REPUBLIC ACT 11467

Republic Act 11467, also known as the excise tax increase on alcohol, electronic
cigarettes (e-cigarettes), and heated tobacco products (HTPs), was signed into law on January 23,
2020, by former President Rodrigo Roa Duterte. The legislation's earmarking of funds from the
excise tax on alcoholic and tobacco products is a notable aspect of the Sustainable Development
Goals (SDGs). According to the National Economic and Development Authority's aims, 20% of
the budget shall be earmarked for the achievement of the SDGs, and 60% of the budget shall be
used to implement RA 11223, also known as the UHC Act of 2019. The Health Facilities
Enhancement Program (HFEP), whose annual needs will be set by the Department of Health,
will receive the remaining 20%, which will be distributed nationwide based on political and
district subdivisions. Through the funding of initiatives and projects that advance the 2030
Agenda for Sustainable Development, the fund is expected to benefit all 17 SDGs. However,
despite its benefits and usefulness, numerous people have expressed their indignation about the
increasing price of the said product. Some say that it's useless because they are still willing to
buy cigarettes and alcohol despite their increasing price. Also, others say that it is a new way for
the government to pocket the taxes of the people. However, I don't think Republic Act 11467 is a
very successful law. According to the study entitled "Household final consumption expenditure
on alcoholic beverages and tobacco in the Philippines from 2017 to 2021", starting from the year
2020, 295.85% of alcohol and tobacco are consumed. However, in the year 2021, the percentage
of the consumption of alcohol and tobacco increased by 4.13 percent, which is the equivalent of
299.98%. Therefore, the statistics show that the implemented law can barely stop but cannot
totally stop the increasing consumption of tobacco and alcohol. However, this law can be
effective if there is something much better to do to stop abusive consumption aside from a tax
increase.
