1. Laws and Decrees of the Russian Government
The Federal Law 'On industrial safety of dangerous industrial projects' (№ 116‐ФЗ of; 21 July 1997);
stipulates that the apparatus, including those of foreign manufacture, intended for use at dangerous
industrial projects are subject to certification for conformity to industrial safety requirements. The list of
apparatus intended for use at dangerous industrial projects; and being subject to certification is
prepared and approved according to the procedure established by the Government of the Russian
Federation. The procedure and conditions of use of apparatus at dangerous industrial projects are
established by the Government of the Russian Federation.
The “List of apparatus intended for use at dangerous industrial projects; and being subject to
certification”; was drawn up in accordance with the Decree of the Government of the Russian
Federation (№ 928 of 11 August 1998) and approved by Gosgortekhnadzor of Russia and Gosstandart of
Russia (№07‐241 of 16 August 2001) on the grounds of the Decree of the Russian Government; (№ 854‐
р of 20 June 2000). In accordance with the “Rules of using apparatus at dangerous industrial projects”
approved by the Decree of the Government of the Russian Federation No. 1540 of 25 December 1998;
Gosgortekhnadzor issues the Permit for use of apparatus at dangerous industrial projects; based on
acceptance tests; and the certificate of conformity to industrial safety requirements.
2. Field of application
In accordance with the Federal Law “On industrial safety of dangerous industrial projects”, dangerous
industrial projects are those where poisonous, explosive and flammable substances are received, used,
processed, produced, kept, transported and destroyed; where mining operations and mineral processing
and underground works are performed. Explosion‐proof apparatus (Ex‐equipment) used at these
dangerous industrial projects are included in the “List of apparatus intended for use at dangerous
industrial projects and being subject to certification” approved in accordance with the Decree of the
Russian Government (№ 854‐р of 20 June 2000).
3. Technical Requirements to Ex‐equipment
General
Explosion‐proof electrical equipment shall conform to the national standards, norms and safety rules. A
series of state standards GOST R 51330... (IEC 60079....) for explosion‐proof electrical equipment have
been harmonized with IEC standards. These standards are authentic texts of corresponding international
standards of IEC 60079 series. They have the same numbering of clauses, sub‐clauses, paragraphs and
sub‐paragraphs as the standards of IEC 60079 series. Additional requirements which are absent from IEC
60079 series standards and reflect the needs of the Russian Economy are; set off in italics. The list of

Grouping of gases and liquids
Gases and vapours are grouped in terms of explosion characteristics (IIA, IIB, IIC) and self‐ignition
temperatures (T1‐T6). Liquids are grouped in terms of flash points. Data for flammable gases or vapours
is given in GOST R 51330.19‐99 (IEC 60079‐20‐96) 'Electrical apparatus for explosive atmospheres. Part
20. Data for flammable gases or vapours relating to use of; electrical apparatus'.
Explosion characteristics of gases and vapours
Gases and vapours are assigned to a particular group or sub‐group according to their explosion
characteristics, e.g. Maximum Experimental Safe Gap (MESG) or Minimum Igniting Current (MIC).
Classification of explosive mixtures is given in GOST R 51330.11‐99 (IEC 60079‐12‐78) ‘Explosion –proof
electrical apparatus. Part 12. Classification of; mixtures of gases or vapours with air according to their
maximum experimental safe gaps and minimum igniting currents’.
Surface temperature of apparatus
According to GOST R 51330.0‐99 (IEC 60079‐0‐98) (cl.5.1) the maximum surface temperature for Group I
electrical apparatus shall not exceed 150°C on any surface where coal dust can form a layer, or 450°C
where formation of coal dust layers is excluded. For equipment other than for mines, maximum surface
temperatures are classified in accordance with the internationally recognized system T1‐T6. Normally, in
any installation, the maximum surface temperature of apparatus must not exceed the ignition
temperature of the gas or vapour concerned.
Classification of areas
Classification of; hazardous areas for Group II electrical equipment is made in accordance with GOST R
51330.9‐99 (IEC 60079‐10‐95) “Classification of hazardous; areas”. GOST R 51330.13‐99 (IEC 60079‐14‐
96). In the ‘Electric installation code’, 2002 (PUE) (cl.7.3) currently in force in Russia hazardous areas for
electrical apparatus of Group II are classified as follows: Zone B‐I ‐ buildings where explosive mixtures of
flammable gases or vapours with air can be present in normal operation.
Zone B‐I – Industrial buildings where explosive mixtures of flammable gases or vapours with air can
occur
Zone B‐Ia ‐ Industrial buildings where explosive mixtures of flammable gases or vapours with air can
occur
Zone B‐Ib – Industrial buildings where explosive mixtures of flammable gases or vapours with air can
appear because of break‐downs or faults, but with the following peculiarities:
• flammable gases have high lower concentration limit of the explosive range (LEL) (15% and
more) and strong smell (for example, ammonia;
• industrial buildings only have explosive areas in their higher parts and during the
technological process explosive mixture in the amount over 5% of free volume of industrial
buildings cannot occur;

