1.0 Preamble: Railway Board has issued a policy circular no. 20071SIG/~GFi2 dated
23.04.2007 communicating their guidelines that Railways may float and finalise the
composite tenders for works at wayside stations and IBSs accordingly.

1.1 During the monthly progress review rneetinqs GM!S.Rly has suggested toexecute
the sanctioned LC gate works by floating composite tenders as these works involves
S&T, Civil Engg, Electrical Engg depts. Thescope.of works covered under these
composite tenders for LC gates, IPS,IBS, AFTC, MSDACetc. are, S&T. Civil Engg
(Building) and Electocal (General) works under plan heads 29. 16.anct.:~3. a~sed .on
the guidelines issued by the above Railway Board .circularahd· as per the
instructions of GM this Joint Procedure Order is being· issued for implementation.

2.0 GENERAL ! "

2.1 The Composite Tender for types of S & T projects sha.llinclude all sOb-works the of
ProjectsM'orks in a single contract so that various sub-works/activities ate properly
matched and dovetailed and the overall project management..is effective to
complete the project in time. . .

2.2 Broadly major components of a Composite Tender may ihctude:-

i) Field survey and assessments of requirements.

ii) System design, Documentation and Approval.
Iii) Site preparation and construction of Service Buildings/Structures.
iv) Electrification of Service Buildings.
v) Supply/Provision of furniture. and accessory items:
vi) Instaifation and testing of the Main·' ProjectfNork of signalling and or
Telecommunications (S&T) system. .
vii) Commissioning and handing over of tha MaIn Project of S & T system for
operational use.
viii) Monitoring and maintenance of the Projec: (or 9 weeks (2 months) after
commissioning and putting to operational use.
ix} Completion Documents. .

3.0 SIGNALLING, TELECOMMUNICATION AND MISCELLANEOUSM09ULES:-

4.0 ENGINEERING MODULES '" .

4.1 Site plans for each service building be approved at the, divlslonal level,

4.2 Detailed building drawings including foundation and RCC details etc., should be
got prepared and approved from Engineerinu Branch (Construction or Open Line
as the case may be). .. . .. .

4.3 StandardlTypicalfTie-plans, if any. and which have been in Lise and approved by

4.4 Based on the drawings, the schedule and quantities must be worked out by
SE/SSE (Works) for each stage of the engineering work of service buHding/tower.

Books, Completion Drawings.etc,
