1. DEFINITIONS
• TEKNOFEST VERTICAL LANDING ROCKET COMPETITION COMMITTEE: The authorized
committee, composed of representatives of Turkish Technology Team Foundation, and
TUBITAK SAGE, responsible for the planning, coordination and execution of the TEKNOFEST
Rocket Competition.
• RECOMMENDATIONS: Statements that do not constitute rules but that are considered useful
for a safe flight, made by the Competition Committee.
• PROPULSION SYSTEM: The system provides thrust force to the rocket.
• VERTICAL LANDING ROCKET: It is a rocket that can land on the target area in the vertical
direction by controlling the thrust force.
• SOFT LANDING: It is the landing in which the speed of landing of the vertically landing rocket to
the target area is in the range of 0-2 meters/second.
• STATIC MARGIN: Ratio of the distance between the center of pressure and the center of
gravity to the rocket diameter.
• TARGET AREA: Area where the rocket will land.
• COLD GAS THRUST SYSTEM: It is a system that provides thrust by using high-pressure gas
without any combustion. The cold gas propulsion system consists of a pressure tank, flow
direction control, flow pressure control components, and sensors.
• PRESSURE TANK: The container where the pressurized gas used in the cold gas propulsion
system is stored.
• FILLING INTERFACE: Pneumatic connection element that enables the fill-up process to the
pressure tank.
• FLIGHT CONTROL SYSTEM: It is a system consisting of electronic hardware and software, in
which the data collected from the sensors on the rocket are processed, managed, and sent to
the control signal to the actuators.
• TELEMETRY DATA: It is the data collected from the sensors on the system and transmitted to
the ground station during the flight.
• GROUND STATION: Station(s) developed by the teams to provide communication and
surveillance during the flight.
• COMMUNICATION COMPUTER: It is the computer that enables the transfer of telemetry data
of rockets throughout the flight. Communication computers can be stand-alone systems or can
be integrated into the Flight Control System.
• HANGER SYSTEM: It is a system consisting of a hook attached to the electrically driven drum,
a safe disconnect connector, and a rope. It is the device where the vertical landing rocket is
hanged and free fall is provided with an automated crane.
• SAFE DISCONNECT CONNECTOR: The connector that activates the flight control system
when the rocket is disconnected from the hanger system.
• EYEBOLT: Metal fastening element placed on the Vertical Landing Rocket and connecting it to
the hanger system.

2. INTRODUCTION
TEKNOFEST Aviation, Space and Technology Festival; It has been held every year since 2018 to raise
awareness in society about aviation, space, and technology, to support young people who are interested
in these fields, to encourage young people to research the technologies of the future, and to make them
familiar with professional design processes.
The Vertical Landing Rocket competition was hold for the first time in 2022 as part of TEKNOFEST. This
competition has the distinction of being the first Cold Gas Propulsion System driven Vertical Landing
Rocket competition held in the World.

Teams will manage the connection of their rocket to the Hanger system provided by the Competition
Committee. The main goal of the teams is to achieve a soft landing of their rocket in a controlled manner
using the Cold Gas Propulsion System after the rocket is released.

The purpose of the competition is to provide information to the undergraduate and graduate students who
are studying topics about rocket propulsion landing systems, which takes place in the next 10 year’s
Technologic Advancement Roadmap and to improve the skills of the young people in designing as a team
of people from different disciplines with different acknowledgment and experience.
Making their designs and working with a system engineering vision, the young participants in the
competition will:
• Determine the overall technical requirements of the system,
• Transform the overall system requirements into detailed requirements at subsystem and
component levels before proceeding to the detailed design phase,
• Create work packages, which will be necessary for the design and production stages,
• Coordinate and optimize the information related to the design within multidisciplinary teams
(Aerodynamics, Avionics, Structural Integrity, Payload and Recovery Systems, and Propulsion Systems),
• Complete the production, supply, integration, and launch readiness processes after the
design is completed,
• Ensure that the resulting product is verified and validated (verification of the designed
system through analyses, simulations, and qualification tests),
• Carry out all processes, from the start (a receipt of the specification) to the final stage
(launching the rocket), by the Project Management principles.
Applications for the Vertical Landing Rocket Competition will be made on the official website of the
TEKNOFEST Aviation, Space and Technology Festival Technology Competitions (www.teknofest.org)
until the application date specified in the competition calendar. All the teams that qualify for the competition
and make it to the final will receive a Participation Certificate.

