In summary:

LEMUEL MENDOZA GRAVINO is currently a driver under a Contract of Service (COS) at the
Provincial Capitol. On July 15 , 2022 at around 1:00 PM , He was assigned to be the driver for
the Capitol Cab Service to assist the staff of the Office Of The Provincial Agriculturist (OPA) to
Victorias City Hall. He waited for the OPA staff from 5:00PM until 8:00PM.
He called Mr. Mario S. Pequit to inform him that the City Hall was already closed. He also
asked the security guard on duty if there were still people inside and the guard replied that
there were none. Around 8:00 PM in the evening, Lemuel managed to obtain the cellphone
numbers of the passengers from Ms. Lorraine. He called Engr.Plalacios and was told to go to
Bok Seafood Which was located at Osmena Avenue, Victorias City. At Bok Seafood, He Saw
that Engr. Jimbo Garsula, Engr.German Abihay, Engr.Ramelo Letran, Engr.Rezin Palacios, and
Ma Luisa Abano where drinking beers. Lemuel then called Mr.Pequit if he could go home
since the passengers were drinking beers. Mr.Pequit told lemuel to lend his phone to
Engr.Garsula so that Mr.Pequit could verify but all of them refused to talk to Lemuel.
Engr.Garusla asked Lemuel “Sin-o na boss mo ? baskog pa na siya sa akon?” ( Who is your
boss ? Is he more powerful than me ?). Mr.Pequit called the department head,Dr.Eduardo,
and informed him of the situation and with his permission, Lemuel was allowed to go home
at 8:30 PM.
