I. School Heads’ Management Training.

2. Management training for school heads is not necessary for
fiscal management.
3. School heads should be mandated to undergo trainings in
fiscal management.
4. Attending a Financial Literacy Seminar is necessary if you

twice a year.
6. One should possess at least 5 management trainings to
be qualified as a school head.
7. A school head should have division, regional and national
level management training certificates.
8. If a school head is effective in school management then
he/she is an effective fiscal manager.

Manager.

The education level of the school heads is necessary in the
management of resources.
Education level must to be taken into consideration while
choosing school heads.
More resources are available at the schools with highly
educated school heads.
The minimum requirement for school heads should be a
master's degree.
School heads must have a degree in management.
Having 18 units in a management degree is enough to be a school
head.
School heads should have a bachelor’s degree in education.
Completion of a Professional Education course is not a valid
qualification to be a school head.
Having a doctor’s degree is a 100% assurance of being an

III. School Heads’ Effectiveness in Fiscal Management.

Efficiency in resource utilization.
All expenses must adhere to the budget.
There must be 100% completion of projects in the proposed
time finished.
Provides adequate teaching and learning resources,
maintaining school infrastructures and meeting the financial
costs of school.
There are policies for tracking school financial resources for
ensuring proper, adequate and accountable utilization of
scarce available resources budgeted for education.
There are no unliquidated accounts at the end of each
quarter.
All needs of the students and teachers are addressed in
terms of supplies and facilities.
School heads are all honest and trustworthy with high
integrity in the process of acquisition, allocation, utilization,
making analysis and reporting of school finances.
School heads systematically prepare financial reports and

make an analysis based on an accurate system of recording
financial transactions.
School heads is solely responsible in all the financial
transactions of the school.
