In exercise of the powers conferred by Section-18 of the Pakistan Water and Power
Development Authority Act, 1958 (West Pakistan Act No. XXXI of 1958). as amended, and
all the powers enabling it in that behalf, the Pakistan Water and Power Development
Authority is pleased to make the following rules regulating the procedure for recruitment to
the Pakistan Wapda subordinate Transport Staff Service and the terms and conditions for
the persons appointed thereto, namely:-

SERVICE RULES, 1983

PART-1 GENERAL

1. Short Title & (a) These Rules may be called “The Pakistan Wapda
Commencement Subordinate Transport Staff Service Rules, 1983”
(b) These Rules shall come into force at once.

2. Extent of Unless otherwise decided by the Authority at any time by general


Application. or special order, these Rules shall apply to all categories of
Subordinate Transport Staff employed in the Transport
Directorate at Lahore and regional transport offices working
under the administrative control of Director Transport except:-

(1) Deputationists;
(2) Persons engaged for a specified
period and
Note: on account of Regularization of contract service these
Rules shall be applicate to contract staff also as and where the
contract T&C are silent.
(3) Workcharged/Contingent Staff.

3. Definition. In these Rules, unless the context otherwise requires, the


following expressions shall have the meanings hereby
respectively assigned to them, that is to say:-

(a) “Appointing authority” means the authority competent to


make appointment to a post in the Service by initial
recruitment, or by transfer or by promotion as specified in
Column 6 of the Appendix to these Rules or as prescribed by
the Authority by a general or special order from time to time.

(b) “Appendix” means Appendix to these Rules.


(c) “Authority” means the Pakistan Water and Power
Development Authority.

(d) “Cadre Strength” means strength of the Service as
hereinafter described or part of the Service sanctioned as a
separate unit, from time to time within the Service.

(e) “Service” means the Service under the Pakistan Wapda


Subordinate Transport Staff Service Rules, 1983.

(f) “Division” means an organization headed by a General


Manager/ Chief Engineer at the Head Office and includes its
subordinate Formations and offices of Consultants.

(g) “Initial Recruitment” means appointment made to a post in the


Service by means otherwise than by promotion or transfer.

(h) “Post” means a post as specified in Column 2 of the Appendix


and such other posts as may be declared by the Authority to
be included in the Service for the purpose of these Rules.

(i) “Probation” means the period for which an employee is placed


on trial in a vacancy on initial recruitment or on promotion.

(j) “University” “Board” or “Institution” means any University,


Board or Institution established by law in Pakistan or any
other University, Board or Institution declared by the Authority
or the Government of Pakistan to be a recognized University,
Board or Institution, for the purpose of these Rules.

PART-II RECRUITMENT

4. Constitution & The Service shall comprise the posts specified in Column 2 of the
Composition of Appendix and such other posts as may be specified by the
Service. Authority by a general or special order from time to time.

5. Appointing Appointment to the posts in the Service shall be made by the


authority. Authority as specified in Column 6 of the Appendix.

6. Method of Subject to the provisions of Rules 5 and 8 of these Rules, the


Recruitment. method of recruitment to the posts included in the Service shall be
as indicated in Column 3 of the Appendix.

7. Age. No person who is less than eighteen or more than thirty years of
age shall be appointed to any post in the Service by initial
recruitment.

*Note-I
The Upper age limit of 30 years is relaxable upto 35 years in case
of employees of Government/Autonomous/Semi-Autonomous
Bodies or candidates with higher qualifications or experience with
the prior approval of Managing Director/Member concerned in
each case. Relaxation in age beyond 35 years will rest with the
Authority.

*Note-II
(a) (1) Upper age limit is relaxable upto a maximum of 3 years
for those Candidates belonging to Scheduled, Castes,
Buddhist Community, Recognized Tribes of the Tribal
Areas, Azad Kashmir and Northern Areas.

(2) Upper age limit is relaxable 10 years upto the age of 55


years for those Government Servants/WAPDA
Employees who have completed two years continuous
Government/WAPDA service on the closing date for
receipt of applications.

b. Where a candidate is entitled to age relaxation under more


than one categories specified above, he shall be allowed
relaxation in age only in one category.

**Note-III
At the instance of Government of Pakistan on account of Ban on
Recruitment. Authority has relaxed the maximum age limit
prescribed for initial recruitment in Recruitment Policy/Service
Rules of WAPDA for time being in force by a period of five (5)
years for appointment to all posts. This relaxation shall be over
and above the relaxation of age admissible to candidates vide
O.M No. DG/AD/E.I.B/07229/Policy/42637-43936 dated
19.11.1999.

***Note-IV
Relaxation in upper age limit to the Officers (BPS-17 & above in
respect of Central WAPDA/NTDC shall only be granted by
Authority and case shall be routed through respective
Member/MD.

CEOs of all DISCOs and GENCOs shall exercise powers for age
relaxation upto 03 years as per PEPCO order dated 14.02.2006.
However, age relaxation beyond 03 years and upto 35 years shall
be granted by respective MD/Member. Beyond 35 years age
relaxation shall be granted by Authority.

8. Qualification. (a) No person shall be appointed to a post in the Service by initial
recruitment unless he possesses the qualification and
experience prescribed for the post in Column 4 of the
Appendix and has also passed such qualifying/aptitude tests,
as may be prescribed by the Authority from time to time.

(b) No person, not already in the Service of the Authority, shall


be appointed to the Service unless he has furnished a
certificate of citizenship of Pakistan on the appropriate form
from the authority competent to issue such certificate and he
has satisfied the appointing authority with regard to his
character and antecedents by producing a certificate of
character from the “Head of the Academic Institution last
attended” and also certificate of character from any two of the
following not being his relatives:-

1. A Member of the Senate/National/Provincial Assembly.


2. A Magistrate of the First Class.
3. A Government Officer of Grade 17 or above.
4. An Officer of an Autonomous of Semi-Autonomous
Organization in Grade 17 or above.

(c) No person, not already in the Service of the Authority, shall


be appointed to the Service unless he gives a written
declaration to the effect that he has not been previously
convicted by a Court of Law for offence involving moral
turpitude or screened out, or dismissed or removed from the
Service of Government, Wapda or any other Autonomous
Bodies or Corporations under Government Control as a result
of disciplinary action or criminal proceedings against him. If
such a declaration is subsequently found to be false, then,
notwithstanding anything contained in these Rules or in terms
and conditions of appointment, his services shall be liable to
be terminated forthwith without notice.
(d) No person, not already in the Service of the Authority shall be
appointed to the Service unless he is declared medically fit by
the Director General Medical Services, Wapda or by Medical
Officer of the Authority or where there is no Medical Officer of
the Authority by Government Medical Officer.
9. Probation. 1. Subject to sub-rule 4 (c) of this rule a PERSON INITIALLY
RECRUITED To a post in the Service shall remain on
probation in the post for a period of one year in the first
instance. Similarly, a person already in the Service of the
Authority, when appointed by promotion to a higher post in
the Service from a lower post into the Service or from other
lower post under the Authority, shall also remain on probation
in the higher post on promotion for a period of one year, in the
first instance.
EXPLANATION
Officiating service and service spent on deputation to a
corresponding or a higher post shall be allowed to count
towards the period of probation.

2. If the work or conduct of a person appointed on probation to a
post in the Service by initial recruitment, during the period of
probation is found to be unsatisfactory the appointing authority
may, notwithstanding that the period of probation has not yet
expired, dispense with his services without giving him any
notice to that effect.

3. If the work or conduct of a person appointed on probation to a


higher post in the Service from a lower post in the Service is,
during the period of probation, found to be unsatisfactory, the
appointing authority may notwithstanding that the period of
probation has not yet expired, revert him to his former (lower)
post without giving him any notice to that effect or if at the
time of his reversion, no such post as aforementioned exists,
revert him to an equivalent post under the Authority.

4. On completion of the period of probation of a person


appointed on probation, the appointing authority may, subject
to the provisions of sub-rule (5) below, declare him regular in
his appointment with effect from the date of his initial
appointment or promotion to the post, as the case may
be, or if his work or conduct has, in the opinion of the
appointing authority, not been satisfactory, then in that case
the appointing authority may:-

(a) If he is a direct recruit dispense with his service, or


(b) if he is a promoted, revert him to his former lower post, or if
at the time of his reversion no such lower post as
aforementioned exists, revert him to any equivalent lower
post under the Authority.
(c) Extend the period of probation by a period not exceeding
two years in all, including the initial period of probation,
and during or on the expiry of such period, pass such
orders as it could have passed during or on the expiry of
initial period of probation.

EXPLANATION-I

If no orders have been made by the day following the


completion of the initial probationary period the probation shall
be deemed to have been extended.

EXPLANATION-II

If no orders have been passed by the day on which the


maximum period of the probation expires, the probationer
shall, subject to the provision of sub-rule (5) below be deemed
to have been declared regular in his appointment to the post
in the Service with effect from the date on which the period of
probation was last extended or may be deemed to have been
extended.

5. Notwithstanding anything contained in sub-rule (4) above, no
person shall be declared or be deemed to have been declared
regular in his appointment unless he successfully completes
such training and passes such departmental examinations as
may be prescribed by the Authority as a condition precedent
to declaring him regular in his post.