• areas in laboratories and other rooms where flammable gases and vapours are present in
small quantities insufficient to produce explosive mixture in a volume exceeding 5% of free
volume of the rooms
Zone В‐Iг ‐ areas near outdoor installations: process plants containing flammable gases and vapours;
surface and underground tanks; open oil‐removers; etc. Dependent on the design of a specific plant
and properties of gases and vapours, the hazardous area is considered to exist; within 0.5m to 20 m
Zone В‐II ‐ areas in industrial buildings where combustible dusts and fibres can occur and form
explosive mixtures with air in normal operation
Zone В‐IIа ‐ areas in industrial buildings where combustible dusts and fibres can only occur because
of break‐downs and faults.

Grouping of Apparatus
In accordance with GOST R 51330.0‐99 (IEC 60079‐0‐98), explosion‐proof electrical equipment is divided
into two groups: Group I‐ mine equipment including that for mines susceptible to firedamp; and Group
II, explosion‐proof electrical equipment for outdoor and indoor installation (other than mines ).
Degrees of protection of equipment
Explosion‐proof electrical equipment is subdivided into the following groups by the degree of
protection:
Electrical equipment of increased safety.
This equipment is explosion‐proof in normal operation only.
Marking for Group I electrical equipment is 'PП'.
Marking for Group II electrical equipment is '2'.
Explosion‐proof electrical equipment.
This equipment is explosion‐proof both in normal operation and in case of probable faults except in the
means of explosion protection.
Marking for Group I electrical equipment is symbol 'PB'.
Marking for Group II electrical equipment is symbol 'l'.
Extra‐explosion‐proof electrical equipment.
This equipment has additional means of protection in comparison with explosion‐proof electrical
equipment according to standards for types of protection.
Marking for Group I electrical equipment is symbol 'PO'.
Marking for Group II electrical equipment is symbol '0'.
Types of explosion protection
In accordance with standards of GOST R 51330...(IEC 60079....) series the following types of protection
are distinguished:

• Flameproof enclosure in accordance with GOST R 51330.1‐99 (IEC 60079‐1‐98). Marking for
Group I and II electrical equipment is symbol 'd'.
• Filling or purging of the pressurized enclosure in accordance with GOST R 51330.3‐99 (IEC 60079‐
1‐98). The Group I electrical equipment does not have this type of protection. Marking for
Group II electrical equipment is symbol 'p'.
• Powder‐filling 'q' in accordance with GOST R 51330.6‐99 (IEC 60079‐5‐99). Marking for Group I
and II electrical equipment is symbol 'q'.
• Oil‐filled 'o' in accordance with GOST R 51330.7‐99 (IEC 60079‐6‐95). Marking for Group I and II
electrical equipment is symbol 'o'.
• Type of protection 'e' in accordance with GOST R 51330.8‐99. Marking for Group I and II
electrical equipment is symbol 'e'.
• Intrinsic safety “i” in accordance with GOST R 51330.10‐99 (IEC 60079‐11‐99). Marking for Group
I and II electrical equipment is symbols 'ia', 'ib' or 'ic'.
• Type of protection 'n' in accordance with GOST R 51330.14‐99. Marking for Group II electrical
equipment is symbol 'n'.
• Type of protection 'm' in accordance with GOST R 51330.17‐99 (IEC 60079‐18‐92). Marking for
Group I and II electrical equipment is symbol 'm’.
• Special construction in accordance with GOST 22782.3‐77. Marking for Group I and II electrical
equipment is symbol 's'.
In addition to the above standards GOST R 51330.0‐99 (IEC 60079‐0‐98) 'Explosion‐proof electrical
apparatus. Part 0. General requirements' establishes general requirements for all explosion‐proof
electrical equipment. The above mentioned requirements are common for explosion‐proof electrical
equipment of Group I and Group II. The standard GOST R 51330.20‐99 “Mining electrical equipment,
Insulation, creepage and clearances technical requirements and methods of testing” covers Group I
electrical equipment only.
GOST 24754‐81 'Production of mining electrical equipment’. General technical requirements and
methods of testing' covers Group I electrical equipment intended for use in mines which are gas, vapors
and dust explosion hazard. Marking for Group I electrical equipment is symbol 'PH'.
The document “Safety rules at coal mines” PB 05‐618‐03 (the main document of Gosgortekhnadzor of
Russia – now the Federal Ecological, Technological and Atomic Supervision Service) determines the use
of Group I.
Marking
Marking of explosion‐proof electrical equipment is provided in accordance with GOST R 51330.0‐99 (IEC
60079‐0‐98). After the symbol of degree of protection (РП, РВ or РО) the symbol Ех and designation of
types of protection аccording to standards of GOST R 51330 series (IEC 60079) on types of protection
('d', 'e', 'i', etc.) are affixed. Electrical equipment of Group I and Group II protected by intrinsic safety “i”
in accordance with GOST R 51330.10‐99 (IEC 60079‐11‐99) has three levels of protection designated by
symbols 'ia', 'ib' or 'ic'. The type of protection ‘Special construction’ is provided for in GOST 22782.3‐77.
Marking for Group I and Group II electrical equipment is symbol 's'. Then follows the designation of the
group (sub‐group) of electrical equipment, temperature classification and maximum surface
temperature (for electrical equipment of Group II), etc. In contrast to standard IEC 60079‐0‐98 the

