Vzdělávání základních složek integrovaného záchranného systému České republiky s

využitím simulačních technologií a virtuální reality

První část tohoto článku se věnuje vyhodnocení současného stavu použití simulačních

technologií a virtuální reality (VR) u základních složek integrovaného záchranného systému

České republiky (IZS ČR). Nejprve jsou stručně představeny základní složky IZS (Hasičský

záchranný sbor ČR, jednotky požární ochrany zařazené do plošného pokrytí, poskytovatelé

zdravotnické záchranné služby a Policie ČR) a vysvětlen systém jejich vstupního i

pravidelného vzdělávání. Následně je popsán současný stav použití simulačních technologií a

VR při vzdělávání a výcviku těchto složek s rozborem jejich jednotlivých výukových metod.

Informace z této oblasti byly získány pomocí dotazníků a řízených strukturovaných

rozhovorů napříč dotčenými vzdělávacími institucemi a složkami IZS a také na základě

vlastních zkušeností autora z oblasti vzdělávání a praxe u Hasičského záchranného sboru ČR.

Druhá část článku se zaměřuje na možnost aplikace simulačních technologií při společné

přípravě na mimořádné události, jejichž rozsah vyžaduje spolupráci nejen všech základních

složek IZS, ale i samosprávy dotčeného města nebo územního celku. Jako zdroj inspirace a

vstupních dat pro takový úkol byly použity zkušenosti z mimořádné události “Tornádo na

jižní Moravě 2021” (Tornádo). V článku je uveden stručný popis této události se zaměřením

na vybrané pozitivní a negativní stránky zásahu u této mimořádné události z pohledu

zasahujících složek a samosprávy.

Hlavním výstupem je navržení společného cvičení základních složek IZS ČR a samosprávy s

využitím simulačních technologií a virtuální reality. Návrh cvičení je postaven na

zkušenostech z mimořádné události Tornádo a zohledňuje současné technologické možnosti

základních složek IZS ČR a vzdělávacích institucí.

Vocational Training of the basic bodies of Integrated Rescue System of the Czech Republic with the usage
of the simulation technologies and the virtual reality.

The first part of this article is devoted to the assessment of contemporary state of simulation
technologies and virtual reality usage in the basic bodies of Integrated Rescue System of the Czech
Republic (IRS.) The basic bodies of the IRS such as the Fire and Rescue Service of the Czech Republic, fire
protection units engaged into area coverage, the Medical Rescue Service providers and the Police of the
Czech Republic are briefly introduced in the beginning of the first part followed by the description of
their initial and regular training. The facts afterwards represent the contemporary state of the simulation
technologies and the virtual reality usage during education and training of those bodies including the
analysis of their individual teaching methods. The information in this field was gained using the
questionnaires and pen-and-paper interviews * across the educational institutions and IRS bodies
concerned as well as on the basis of the author's own experience in the field of training and professional
experience at the Fire and Rescue Service of the Czech Republic.

The second part of the article focuses on the possibility of applying simulation technologies in joint
emergency preparedness, the scope of which requires the cooperation between not only all the basic IRS
bodies, but also the city or local territorial authorities concerned. As a source of inspiration and the input
data for fulfilling this task we have used the experience from the tornado emergency “Tornado in South
Moravia 2021 ”. The article provides a brief description of this event with a focus on selected positive
and negative aspects of the emergency intervention from the point of view of the intervening bodies and
local authorities.

The main output of this article is the suggestion of the joint exercises between the basic bodies of the
IRS of the Czech Republic and the local authorities with the usage of the simulation technologies and the
virtual reality. The suggestion of these exercises is based on the experience of the Tornado emergency,
and it also takes into consideration current technological facilities of the basic bodies of the IRS of the
Czech Republic as well as the educational institutions.