10. Seniority. (a) Unless otherwise decided by the Authority, the seniority of
members of the Service, and in the various cadres, if any,
shall be determined as under:-

(1) In the case of persons appointed by initial recruitment


in accordance with the order of merit assigned to
them by the appointing authority at the time of making
selection, or if no such order has been drawn up, in
accordance with the dates of the first entry into the
Service provided that where the date of entry into the
Service of two or more persons is the same, the
person older in age shall rank senior to the person
younger in age.

NOTE-I Where two or more persons are placed equal


in the order of merit, the person older in age shall
rank senior to the person younger in age.

NOTE-II A person selected for appointment to a post


in the Service, in an earlier selection or for promotion
to higher post shall rank senior to a person selected
for the post in later selection.

(2) In the case of persons promoted from a lower post to


the Service in accordance with the dates of their
continuous appointment to the post in the Service,
provided that where the order of promotion of two or
more persons is issued by the appointing authority on
the same date, seniority shall be determined in
accordance with the order of seniority they had in the
lower posts from which they are promoted.

EXPLANATION-I A person holding a lower post,


when promoted temporarily to a post in the Service,
shall not be considered for fixation of seniority in the
post, as senior to a person otherwise senior to him in
the lower post.
EXPLANATION-II A person holding a lower post
when promoted on regular basis to a post in the
Service, by superseding a person otherwise senior to
him in the lower post, shall be considered as senior
for fixation of seniority in the post, even though the
person otherwise senior to him in the lower post is
also subsequently promoted to a post in the Service.

NOTE:- A Junior person shall be deemed to have superseded
a senior only when both the junior and senior persons
were considered for promotion to a post
simultaneously and the junior person was promoted
to the post in preference to the senior person.

(b) Subject to the above, the seniority inter se of members of


the Service appointed by initial recruitment vis-à-vis those
appointed otherwise than by initial recruitment shall be
determined with reference to the dates of their continuous
appointment to a post in the Service, provided that if the
date of continuous appointment to the post of two or more
members of the Service is the same the members of the
Service appointed otherwise than by initial recruitment
shall rank senior to the member of the Service appointed
by initial recruitment.

11. Change in place Not with standing anything contained in these Rules, or in any
of Service, other general or special order of the Authority, the whole time of
Appointment, member of the Service shall be at the disposal of the Authority
Designation, and he shall be liable to serve the Authority any where in

A member of the Service shall also be liable to serve any where


in Pakistan, in any post under Federal Government or Provincial
Government or Local Authority or a Corporation or a body set up
or established by any such Government, if so ordered by the
Authority, by general or special order.

Provided that where a member of the Service is required to serve


outside the Authority, his terms and conditions of service as to his
pay shall not be less favourable than those to which he would
have been entitled, if he had not been so required to serve.

12. Termination of (1) The services of the member of the Service may be terminated
Service. without notice, on the abolition of a post, or a reduction in the
Retirement and number of posts in a cadre or grade. The person whose
Resignation. services are terminated shall be the one who is most junior in
such cadre or grade;

(2) A member of the Service shall hold office until he attains the
age of superannuation, unless he is sooner retired under
Pakistan Wapda (Retirement from Service) Rules, 1979, or is
dismissed, or removed, or retired from service in
consequence of award of punishment under the Pakistan
Wapda E&D Rules, or is removed, or retired from service
under any other law inforce, or on acceptance of resignation
by the competent authority,

13. Discipline, In matters relating to discipline, punishments and appeals etc.
Punishment or members of the Service shall be governed by relevant E&D Rules
Appeal. order or instructions as have been prescribed or may from time to
time be prescribed by the Authority.

14. General. In all matters not expressly provided for in these Rules, a member
of the Service shall be governed by such rules, orders or
instructions as have been prescribed or may from time to time be
prescribed by the Authority.

15. Amendment or The Authority shall have powers to amend, modify, substitute,

issued there under.

16. Interpretation. Interpretation of Rules by the Authority shall be final and binding
upon all members of the Service.

17. Delegation. The Authority may delegate all or any of its powers under these
Rules to any officer subordinate to it.

CHAPTER – I

GENERAL

Section 1 __ Introduction

1. Prior to formation of Transport Directorate many instructions concerning Mechanical


Transport had been issued by various agencies from time to time. Apart from these
instructions and directives, a small booklet named “RULES REGULATING THE USE OF
MOTOR VEHICLES” exists. By creation of Regional Transport Offices at Peshawar,
Islamabad, Lahore, Faisalabad, Multan, Tarbela, Hyderabad and Quetta, a uniform system
for use of transport, maintenance and repairs, issue and accounting of POL has been
introduced. In Order to ensure that the system is communicated to the lowest level and fully
understood by all, necessity was felt that all the Instructions, Directives, Orders and Rules
issued from time to time are consolidated in the form of Small Booklet. The ultimate aim is to
achieve the following:-

a. Maximum economy in the use of transport and minimize its misuse.


b. Proper system of maintenance and repairs to enhance the serviceability and life of
Wapda Vehicles.
c. Streamlining issue of POL and its accounting thus eradicating menace of POL
pilferage in Wapda.

Section: 2- Organization and Function.

1. Transport Directorate is headed by Director Transport. he has eight Deputy Directors


Incharge of Regional Offices at Peshawar, Islamabad, Lahore, Faisalabad, Multan,
Hyderabad, Tarbela and Quetta. In addition to this there is one Deputy Director Transport
(H.Q) Incharge of Central Pool at Wapda House, one Deputy Director (Technical and
Inspection) one Assistant Director (Admn.) and one Budget and Accounts Officer with his
staff. Director Transport is Head of Division and exercises all Administrative and Financial
Powers of the Head of the Directorate. The organization chart is at Annexure ‘S’.

CHAPTER-II

PURCHASE OF VEHICLES
Vehicles of all types will be purchased in accordance with procedure given in Book of
Financial Powers.

1. Purchase of vehicles of all types except Cars will henceforth be made on


standardized basis by respective Managing Director’s for their respective
organizations. These powers will not be delegated. In case of Cars sanction will be
accorded by the Authority.

2. Full justification for necessity will be given to the Authority/General Managers who
will sanction purchase of vehicles based on necessity and budget availability.

3. In case of Replacement of Old Cars/Vehicles, following procedure will be observed:-

(a) A Vehicle should be considered for disposal if it meets any of the below
mentioned conditions:-

i) It has been severely damaged in an accident.


ii) When the cost of repair exceeds 20% of its replacement values.
iii) A non standard type of vehicle which needs major repair.
iv) A vehicle which has been off road for more than 3 years and is now
beyond economical repairs.

(b) Specialized vehicles such as Tractors, Cranes, Trailers, Carrier Pole Hauling
etc. should be repaired and retained unless they are no longer required by the
formations and their disposal has been sanctioned by the G.M/M.D.

1. It has been observed by the Authority with concern that specialized vehicles such as
Tractors, Cranes, Trailers, Pole Hauling Carrier etc are not being maintained properly and
repaired promptly. These are left to rot resulting into a colossal loss to the department.

2. Your attention is drawn to the Wapda Transport Rules-1984 Chapter-II para 2 (b) for
strict compliance. Henceforth no specialized vehicle will be disposed off without the prior
approval. These vehicles will invariably be repaired and utilized as for as possible.

(c) The Authority has constituted a Standing Committee for Survey/ Condemnation
of Wapda vehicles comprising of the following:-

a. Director Transport - President


b. A Gd-18 officer of the - Member
vehicle owning formation
c B&AO of the vehicle - Member
owning formation
d Dy. Director (Tpt) - Member
of the region
e. Dy. Director (T&I)/ - Member
Transprt Supervisor (Tpt Directorate)

The Disposal Directorate will dispose off the vehicles surveyed off/condemned by the
said committee as per their routine. However no verification will be carried out again (Offices
Order) No. GM (Admn)/TD-09107/7302, dated 24-09-1984.

(d) Whenever a demand for purchase of a new vehicle in replacement of a disposal
vehicle is put up, it must be supported by a copy of a Survey Report duly
countersigned by the competent Authority as per Book of Financial Power.
4. Quotations will be invited directly from the Government controlled organization
dealing with import and sale of vehicles or from their local sub-offices wherever they
exist. In case Government organization do not entertain demands directly at their
Headquarters/Branch Offices, the demand can be placed on the authorized dealers
of the Government controlled organization at various stations. Cars which are
neither manufactured assembled in Pakistan nor are imported by the Government
and or imported through Gift/Baggage Scheme may however be purchased from
the market after completion the necessary formalities as laid down in purchase
procedure.
5. Only the following types of vehicles will be purchased:
a. Toyota 1000-1600 CC
b. Datsun 1000-1600 CC
c. Mazda 1000-1600 CC
d. Honda Accord 1600 CC
e. Suzuki Car

*”Keeping in view the requirement and cost effectiveness any utility vehicle (locally
manufactured/assembled) may be purchased from the open market with the approval of
competent authority after observing all the formalities required under the rules:.

Cars for Consultants

(1) If Wapda has to provide care to the Consultants for a project under Agreement, 1000
CC Cars will be provided. If air conditioned cars are needed, Authority’s permission will
be required.

(2) If cars are supplied to Wapda in Aid/Grants for the use of Wapda officers, then we
should ask them to provide us with 1000/800 CC Cars.

