D. Brief History

Parañaque National High School, formerly known as Parañaque Municipal High School,
was founded in 1969 and was known to be the first public high school in Parañaque. All these
efforts were initiated by Florencio Bernabe, Sr., who was then the Mayor of the city. This was an
effort shoot of his genuine commitment and fervor to lead his citizenry to self-sufficiency through
education.

Year after year, the school experienced its tremendous expansion in population and so
with building construction. PMHS struggled to impart knowledge to the students and opened its
doors to those who are in need of learning in the administration of Mrs. Angelita R. Samson as the
prime mover of the institution.

Because of the increasing number of students, Parañaque Municipal High School


branched out into annexes to make the pencil area of students conducive for learning and to render

better services to the community.

To put education as the top priority, there was a centralization of functions. Each annex
had its Officer-In-Charge from the PNHS-Main Head Teachers.

After several ocular inspections by the superintendent, the construction of a new annex
was situated at Dimasalang Extension along Rimas Street and was formerly the site of Baclaran
Elementary School. It is now known as PNHS-Baclaran.

In 1991, Mrs. Presencia C.  Damian, the first Officer-In-Charge, started to transform
PNHS-Baclaran with grace, dedication, and discipline.

Mrs. Damian’s commitment was doubled and continued by the effort of Dr. Gerry C.
Catchillar as the new principal in 2007.

The first quarter of 2007 marked the beginning of challenging tasks of Dr. Gerry C.
Catchillar as the newly appointed Officer-In-Charge. Being a man who personifies commitment and
service, he initiated the act of putting up the heart of every school.

On August 12, 2008, Parañaque National High School – Baclaran finally got the approval
of the Department of Education on its request to be an independent school. The dedication and
determination of Dr. Gerry C. Catchillar has proven to be impressive in all aspects. He aimed for the
school’s excellence by focusing on the strength and weaknesses in the different learning areas of
the students.

The students’ maximum participation in various trainings and competitions enhanced


their potentials and sharpened the edge of their skills. Winning in such competitions has given
pride and dignity to the school.

New facilities were constructed, including the establishment of the Functional Library, the
additional rooms for TLE boys and girls, the Research Center with computer and internet
connection, the new comfort rooms for faculty members, the renovated School Clinic and Science
Laboratories, the installed concrete stage, and the renovated covered pathway that connects Golez
and Rodriguez buildings.

Dr. Catchillar’s efforts were continued and nourished by Dr. Rosendo C. Abulog when he
was appointed as the school’s principal last September 25, 2012. A gymnasium and a three-storey
six classroom building were initialized during his period.

The school was then led by a well-contrived, agreeable and competent principal in the
person of Engr. Pablito S. Vibal. He started his journey as the newly designated school head of
PNHS-Baclaran on August 1, 2013.

During the Academic Year 2016-2017, PNHS Baclaran opened the Senior High School
Program with two tracks, Academic Track and Technological Vocational Livelihood (TVL). Under
Academic Track, the school has offered Accountancy and Business Management (ABM); while
Technological Vocational Livelihood (TVL), offers Home Ecomics which includes two (2)

specializations offered- Housekeeping and Bread and Pastry Production.

Through his efforts, there were three (3) newly built buildings – Cong. Eric L. Olivarez
(CELO)- one (1) four-storey with six JHS instructional classrooms, three SHS instructional
classrooms, four comfort rooms (including PWD CR); Mayor Edwin L. Olivarez (MELO)- one (1) four-
storey with five JHS instructional classrooms, 1 SHS instructional classroom, two Laboratory
Rooms and four comfort rooms (including PWD CR); Joel T. San Luis Bldg. (JTSL)- one (1) three-
storey with six instructional classrooms and one comfort room (male and female); two (2) on-going
building constructions for Senior High School and Junior High School Classrooms and the
rehabilitation of the third floor of Golez Building. 

With his thorough studies, Engr. Vibal considered and initiated the Single-Shift Class from
Grade VII to XI since the School Year 2015-2016, which has been successful and has received
positive feedback from the stakeholders.

Under his supervision, there were two (2) approved Master Teacher I, four (4) approved
Head Teacher III, three (3) Teacher III, three (3) Teacher II, and three (3) Teacher III in Senior High
School. 

Engr. Pablito S. Vibal developed the Open High School Program (OHSP) by initiating the
Three-Day Class, not only with the Modular-Type Approach but also with the Regular Approach
where OHSP students attend the classes and learn with the assigned teachers from Wednesday to
Friday from 3 o’clock to 6 o’clock in the evening.  

He also applied for the Direct Release of Fund for the school, same with other big and
established public high schools like Parañaque National High School – Main and Dr. Arcadio Santos
National High School, respectively. 

Lastly, Engr. Pablito S. Vibal upgraded the electrical system of the school since it had an
unstable electricity supply and could not handle the power voltage demanded by the school itself. 

The third quarter of 2019 marked the comeback of the beloved principal, Dr. Gerry C.
Catchillar. It was the beginning of his challenging tasks to bring back the beauty, cleanliness, and
discipline in the school and establish a harmonious relationship among the teaching personnel,
non-teaching personnel, and school stakeholders. Being a man who is known for being systematic
and committed to his oath of service, he initiated the act of putting up the heart of every school.

Dr. Gerry C. Catchillar changed and brought back the original schedule of classes from six
o’clock in the morning to twelve-thirty in the afternoon. He removed the lunch break from the class
schedule except for the Special Science Program and Senior High School that have afternoon
classes.

