ISTRY OF PUBLIC SERVICE, ADMINISTRATIVE AND INSTITUTIONAL REFORMS MAURITIUS 03 April 2023 Circular Letter No. 13 of 2023 EL97/2/02 V13 From: Secretary for Public Service To: Supervising Officers in charge of Ministries/Departments ip - Minis z fs iblic of China Degree Education Programmes 2023 The People's Republic of China is inviting applications for the Ministry of Commerce of People's Republic of China (MOFCOM) Degree Education Programmes for the Year 2023. ‘The training offers comprise 38 programmes at Master and Doctoral level ranging from Public Administration, Engineering, Tourism and Information Technology, to International and Chinese Law. The list of the programmes is at Annex. 2, The course contents, programme description and 2023 Enrolment Guide as wéll as other relevant details of the scholarship may be accessed on this Ministry's Website uuips://civilservice govmuorg/Pages/Circulars%.202023/circular23.aspx 3. The application process would be online through the __link hitns:// ampuschinaorg and deadline for submission of application is Friday 21 April 2023. 4. The Chinese Government will sponsor the scholarship in respect of the selected participants, except for visa and physical examination fees. 5. Interested candidates should ~ (a) seek and obtain clearance as mentioned at paragraph 8 below before applying online for the respective course through the link https://www.campuschina.o and <— 2fue son, 6° Foot, SOM Bulding 2.Comer2. (b) submit, through their respective Supervising Officers, a printed copy of their application together with the relevant documents listed below to the Human Resource Development Division of this Ministry (attention Miss D. Bissoondoyal), by Friday 21 April 2023, for onward transmission to the Chinese Embassy for consideration- @ Applieaton Forms (Original + 2 copies); (ii) Survey forms 7 Undertakings by the Applicants (avatlable on this Ministry's website on se a - - Development. Divisions px) (Original + 2 ‘copies; (iii) Medical certificates and X-ray reports (Original + 2 copies); (iv) copies of highest educational, professional and birth certificates and copy of passport (3 sets); (v) copy of Certificate of Charact: (vi)_ letter from Supervising Officer certifying that the applicants would be released for the said training programmes in the event they are selected; and (vil) any other documents required by the Chinese Authorities. 6. Applications should be submitted by the prescribed deadline to enable the donor country/ agency to process the application on time. The final decision for the selection of candidates rests solely with the donor agency / country. 7. All necessary clearances, as appropriate, should be sought by the nominating Ministry/ Department and the procedures set out in this Ministry's Circular Letter No.41 of 2016 should be strictly complied with. 8. _ In view of the fact that nominations for any of the programmes are subject to exigencies of the service, applicants should imperatively seek and obtain approval from their respective Responsible Officers that they would be released in the event they are awarded the scholarship. The conditions for the release of an officer are as follows:- (a) an officer shall be eligible for study leave with pay in accordance with paragraph 16.4.81 of the 2021 PRB Report where he is nominated for an open scholarship which 1s considered as in-service training and the course is a priority field of study; (b) where an officer is granted study leave with pay, he will be required to enter into a bond with the Government of Mauritius in accordance with the provisions laid down under this Ministry's Circular Letter No. 1 of 2022; and (c) where the officer does not satisfy the conditions for the grant of study leave with pay, he may take advantage of leave without pay for study purposes in accordance with paragraph 16.4.94 (G) of the 2021 PRB Report. 9. For all overseas (face to face) training, the conditions imposed by the Ministry of Health and Wellness and issued in this Ministry's Circular Letter No. 50 of 2021, should be strictly complied with.