6. These orders will also be applicable to vehicles purchased for/by Pakistani


consultants.

7. Vehicles of Wagoner type, and cars above 1600-CC etc. will not be purchased.
Preference will be given to Diesel version and smaller economical vehicles.

8. Prior approval of Authority should be obtained if any other type of vehicle, not
included in para 5 above, is intended to be purchased.

9. Chairmen AEB are competent to make the purchase of vehicles/cars required by


them without reference to the Authority/M.D’s. However report of the purchases of
vehicle done by the AEB may be submitted for scrutiny to the Director Transport on
quarterly basis, for the information of the Authority.

10 All formations will intimate Director Transport the particulars of all vehicles newly
purchased and also in case of Disposal/Transfer.

CHAPTER-III

CONTROL AND USE OF TRANSPORT

Section I __ Responsibility

1. The Chief Engineers are responsible for the coordination of the use of all types of
load/passenger carrying vehicles within their areas of jurisdiction. Vehicles of the Central
Pool, Including staff cars, will remain under the general supervision of Director Transport
Wapda.

2. The staff cars in the Central Pool will primarily be meant for the use of the Chairman
and Members, Officers of the Authority, VIPs, guests of the Authority and such foreign
Consultants and Technical Advisers who have not been provided with transport by the
Authority.

3. The responsibility for the proper utilization, management and maintenance of road
transport is that of Project Directors and Heads of Division/Organizations in respect of
vehicles allotted to them and that of the Deputy Director Transport (DDT) Headquarters for
vehicles held in Central Pool.

NOTE._ The term “Project Director” includes Superintending Engineers (S.Es) and
Executive Engineers (XENs) who are in independent charge of
Projects/Divisions.

4. The said officers will be responsible to ensure that:-

a. Registration formalities are completed as soon as delivery of a vehicle has been


taken.

b. Wapda Monogram and Wapda Serial Number are properly marked on the vehicle.

c. Insurance Premium and Taxes are paid on due dates.

d. Log Books are maintained in respect of each vehicles.

e. The “Fitness Certificates” are renewed by the proper authorities.


f. The vehicles are maintained in good condition and should ordinarily be serviced
after every one thousand miles or every month of operation whichever is earlier.
g. MPG (Miles per litre) may be fixed immediately after inducting a new vehicle after
checking by an officer as per procedure given in annexure “P”.
h. The vehicles are used most economically and for bonafide duties only strictly in
accordance with the orders.
i. Necessary records are maintained and due reports and returns submitted to the
Regional Deputy Director Transport regularly and in time.
j. Repairs are attended to immediately and unserviceable vehicles disposed of as
soon as possible.

5. Project Directors and Heads of Divisions/Organizations may nominate and officer for
performing the above duties on their behalf. The officer so detailed shall take necessary
steps to ensure that vehicles are not MISUSED or neglected by drivers and that petrol and

lubricants are not wasted. In order to have a general watch he shall scrutinise the Log
Books at least once a month to see that all journeys made were necessary and properly
authorized. Project Directors will ensure that the above instructions are carried out in letter
and spirit.

(1) “Good quality tyres/batteries shall be purchase the concerned formations from
authorized dealers/stockiest at the lowest market rates. Tyre life may be fixed as
minimum 35,000 kms for Pakistan made and 50,000 kms for imported (Bridgestone,
Yokohama, Dunlop and Sumitomo)”.

(2) Battery life minimum one year.

(3) In case of condemnation of ‘a’ and ‘b’ above before the prescribed life, an inquiry will be
held to fix responsibility and recovery may be effected from the defaulters.

NOTE:__In cases where vehicles are working at stations other than Headquarter station of
Project Directors, the nearest officer, not below the rank of Executive Engineer
may be authorized to exercise above scrutiny.

SECTION 2 __ CONTROL OF TRANSPORT


1. In order to improve the control of transport and rationalise repair and maintenance,
it has been decided that Wapda Transport (except transport held on charge of Area
Electricity Boards) will be controlled by Regional Deputy Directors Transport under the
Director Transport Wapda. For local administration, however they will be attached with
Senior Wapda Officer at the station as mentioned below. At stations other than HQs of the
Regional DDT, Stations Transport Officers (STOs) preferably Mechanical Engineer, status
of SDO, will be nominated. The nomination will be recommended by the respective Deputy
Director Transport Region with consultation of the local formation and submitted to Director
Transport for publication in office order.

2. In case of transport held on charge of Area Electricity Boards these functions will be
exercised through their own Transport Officers. Director Transport will exercise technical
control over their Transport Cell to ensure uniformity of Authority’s policy on this particular
subject. Misuse reports of vehicles belonging to Area Electricity Boards will always be sent
to Chairman Area Electricity Board concerned.

Note_ When the HQ of a formation is in one Region and the detachments in other, the
control of all vehicles of that formation will be exercised by the Regional DDT in
whose area the HQ is located and all reports and returns submitted accordingly.

Section 3 – Free Use of Transport

1. Standard authorization for free use of Transport will be as under: __

a. Admn. Duties

(1) One space vehicle each may be used by all officers of Superintending
Engineers status and above.

(2) One vehicle each by Executive Engineers Distribution/Operation in Power Wing


and XENs of Field Duty Division in Water Wing.

(3) One vehicle for remaining officers and other staff of the office of SDO and
above.
(4) Officers on contract with Wapda, as authorized in their terms and conditions of
employment.
b. Field/Operational Duties
(1) For field and operational duties transport can be used on as required basis in
the best interest of the Authority.
(2) Procedure __ Detailed procedure for demand and sanction of transport will be
as under:-
Vehicles for Field Officers other than CEs
PDS/Officers working in the field will be provided with the following type of vehicles:-
a. SEs. 3 doors standard model Jeep. (Non AC).
b. XEN. Working in rural areas will have 3 Door Jeeps as for SEs.
c. XENs. Working in urban areas will have Suzuki Jeeps.
d. SDOs. Suzuki Jeeps.
Existing vehicles other than Cars on the charge of officers will only be replaced by the
above mentioned Jeeps when due for replacement/condemnation as per existing order of
the Authority. Ref: Transport Policy Dt: 7-10-87 Sr. 8.
a. Demand

(1) Admn. Duties.


a. For duties within station requisition as per proforma attached as Annexure
“A” will be prepared and submitted to the STO/DDT in duplicate for
sanction. Demand for such vehicles can be on monthly basis.
b. For duties outside station, requisition in (duplicate) will be forwarded to the
DDT of the Region or any other officer authorized on his behalf, duly
countersigned by the next higher officer.

(2) Field Operational Duties

a. For duties outside own area, requisition in (duplicate) will be forwarded to


the Regional Deputy Director Transport for issue of Control No.
b. Sanction

(1) Admn. Duties

On receipt of requisition STO/Regional Deputy Director Transport concerned


will enter the particulars in transport sanction register as per specimen attached
at Annexure ‘B’ and return one copy back to the indentor duly allotted with
Control No.

(2) Field/Operational Duties

a. Within own station/project area sanction can be accorded by the XEN’s and
above the mselves. They will maintain their own transport register as per
Annexure “B”.

b. For duties outsides own station/project area requisition duly approved by


superior officers will be forwarded to Regional DDT in duplicate and a copy
of requisition duly allotted with Control Number will be returned to the
Indentors. In case of emergency Control Number can be obtained on
telephone and requisition submitted later on.

*Section__4 Free Use of car by Grade-20 Officers for Private/Official Duties.


*(a) Use of Car by the managing Directors

Managing Directors have been authorized free use of the allotted car for private
purposes to the extent of 1600 K.M. in one calendar month, no restrictions being placed on
the radius of journey. This authorization is exclusive of journeys between residence to office
and back.

Entries in Log Book for mileage done on private duty will be made separately from
official duty.

Mileage in excess of free allowance of 1600 K.M. will be charged on the basis of Rs. 1
per K.M. (Office Order No. S/TO-2-75/A-II/8508-12, dated May 20, 1978).

*(b) Use of Car by the General Managers

G.Ms. are entitled to park a car allocated to them for their official duty at their residence.
Journey, office to residence and vice versa will be treated as official duty. For private
journeys will be entitled facility like other Grade-20 officers. G.Ms. will not exceed 1600 K.M.
running in a month for his official duty. It excludes tours.

(Office Order No. :- TO-27-75/A-II/4405-20, dated 27-7-1977).

*(c) Use of Official Car by C.Es./P.Ds.

A Chief Engineer/Project Director is allowed to local use a Car upto 1600 K.M. in a
month for his official duty. (It excludes tours). As regards private journey he will be allowed
as admissible in Rules relating to Grade-20 officer.

**d. USE OF WAPDA VEHICLES

The competent authority is pleased to approve the following:-

(1) To allow officers of BPS-17 and above (authorized vehicle) holding valid driving
license to drive for official duties.

(2) Limit for the use of vehicle for official duty in kilometers per month will be as under:-

(3) POL beyond limits as per Para-2 above will be issued with the approval of Head of

(5) There will be one full time driver to be retained for maintenance of two off road
vehicles.

Existing instructions on the subject shall stand amended to the above extent.

