Policy

STATEMENT OF THE ISSUE:

For many years, the Glynn County Recreation and Parks Department (“GCRPD”) has managed the process for
citizens to purchase benches with memorial plaques at designated locations within Neptune Park. The
Neptune Park Memorial Plaque and Bench Policy was approved by the Board of Commissioners in 2011 and
amended in 2014 to add more opportunities for memorial benches and plaques in the park. This program has
been very popular as a way for people to honor deceased individuals while preserving the aesthetics of
Neptune Park.

GCRPD is seeking Commission approval to expand this program to Gascoigne Bluff Park by implementing the
Gascoigne Bluff Park Memorial Plaque and Bench Policy. Staff has identified eight (8) locations on the fishing
pier at the park where park benches are needed and could be enjoyed by those who visit the park. The policy
would be structured similar to the Neptune Park Memorial Plaque and Bench Policy, but the cost would be less
than Neptune Park for several reasons. The type of bench recommended for Gascoigne Bluff Park is just as
durable but less expensive than the benches at Neptune Park. The benches at Gascoigne would be installed on
the concrete surface of the existing pier so there would be no cost to install pavers or a concrete pad as there
is for Neptune Park.

Cost to Install Bench and Plaque

6 foot recycled plastic bench (includes shipping) $1500
Labor for bench assembly and install $300
Plaque and mounting cost $200
Total estimated cost $2000

ALTERNATIVES:
1. Consider advertising a public hearing to authorize the sale of up to 8 benches on the fishing pier at
Gascoigne Bluff Park and approve the Gascoigne Bluff Park Memorial Plaque and Bench Policy with funding
to come from the Recreation and Parks Department’s Operating Budget.
2. Suggest other alternatives.

FUNDING SOURCE:
Funding will be provided by citizens requesting the bench(es). The budgetary accounts for FY20 would need to
be increased by 1006110.531600 (expenditures) and 1006110.383005 (revenues).

RECOMMENDED MOTION FOR THE FINANCE COMMITTEE:

I move to recommend the Board of Commissioners advertise a public hearing to authorize the sale of up to 8
benches on the fishing pier at Gascoigne Bluff Park and approve the Gascoigne Bluff Park Memorial Plaque and
Bench Policy with funding to be provided by the citizen requesting the bench(es) and increase revenue and
expenditures in the FY20 Recreation and Parks Department’s Operating Budget in the amount of $16,000.

RECOMMENDATION FOR BOARD OF COMMISSIONERS:

I move to approve advertising a public hearing to authorize the sale of up to 8 benches on the fishing pier at
Gascoigne Bluff Park and approve the Gascoigne Bluff Park Memorial Plaque and Bench Policy with funding to
be provided by the citizen requesting the bench(es) and increase revenue and expenditures in the
FY20Recreation and Parks Department’s Operating Budget in the amount of $16,000.

GASCOIGNE BLUFF PARK MEMORIAL PLAQUE AND BENCH
POLICY
The objective and intent of the Gascoigne Bluff Park Memorial Plaque and Bench Policy is to
provide the public with an opportunity to honor deceased individuals by purchasing a bench with
a plaque to be located on the fishing pier at Gascoigne Bluff Park. Memorials shall only be
available to honor deceased individuals and shall not be available for any other purpose.
BENCHES
Type and Size of Bench.
Benches shall be cedar recycled plastic slats and black powder coated cast aluminum base, six
feet in length (Heritage Recycled Plastic Bench). One plaque may be placed on the bench.
Plaques shall be of uniform size, shape, and finish. All plaques shall be 3” x 8”, bronze, acid
etched with black lettering and a black inset border.
Costs.
Citizens requesting a bench and plaque shall pay a fee to Glynn County in an amount sufficient
to cover all costs incurred by Glynn County in obtaining and installing the bench and plaque.
The amount of the fee shall include the actual cost of the bench and plaque and the time and
labor necessary to procure and install the bench and plaque. The portion of the fee for time and
labor to install the plaque shall be fifty and 00/100 dollars ($50.00).
Placement of Benches.
Glynn County has identified eight (8) locations on the fishing pier at Gascoigne Bluff Park for
the placement of benches. No more than one (1) bench may be placed in each location.
Rights and Ownership.
Park benches are the property of Glynn County and are thus public property. Citizens
purchasing benches and plaques shall have no property rights or other ownership rights in the
bench or plaque. Glynn County may replace, remove, demolish, or otherwise dispose of the
bench or plaque at any time for any reason. Glynn County will make a reasonable effort to
remove any plaques when it replaces, removes, demolishes or otherwise disposes of a bench. If
a plaque is removed it may be given to the purchaser upon removal.
Procedure.
Citizens may request a bench by making an application with the Glynn County Recreation and
Parks Department. Such application shall, at a minimum, include the name, address, and
telephone number of the application along with the message to be on the plaque. Payment of all
fees is due at the time of submittal of the application. Applicants shall also sign an
Acknowledgement and Agreement demonstrating that they have read, understand, and agree to
the terms and conditions of this policy. The Manager of the Recreation and Parks Department
may approve any applications that meet the criteria of this policy or may elect to forward
applications to the Glynn County Board of Commissioners for review and approval.
Applicability.
This policy shall apply to Gascoigne Bluff Park. The placing of benches in other Glynn County
parks is not authorized under this policy.

In consideration of the purchase of the bench and plaque, Purchaser agrees to release and hold harmless
Glynn County their officers, agents, and employees from and against all liability, loss, costs, damages, fees, and
expenses (including attorney’s fees) for any suit, claims settlement, award, penalty, fine, defense, or judgment
because of loss or damage to any person, property or right arising out of or in consequence of the purchase,
placement, removal, replacement, demolition, or destruction of the bench and/or plaque.
