1. PRODUCTS CONFORMITY ASSESEMENT

Ensure that ALL imported products are assessed and comply with

regulations made mandatory in the Republic of Cameroon.
Shipments with FOB value below XAF 2,000,000 are exempted from
the PECAE program and therefore do not require a CoC except for
containers declared as FCL (Full Containers Load).
MINIMUM THRESHOLD SUBJECT TO PECAE Also, partial deliveries with an FOB value of XAF 2,000,000 or less
PROGRAM are subject to the PECAE program if the total cumulative FOB
declared value of the order is XAF 2,000,000 or more.
NB: Goods not subject to the Import Verification Program (IVP) are
still subject to the PECAE if they meet one of the above two criteria
Process can be initiated by Exporter in the country of supply or by

Importer in Cameroon
Upon issuance of the Import Declaration (ID), the exporter or his
agent or logistic provider submits the request for certification with all
required documents through SGS Exporter Portal : https://exporter-
VERIFICATION PROCESS portal.sgs.com.
This action automatically generates a request for certification in the
SGS office of the seller's country.
The requests sent directly to SGS Cameroon or the SGS office in the
seller's country will also be processed and transferred to this portal to

coordinate the intervention with the exporter and request any missing
documents.
If the process is initiated by the exporter, he has to submit to SGS the
following documents:
• Request for Certification filled

• PROFORMA Invoice
• Quality Management System Certification such ISO 9001, if
available
• Conformity Documents (test reports, quality certificates,
analysis reports, etc.…)
• Final invoice (required for CoC issuance)
To obtain evidence that all requirements are met for the applicable
standards or technical regulations, goods must undergo one or a
combination of the following verification process:
• Physical inspection
• Laboratory analysis
• Factory audit
• Documentary verification
After verification process is completed and results are satisfactory,
exporter will have to submit the Final Invoice for the issuance of the
Attestation of Conformity (AC), which will be converted into a
Certificate of Conformity (CoC) by ANOR.
For Air shipments, AC is to be issued in basis of Proforma Invoice.
Three methods are proposed to exporters to demonstrate the

compliance of their products and obtain a Certificate of Conformity
(CoC)
ASSESSMENT METHOD • ROUTE A: applicable to any goods and any trader
• ROUTE B: Recommended for frequent exporter with
homogeneous products
• ROUTE C: For manufacturers having their products certified
Approved laboratories under this program are as follows:

a. SGS laboratories.
b. Third party ISO 17025 laboratories accredited by the national
accreditation authority of the country
c. Approved laboratories
APPROVED LABORATORIES d. Supplier laboratory provided that the test results are detailed as
per the corresponding standard, that the laboratory holds a
recognized quality certification system (such as ISO 9001..etc)
and that the list of equipment (model, serial number...etc) with
the corresponding calibration records are supplied to
demonstrate laboratory capabilities for testing
Remote inspection is an SGS initiative in this digital age. It is a new
inspection methodology, fully compliant with the ISO/IEC 17020:2012
standard.
It is a revolutionary SGS tool that enables inspection to be scheduled
in the shortest possible time and carried out digitally.
PHYSICAL REMOTE INSPECTION
The exporter initiates a request and schedules (date and time) a
digital inspection via the inspection portal*.
* Contact the SGS office in the seller's country to download the
relevant application and obtain more information about the
prerequisites.

• An Attestation of Conformity (AC) issued by SGS to
demonstrate compliance of the shipment to the relevant
approved standards. This document is to be delivered to the
exporter
ATTESTATION OF CONFORMITY (AC) & • A Certificate of Conformity (CoC) delivered to the importer by
CERTIFICATE OF CONFORMITY (CoC) ANOR on the basis of the Attestation of Conformity (AC) and
required for Customs clearance
For goods arriving in Cameroon without the corresponding AC/CoC,
destination inspection is not authorized by the Regulations.
If the reports of verification activities such as testing or inspection
show deviations from the requirements of the standard, the exporter
will be informed of the non-compliance(s) identified so that the
NON-CONFORMITY REPORT (NCR) necessary corrections can be made within the specified time frame
(60 days). If the corrections are not made, a Non-conformity Report
(NCR) will be issued. This implies that these goods will not be
allowed to be shipped to Cameroon.
Fees are payable in advance by the exporter. Fees are net of all
taxes and are payable upon receipt of the Request for Certification
(RFC).
The fees are payable regardless of whether, after the valuation of the
FEES goods, the exporter or importer fails to provide the information or
documents necessary for the final issuance of the CoC, or for any
other reason does not proceed with the shipment of the goods.
NB: The detailed fee structure is set out in Section 7.
2. LIST OF REGULATED PRODUCTS
All goods imported into the Republic of Cameroon in accordance with Decree N°2021/3306/ PM of 31 May 2021. Are
exempted only those listed in point 6 below.
Floor value: Shipments with an FOB value below XAF 2’000’000 are exempted of the PECAE program and do not require
CoC.
However partial deliveries with an FOB value equal or below XAF 2’000’000 are subject to PECAE program if the total FOB
value of the order is XAF 2’000’000 or more.

These products are sensitive and will therefore be systematically assessed under route A for all shipments (neither route B
nor C is allowed).
NB: Some products may be subject to an exceptional derogation from the ANOR.

• Consignments intended for solidarity works of a national nature;
• Products and objects intended for the celebration of cults;
• Materials and products intended for certain privileged technical uses;
• Works of art and precious stones;
• Metals of recovery;
• Newspapers and current periodicals.
7. FEES STRUCTURE
• Ad Valorem fee of 0.45% of the FOB Value of the goods imported

• Minimum fee per shipment: EUR 300 (three hundred EURO) or 196'787 XAF ((one hundred and
Route A ninety-six thousand seven hundred and eighty-seven) CFA francs)
• Maximum fee per shipment: EUR 7.000 (seven thousand EURO) or 4'591'699 XAF ((four million five
hundred ninety-one thousand six hundred and ninety-nine CFA francs)
• Ad Valorem fee of 0.40% of the FOB Value of the goods imported
• Minimum fee per shipment: EUR 300 (three hundred EURO) or 196'787 XAF ((one hundred and
Route B ninety-six thousand seven hundred and eighty-seven) CFA francs)
•
Ad Valorem fee of 0.27% of the FOB Value of the goods imported
•
Minimum fee per shipment: EUR 300 (three hundred EURO) or 196'787 XAF ((one hundred and
Route C ninety-six thousand seven hundred and eighty-seven) CFA francs)
Coverage and Conditions
The above fees cover the documentary verification and physical inspections of goods.
The above fees do not include the following activities:
• Testing: case-by-case quotation
• Analysis
• Additional sampling
• Containers sealing
• Product Registration
o 375 EUR or 245'984 XAF for the first 15 products/items
o 20 EUR or 13'120 XAF for each additional item/product above the first 15 items/products
• Manufacturer Licensing
• Additional fees where goods or facilities are not ready or available at the time the supplier has advised and therefore an
additional inspection visit is required

SGS fees will be calculated on the basis of the invoice value submitted by the exporter or importer.
These fees will be due regardless of whether, after the assessment of the goods, the exporter or importer is unable to provide
the information or documents necessary for the final issuance of the CoC, or for any reason does not proceed with the
shipment of the goods.