Section 5__Marking of Wapda Vehicles

1. In order to ensure easy and quick recognition of Wapda vehicles held by formations,
following types of markings on all vehicles will be painted:-

2. The vehicles in addition to their registration numbers, will also have Wapda Serial
Numbers. The Serial Numbers will be of size 6”x6” for light vehicles i.e. Cars, Jeeps, etc.
and 9”x9” for heavy vehicles. The background colour for this marking will be red and will be
painted on right side front and rear of the vehicles.

3. Wapda insignia of 6”x6” for light vehicles and 9”x9” for heavy vehicles will be
painted on left side front and rear of the vehicles. The background colour for this insignia will
be blue for Water Wing vehicles, light red for Power Wing vehicles and half blue/half light
red for Common Services. The specimens are attached as Annexure ‘C’.

4. General Managers/Chief Engineers/Project Directors/Head of Divisions are personally


responsible for completion of the markings. Direct action will be taken against offenders.

5. Wapda block numbers will be obtained by the General Managers according to their
requirements for respective formations under their jurisdiction from Director
Transport. The subordinate formations requiring Wapda serial Numbers are
required to contact their General Managers through proper channel for allotment of
Wapda Serial Numbers. After getting the Wapda serial Numbers and painting on the
vehicles, the concerned formations are required to intimate the informations to the
Director Transport in the following columns for completion of records:-

(a) The existing number plates of all WAPDA vehicles be replaced immediately with
green number plates, indicating the registration numbers.

markings as requited vide Para-3 Section 5 Chapter-III and Annexure C of WAPDA
Transport Rules 1984. These include all types of jeeps, vans, coasters, buses,
trucks and utility vehicles.

(c) General Manager(M&S) is requested to activate his Transport Inspectors to check


misuse. In the meantime, necessary instructions be issued to stop issue of POL
w.e.f 22nd May 1997 to WAPDA vehicles not conforming to these instructions.

*(a) Marking of Identification Signs.

Implementation of instructions already issued vide this office Memorandum No. GM


(A)/AD (E.IA) 07012/2/21268-917 dated 12-5-1997 must be ensured. As an
additional measure, registration, engine and chassis numbers will be engraved on
front and rear screens.

Section 6__Use of Transport on Payment

*1. Private use of Transport..__ Transport for private use may be provided on payment at the
rates prescribed from time to time subject to the following conditions and procedure as laid
down:-

a. Transport is admissible twice in a week for a maximum of 100 miles or 160 K.M.

b. Vehicles with working Milometers only are used.

c. Transport must be demanded 24 hours ahead of actual requirement.

d. A Board “ON PAYMENT” will be displayed on the front of the vehicles.


e. Private use of Wapda transport is allowed only to officers of Grade-17 and above.
f. Chargeable journey will be counted from garage to garage.
g. Fraction of kilometer/mile will be charged as full kilometer/mile and will include
return journey to the garage.
h. T.A./D.A. meal allowance, overtime allowance of the driver if applicable during
private duty period, will also be paid by the user.

j. Whenever a vehicle is taken out for private use an entry to this effect mentioning
date, time and Milometer reading must invariably be made before the journey is
undertaken.

k. Present prescribed rates are:-

Use Of Transport On Payment

1. The controlling officer is responsible to prepare a bill for private trips made by any
officer during the month not later than 10 th of the following month and sent to the officer
concerned with a copy to the concerned Accountant for affecting the recovery payment may
be made in cash/cheques failing which the amount shall be deducted by the Accountant
from the salary of the official and certificate to the fact will be sent to the controlling officer
who will make the entry in the Log Book that recovery effected.

2. Welfare Duties - G.Ms/C.Es./PDs./ located outside Lahore may sanction use of Buses
where available or Vans with 8__10 seating capacity for the following purposes on
Concessional Charges at the rates given against each. Car/Jeeps, Suzuki Vans and other
smaller vehicles are not allowed for community travel duties. All transport being used for
community purposes at Lahore will be controlled/co-ordinated by Director Transport. The
rates are subject to revision.

*Sub para 1-K of Section-VI of Chapter-III of revised Wapda Transport Rule 1984 has
been amended as under:-

c. Conveyance of families from Wapda Colonies or feasible localities to market for
shopping on three days in a week at the rate of Rs. 0.50 per passenger each way.

d. Conveyance of families from Wapda Colonies/feasible localities to hospital/


nominated clinics for medical treatment at the rate of Rs. 0.50 per passenger each
way.

e. The employees using the Wapda Transport are required to deposit their dues with
the respective Conductors.

*f. Diver according to the schedules issued from time to time.

Note __ “On vehicle (Van/Bus) be allowed for attending funeral of an employee or his
dependent family members (including parents) free of cost withing the municipal
limits”.

3. Procedure: __ Procedure for demand and sanction will be as under:-

a. Demand

Requisition in (duplicate) will be submitted to the DDT/STO for necessary sanction. In


case of private use the requisition will be countersigned by the next higher officer.
b. Sanction

All requisitions for transport on payment will be entered in a separate transport sanction
register as per Annexure `B’ by the STO/DDT and copy of requisition duly endorsed with
the Control Number returned to the indentor.

Note:- Staff cars, if sanctioned on payment will not be taken out of the Headquarter
town of the vehicle.

*Section 7 – Private Use of Cars by Grade-20 Officers

Private use of allocated cars have been allowed to the Grade-20 Officers on the
following conditions:-

a. Private use of the acquired cars would be allowed on payment of Rs. 350; per
month upto 500 miles/800 kilometers in one calendar month or a part thereof. In
case the private use exceeds this limit in one calendar month excess mileage will
be charged at normal payment rates prescribed by the Authority.

b. Grade – 20 officers who acquire the vehicles for private use will be allowed to park
these cars at their residences. These officers will be allowed to drive these cars if
holding valid driving licence after office hours/on holidays. Family members not
allowed to drive.

c. The officers will be responsible for the security of acquired cars when parked at
their residences. In case of accident while driving these cars proper enquiry will be
held under normal rules to fix responsibility of accident. The officer will not be
entitled for any compensation from Wapda on account of any accident.

d. Log Books will be completed daily. Official and private duty mileage will be recorded
separately and will be shown as such in the monthly summary.

e Officers of Grade-20 (Other than General Managers and above) entitled to park
vehicles at their residences under this office order, their journeys between
residence to office and vice versa will be treated as private use.

f. A sticker allowing ``Private Use’’ will be issued by the Director Transport which will
be displayed on the wind screens of these cars. A monthly statement of the private
mileage done by these cars and certificate of payment will be submitted to Director
Transport who will keep a proper record in respect of all such cars.

g. This concession will be admissible during leave upto one month only.

h. Overtime/meal allowance/TA-DA admissible to drivers of the allocated cars will be


borne by the allotted officers in case they engage this staff cars drivers during off
hours/holidays.

Section 8- Use of Transport after Working Hours and on Holidays

1. An officer required for official work after office hours, Fridays and/are on holidays may
use official transport between office and residence, provided he is required by the next
higher officer to do so. Official transport may also be used by officers for attending
arbitration proceedings and for briefing Wapda counsels.

2. General Managers and above and other officers specially allowed to park their cars at
their residence, may use their allocated transport for official duty after working hours.

3. One vehicle each will be kept in field/operational offices of SDO and above for essential
emergent duty.

4. Transport with complaint offices with Power Wing can remain on standing duty for use
on as required basis

Section 9 __ Tours

1. Officers proceeding on tours where no field work is involved will travel by Rail or Air as
far as possible where two places are so connected. However road transport can be used in
emergent and special cases with the prior permission of the superior officer prescribed by
the Authority. An officer proceeding on tour by road or by official transport may commence
and end his journey at his residence.

NOTE:- Officers on tour may use Wapda vehicles for journeys from place of residence
to office and back and for lunch to residence or Hotel and back to offices.

Family of the official proceeding on official duty to outstation is allowed to travel


with him in Wapda Transport provided he obtains written permission from his
superior officer

Section 10 – Transport for Other Purposes

1. At Project sites conveyance in Wapda vehicle of seriously ill patients, who are entitled to
free medical treatment at the expense of Wapda to nearest suitable hospital or medical
practitioner will be free of charge, provided such vehicles is locally available.

2. Vehicles shall be provided to foreign experts and technicians etc. assigned to the
Projects, for their official use as and when required. They shall also be allowed to use the
vehicles from their residence to office or project site and back free of charge if so provided
in their agreements. For staff cars required by foreign experts and technicians. for private
use, mileage charges shall be recovered at the rates fixed by the Authority.

Section 11 – Conveyance of Dead Bodies of Wapda
Employees to their Home Towns
Revision of Rates for Transportation of Dead Body of Deceased Wapda Employees by
Road

1. Authority has decided to amend Rule 24-1 (a) of the Pakistan Wapda Travelling
Allowance Rules, 1982, w.e.f. 01-12-2006.

Rule 24 1 (a)

“WAPDA Transport, if available will be provided to carry the dead body of a Wapda
Employee/deputationist or any member of his family to his home town regardless of the
distance involved and the cause of death.. If Wapda vehicle is not available the dead body
may be carried to the home town by hired transport and reimburse the actual cost but not
exceeding @ Rs. 20/- per kilometer (Maximum) out of the budget provision of the
Division/Officer Concerned”

2. Date of commencement i.e. 21-09-1995 mentioned in para 2. of the said rule shall be
amended to read as 01-12-2006 However, the cases already decided shall not be
reopened.

