The Call Setup Time and Success Measurement measures the setups and their duration.

The setup phase starts when the exchange receives one of the following messages
(depending on the signalling protocol) from an adjacent network element:

. Initial Address Message (IAM) (in ISDN User Part/Bearer Independent Call Control
(ISUP/BICC) cases)

. 'invite' message (in Session Initiation Protocol (SIP) cases)

. 'CM service request' message (in Base Station System Application Part (BSSAP)
cases)

The setup phase ends when it is completed with one of the following messages
(depending on the signalling protocol):

. Address Complete Message (ACM) or 'Connect' (CON) messages (in ISUP/BICC cases)

. 180 'ringing', 200 OK [invite], or 'cancel' messages (in SIP cases)
