Sub: Use of Geo-informatics in Rural Road Projects under Pradhan Mantri Gram Sadak
Yojana (PMGSY).

Sir,
As you may be aware that MORD/NRIDA has signed an MoU with NRSC (National Remote
Sensing Centre) and CGARD (Centre for Geo-informatics Application in Rural Development) for the
verification of road length constructed and habitations connected under PMGSY for all states. Please
refer the PowerPoint presentation shown through video conferencing during the Monthly Progress
Review Meetings of Nov 2020, in which the detailed methodology of the verification process and
subsequent action by states were explained.
In brief, the process involved ground verification of the roads whose start and end points were
provided by the state officials to the team of NRSC/CGARD during their visit to the state/interaction
with the state. With these start and end points, road was traced on the satellite imagery and then
length of the road seen as constructed was measured (digitally through satellite imagery) along with
the no. of habitations connected. In this process, it is found that for some roads road length varies
from the completed length as entered in OMMAS, the connected habitations as shown in OMMAS
were found to be unconnected as per PMGSY guidelines and in some cases even the road could not be
tracedon ground. For length measurement there is tolerance of +_ of 5 % for plain areas and +_ 8% for
hilly terrain, beyond which if road length varies, it is considered as serious irregularity and would
require regularization action at the level of SRRDA.
Further, the report submitted by CGARD/NRSC has been uploaded on BHUVAN Portal, a portal
that facilitates states in viewing roads on GIS Google maps, accessing the report, providing their
comments and real time monitoring of the whole process. Summary report for the state is as follows:

The BHUVAN portal is now made live where the state has to provide comments and upload the
supporting documents, duly signed by the CEO of the state, for the road works having length and
habitation errors, as discussed in monthly review meeting held on 25th, 26th and 27th November,
2020.
The suggestive list of supporting documents to be provided by state is as follows (state may
either agree with finding or provide a cogent verifiable proof supporting their claim, if any :
Supporting documents for length error:
1. Approved/actual measurement of road length as per odometer or any other measuring
device used by state duly certified by CEO of SRRDA.
2. Geo-tagged photos of roads for every 500m till the end of road with mandatory
photographs, latitude-longitude of start point and end point.
3. Geo-tagged photographs of roads shown as “Missing Roads” in CGARD/NRSC report,
with complete details duly certified.
4. Any other document showing the proof of length constructed.
5. In case length is found to be less, the name of responsible persons be uploaded for
further necessary action.

Supporting document for habitationerror:


1. Trace Map of road displaying distance of habitation from road
2. Photographs of habitations shown under “Not in vicinity”. The distance of habitation
from road also to be displayed.

The state is provided with one username and password through which SRRDA/PIUs have to
provide the comments and upload the supporting documents. .The state is requested to provide and
upload all the supporting documents within 15 days of receiving this letter. In case the comments/
confirmation is not received by this office, the length /habitation as verified by satellite images will be
considered for finalizing the subject matter for further necessary action.