3. REQUIREMENTS AND EXPLANATIONS
The representative figure which summarizes the main principle of the Vertical Landing Rocket competition
is given in Figure 1.

3.1.1. Vertical landing height will be at least 7 meters. If wanted by the teams, vertical landing height can
be increased.
3.1.2. All subsystems must be recovered and reusable after the launch.
3.1.3. Competitors participating in the competition are expected to design (missile main computer design,
control system design, fin design, vane, and controller determination, etc.) and produce a rocket
that meets the requirements stated in Competition Specifications and to make the rocket
successfully land by using the cold-gas propulsion system given by Competition Committee.
3.1.4. Undergraduate-graduate level students and graduates shall participate in the competition.
3.1.5. Mixed teams comprised of members from different education/training institutions shall participate in
the competition.
3.1.6. Participation as a team is mandatory.
3.1.7. Teams shall be comprised of a minimum of four (4) and a maximum of eight (8) people.
3.1.8. No individual can be a member of more than one team.
3.1.9. Each team must participate in the competition with one (1) advisor. The requirements related to the
team advisor are given in Article 3.1.22.
3.1.10. Each team shall participate in the competition with at most three (3) identical rockets.
3.1.11. Each team may use only one (1) set of the pressure tank.
3.1.12. Each team is allowed to make three (3) landings. In case of a failure in the cold gas propulsion
system during the first and/or second landing, teams shall not use the second/third landing rights with
damaged rocket(s).
3.1.13. Applications made after the application deadline will not be taken into consideration.

3.1.14. Competitors must carry out the necessary calculations, reports, presentations, and other relevant
documentation by the standards set by the Competition Committee.
3.1.15. After the application deadline, teams will be required to submit a Preliminary Design Report (PDR),
Critical Design Report (CDR), and Launch Readiness Report (LRR).
3.1.16. Following the submission of each report, the teams will be evaluated by the referees, who are
experts in their fields, and the teams that qualify to move on to the next report stage will be
determined.
3.1.17. The deadlines for the submission of the reports are specified in the Competition Calendar.
3.1.18. Teams must prepare their Project Plan, Project Budget, Checklist, and Personnel List (including
the Team Advisor).
3.1.19. International students and participants must be identified in the PDR.
3.1.20. The team members and the advisor that will take part in the competition must be listed.
3.1.21. The applications of teams that do not meet the above conditions shall be considered invalid.
3.1.22. The advisor must meet the following criteria:
3.1.22.1. Each team shall have only one advisor.
3.1.22.2. An advisor shall advise only one team
3.1.22.3. Only the academicians employed in engineering faculties or technology faculties shall be
accepted as advisors
3.1.22.4. Advisors must upload a document showing that they are employed as an
instructor/academicians by the relevant education/training institution. An original version of the related
document stating that the person will serve as an advisor must be uploaded to the system with the PDR.
3.1.22.5. A wet-signed document stating that the persons who will serve as advisors will fulfill their
consultancy duties must be uploaded to the system with CDR.
3.1.22.6. In the event of the advisor being replaced, the relevant TEKNOFEST Competition Committee
must be immediately informed in written form.
3.1.22.7. Communication between the teams and Competition Committee will be made through the
advisor, and any question/objection/request that is not delivered by the advisor will be rejected.
3.1.22.8. In the event of the team being awarded a prize, the advisor shall not benefit from the award.
3.1.23. Competitors shall participate in the competition after reading and acknowledging all related
statements and the conditions of participation (applying will be accepted as the indicator of the acceptance
of the rules by the competitor).
3.1.24. Prize money shall be given to the three highest ranking teams in the competition, provided that
they meet the success criteria. The award criteria and prize amounts are explained in the related section.
3.1.25. The TEKNOFEST Competitions Committee is authorized to limit the number of team members
present in the ROCKET Competition area for any reason. In the event of such a limitation, the necessary
information shall be provided by the Competition Committee.
3.1.26. Transportation and accommodation support for the finalist teams is limited. The teams shall be
notified later of the number of people that will receive support from the TEKNOFEST Rocket Competition
Committee.
3.1.27. Under no circumstances is the TEKNOFEST Rocket Competition Committee responsible for any
injury or damage caused by any competitor or products delivered by the competitors.
3.1.28. The TEKNOFEST Rocket Competition Committee assumes no responsibility for damages caused
by the competitors to third parties.