symbols U (for Ех‐component) and X (special conditions of safe use) are affixed after the main marking
of electrical equipment, and not after the Certificate number.

4. Ex‐Equipment certification procedure
In accordance with the ‘Rules of certification of electrical equipment for explosive atmospheres’, 2003
(PB 03‐538‐03) the procedure is as follows:
• Submission and review of the Application for carrying out certification
• Submission and review of the Declaration of Conformity of Ex‐equipment to intended use
• Taking decision on the Application for carrying out product certification, including selection of
certification scheme
• Expert examination of technical documentation
• Sampling for tests
• Samples identification
• Evaluation of design, samples testing, preparation of assessment and test reports
• Assessment of production and certification of quality system (production)
• Review of the results and taking decision on the issue (or the refusal to issue) of the Certificate
of Conformity
• Issue of the Certificate of Conformity
• Surveillance of certified products production (in accordance with the chosen certification
scheme)
• Corrective actions in case the non‐conformance of Ex‐equipment to the applicable requirements
is identified
• Presentation of information on the certification results
5. Rules of use of apparatus at dangerous industrial projects
• The Federal Agency for Technical Regulation and Metrology (former Gosstandart of Russia)
jointly with the Federal Ecological, Technological and Atomic Supervision Service (former
Gosgortekhnadzor of Russia) establishes the certification rules.
• Measurement instrumentation should have the Pattern approval certificates issued by the
Federal Agency for Technical Regulation and Metrology.
• The list of apparatus intended for use at dangerous industrial projects and being subject to
mandatory certification is approved by the Federal Agency for Technical Regulation and
Metrology and the Federal Ecological, Technological and Atomic Supervision Service.
• The Federal Ecological, Technological and Atomic Supervision Service issues the Permit for use
based on the results of tests and the Certificate of Conformity.

• Accredited certification bodies should provide recommendations on additional measures to be
taken for safe use of these apparatus, if they do not meet some industrial safety requirements
of Russian standards.
Documentation
• The Certificate of Conformity to industrial safety requirements. It is issued by the certification
body accredited by the Federal Agency for Technical Regulation and Metrology jointly with the
Federal Ecological, Technological and Atomic Supervision Service of Russia.
• Certificates for measurement instrumentation.
• The Permit of the Federal Ecological, Technological and Atomic Supervision Service (former
Gosgortekhnadzor of Russia) for use of apparatus.
To obtain the Permit of the Federal Ecological, Technological and Atomic Supervision Service (former
Gosgortekhnadzor of Russia) the following documents shall be submitted in accordance with the
“Regulations on the procedure of issue of Permits for use of apparatus at dangerous industrial projects”
(RD 03‐485‐02) (cl. 2.1):
• Acceptance tests certificate and report. For foreign equipment it is acceptable that the tests of
samples of equipment are performed in testing organizations of the supplier’s country (item 3.4
of RD‐03‐67‐94) by the specialists of testing laboratories accredited in Russia;
• Technical documentation;
• Industrial safety examination certificate containing conclusions on possibility of use of
apparatus. To prepare the industrial safety examination certificate testing organizations
(centers) have the right to use the results of some types of tests carried out by foreign testing
laboratories (centers) taking into account the results of expert examination of technical
documentation for electrical equipment, methods of testing and actual results of this equipment
operation (item 3.5 RD‐03‐67‐94).
Since 1 July 2003 the Federal Law “On technical regulation” has been in force in Russia. In accordance
with this law, the technical regulations shall be drawn up and implemented, which establish mandatory
requirements to be applied and fulfilled in relation to the objects of technical regulation (products,
production processes, operation, etc.). Technical regulations, depending on the degree of risk, establish
the minimum necessary requirements providing radiation safety, biological safety; explosion safety, etc.
At present a draft of “Technical Regulations for Equipment and Protective Systems Intended for Use in
Potentially Explosive Atmospheres” is being prepared. In accordance with the letter of Gosstandart of
Russia № ГЭ‐1100‐28/2308 of 27.06.2003 until the corresponding technical regulations come into effect,
the mandatory process of confirmation of conformity of products in GOST R Certification System shall
take place in accordance with normative legal documents which establish the rules, methods and
procedure of mandatory confirmation of conformity.
