SPARES FOR BELL:206 HELICOPTER tN Fy 2017-2018

Technical Terms And Qonditio[s

1. Quotations are invrted front the competent/ prospective bidders for supply ol 27 x Lll
avionios spares for Bell-206 l-lelicopter List of the itenrs is at Anx A

2. Each item rnust be brand new, unused and latest product and manufactured not earlier
tltan 2016. Bidder should mention the year of production of each item in the offer. l{owever,
overhauled / repaired /refurt:ished/unused/ used serviceable item may also be quoted by the
bidders, if brand new itern is not avarlable" ln that case the condition of the proposed/ offered
item has to be categorically rnentioned rn the offer

3. All items must be suitable and compatible to install in the main equipment and use rn
Bell-206 Helicopter
4. Appropriate software and necessary programming kits (if applicable) must have to be
provided with the iterns. Prices of the software and programming adapter are to be quoted
separately, if the same is/are not provided free of cost.

5. Delivery of items shoulci be completed within 120 days from the date of signing the
contract. However, longer delivery time may be accepted for tlre items requrirrng I more tinre fr:r
production. Requirement of such delivery time/ situation must be mentioned in the offer But,
delivery of the items slrould not more tlran 180 days fronr the date of signing the contract.

6. Warranty period of each item shall be of minimum 0'1 year from the date of ar:ceptance
of the item by BA[:. Matrufacturrer's/ supplier's warranty/ guarantee c'ertificates are to be
submitted along witlr the itern during shiprnent.

7. Original Equiprnent Manufacturer's (OEM) Certifrcates rnentroning date of prociuctrr:n

are to be provided urilh the items (if applicable).

B lf any itenr is fouttd unsatisfactory/ unserviceable cluring inspection/ functional check by

BAF must be replaced by the supplier free of cost within 30 days" lf any itern becomes
unserviceable withrn tlre warrarrty period, supplier must repair or replace the item witlrin 30
days. Both ways freight and insurance charges shall lrave to be borne by the supplier
9. lf the supplier fails to repair/replace an item/ equipment under warranty claim within the
stipLilated days as given above then the warranty period would be extended by the number of
days of delay in repairing/replacing the item/ equipment under warranty.

10 The itetns will be accepted after prompt and satisfactory acceptance clreck and
functional test by BAF

11. Any item having dissimilar part number or description is to be mentioned durrnq
submission of offer ln this regard proper cerlificate/ document murst be enclosed with the offer
Any change in part number or description must be settled before signing the contract. Tlrere
will be no scope of changing the offered part number or description after signing the contract.
12. Proposal/request for deletion or reductiorr of the items by the contractor after signing of
the contract will not be accepted by BAF.

13. DGDP/BAF reserves tlre right to increase/decrease the quantity of itern dependtng on
the cost and requirernent.

14. l-he brdder rnust mention the nanre and full address cf their
clffice/installation/organization including telephone number, FAX nurnber, and e,mail address
in the offer. The bicider must also tnention tlre name and full adclress of their local agent.

15. ltem with cl'rerngecl/dissirnilar part no/description (if any) is to be rnentioneci vvith
justificatiorr during submission of the offer.

16' Due to the faLrlt of supplier, if any changes requirecl in contract/LC, all expenses shall be
horne by the sLrpplier.

17 No increase of price at arry stage after submission of offer will be accepted by BAF
18, The bidder is to qr:ote FOB ancl freight charges (both Air arrd Sea) separately in U$
Dollar. Total quoted/offered freight will be cjistriirLrtecJ agairrst each rtem based tts

consideration while concluding the contract.

19. 1-rans-slripnrent is not normally allowed, but if the bidder needs trans-shipnrent, they are
to mention in the offer abr:ut their requirement. ln case of such requirement, trarrs-sSipment
will only be allowed urrder a single AWB/BL.

21. I'or failr-rre to supply the contracted goods in time, DGDP/BAF shall lrave the riglrt to
cancel the contract with necessary punitive action.

22. Offer must remain valid up to 30th June 2018, Within the valiclity of offer withdrawal of
offer or unwillingness to sign the contract by the bicJder will not be accepted, ln such cases,
actions would be tal<err against the prirrcipal supplier ancl the 1ocal agerrt as per DGDp ruies
Delivery schedule mention in the tender specification may be ciranged i:y DGDP/BAI-
DGDP/BAF reserves the right to get the offer validity extended with the consent of the bidder.

23. Part shipment. Allowecl"

24. Part payment: Allowed, but not more than 02 (two) times.

25. Payment will be made tlrrough irrevocable Letter of Credrt (LC) as follows.

a. B0% paylt-'nt will be rnade orr produclion of onginal shipping documents to the bank.

b. Rest 20% payt'netrt wrll be made after satisfactory acceptance of 100% items 5y
BAF after inspection/ functional test (as apolicable), on prodgciion of Certificate Receipt
Voucher (CRV) and on written clearance frr:nr DGDp
26. AWB/ BL must be in the name of consignee.
27. ltems must be packecl and suppliecl irr standard sea/air worthy packrng

28. Freight charge will be paicl at actual as per original AWB/BL, but not exceeding the
contracted freight. As sLtclt, the freight is to be mentioned in appropriate column of orrginal
AWB/BL, otherwise only FOB value will be paid.

29. Compliance of tencler terms & conclitions to be rnentioned irr the offer by the brc1clr:r as
per the sequence. tsidder is to provide requrired appropriate information against each clause
clearly (where necessary) insteacl of mentioning "Complied/Not Cornplied,'. No
contradictory "Sentence/Word" (like quote is subjeCt to availabilityiprior to sell/subject to
export license approval or word so) will be accepted by BAF/DGDP"