3.1.29. The TEKNOFEST Rocket Competition Committee is not responsible for ensuring that the teams
prepare and implement their systems within the framework of the laws of the Republic of Turkey.
3.1.30. The TEKNOFEST Rocket Competition Committee reserves the right to make changes to this
specification.

3.2. DETAILED REQUIREMENTS


Detailed requirements for rocket/vehicle are given in this section.

3.2.1.1. Pressure tanks shall be supplied by the TEKNOFEST Rocket Competition Committee; the
teams shall not supply their pressure tanks.
3.2.1.2. Each team that is qualified for a trial launch shall be given one (1) pressure tank after the
announcement of the Critical Design Report results.
3.2.1.3. In the inspections held before the trial launches or competitions, teams with damaged cold gas
propulsion systems will lose the right to launch. They can only be able to launch after the inspection and
approval of the committee.
3.2.1.4. Each team will be using the pressure tank provided by TEKNOFEST. The details about
pressure tanks will be announced before Preliminary Design Report.
3.2.1.5. Each team shall design the rockets for the pressure tank provided by TEKNOFEST
Competition Committee. The teams are not allowed to design a rocket considering a pressure tank other
than the one given by TEKNOFEST Competition Committee.
3.2.1.6. Teams passed Preliminary Design Stage will be granted demo license ECOSIM or other
equivalent software by Competition Committee to make designs/analyses of cold gas propulsion systems.
Online courses about the usage of the related software will be given to the participant teams by the
software distributor company.
3.2.1.7. Each team must submit their calculations made using the software provided by Competition
Committee (ECOSIM etc.) in their Critical Design Reports. In case of using a vane, control system, or any
other system components that are not found in the software database, input values of the used component
must be presented in Critical Design Report.
3.2.1.8. Mathematical and physical models about created simulations and models must be explained in
detail in the related design reports.
3.2.1.9. Vertical landing rockets are expected to meet the following conditions to be considered
successful.
• Maintaining the integrity,
• Ensuring the soft landing
• Vertical landing to the target area,
3.2.1.10. In launching day, integration shall not be done except in compulsory situations. Teams shall
bring their rockets ready to launch with interfaces ready to check the cold-gas propulsion system and fill
the gas.
3.2.1.11. The aforementioned interfaces shall be shown in detail and they shall be approved in Launch
Readiness Reports.
3.2.1.12. There are no limitations in the mechanical design of the rocket. Each team can participate in the
competition with its own unique design.
3.2.1.13. Teams are expected to make active control by using a control actuation system.
3.2.1.14. Rockets shall resist the structural loads and the loads that occur during the vertical landing.
Pressure tanks must be secured against impacts.
3.2.1.15. It is forbidden to use PVC or similar polymer materials, compressed paper/kraft paper, and
stainless steel in the main rocket frame. Only aluminum and composite bodies are allowed in
the competition.

