Supporting and advising in epidemic surveillance and detection, such as contact tracing;
working in point-of-distribution clinics to screen, test, and distribute vaccines and other medical
countermeasures;
employing prevention and response interventions;
providing direct hospital-based treatment for impacted individuals;
educating patients and the public to decrease risk for infection;
providing health systems and community-based leadership; and
counseling and supporting community members to assuage fear and anxiety
Public health nurses who work in a local or state health department are actively involved in all phases
of planning, detecting, controlling and responding to an outbreak caused by a bioterrorist agent. The
scope of the public health nurses' practice can extend from pre-disaster planning, to delivering care
during an event, to post-disaster evaluation. Public health nurses are accustomed to handling
outbreaks of communicable disease and routinely collaborate with other health care workers in
primary care and hospital settings. If an incident is suspected bioterrorism, the case will involve
working with local and federal law enforcement agencies conducting a criminal investigation.