3. All concerned authorities are requested to please amend the Wapda T.A. Rules 1982 to
the above extent and ensure it is not misused

Section 12__Transfer of Vehicles

As and when transport becomes surplus to the requirement of a project it should be


reported to the Director Transport Wapda with a copy to Managing Director Power/Water/
Finance under whom the Project falls, in order to transfer it to the other project in
consultation with aid giving agency if necessary. No vehicle should be transferred or
disposed off without the prior permission of the above officers. For this purpose the project
Director will review the position twice a year (at the end of December and June) and report
the result to Managing Director/Power/Water/Finance as the case may be with a copy to
Director Transport.

Section 13__Transport on Hire

1. Additional vehicle will not normally be hired from public transport companies. Efforts
shall be made, as far as possible, to find transport from the sanctioned pool. Requests from
lower formations for temporary allotment of additional transport will be made to Project
Director concerned who, if unable to make arrangements for additional transport from within
their projects, will contact the Regional Deputy Director Transport for supplementing the
sanctioned pool from other projects in that area. In such cases, it shall be the responsibility
of the borrowers to ensure proper utilization, maintenance and up-keep of the vehicle as if it
belonged to that project. When a vehicle is transferred from one project to another, full
particulars as per pages 1 to 6 of Log Book and details of major repairs should be sent
alongwith vehicle.

2. In exceptional cases where hiring of vehicle becomes necessary, it will be done with the
sanction of the Project Director or the Superintending Engineer concerned. In case of
requirements of big transporters for conveyance of heavy consignments Director Transport
may be approached if own transporters are not held by them who may arrange from other
Wapda Formations holding spare transport. Hiring of big transporters should be done after
obtaining non-availability certificate from Director Transport.

(Airing of large Vans/Buses/Coasters by WAPDA employees for marriage self/children)
will be allowed, subject to availability, on the following terms and conditions:-

(a) Reservation Charges (Non-refundable)

For Driver & Conductor Rs: 150 each.

(d) Overloading beyond seating capacity will not be allowed.

(e) Overnight use of the vehicle will not be allowed.

(f) In case of any damage caused to the vehicle during private use, the user will be
responsible to bear the loss to the Authority in all circumstances.

(2) Large Vans/Hiace may be allowed to employees for private use @ Rs. 7/km.

(3) Cars/Jeeps/Suzuki Vans/Pick-Ups be allowed to employees in BPS-17 and above only,


for private use @ Rs. 5/km.

(4) Chargeable journey in all above cases will be counted from garage to garage.

Section 14__Security of Vehicles

Parking of Vehicles

1. Except for the vehicles permitted to be parked at the residence of entitled officers all
other vehicles will be parked at the office premises to which attached or at any other
suitable secure place with the sanction of Chief Engineer/Project Director/Head of
Organization.

2. As far as possible vehicles should be parked in covered garages/sheds to provide


protection against theft and weather. Officers should not use their own garages for the
purpose unless so authorized by appropriate authority.

3. If in any particular case, a Wapda vehicle is to be parked at the residence of the officer
to whom it has been allotted for official use, prior permission of the Member/MD*
“GMs/CEOs” be obtained.

4. KEYS: After duty hours the keys will be returned by the drivers to officer incharge
Transport who will keep the same in a key box kept in the duty room of the MT Park so that
the same can be taken out easily in case of emergency. All depositing and taking over of

keys will be entered in a register maintained for this purpose. On no account a driver will be
allowed to take away the keys with him after duty is over.

Section 15__Documentation

1. Documents to be maintained in MT Offices .__ Following documents will be maintained


and kept up-to-date in every office holding transport on their charge:
a. Register of Vehicles on Charge. __It will be maintained on the prescribed form and
will show willful particulars and details of all vehicles on charge whether allotted or
loaned temporarily.
b. Register of Hired Transport - All vehicles taken on hire from public transport
companies shall be shown in this Register.
c. Vehicles Log Book. - (1) Two vehicles Log Books in respect of each vehicle will be
maintained and used for each alternate month. Pages 1 to 6 of the book will
invariably be completed before issuing the same to the drivers.
2. Each Log Book will be a bound of about 67 pages and shall remain with the vehicle.
Information regarding purpose and particulars of duty and actual miles run according to
Milometer readings will be recorded in these books under the signature of the officer using
the vehicle. For this purpose the officer using the vehicle shall check the Milometer readings
with the log Book before commencing any journey.
Following column in the Log Book will be completed by the user before commencement
of duty:-
(a) Time Start, Milometer Start, Duty from to. Details of assignment.
Mileage covered from garage to the place where the vehicle is required and back to garage
after completion of duty will form part of the journey. In indicating the purpose of journey,
vague terms like “Official Duty” or “Local Duty” will be avoided and actual purpose of journey
e.g. attending a meeting and place visited, from point to point, will be noted down in the Log
Book. The officer using the vehicle will ensure that all columns of the Log Book are properly
filled and signed by him. Details of trips shown in Log Book if not justified as bonafied
Wapda duty will be considered as unauthorized and recovery will be made as for private
journey for the official signed for the journey. However in the case of Ministers of the
Central/Provincial Government. V.I.Ps., the Chairman and Members of the Authority, the
actual purpose of the journey and places visited point to point need not be indicated in the
Log Book and the journey will be signed by the concerned Private Secretary.
3. In case where Milometers are not provided or are out of order, efforts shall be made to
provide or put them in working order as soon as possible. Till this is done, approximate
mileage covered will be shown. Certificate to the fact that Milometer not working will be
endorsed on the Log Book on that particular date and authenticated by an officer.
4. A certificate by the officer incharge of vehicle that petrol, oil, lubricants have been used
for bonafide duties and due economy has been exercised will be recorded in the monthly
abstract of the Log Book.
5. Log Books must be regularly scrutinized by the Supervisory Officer Incharge and
initialed by him after the performance of journeys at least once a fortnight.
6. Vehicles which become unfit for use will be drained off petrol. The petrol so recovered
will be shown in the Log Book and issued consumption to other vehicles.

7. At the close of each month, a motor spirit summary will be prepared on the form
provided in the Log Book to show the average mileage per Litre given by the vehicle. This

average should be compared with the target average, for the vehicle and any variation that
comes to notice should be investigated.

d. Register for Use of Wapda Vehicles__Where the MTO is also working as STO for
his Office/Organization, he will maintain this register.

e. Documents with the Drivers. __ The following documents shall be in possession of


the driver of a vehicle while on duty:-

(1) Current Copy of Log Book: Duty entered with particulars of each journey by the
user together with his signature.

(2) Requisition signed by competent authority with control number.

(3) Vehicle Registration Book together with Token.

(4) Third Party Insurance Certificate.

(5) Copy of High Way Code.

(6) Vehicle Driving Licence.

(7) Accident Proforma __ Annexure “E”.

Section 16 __ Statistics and Reports/Returns

1. Following Statistics Registers will be maintained by Regional Deputy Directors


Transport and kept up-to-date. The same will also be maintained by STOs for their
respective stations:-

a. List of Wapda Vehicles in their Regions/Stations separately for Water Wing, Power
Wing and Common Service as per Annexure “D”.

2. Vehicle Statements. __ All Chief Engineers, Project Directors and Heads of Divisions will
forward a consolidated vehicles statement to Director Transport Wapda by 15 th of the month
following the quarter on the Proforma attached as Annexure ‘R’. A copy of this statement will
also be endorsed to Regional Deputy Director Transport and General Manager concerned.
These statements will enable the officers at various levels to initiate remedial measures in
case when vehicles remain off-road for unduly long periods or the general state of transport
in a particular formation is unsatisfactory. Regional Deputy Directors Transport will maintain
up-to-date information’s in respect of their regions on the above lines and render maximum
assistance for keeping the transport of the Region in good working order, proper
maintenance and prompt repairs.

CHAPTER __ IV

ACCIDENTS
__
Section 1 Causes
1. Following are some of the main causes of accidents which result in loss of valuable life
and property and must therefore be avoided at all costs:-
a. Unsound selection and employment of drivers with lack of basic education which
may result in:
(1) Bad Manners. __ Lack of consideration towards other road users.
(2) Lock of Road Sense. __ Taken to be a natural instinct.
(3) Lack of imagination/Fore Thought. __ Not knowing what mistake to expect
from others or failure to be on the alert.

(4) Lack of Confidence. __ Confidence is a great help to a driver. It enables him to


keep calm and to think quickly without becoming confused or frustrated in the
face of a possible accident. Over confidence on the other hand is a source of
danger, in short confidence is a great asset when put to the right use, but a
danger when unwarranted or abused.
(5) Lack of knowledge of High Way Code.
b. Quick change over of drivers from one vehicle to another.
c. Lack of incentive and deterrent punishment.
d. Bad road conditions, i.e. bumpy, slippery and narrow road with steep gradients.
(1) Insufficiency of roads for over increasing traffic.
(2) Lack of road sense and courtesy by other users and lack of sign posting.
(3) Lack of mechanical devices like indicators and trafficators.
(4) Use of left hand and right hand drive vehicles.
e. Ineffective Implementation of Existing Orders.
(1) Over speeding or careless driving.
(2) Use of mechanically defective vehicles.
(3) Vehicles driven by unauthorized persons.
(4) Over loading or incorrect loading of vehicle.
(5) Unauthorised use of vehicles.
(6) Tiredness or sickness of drivers.
(7) Non-compliance of traffic rules.
f. Poor visibility and view obstruction.
g. Bursting of tyres/tubes.
h. Un-equalised brakes which throw the vehicle into spin when braking hard on
slippery surface.
Section 2 __ Preventive Measures
1. Following preventive measures should contribute towards avoidance/minimising of the
accidents:-
a. Employment of Drivers. __ Drivers of good physical standard with 3 years driving
experience and with some basic education should only be employed after they have
qualified in technical driving and medical tests. (Please see WAPDA transport
subordinate Staff Service Rules at Part-I.

