Dear Sir/Madam, With reference to the review meeting held under the Chairmanship of Chief Secretary on EoDB and Single window system, it was impressed upon that the DICs should be considered as District Investment Promotion Agency for promoting investment in a particular district. J&K has had a significant industrial development over the last two decades, To transform districts into ndustrial/export hub and to enhance Ease of Doing Business (EoDB), DICs (Under Industries & Commerce Department) can play a vital role of District Investment Promotion Agency (DIPA) across UT of Jammu and Kashmir. In this regard @ note has been prepared and shared with Director Industries ~ Kashmir (ANNEXURE-A) which highlights the functions, structure and constitution of District Investment Promotion Agency (DIPA). A notification issued by Government of Punjab has also been enclosed (ANNEXURE-B) for your reference and necessary information. ‘A District Investment Promotion Agency (DIPA) shall be responsible for promoting investments in 2 particular district. Its primary objective is to attract both domestic and foreign investments to the district and facilitate their implementation. The primary functions of DIPA shall include conducting investment feasibility studies, identifying, and promoting investment opportunities, facilitating investment approvals and clearances, providing after care services and conducting outreach activities to promote the district as an investment destination. With reference to above, kindly provide your valuable inputs and request you to frame and finalize the modalities for District Investment Promotion Agency (DIPA) as per direction laid down in Chief Secretary meeting under reference. (€) To provide necessary guldance/consukation to investors. (4) To expedite timaly statutory clearances/approvals required for the rounding of the project. {e) To establish a regular review mechanism at District level for timely disposal of business queries & grievances. 1.1 ACTIVITIES: The DBNP office shall broadly perform the following activities: (a] To supervise and monitor the performance of Nodal Officers ‘appointed in OBIIP from the LIne Departments/Authority. (b) To expedite timely grant/insuance of clearances? approvals/ NOCs ‘applied through the Invest Punjab Business First portal by the Investor. The DBIIP office shall deal with the matters related to investment proposal with Fred Capital Investment (FCI) upta Rs.25 Cr ‘applied through invest Punjab Business Fist portal. Above the mark (of Rs.25 Cr [FCI of Investment proposal, Punjab Bureau of Investment Promotion will continue to expedite clearances/approvals in the state. 4.2 CONSTITUTION: This dedieated District Bureau of Industry & Investment {0B11P) office in each district shall be headed by the OC of the District who shall also be the CEO of DBIIP.
