Thank you for your inquiry regarding Cimarron Park. The satisfaction of our residents is very important
to us and we appreciate the opportunity to hear from them and understand and address their concerns.

Cimarron Park is a desirable manufactured home community in the Lake Elmo area, featuring open
areas of green space throughout the property, treed sites, and professional on-site management. The
community is located in Lake Elmo, which is a popular housing market due to its proximity to
Minneapolis-St. Paul, range of nearby recreational activities, and beautiful natural setting. Residents of
Cimarron Park enjoy amenities that are unparalleled in the area, including a swimming pool, golf course,
playground, basketball court, community garden, and access to after school programming and activities
on site for the kids of the community.

We maintain regular office hours and make it a priority to meet with residents and discuss any issues
they have, including rent increases. Rent levels at the property have increased an average of
approximately 4.7% annually over the last five years, which includes an increase of 7.8% for 2023.
Increases and rent levels are in line with those of comparable housing options in the area.

We consider the management of the community to be a partnership with residents and look for
opportunities to work together on solutions to fit everyone’s needs. We recognize the economic
uncertainty that some residents experienced as a result of the COVID-19 crisis, and some continue to
experience. For this reason, we established a rent payment deferral program in March 2020 to help
residents in need of assistance. A hardship program is currently available for long-term residents who
experience difficulty making rent payments and anyone in need of financial support is encouraged to
speak to the community manager to make the necessary arrangements.

In the past year, more than 25 homes were purchased in Cimarron Park by customers who shopped in
the area for their next home and chose the community for its convenient location, amenities, and the
value they found here. Once they have chosen Cimarron Park, homeowners live in the community for an
average of more than ten years. The trend of new residents purchasing homes combined with Cimarron
Park’s high occupancy rate indicates that the property is a popular choice for residents moving to the
Lake Elmo area. Furthermore, over the last three years, nearly 30% of our new home sales were
attributed to referrals from existing residents, which is the ultimate endorsement of the community.

The amenities at Cimarron Park are available, maintained and improved for the benefit and enjoyment
of all community residents, and any statement to the contrary is false:
• The golf course at Cimarron Park is open to and available for use by all residents of the
community and their guests, and is maintained on a regular basis by our third-party landscaping
contractor. The course has not been available to the general public since 2020. Residents also
enjoy the course as green space throughout the community and as a beautiful area to walk,
even if they do not play golf.

• Cimarron Park is investing $96,000 in a full replacement of the community playground, which
will be approximately three times larger than the old playground. The site preparation has been
completed, including removal of old equipment and re-grading of the area. Installation of the
new playground equipment is scheduled to begin on July 19, 2023 with completion slated for
the first week of August.

• The seasonal opening of the community swimming pool was delayed in 2022 due to a heater
failure. The heater was replaced and the pool opened for the season on June 30th, 2022. The
pool observed its posted operating hours at all times between June 30 and September 6 when it
closed for the season. Management is currently preparing the pool for the 2023 season.

• The community basketball court is open and is enjoyed by kids in the community on a daily
basis.

• We continue to enhance amenities in the community. In fact, a dog park amenity was added to
the community in 2021.

Recent claims have been made by certain residents of the community who unfortunately seem to have
ill will toward the community manager. Among other claims, they indicated the manager was spying on
a recent resident meeting, however, the manager was not at the property during the time that this
incident allegedly took place.

All homesites in the community are equipped with a paved parking area that accommodates two
vehicles per homesite. The community also provides a large parking lot for guest parking for a duration
of 72 hours and offers residents the ability to obtain an extended parking pass from the community
office if guest parking is needed beyond the 72-hour duration. Based on recent communication with the
City of Lake Elmo, on-street guest parking will be provided on one side of the street.

We look forward to many more years of working together with the residents of Cimarron Park to ensure
the community remains among the premiere manufactured housing communities in the area.