He assigned ancillary services to some selected teachers to take charge of the following
offices and rooms like Computer Rooms, Science Laboratory, Canteen, Custodians and Human
Resource. He even recommended deserving teachers for promotion.

He made school improvements such as the installation of televisions in the AVR and school

grounds and renovated the Emergency Exits of the Golez and MELO/CELO A Buildings.

For School Year 2020-2021, the school had 2,816 enrollees, including the Senior High
School students.  Parañaque National High School-Baclaran has been known in the entire division
because of its disciplined students.

Part II: Program Description

A. Brief Description of the Program

In accordance with Section 2 of Republic Act 9155, all Filipino children are entitled to a
free, compulsory elementary education as well as a free high school education as part of the
State's policy to protect, advance, and ensure access to such education for all citizens.
Alternative Learning Systems for out-of-school adolescents and adult learners shall also be a part
of this education. Their basic education should aim to provide the target learners with the
abilities, information, and morals they will need to grow up to be kind, self-sufficient, useful, and
patriotic citizens. Additionally, the State will support regional efforts to raise the standard of
basic education on the local level. The State must also make sure that the educational programs
for children, young people who are not in school, and adults reflect the values, needs, and goals
of the school community. Decisions on what is best for the students they serve must be made by
schools and learning centers.

Pursuant to Joint Memoranda DM-OUCI-2021-316 and DM-OUCI-2021-049, consistent


with the Republic Act No. 11510, otherwise known as Alternative Learning System Act, the
Alternative Learning System of the Division of Parañaque is proposing an implementation of ALS
in Senior High School level to provide Out-of-School Youth and Adults who completed learning in
the Junior High School and passed the A&E test and the Portfolio Validation Assessment for
School Years 2018-2019, 2020-2021, 2021-2022 and Previous Years access to basic education.

The objective of the program is to provide a more convenient educational delivery system
for the learners who have to pass their Senior High School through ALS. The ALS uses an
approach in which learning occurs both inside and outside the traditional classroom. Through
this approach, learners gain education through discussion groups and interactive activities. It
then combines them with self-paced instructional modules and printed materials produced by
the Department of Education. To further supplement the learning, the program also taps the
support of communities in the form of mentors and facilitators from the community. The goal is
to transform the current Senior High School into a more accessible school offering Accountancy,
Business, and Management as its strand under Alternative Learning System, with teachers who
can manage to deliver the competencies of the strand in the context of the service, and has
collaboration with related industries for the immersion purposes in Grade 12. It also strives to
deliver the implementation's results, which will be carefully evaluated and recorded for policy

direction.

A. Target Learners

It will cater all over-age out-of-school youth and adults needing access to basic
education who completed Junior High School or passed the A & E Test and the Portfolio
Validation Assessment for School Year 2020-2021 and earlier school years pursuant to Joint
Memoranda DM-OUCI-2021-316 and DM-OUCI-2021-049 respectively, consistent with the
Republic Act No. 11510, otherwise known as Alternative Learning System Act.

B. Entry Level Assessment


1. Orientation
With the help of the School Head, the Senior High School Assistant to the Principal,
Department Heads, and Senior High School faculty, a series of orientations and meetings with
teachers, learners, and parents were held to discuss the implementation of the Alternative
Learning System for Senior High School (ALS-SHS). Since it is a parallel program of formal
education, capacity building will still be required to be participated in by SHS teachers who handle
ALS in order to facilitate its complete implementation in S.Y. 2023–2024. The following topics were
covered in the orientation: the enrollment process, the strand offering, the class schedule, and the
Self-Learning Modules to be used by ALS learners.

2. Assessment and Placement


Before the assessment series in the learning strand, all out-of-school youth and adult learners
who have passed the A&E Test and the Portfolio Validation Assessment are eligible for admission.
Additionally, the division will be using assessment tools that may be contextualized based on
student proficiency. Additionally, enough time will be provided for those working to submit their
output for review.

3. Counseling Services

Potential enrollees go through a face-to-face, text-based, or online interview or counseling


procedure with the Parañaque National High School-Baclaran SHS Guidance Coordinator,
followed by psychosocial lectures during the first week of classes with their class adviser.

4. Organization of Learning Groups

The ALS implementers were oriented on the strand to be offered in the pilot implementation
of Senior High School and encouraged learners to enroll. Learners who enroll will have a
classroom, a class program, and a class adviser organized as one. They will adopt the academic
track on Accountancy, Business, and Management (ABM) as its pilot strand. SHS faculty will be
given loads to handle SHS-ALS according to their specialization.

80 hours of relevant ABM related work immersion or its equivalent using the principle of

b. Learning Materials

Parañaque National High School Baclaran Senior High School will utilize the Central Office
(CO) and/or Division’s developed Self Learning Modules (SLMs). However, teachers may still
contextualize SLMs according to the learning ability of ALS Learners.

c. Delivery System

The ALS Senior High School will use blended learning modality. Those who can physically
report to school may attend the in-person classes which are held every Monday and Tuesday;
while Wednesdays, Thursdays and Fridays are allocated for asynchronous modular distance
learning modality.

There will be an assigned ALS School Coordinator in the person of Mr. Rodel A. Barroga, a
SHS Teacher III who will handle the class and serve as Adviser. His duties and responsibilities as
Coordinator will be supported by a School or Division Memorandum along with other teachers who
will handle ALS Classes.

Class structuring is based on the preferred modality of learners. Scheduling of subjects is


adopted on the formal class schedule while teaching loads will be added as additional load to
teachers in the exigency of service as learning support system.