ANNUAL MEDICAL CHECK UP OF DRIVERS
As per Section-2 (b) of Chapter-IV of Revised WAPDA Transport Rule, 1984 all the
Drivers are required to be medically examined on annual basis to sure their fitness for
Driving of vehicles. The text of relevant clause is reproduced as below:-
“Annual Fitness. – Each driver in WAPDA should be made to undergo medical check
up and driving test for retention in service by a Driving Test Board headed by at least
and Executive Engineer”.
All the Heads of Divisions/offices are therefore, advised to ensure for strict compliance
to the above instructions.
b. Annual Fitness. __ Each driver in Wapda should be made to undergo medical
check up and driving test for retention in service by a Driving Test Board headed by
at least an Executive Engineer.
c. Surprise Check. __ Surprise check posts be established by respective DDT on Main
High Way to check overspendings of vehicles.
d. Driving by Authorised Persons. __ No vehicle should be driven by any person
other than the licenced driver incharged of the vehicle. Grade-20 officers holding
valid driving licence are allowed private use and also allowed to drive Wapda
vehicles. Officers of Transport Directorate are also allowed to drive if and when their
duty so warrants. In case a driver falls sick during long journey the officer may drive
a vehicle provided he holds a valid driving licence.
e. Chang over of Drivers. __
Drivers may not be changed too frequently from one
vehicle to another.
f. Road Sense. __ All out efforts be made to inculcate road sense and observance of
High Way Code by the drivers. Transport Officers should give lectures on High Way
Code at least once a month with the help of charts.
g. Obedience to Orders. __ Tendency for negligent driving and casual attitude be
curbed by instilling discipline and obedience to orders.
h. Drivers Check. __ The vehicle must be carefully checked by the driver as per
requirement for fitness before the move with particular attention to the condition and
air pressure of tyres.
i. Incentive and Deterrent Punishment. __ Driver with accident free and good
performance around over a period may be suitably awarded and the habitual
offenders punished severely.
*j. “Installation of security devices
(1) All new vehicles will be fitted with concealed security alarm addition to crook
locks.

(2) Remote control security alarm system and steering/wheels lock devices will be
installed in all new and costly vehicles”.
**k. Safety of Official Vehicles
1. It is reiterated for the information of all concerned that safety of official vehicles
against theft be ensured. The vehicle be properly locked in addition to
installation/activation of anti theft switch and used of crool lock.
2. It may also be ensured that no vehicle is parked unattended at any public place.

Section 3 __ Action on Occurrence of Accident

1. Following action will be taken by person accompanying the vehicle and driver:-

a. Take care of the injured and give them possible First Aid. Badly injured persons to
be removed to nearest Hospital/Doctor.
b. Clear the road if blocked by the accident, mark the place of accident and arrange
traffic control where necessary.
c. Guard against fire and pilferage of vehicle or its load.
d. Fill up the accident Performa showing all possible details including sketch of scene
of accident (Annexure E).
e. Report to Police in case other person, property or animals have been
injured/damaged.
f. Inform own office who should:-

(1) Arrange recovery of the vehicle if so required.

(2) Commence a court of inquiry immediately, in any case not later than 3 days
after the accident, and submit report on prescribed proforma to the Director
Transport Wapda, who will make report to the Authority in case the accident
results in death of either driver or a third party.

MECHANICAL TRANSPORT ACCIDENTS-ENQUIRY REPORT

Authority has noticed with great concern that WAPDA Transport accidents are on the
increase where valuable lives and precious equipment is lost. It is also observed that inquiry
committees have never blamed WAPDA Drivers for accidents, with the result that drivers
and officers travelling with them are really not bothered to take pre-cautionary measures.

2. In view of the above, Authority has decided that with immediate effect all Fatal/Serious
Transport Accidents will be inquired into by the following committee:-

a. Grade-18/19 officer of the formation concerned.


b. Deputy Director (Transport) of the Region.
c. Deputy Director/DSP from (C&I) of the area.

3. Inquiry Committee will fix responsibility and submit report to the Chief Engineer
concerned with a copy to Transport Directorate for the information of the Authority.

4. There is a tendency to bide accidents. This is a clear case of misconduct and defaulters
will be dealt with under E&D Rules.

Section 4 __
Damage on Account of Accident

1. If a vehicle is damaged as a result of carelessness or negligence on the part of an


employee of the Authority, the Project Director/Director Transport Wapda shall hold an
inquiry into the matter, fix responsibility for the damage and recommend suitable action
against person found responsible.

2. The Chief Engineer will, on receipt of findings of the Project Director/Director Transport
decide regarding the extent of penalty that may be imposed on the person at fault
regardless of the fact that the charges for the damage are brone by the Insurance
Companies. Result of the inquiry, action against offender and regularization of loss/damage
intimated to Director Transport Wapda for all accidents.

CHAPTER-V
EMPLOYMENT OF DRIVERS

Section 1 – Prescribed Test

1. Increase in transport population and commitments have necessitated organizing a


sound system of ensuring driving suitability of drivers at the time of their enrolment and
subsequently on yearly basis. Although the Authority to grant/renew civil driving licences is
vested in civil yet the Authority has decided that drivers employed under Wapda, in addition
to being a possession of civil driving licences will hereafter be subjected to test for
proficiency on first entry and thereafter once in a calendar year *“Only those drivers who
hold a valid license with 5 years driving experience, 25-35 years age and Middle
qualification will be eligible” (Pl. see Part-I S/Rules).

2. The following actions will therefore be taken with regard to Wapda drivers testing
boards:-

a. Formation of Standing Wapda Drivers Testing Board

Standing boards will be set-up and convened regularly under each Chief
Engineer/Project Director/Independent Organization having motor Transport for the
drivers under their jurisdiction.

b. Composition of Standing Boards

The Standing board will comprise of a president (minimum rank Executive Engineer
or equivalents) and three members not below SDO’s grade. The convening authority must
ensure that officers appointed on the board are experienced to conduct the tests.

They should test the following aspects:-

1. Mechanical knowledge of the drivers.

2. Drivers knowledge of the High Way Code, road sense, hand signals and traffic
discipline.

3. Practical driving in trafficated roads, and in case of hilly area on hilly roads.

4. Physical fitness of the driver, his vision, hearing and neuromuscular


reactions/reflexes etc. will be checked by a Medical Officer.

c. Technical Standards and Tests

Technical standards and tests are contained in Annexure ``L’’

d. Pass Marks

Since the test is divided into three parts, the candidate will have to clear all the parts
by securing 50 percent marks. Failure in one part means failure in all parts.

e. Recording of Results

The results of the Wapda drivers testing boards will be recorded on a format, tabulated
at Annexure`F’ The officer convening the board will also be the competent authority to
confirm/counter sing the proceedings of test board. The results will be published in the
Organization/Sub organization office order containing a test of successful candidates
which will constitute an authority for driving a particular Wapda vehicle. A certificate of
having passed the departmental test will be attached with the drivers Driving Licences
and an entry will also be made in his Service Book (Annexure `G’).

f. Driver’s Performance Record

It is essential that drivers performance record should be maintained from the day he is
inducted as a driver in Wapda, showing the results of various tests he under-went and his
general performance. This form is reproduced at Annexure ``H’’ This will be maintained in
respect of each Wapda driver and will accompany the driver concerned on his
posting/transfer from one organization to another.

CHAPTER-VI
INSURANCE OF WAPDA VEHICLES

Section 1 – Responsibility

1. All Project Directors including Superintending Engineers, Executive Engineers, who are
independent Incharge of Projects/Divisions are responsible that the 3rd Party Insurance in
respect of Wapda Vehicle allotted to them, is obtained in time and claims concerning
Insurance of Vehicles, if any, are settled. It is obligatory for all Wapda officers to get their
vehicles insured through National Insurance Corporation only.

2. “All new vehicles especially Pajero. Land Cruiser, Rocky Jeep Double Cabin Van and
Nissan Patrol except buses trucks, and trailers will be insured comprehensively through
Government owned/National Insurance Corporation Limited for the first two years by the
offices who have purchased these vehicles. It will be their responsibility to ensure prompt
payment of premium on due dates and initiate claims from insurance companies in the case
of accidental repairs, loss of vehicle/human life.”

