Rationale

Checks are still commonly used for government disbursements, especially for payments to

suppliers, contractors, and individuals. The checks are issued by government agencies and can be

deposited in the recipient's bank account.

According to DBM the full year 2022 National Government (NG) spending amounted to

P5,159.6 billion. Disbursement for the period where mainly distributed to transfer to Local

Government Units (LGU’s), infrastructure and other capital outlays, personnel services (PS)

expenditures and interest payments.

The proposed Disbursement Control System will aim to solve the risk of forging checks to

which results in costly high penalties and fees. It also lowers the cost of processing paper checks

and reduces processing time and eliminating the need for manual processing.

Investing on digital disbursement system significantly reduces the cost associated with

traditional payment method. Digital disbursement system enhances security measures by utilizing

encryption protocols and secure networks to protect sensitive financial information during the

transfer. I believe that digital disbursement system will likely play an increasing crucial role in

shaping the future of financial transaction.

transforming traditional processes into efficient and streamlined systems. By embracing digital

solutions, organizations can automate disbursement workflows, minimizing human intervention


and reducing processing time from days to minutes. Automation ensures accuracy, eliminates

repetitive tasks, and allows resources to be utilized more effectively, thereby increasing overall

operational efficiency. This project aims to solve the high backlog rate of paper work of the

disbursing departments of the government.

disbursement system.

Performance Indicators

1. Measurement of the time taken from the initiation of a

disbursement request to its completion.

2. Approved Project Design by the Head Department

3. Approved Resolution by the Bids and Award Committee.

4. Calculation of the cost savings achieved through the

implementation of the digital disbursement system

compared to previous manual or paper-based processes.

5. Assessment of system's security measures and its

effectiveness in preventing fraudulent activities. This

includes monitoring the occurrence of security breaches,

unauthorized access attempts, or incidents of fraud.

Assessment of system's ability to handle an increasing

olume of disbursements or accommodate future growth.

Philippine Government will be working on a Php1,000,000,000.00 budget to cater


the entire country to transition from traditional to digital disbursement system.
