MANCAO II 4 Executive Director 4 Request for Information (RF) Cyberpatrol Monitoring and Evaluation System and Implementation Activities on Cybercrime Social Prevention of Gender-Based Online Sexual Harassment (GBOSH) Request for Information (RF!) for Consulting Services for the Cyberpatrol Monitoring and Evaluation (M&E) System and Implementation Activities on Cybercrime Social Prevention of Gender- Based Online Sexual Harassment (GBOSH) Project Rationale The Cybercrime Investigation and Coordinating Center (CIC), with close partnership with the Philippine Commission on Women (PCW), the Department of the Interior and Local Government (DILG), and the Local Government Units (LGUs) will embark on the 2023-2025 national project for the Cyberpatrol Monitoring and Evaluation System and Implementation Activities on Cybercrime Prevention of Gender-Based Online Sexual Harassment (GBOSH) as per RA. 11313, which will be piloted to the 33 Highly Urbanized Cities (HUCS); then onto the national roll-out to selected communities. The Cyberpatrol M&E System, focusing on the policies, programs or sets of actions and activities to be evaluated, directed at women, children, LBGTQ+, and other gender- based communities prone to harassment and exploitation, and how participating organizations, institutions and communities make such an impact in the implementation of the law against GOSH The incoming administration of President-Elect Ferdinand R. Marcos Jr. (BBM) has articulated its platform of governance centered on economic recovery. The platforms include, but are not limited to: * Inclusion of DIGITAL INFRASTRUCTURE to improve and have a more reliable and affordable internet service for consumers, e-commerce, and all that requires online function to operate. * Strengthen the live events and MICE (meetings, incentive travel, conventions, exhibitions) industry that generates travel and promotes tourism. The combination of strong internet connection and the push for regional development of tourism can create unintentional consequences that will drastically impact public safety. This is where the underbelly of child pornography, online sexual harassment and other gender focused cybercrimes are committed. The Cyberpatrol M&E System shall ensure that the benefits of economic recovery are felt by all sectors of society, and all communities and all genders classifications are protected by the BBM Administration. Having an effective and working Cyberpatrol M&E System will enmedlsely counter and neutralize any prospective negative narratives by the critics of the incoming administration and will explicitly prove that BBM is not only about big business but is also concerned about the people in the “laylayans’ of society. Another platform of the BBM administration that supports the imperative that the Cyberpatrol M&E System is a flagship project of the CICC is to: * Strengthen LGUs down to the barangay level by increasing development budgets on every level and sector within the LGU based on the overall national plan. Furthermore, the Cyberpatrol M&E System shall be used and integrated into the regular activities on gender and development (GAD) in the Barangay level (GAD) of the LGU to capture the illicit activities at the source. The Cyberpatrol M&E System shall provide an encompassing ecosystem to capture cybercrime data, perpetrator profiles, case management leading to and in aid to prosecution. Although this project requires an output of an information system, this project is not purely an IT project. This is a social project on a monitoring and evaluation system to increase gender focused public safety. Moreover, the project supports the United Nations Sustainable Development Goals (SDG)' in particular to achieve gender equality and empower women and girls at the local and regional levels. This request for information requires interested vendors to submit their credentials to provide consulting services for the implementation activities leading towards the design and development of the Cyberpatrol Monitoring and Evaluation System for Cybercrime Social Prevention of Gender-Based Online Sexual Harassment. About the Procuring Entity The Cybercrime Investigation and Coordinating Center (CIC) was created by virtue of Republic Act 10175, otherwise known as the “Cybercrime Prevention Act of 2012.” It is one of the attached agencies of the Department of Information and Communications Technology (DICT). The CIC performs matters related to cybercrime prevention and suppression, including, but not limited to, acting as the lead agency in monitoring cybercrime cases handled by participating law enforcement and prosecution agencies; facilitating international cooperation on intelligence, investigations, training, and capacity-building related to cybercrime prevention, suppression, and prosecution; coordinating the support of the public and private sectors; and recommending the enactment of appropriate laws, issuances, measures, and policies pursuant to its mandate. Project Overview 1 Take Action for the Sustainable Goals, 1n.org » sustainable ‘The Cyberpatrol Monitoring and Evaluation System offers modern approaches to preventing and reporting the prevalence of sexual harassment. A tech-based platform or set of sub systems is envisioned that will ultimately provide law enforcement and the legal branches of government (in the barangay and local government units) to enforce and prosecute cybercrimes especially those with gender specific illegal activities. The system must have portals to allow inputs from barangay officials, and social workers to provide information on cybercriminal activities as well as victim information, ensuring that the privacy of the individuals, especially minors are protected. The system must have a data lake that will allow meta data to be stored, and easily retrieved. The system must be able to employ big data analysis to provide relevant and useful information to all identified stakeholders. These stakeholders include, but are not limited to, the authorized representatives of: * Department of Interior and Local Government Department of Social Welfare and Development Department of Education Department of Justice Department of Health Department of Tourism Courts Local Government Units Barangays This project does not only require the design and development of the ICT systems but also the more important non-ICT activities that will lead to the effective design, development and implementation of the system. These include, but not limited to: * Stakeholder Consultation * Stakeholder Management * Awareness Programs * Change Management Project Objectives Project applications must address the following priorities in the areas of the fight against all forms of gender-based sexual harassment (GBSH), committed in public spaces, educational or training institutions, workplace, as well as online space (i.¢., GBOSH): 4, Establishing the available assessments, situational analysis, stakeholder engagements and grassroots empowerment; 2. Implementing strategic mechanisms, rules, regulations and rational parameters for the effective implementation of appropriate laws: Peuances, measures, policies and processes on gender-based sexual harassment, 3. Improving safety, monitoring and prevention of gender-based sexual harassment 4. Developing the capacity of law enforcement, local government and judicial authorities to effectively fight gender-based sexual harassment in general. This includes, for instance, initiatives to monitor and penalize gender-based online sexual harassment. 5. Strengthening more intervention and response strategies in addressing community-level risks led by national agencies, local government units, learning institutions, non-government organization and industry; Project Timeline This project shall have a 36-month timeframe. Vendor Qualification The very specific cultural insights of this project require a company with in depth knowledge of the Filipino culture and psyche, hence it shall preferable that interested vendor be a local company or a joint venture of local companies. The vendor is required to provide a competent Project Director who shall act as the orchestrator/conductor of all the activities from the identified stakeholders. As such, the Project Director must have a verifiable consulting track record as well as experience in large-scale proprietary ICT implementation in the public sector x For qualification, the Project Director is a certified project. management professional. The Project Director is preferably an internationally accredited Management Consulting certification for the past five years.