3.2.1.16. Flight computers can be original or commercial systems.
3.2.1.17. On launch day, if any system including cold-gas propulsion systems will be activated after flight
computers are turned on, the responsible team will be disqualified. If it happens during training
days, the team will be allowed the fix the problem till the end of the day.
3.2.1.18. Batteries other than Li-Po batteries are allowed in the competition.
3.2.1.19. Teams that will use Li-Po or similar batteries in their system must use the “Li-Po “Safe Bag.
3.2.1.20. Teams are responsible for safety of the used battery.
3.2.1.21. Used batteries shall meet the requirements of the rocket and they shall be filled enough.
3.2.2. GENERAL SAFETY REQUIREMENTS
3.2.2.1. Any system in the rockets shall not include energetic material.
3.2.2.2. The materials, hardware, and processes during the design and production stages shall not
harm human health and the environment.
3.2.2.3. The design must be simple so that human error is minimized and durable against noise effects
and other uncertainties.
3.2.2.4. Planning and risk mitigation shall be done for design, production, and test processes and shall
be shown in the related design reports.
3.2.2.5. The factors that could endanger the design, production, trial launching, and launching areas
shall be determined, necessary precautions shall be planned and executed.
3.2.3. COMPETITION AREA REQUIREMENTS
3.2.3.1. Details of the activities to be carried out on trial launch day and competition day, and the rules
to be followed in the area are presented in detail in the document. Teams that fail to follow the
rules and the following items will be disqualified.
3.2.3.2. The teams are fully responsible for the safe delivery of their rockets to the competition area.
3.2.3.3. To ensure the rapid control of all systems, the rocket must be designed and produced as a
modular system and in a way that allows its integration to be as quick as possible.
3.2.3.4. Teams that fail to complete the integration and suitability checks on time will not be allowed to
launch their rockets.
3.2.3.4.1. Situations leading to disqualification on Sight Shootings and/or Competition Day are listed
below.
• Not following the direction and instructions of the referees.
• To damage the Cold Gas Propulsion System in a way that prevents the operation of the
rocket, within the time allowed for preparation for the competition,
• The Cold Gas Propulsion system is active for any reason at any stage before the
Competition (Only valid for the Competition Day) and the said error cannot be resolved
within the Competition Day reserved for the Competitor Team,
• The structural integrity of the rocket while being transported to the suspension system or
while it is loaded in the suspension system (for example, the separation of the tank or hull,
etc.) and the said error cannot be resolved within the Competition Day allocated to the
Competitor Team
• To engage in activities that will disrupt the peace and security of the competition,
• In case it is determined that the design presented in the Launch Readiness Report and
the product realized are different,
• Submitting incomplete or incorrect information to the Competition Committee about the
rocket's suitability for shooting and technical information during trial shots and during the
competition,
• Engaging in behaviors that pose a shooting safety risk

Note: The retry right to be given to the Competing Teams is limited to the day of the Competition
and will be held in sequence after the teams that will try for the first time.

3.2.4. TRIAL LAUNCHES AND COMPETITION PROCESS


3.2.4.1. Each team that comes to the competition area within the scope of the trial launches will have
the chance to try and evaluate the performance of the rocket prototypes.
3.2.4.2. During the launches, each team will have several launches to be determined by the competition
committee.
3.2.4.3. Each team that comes to the competition area within the scope of the competition process will
have three (3) launch rights. It is expected that the teams will complete the landing in the target area they
have declared within their current rights.

