This report is considered as your request for payment of the balance of the grant. PART A (concerning the Partnership as a whole)


1. Partnership content: Partnership summary: (please give a brief description (max 250 words) of the Partnership carried out; please note that this description may be used for publication) The partnership People and Politics was a learning exchange concerning methods for citizen participation in local community development cases. The partnership arranged four meetings. At each meeting case studies were presented and discussed, local politicians, citizens / volunteers and staff were gathered to dialogue about working with citizen participation, including themes within intercultural / multilingual challenges and the different contexts within the involved countries. Each meeting contained concrete exercises of methods to secure a hands-on learning for the participants. Each meeting also contained study visits and evaluations. The partnership planned and made a website which contains a menu to include a background of information on Community Development practices in general, a Toolbox of techniques and methods for participation and a grid for analysis of the contexts within which facilitators can study own practice. There is also links to local, national and international resources and a presentation of the project and the partner organisations. The final meeting established informal networks among the participant organizations and local groups to continue international collaborations.

2. Partnership aims and results: 2.1 Partnership aims Please summarise briefly the main aims of your Partnership
The aim of the partnership is to provide learning exchanges between citizens, local politicians, citizen organizations and trainers, as well as local administrators working for a sustainable community development. The focus is to provide examples of methods and activities which have been used to create dialogue between politicians and people which led to changes in community issues. Each partner will provide at least one example of participatory methods in which forms for intercultural dialogue and decision making for local change was achieved. All partners will therefore take care of involving local partners and describing how they worked in multicultural / multilingual communities. The partnership will set up a website for the dissemination of these methods which will be used for pedagogical purposes and to stimulate cooperation throughout European agencies on common community issues. The website will present more than descriptions of methods but also describe how social and economic contexts determined which methods were chosen. In addition, each partner will disseminate information and results from People and Politics in his/her home country and networks. The partnership and website may serve as a link to a European context for the revitalization of local democracy. Each host country will create an activity in which representatives from neighbourhood organisations gather with decision makers. Such gatherings include for example a Social Forum, a citizens festival and conference or a democratic dialogue workshop.

Some activities will also include adult education organisations, politicians, researchers and the facilitators for community development. All involved persons will be learners and at the same time experts contributing with their own experiences.

3. Communication and cooperation 3

What communication and working language/s were used at Partnership level? English was the working language. Individual participants posed as simultaneous interpretors for those of their group who did not have a fluent knowledge of English. Some dvd materials were subtitled in English.

How would you describe the cooperation between the participating institutions? Were all institutions equally involved? Excellent! Some organisations were more active than others in the preparation of the meetings while all provided the case study materials and took active part in group work and evalutaions.

4. Evaluation and monitoring Please indicate how you monitored and evaluated the progress and impact of the Partnership (e.g. regular evaluation sessions, questionnaires for participants, etc). We provided regular evaluation sessions and questionnaires were also used to evaluate and comment upon the process and efficiency of the meetings. Some e-mail exchanged was used to ensure partners input to the preparation of the following meetings.

What were the main conclusions and consequences of the monitoring and evaluation? The agendas for each meeting were ambitious and contained a bit too much material to cover. Most agreed that they wanted more time to go in depth, more group work and discussions, more hands-on learning of techniques by the learning-by-doing approach and we provided these measures at each meeting. The consequences were that each meeting adapted its form to what was evaluated at the last meeting.

5. Specific measures (if applicable): If your Partnership planned at application level to address the theme of intercultural dialogue, please specify any concrete measures and activities undertaken, at local as well as at Partnership level: The theme was addressed as an integrated part of the common factors we discussed as relevant to working with participatory methods in multilingual / cultural community contexts. We could learn from each others experiences and approaches as presented in the case study. 4

During the case studies and working with the grids to analyze the case study, we were able to discuss the difficulties and solutions in regards to intercultural dialogue as relevant to our national, local and the international contexts. Feks: facilitators doing intercultural work in Hungary in rural communities with Roma families had much benefit from the intercultural work done by facilitators in Denmark with the Asian minorities living in urban neighborhoods. We also regarded ourselves in the partnership as a living laboratory of the experience of being an intercultural group, aware of how we worked with our own different perspectives and what we did to overcome some communication difficulties. We also experienced the expansion of our understanding by listening to others and how they expressed their experiences.

The staff of the partner organizations participated in exchanges as well as representatives from the local associated partners, local politicians and colleagues outside the organisation from other instituions. The partnership made specific measures at the first exchange to ensure adult learners are part of the educational and evaluation process. These measures include concrete excersizes, planning meetings and follow-up meetings after each partnership meeting. help people with a disability or other special needs to take part in the Partnership The exchanges took place at places without physical barriers so the facility is accessible. Auditory equipment was also proved for those with hearing impairments. help promote the participation of learners or organisations / institutions disadvantaged for socio-economic, geographic or other reasons The partnership included volunteers from disadvantaged groups at the meetings and particularly in the local activities. make sure that women and men have equal access to the Partnership Gender awareness was a feature of this project. Equal access was maintained throughout the programme.

If some of the activities carried out are different from those planned at application stage, please explain why: Our youth Social Form/Open Space arrangement will take place in October 2009 it was planned to take place in march 2009, but for a lot of different reasons (for instance to fit within the schools plans) we had to postpone the date of this event.

Please comment: We learnt a lot about how to participate in a EU project, which we felt very useful and appreciate a lot. Also how to organize activities and forums where citizens and the political level can have a dialogue in a relaxed context.

Please comment: On the organizational level we got important experience of the kind of outcome we get from a project like this. We achieved a very good cooperation with our local partner, the Volunteer Centre and with the local municipality assemble of Vesterbro and Kongens Enghave and with the networks and club for migrant women in these areas. How do you think that the results and products of your Partnership could be used by others?

It is an important result for us to have experienced, that different languages as the major marker of culture do not have to be a barrier in the contact as it is often announced to be and that this barrier can be broken down by low-technical intervention. The P&P website with the toolbox is a good dissemination tool.

It has required a lot of time to full fill the results of this project in order to keep up the engagement and commitment among learners/our networks and to write the reports and to prepare our participation in the mobilities. In Denmark we have brought learning from new activities into this project and not communicated old cases. It has been a very learning process for the core group of learners and staff be part of this project and all of us have felt that it brought us closer to be Europeans and to the idea of European community. Now this project has come to and end we also feel better prepared to cross cultural/cross national cooperation but I do not know if we have the capacity to participate in a new project.
