Is the Philippines really a sovereign/nation-state?
Yes, Philippines is a sovereign/nation-state because independent and not
under the authority of any other country. It is a country which can be rule by the
government itself. It shared national identity, physical borders, and a single government.
This makes it different from other forms of states, like the city-state, which did not have
firm borders, and kingdoms, which did not have a shared culture. Also, it is a nation that
is made up of a large number of islands located off the mainland of Asia. The largest
and most populous island in the Philippines is Luzon, which is where the capital, Manila,
is located. It is a democratic and republican. Sovereignty resides in the people and all
government authority emanates from them.

Since its inception, the UN General Assembly, also known as UNGA, has been a
forum for lofty declarations, sometimes audacious rhetoric, and rigorous debate over the
world’s most vexing issues, including poverty, development, peace, and security. As the
most representative organ of the United Nations, the assembly holds a general debate in
the organization’s New York headquarters from September to December and convenes
special sessions at other times to address a range of issues. The seventy-seventh General
Assembly session in 2022 comes as countries continue to suffer from the consequences of
the COVID-19 pandemic, climate change, and Russia’s war in Ukraine. It is focused on
confronting these global challenges; renewing attention on the Sustainable Development
Goals (SDGs), which aim to end poverty by 2030; and preparing a Pact for the Future, to
be unveiled next year, that ensures the UN system can effectively confront future
challenges. “With multiple crises looming, nothing less than the credibility of the UN is at
stake,” session President Csaba Korosi said ahead of the event.

Presidents in recent years have moved beyond the procedural role to invite UN
officials to brief the assembly. This has sometimes aroused opposition from member states.
In 2011, for example, session President Nassir Abdulaziz al-Nasser invited the high
commissioner for human rights to brief member states on the Syrian civil war despite
opposition from Syria’s backers. Membership can be contentious. Taiwan has been denied
UN membership for more than two decades due to objections from China, which holds a
permanent seat on the Security Council and considers Taiwan part of its sovereign territory.
In 2018, Taiwanese officials visited New York ahead of the General Assembly to tout the
island’s fulfillment of some SDGs, seen as part of broader efforts to join UN
agencies. Palestine’s status at the United Nations has also been controversial. The 2011
General Assembly session was dominated by discord surrounding Palestine’s bid to
become a member state, which stalled in the Security Council after the United
States vowed to veto such a measure. At the 2012 General Assembly, member
states passed a resolution, 138–9 (with 41 abstentions), to upgrade Palestine from a
nonmember observer entity to nonmember observer state. Palestine and Vatican City are
the United Nations’ two nonmember observer states, which have the right to speak at
assembly meetings but cannot vote on resolutions.

The United Nations is closely monitoring the situation with the COVID-19 outbreak. This page
features important advisories, guidelines, resources, and materials on the COVID-19
outbreak for all UN duty stations, offices, personnel and their families, visitors, and UN
healthcare workers, as well as advice on maintaining wellness. It is updated with the latest
available information. Under their leadership, United Nations country teams have mobilize
to support governments and partners on a decisive and coherent response to the
COVID-19 pandemic, focusing on national priority areas such as health and socio-
economic protection to save livelihoods and lift economies.

3. The Philippine response to COVID-19 has been described as being one of the longest
and strictest lockdowns in the world. Why has the Philippine government relied heavily
on draconian measures in its “war” against COVID-19? And what discourse informed the
framing of its response as a war against the virus? This article argues that the
government’s reliance on draconian measures was a consequence of securitizeCOVID-
19, appreciating the virus as an “existential threat.” The securitization of COVID-19 was
reinforced with a narrative characterizing the situation of the country as being at war
against an “unseen enemy.” This war-like narrative, however, invariably produced a
subject, the pasaway. As the perpetual enemy of health and order, the pasaway became
the target of disciplining and policing. The targeting of the pasaway was informed by
deep-seated class prejudices and Duterte’s authoritarian tendencies.
ASSESSMENT

2.
a. Your country
I’ve learned that I was in a sovereign country where I was ruled
by my own government. My country is independent but in some point, It
does need help from the other country especially in time of crisis, etc. I
have a government where they’ve implemented and implementing rules to
be obey by the people. We have the same vision, belief and perceptions.
We share the same culture and tradition.

b. Your community
I’ve learned that a community that is under the sovereign way
of governance has a freedom to express their selves. They have the power
to choose and decide what will be better for the community and the country
as well. People in the community share the same belief and practices. They
are under one government which gives them rules and laws to obey.