4 CRITERIAS AND EXPECTATIONS


4.1. PRELIMINARY DESIGN REPORT
4.1.1. The teams shall demonstrate in their Preliminary Design Reports (PDR) that their designs meet
the technical requirements in full.
4.1.2. to prove that the technical requirements are met, a Compliance Matrix shall be created and
presented separately in the Annex to the relevant design reports.
4.1.3. The elements of the design shall be described, including the architectural components and
interfaces.
4.1.4. The results of the Failure Modes and Effects Analysis shall also be presented in the PDR
(Template documents shall be shared on the website so that the teams can carry out the Error Modes &
Effects Analysis).
4.1.5. The teams are required to present the PDR with the general CAD design of the rocket they
plan to produce, explaining their systems and design in detail.
4.1.6. The teams are expected to have completed a trade-off analysis for the systems they plan to
use, list the criteria that affected their decision (indispensable and optional criteria), and to present the
justification for their decisions in the PDR.
4.1.7. The teams must use design software to calculate aerodynamics (design, center of pressure,
aerodynamic coefficients) and center of mass. All systems’ mass budgets shall be prepared in detail and
presented.
4.1.8. The material selection criteria and the compatibility of these selections with the system are also
expected to be included in the report.
4.1.9. The teams are required to submit the PDR before the date specified on the competition
calendar.
4.1.10. The teams shall submit the design files, and other files supporting the report must be submitted
along with the report.
4.1.11. The PDR template may be accessed via the website.
4.1.12. The teams are expected to provide all the required information in the PDR, in full, and in the
relevant sections.
4.1.13. Information provided in unrelated sections of the report shall not be taken into consideration.
4.1.14. The information, analyses, and evaluations requested by the TEKNOFEST Vertical Landing
Rocket Competition Committee for inclusion in the PDR should be presented in the report by English
grammar rules and in a manner that can be easily understood and followed. For the teams that fail in this
regard, a maximum of 20% (twenty percent) points may be deducted for the relevant section of the report,
as necessary.

4.1.15. In the Pre-Design phase, the teams shall be subjected to preliminary selection (taking into
account the PDR). Teams that complete the Preliminary Design phase successfully shall move on to the
Critical Design phase.
4.2. CRITICAL DESIGN REPORT
4.2.1. The teams shall provide all the necessary analysis and test results in the Critical Design Report
(CDR), demonstrating that their designs are ready to proceed to the final production, integration, and
testing phases.
4.2.2. The teams shall prove that the rocket designed by the teams fully meets the vehicle
requirements and performance criteria provided in the specification that will be submitted to the
Competition Committee.
4.2.3. Failure Modes and Effects Analysis, the first version of which was presented in the ÖTR The
teams must have finalized their rocket designs (All structural, fluid dynamics, flight control algorithms-
stability and performance, etc. analyzes related to the designed rocket must be completed. Thus, the
selected materials, production methods, the resistance of the rocket and its components to flight
conditions, and the suitability of the flight control algorithm must be proven).
4.2.4. Teams should have completed a detailed analysis of the rocket with six (6) degrees of freedom
model.
4.2.5. The modeling processes shall be iterative and the stages of rocket design should be explained
in CDR with cause-effect relationships.
4.2.6. The integration videos of the Detailed Computer Aided Designs (CAD), must be prepared using
the CAD program used. All details written or not written in the report must be demonstrated and explained
in the CAD design
4.2.7. The system should be explained using the integration scheme (i.e. assembly details of the
systems must be presented with supporting visuals from the CAD program, answering such questions as
“How the cold gas propulsion system is connected to the rocket”, “How the nose is connected to the
frame")
4.2.8. Details of the production place, and the design and material of all systems, such as the frame,
landing gear, cold gas propulsion system, avionics, etc. must be provided.
4.2.9. Time, production, and test plans must be prepared (Detailed information should be included in
the content of the plans, such as the production weeks and the dates on which the components will be
tested).
4.2.10. It is necessary to prove that the design is producible, and to submit analysis/test results to the
TEKNOFEST Vertical Landing Rocket Competition Committee.
4.2.11. Each criterion and design detail specified in the CDR shall be evaluated for each
system/subsystem/component in the competition, and the Competition Committee shall provide feedback
accordingly.
4.2.12. CAD files supporting the report must be submitted with the report.
4.2.13. The teams are expected to present all the information required in the CDR in the relevant
sections. Information provided in unrelated sections of the report shall not be taken into consideration. The
teams that qualify for the final and that receive financial support based on the CDR evaluation results shall
be announced on the date specified in the Competition Calendar.
4.2.14. The information, analyses, and evaluations requested by the TEKNOFEST Vertical Landing
Rocket Competition Committee to be included in CDR should be presented in the report by
English grammar rules, and in a manner that can be easily understood and followed. For the
teams that fail in this regard, a maximum of 20% (twenty percent) points may be deducted for
the relevant section of the report, as necessary.
4.2.15. Additional requirements for the competition are as follows:
• Aside from the CDR, a data set of the design reports and technical drawings of each
subsystem shall be submitted.
• Technical drawings describing/demonstrating the integration of the rocket must also be