CHAPTER – VII
MISUSE OF TRANSPORT
Section 1 – General

1. To check misuse of Wapda transport the following measures will be strictly observed:-

a. No vehicle will leave its garage for official/private duty without obtaining proper
written permission/Control Number from the concerned DDT/STO.

b. Entry in the Log Book will be made before the commencement of duty, i.e. Date,
Time, meter Started, nature of Duty, Place to be visited and Details of Assignment,
Time End, Meter Reading at the time of completing the duty with signature will be
filled at the end strictly in accordance with the actual meter reading by the user.

c. Wapda Monograms and Wapda Serial Numbers on vehicles are to be painted.

d. All passengers travelling in the Wapda vehicles must carry their Wapda Identity
Cards at all the times. Senior person traveling in the vehicle will ensure that the
driver possessed all the documents with him, no unauthorized person travels in the
vehicle and the vehicle adopt the authorised/shortest route.

e. Vehicles when required/detailed will be used only when properly sanctioned.


Vehicle will carry a copy of requisition duly sanctioned by the DDT/STO and duty
slip. Entries will be made in the Log Book as mentioned in sub-para (b) above. A
board “ON PAYMENT” will be displayed in front and rear of the vehicle when used
for private duty.

Section 2 – Agencies Authorised to Check Misuse

1. Following agencies are authorized to check misuse of Wapda vehicles:-

a. ALL DDTs/STOs, are authorized to check the Wapda vehicles in their respective
areas.
b. Transport Inspectors of Wapda are competent to check the Wapda vehicles.
c. Director Transport and other officers of Transport Directorate are authorized to
check any Wapda vehicle for its proper use or otherwise.

Section 3 – Action on Misuse Reports

1. On detection of any irregularity during the checking by the officers of Transport


Directorate/Transport Inspectors one of the following type of report is initiated:-
a. Serious/Misuse Report
In case of serious irregularities/violation of Authority’s Orders and clear cut misuse
of Transport, this report will be initiated to next superior officer of the defaulters. In
the case of irregularties committed by any formation of AEB, the report will be sent
to Chairman, AEB.
b. Corrective Reports

These reports are sent where no serious violation has taken place and some lapses
have occurred where necessary action ought to be taken by the concerned office
and avoid recurrence.

2. All officials of Wapda are expected to abide by the above rules and take prompt and
strict disciplinary action against the offenders. The misuse reports should be taken in the
correct spirit to eradicate menace of misuse of transport in Wapda. The reports initiated
should not be disputed. The disciplinary action under E&D Rules Removal from service Ord.
(SP) 2000 against offenders is required to be taken by Executive officers and should be
taken on merit of the case.

3. The reports initiated by Transport Directorate or Regional Transport Offices should


generally be dealt with summarily under Rule 5 (IV) of Wapda E&D Rules 1978. However, if
the offence committed is of serious nature and warrants major penalty, the competent
authority may order an investigation of the case and if primafacie case is proved, it may be
referred to the Enquiry Officers for a formal enquiry.

CHAPTER – VIII
PROCEDURE FOR ISSUE AND ACCOUNTING OF POL
Section 1 –Where Wapda Petrol Pumps Exist

1. At stations where Wapda Petrol Pumps are operating, no POL will be drawn from
Private Petrol Pumps by any vehicle belonging to local organization, unless specially
allowed and without obtaining non-availability certificate from the Officer Incharge Petrol
Pump.

2. Procedure for issue of POL from Wapda Petrol Pump will be as laid down below:-

a. POL will be issued only on production of POL requisition slip in duplicate.


b. POL requisition slip must contain the following information:-

(i) Items and Quantity demanded.


(ii) Account Code No. of the Formation.
(iii) Office Stamp with complete address.
(iv) “to be signed at least by a Grade-17 officer:

c. After issue of POL to the vehicle, the Petrol Pump Attendant will enter the quantity
issued, in the Log Book as well as in the requisition slip. Driver’s signature will be
obtained on the requisition slip, in the column provided for and on the issue
statement maintained at the Petrol Pump.

d. The driver of the vehicle drawing POL will ensure before leaving the Petrol Pump
that entry in the Log Book has been correctly made.

e. On return of the vehicle, Incharge Transport of the organization concerned should


check that entry in the Log Book for the POL drawn by the vehicle has been
correctly made. If he finds any variation or if the entry has not been made in the Log
Book, he should ensure that on the next drawing day the entry in the Log Book is
got made after checking the issues with the record at Petrol Pump.

f. Requisition slip books will be obtained by the formations from the Officer Incharge
Petrol Pump concerned.

g. No formation is allowed to get their own requisition slips printed.

h. Replacement, issues of oils/lubricants to vehicles coming to Petrol Pump for


service, will be made only when so demanded. Normally only topping up of oils and
greasing of the nipples will be done during the service of the vehicle.

i. No spare POL “to be carried with the vehicle” will be issued to any vehicle. Only in
exceptional cases where the officer demanding can justify spare issue and signs the
demand, the spare POL will be issued under orders of DDT incharge Petrol Pump.

j. When any item of POL is not available with the Pump, non-availability certificate for
that particular item will be issued to vehicle concerned by the DDT/his staff to
enable the Project/Formation concerned to procure the item through local purchase.

k. All coupon books should be kept in safe custody and a record maintained in a
register.

Section 2 – Where Wapda Petrol Pumps do not exist

1. At stations where Wapda Petrol Pumps do not exists, POL will be drawn by the
formations from the nearest possible Petrol Pump. It will be ensured that:-

a. Only reliable Petrol Pumps are nominated for the purpose.


b. Petrol from private pump is drawn by a person not below the status of a Line
Superintendent/Sub-Engineer.
c. POL requisition Slip is signed both by the Line Superintendent or equivalent and the
driver as a token of receipt.
d. Entry of POL drawn is made in the Log Book of the vehicle concerned and signed
by the person witnessing the drawal (i.e. Line Superintendent or equivalent).
e. Before drawing POL, it must be checked that petrol drawn previously has been
consumed in accordance with the target MPG given in the Log Book.

Section 3 – Economy Measures

1. In order to exercise economy in the use of POLs following measure will be adopted:-

a. Milometer of the vehicle should always be kept in working order.


b. All vehicle documents should be kept up-to-date.
c. Misuse of transport should be completely stopped.
d. Journeys to outstation where no field work is involved should be carried out by
Rail/Air.
e. Performance of the vehicle should be watched to ensure that mileage performed
per litre/per gallon is in accordance with the target MPG/KPL given in the Log Book.
f. Spillage of petrol at the time of fillings is avoided.
g. In case the actual MPG/KPL is below the target MPG the vehicle should be
repaired/rechecked and target MPG/KPL amended accordingly in the Log Book and
signed by an authorized officer.
h. No spare POL should be carried with the vehicle to safe-guard against pilferage.
i. Correctness of the quantity and quality of POL grades drawn by a vehicle should be
ensured.
j. All Wapda vehicles must bear Wapda Insignia and Wapda Number conspicuously
visible in front and rear of the vehicle as per orders on the subject from time to time.
The present orders on the subject are given in Annexure of these Rules.
k. No vehicle should leave its parking place without proper documents, i.e. Control No.
Issued by DDT concerned/STO, Duty Slip and log book. Entry in the Log Book must
be made before the vehicle moves out on duty.
l All vehicles should be kept ;in perfect serviceable condition to get best economical
performance out of them.

SECTION 4 – Servicing of Vehicles

1. At stations where Wapda Service Stations exists, all Wapda Vehicles will be got
serviced at these stations every month or on completion of 1000 Miles whichever is earlier.
The procedure is as under:-
a. No vehicle will be got serviced from any private service station unless Deputy
Director Transport of the station concerned gives a certificate to the effect that the
vehicle cannot be serviced by the Wapda Service Station due to some un-avoidable
reasons.
b. Procedure for asking for service of a vehicle will be the same as for drawing of POL
except that in addition to demanding POLs, servicing of vehicle will also be
demanded on the requisition slip as ``Full Service’’
c. Servicing includes, washing, diesel spray, greasing the nipples, topping up of
engine oil and gear oil, tightening of nuts and bolts etc. In addition to entry in the
coupon, stores expended during servicing will be recorded on a separate list for
monthly billing as other items of POL.
d. Entry in Log Book will be made and all the items expended during service will be
recorded therein.
e. No oil will be changed unless so demanded by the consumers. Normally only
topping up of vehicles will be done.
2. At stations where Wapda Service Stations do not exist, servicing of vehicles will be got
done from Private Service Stations under arrangement of the Project/Organization
concerned supervised by a responsible person not below the rank of Line Superintendent,
to be appointed by the officer holding the transport . Entries in the Log Book will be made
by the supervising officer on the spot.
Section 5 – POL Accounting Procedure at Wapda Petrol Pumps
1. Following POL accounting procedure at Wapda Petrol Pumps will be adhered to :-
a. Measurement Book and Goods Received Notes will be prepared for every
consignment and all POLs received from suppliers will be taken on charge in POL
Stock Register daily.
b. All daily issues of POL and servicing will be recorded on Daily Issue Statement by
the Petrol Pump Attendant on duty who will obtain the signatures of the drivers on
that issue statement.
c. Entries of issues will be made in the Log Book of the vehicle and signatures of the
drivers obtained on the POL Requisition Slip as well as on the daily issue
statement.
d. Total Issues as per daily issue statement will be daily charged off from POL stock
ledger and balance kept-up-to-date.
e. A monthly issue register will be maintained at the Petrol Pump in which a page will
be allotted to every consumer. Total daily issues to every consumer will be recorded
on the page allotted.
f. Bills for POL consumed by each organization during the month will be forwarded to
every consumer separately by 15th of the following month. These bills will be

supported by original copies of the credit coupons (Requisition for POL), duplicate
copies of the credit coupen will be retained at the Petrol Pump in support of daily
issue statement to support the entry in the POL Stock Register.

g. copy of each bill will be endorsed to B&AO. Transport Directorate for necessary
recovery of the amount from the consumers.

h. All bills for issue of POL from Wapda Petrol Pumps are required to be paid by
consumer formations with in 7 days after receipt of the bill. POL supplies will be
discontinued to the formations not clearing the bills in time.

