questions relevant to the award committee.
For the teacher category, there shall be a Demonstration

Teaching, which shall include on-the-spot preparation of

instructional materials and lesson planning, prior to the interview.
Materials will be provided by the Search Committee which the
nominee will develop into appropriate instructional materials
based on the topic that will be randomly selected according to
his/her subject area and grade level taught.
G. What are the Steps in the Search Process?

a. Each school is allowed to endorse one (1) nominee per
category.
b. Nominees in this search category are elementary and
secondary school teachers (including those in the
senior high school), who meet the selection criteria
regardless of their rank, subject area and grade level
taught.
c. In Stage (1) Paper Screening, the Preliminary Screening
and Selection Committee shall evaluate and rank all
the nominees, following the criteria on Paper
Screening.
d. The Top 5 will undergo Stage 2 (Validation) in order to
determine who will move to the next round.
e. The Top 5 will advance to the next two stages (Stage
3- Demonstration Teaching and Stage 4 - Interview)
where the ranking of the Top 5 winners shall be
determined.
(Note: For the Teacher Category, the minimum raw score in Paper Screening is 50 points
out of the possible 100 points to qualify to this Search. Scores of the nominees in all stages of
the search process shall be cumulative. )
2. Teaching-Related Personnel (Public School Heads)

a. Each School is allowed to endorse one (1) nominee per
category.
b. Nominees in the search category are elementary and
secondary school heads (including Assistant Principals)
who meet the selection criteria regardless of rank.
c. Documents of the nominees will be submitted to
Candelaria Central Elementary School for Stage 1 of the
Search Process which is Paper Screening.

d. In Stage (1) Paper Screening, the Preliminary Screening

and Selection Committee shall evaluate and rank all
the nominees, following the criteria on Paper Screening
in order to determine the top 5 who will advance to the
next round.
e. The Top 5 will undergo Stage 2 (Validation) in order to

allowed to endorse one (1) or more nominees.

employees in the DepEd who holds Level 2 positions in the
school at least for the last three (3) years.
c. Documents of the nominees will be submitted to
Candelaria Central Elementary School for Stage 1 of the
Search Process which is Paper Screening.
d. In Stage (1) Paper Screening, the Preliminary Screening
and Selection Committee shall evaluate and rank all the
nominees, following the criteria on Paper Screening in
order to determine the top 5 who will advance to the
next round.
e. The Top 5 will undergo Stage 2 (Validation) in order to

signed by the Public Schools District Supervisor.