submitted.
• The materials and integration strategies applied in the drawing set must be easily
understandable.
• Integration instructions must be prepared.
• The design details, strengths, thermal and flow analyses, etc. in the sub-system design
report must be presented in detail (e.g. a flow analysis must include the relevant solution
network details, limit conditions, convergence details, and fluid properties, and an
interpretation of the results). Similarly, details must be provided for all other analyses.
• The TEKNOFEST Vertical Landing Rocket Competition Committee may request additional
information/documents, in addition to those stated above.
4.3. LAUNCH READINESS REPORT
4.3.1. The results of all the preliminary analyses, simulations, and tests performed by the teams to
ensure the successful launch of the rockets they have designed and produced must be presented in the
Launch Readiness Report (LRR).
4.3.2. The LRR (Launch Readiness Report) must include a list of the distribution of tasks within the
team, and the security measures to be followed in the integration area, together with a list of the
integrations and checks to be made on the hanger mechanism.
4.3.3. In general terms, 100% of system design and production is expected to be completed.
4.3.4. Success criteria are the preservation of rocket integrity, no deformations, and no separation of
connections. Whether or not the success criterion is met as a result of the test should be recorded with a
camera (video).
5 EVALUATION PRINCIPLES OF THE COMPETITION
5.1. OVERALL RATING
At the end of the competition, an evaluation shall be made out of 100 (one hundred) points. The breakdown
of the overall score is as stated in the table below.

5.2. REPORTING
In the evaluation section of the competition, the teams shall be expected to present reports on the status
of their designs. These reports are;
• Preliminary Design Report (PDR)

• Critical Design Report (CDR)
• Launch Readiness Report (LRR)

5.3. TRIAL LAUNCHES AND EVALUATION OF THE COMPETITION PERFORMANCE


In the competition, the rocket should land vertically by using cold gas propulsion system and complete the
landing as one piece. The team who accomplishes this mission with a single attempt gets full points. For
every additional attempt, %30 points will be deducted.
The design improvements made by the teams regarding meeting the competition requirements in the
design will be presented to the Competition Committee.
In the evaluation of the competition performance, the factors given as examples below will be taken into
consideration.
• Altitude score: It is related to the vertical landing height of the rocket.
• Landing speed score: It is related to the rocket's approach speed to the target area.
• Mass: It is related to the mass of the lightest rocket that can be controlled without compromising
its structural integrity.
• Structural Integrity: It is related to the structural design and material selection that can land the
rocket in the target area without fragmentation.

6 PRIZES
The total prize amounts to be awarded to the successful teams are presented in the table below. No
awards shall be made to individuals. The first, second, and third prizes shall be equally divided among all
team members and deposited in the bank accounts specified by each member.

7 GENEREAL RULUES

● Objection cases consist of two headings: Report Objections and Final Stage Objections. Report
objections are received via KYS within 48 hours after the report results are announced. The
objections of the teams that cannot make their objections in accordance with the regulation in the
link https://teknofest.org/tr/competitions/objection/ within the period announced by the TEKNOFEST
Competitions Coordinator will not be accepted. The objections of the teams are sent to different
referee committees and re-evaluated.

● Final Stage Objections can be made during and after the competition. Objections to be made after
the competition must be made within 48 hours after the rankings are announced. Objections made
other than in violation of the specification and rule violations will not be accepted. For evaluations
based on quantitative criteria, no objection will be received and no final or presentation evaluation
will be made. These objections should be sent to iletisim@teknofest.org in the form of a petition with

their justifications. Objections made in accordance with the rules will be examined by the
TEKNOFEST Competitions Coordinator.

● The objection process must be made until the date that the competition committee will transmit after
the competition results are announced. Otherwise, objections will not be considered.

● Appeals must be made by the team advisor or team captain. Objections that are not submitted within
the specified process will not be considered.
