Program Development Objective (from Program Appraisal Document)
The project development objective is to strengthen teacher training institutions to enhance teacher and principal effectiveness through improved
continuous professional development.
Overall Ratings
Program implementation continued to improve from January to June 2021 in both areas of strengthening teacher education institutions and
improved continuous professional development (CPD) for teachers and principals, leading to the achievement of both project development
objectives. Specifically, all Lead Teacher Training Universities (LTTUs) achieved the 2020 Teacher Education Institution Development Index (TEIDI)
scores as committed in the Performance Agreements between the Ministry of Education and Training (MOET) and the Lead Teacher Training
Universities (LTTUs). In addition, over half a million teachers and school principals completed 2020 CPD programs on the new general education
curriculum and competency-based education, and 96 percent of them rated the school-based CPD support as relevant to their work and satisfactory
with the support provided by the LTTUs. More than 30,000 core teachers and principal advisors across 30,000 schools in the country were trained
by the LTTUs to provide onsite support for their peers. Thirty-three (33) out of 63 provinces have used the Teacher Education Management
Information System (TEMIS) to generate meaningful reports on teachers' and principals' performance against professional standards, their CPD
needs, and the relevance of the current CPD programs.
To ensure all program activities are executed before the project closure, the MOET has agreed to dedicate even greater efforts to supervise the
implementation of the 2021 CPD plan across the country, including the training of additional core teachers and shifting the delivery to a virtual mode
given the severe COVID 19 pandemic.
The Bank will continue to provide intensive support to the program implementation at central and provincial levels in all areas mentioned above.

The Fiduciary risk has been downgraded to Moderate as the risk relating to the budgeting process was reduced thanks to MOET's early approval of
the program financial plans.
The ongoing COVID 19 pandemic is slowing down the implementation of professional development activities for teachers and principals across the
country that were previously conducted in person. The Lead Teacher Training Universities (LTTUs) are preparing their core faculty to shift to the
virtual mode of delivery. In addition, the Ministry guides how to finance and manage the quality of this new mode of delivery.