2. Periodical stock check of POL Stock at Wapda Petrol Pump will be carried out by DDT
concerned. Any surplus discovered will be taken on charge in the POL stock ledger on a
credit receipt voucher, with the remarks that ``Stocks taken on charge are liable to
adjustment by write off on discovery of accounting error at any later date’’.

3. POL Invoices received from the supplying Agency, alongwith Measurement Book and
G.R Notes (Goods Received Notes) will be forwarded to the B&AO Transport Directorate
fortnightly with a copy for information to the Supplying Agency duly endorsed by DDT for
making payment to Supplying Agency for the stocks received at the Wapda Petrol Pump.
B&AO TPT Directorate, will make payment from the appropriate head after scrutiny of the
documents, by Cross Cheque. Payment to Supplying Agency should be prompt to ensure
regular supply.

As per WAPDA Transport Rules and guidelines/instruction issued by the Authority for
running of WAPDA Foundation petrol pumps the following instructions are reproduced for
strict compliance by vehicle owning organizations and petrol pumps staff:-

(1) POL will be issued to WAPDA vehicles on credit on production of Credit Memo in
duplicate duly signed by an authorized preferably Grade-18 or where no Grde-18
Officer is available Grade-17 Officer whose specimen signature would already be
held by the petrol pump incharge.

(2) Safe custody of these Credit Memos will be the responsibility of the office/formation
concerned.

(3) No POL will be issued in Canes & Drums from the petrol pump except in
exceptional cases where Credit Memos for spare/bulk POL are signed by the
Executive Engineer concerned specifying that credit memo is for how much
spare/bulk POL. Supervisor Petrol Pump should himself issue POL as spare/In
bulk.

(4) Credit Memo books will not be handed over to drivers by the formation. Instead they
will be kept in safe custody in the office and only one memo be issued to the driver
for drawing POL as and when required.

(5) The demanding officer will enter the quantity of POL demanded in the relevant page
of log book and sign it otherwise POL will not be issued.

(6) The Supervisor Petrol Pump will ensure the safe custody of Credit Memo Books,
their proper issue and accounting.

CHAPTER __ IX
MAINTENANCE
Section 1 __ Importance and Necessity
1. Wapda vehicles should be in road worthy condition all the time, and should achieve
maximum prescribed life in terms of years and mileage. This is only possible if regular
maintenance and inspection by user formations is carried out as a drill to ensure efficient
and correct functioning of each major assembly/component. All major parts should be
checked at due intervals and taken care of by cleaning, lubricating, tightening and
adjustments of nuts and bolts etc.
2. Oil changing of engine, gear box and differential on due mileage/intervals, as per
maker’s instructions, will prolong the life of these assemblies.
Section 2 __ Driver’s Responsibility
1. He is responsible for:-

a. Daily maintenance and general cleanliness of his vehicle.


b. Reporting the faults and malfunctioning immediately on occurrence for rectification
so as to prevent development of major defects.
c. Change of engine oil, gear box oil and differential oil on due mileage/interval. He
must know the maker’s instructions on this subject.
d. Maintenance of correct level of oil of all assemblies, brake fluid in master cylinder
and oil level of air cleaner, where applicable.
e. Correct tyre pressure on metalled road and cross country.
f. Rotation of tyres to different position to ensure even wear and tear to achieve
maximum life of tyres.
g. Greasing of nipples, wherever provided in the vehicle.
h. Correct free travel/movement of fan belt, steering wheel, clutch brake pedals and
hand brake.
i. Correct water level in radiator all the time.
j. Strict observance of traffic rules and be fully conversant with Highway Code.
k. Reporting to the senior concerned when driving licence, tax token and insurance
falls due for renewal. Should carry valid documents with him to meet traffic rules
requirements.
l. Proper taking/handing over of vehicle alongwith tools, documents and petrol in tank
as shown in VDRA.
2. In addition to above, the driver will inspect his vehicle for fitness/defects as follows:-
a. Before proceeding on duty:-
(1) Engine oil level.
(2) Radiator water level.
(3) Tyres inflation.
(4) Function of horn, lights, brakes, steering and any other defect to fore-stall
possibility of accident.
b. During halts on Long Journey:-
(1) Engine Oil level.
(2) Radiator water level.
(3) Wheel drums.
(4) Steering connections.
(5) Any other abnormal noises etc.

3. On completion of duty defects noticed during journey/day’s duty will be reported to
Incharge Transport for rectification.

Section 3 __ System of Maintenance

1. Vehicles will be maintained in such a manner that complete vehicle is checked and
maintained once in a week. For this purpose, maintenance will be carried out on the basis of
Seven Tasks System. This system ensures continuous, timely and regular maintenance of
every part of the vehicle by directly entrusting the driver with the responsibility of its
maintenance.

2. This system is designed to be within the driver’s capabilities and mainly consists of:-

a. Checking of assemblies/parts to see that they are working satisfactorily and are not
damaged.

b. Cleaning of all assemblies/parts and lubricating them, where necessary.

c. If required, repairing these assemblies/parts, which are within the driver’s


capabilities, under supervision of Incharge Transport.

Section 4 __ Daily Maintenance

1. Daily maintenance consists of seven tasks as given in Annexure “J” two taks are to be
carried out on each working day of the week as follows:-

Saturday Tasks No. 1 and No. 2


Sunday Tasks No. 1 and No. 3
Monday Tasks No. 1 and No. 4
Tuesday Tasks No. 1 and No. 5
Wednesday Tasks No. 1 and No. 6
Thursday Tasks No. 1 and No. 7

2. Task No. 1 is a general task to be done daily. In addition it must be performed before a
vehicle leaves for duty and also on its return from duty. This task will also be carried out at
halts during long journeys.

3. Wapda organizations holding transport will select one working day of the month for each
vehicle. This will be called the “Monthly Maintenance Day”, for that vehicle. On this day, task
No. 7 will be carried out on it, in addition to Task No. 1 and the task for the day. The day so
selected will be stencilled in abbreviated form, using red paint in 1” size letters on the lower
most portion in the left hand corner (as viewed by the driver) of the wind shield glass. This
vehicle will remain off duty for monthly service.

4. The success of the task systems is directly related to the interest that a driver takes in
his vehicle. The driver should not therefore, work like a machine only to perform various
tasks without understanding their necessity and importance. In addition, he must remain
vigilant to detect any faults that may occur while the vehicle is in operation. He must report
to the Incharge Transport any` faults/malfunctions observed during driving.
Section 5 __ Periodical Maintenance
1. The seven tasks system includes periodical maintenance, such as cleanliness,
lubrication, oil changing, tyre and battery maintenance. Instructions on maintenance and

rotation of tyres are given in Annexure ‘K’. This task can most economically and effectively
be done on monthly maintenance day.

2. Supervision.__ Incharge Transport is responsible to supervise daily task carried out by


the driver. The task must be done first thing in the morning, and at least one hour be
devoted for this purpose. Vehicles should proceed on duty, only after the daily task is
carried out.

3. Monthly maintenance will be carried out strictly on the day selected for this purpose.
Incharge Transport will personally check to ensure that maintenance has been carried out
correctly and that the vehicle is in fit state in all respects.

4. Incharge Transport will maintain record of oil changing of engine, gear box and
differential and will maintain a chart to show when next change is due, giving mileage/date.
Chart of tyre’s pressure should be hung at a conspicuous place, so that driver can take
benefit to maintain correct tyres inflation.

Section 6 __ Classification of Vehicles

1. Each vehicle will be classified to indicate its life and condition. Classification will be
awarded as under:-

a. Class 1 __ A Vehicle with more than two-third of its remaining prescribed life and in
perfect road worthy condition, or it can be put into this condition by minor repairs.
b. Class II __ A Vehicle with less than two-third of its assessed life and in perfect road
worthy condition. Or it can be put into this condition after minor repairs.
c. Class III __ A Vehicle which requires major repairs but not considered beyond
economical repairs, including overhauling of engine, gear box, differential etc.
Assessment of condition will be as per Chapter 5, para-3 (Page-5), of Wapda
Disposal procedure,

November 1977 which is reproduced as under:-

“Repairable, if cumulative cost of major repairs is less than 60 percent of its capital
cost”.

d. Class IV __ A vehicle which has outlived its useful life and is beyond economical
repairs. The life of vehicles given in Annexure “B” of the Wapda Disposal
Procedure, November 1977, is reproduced as under for guidance to assess the life
of vehicles:-

Section 7 __ Procedure of Classification

1. Class I and Class II. __ Classification will be awarded by the user formation and
recorded on the first page of the Vehicle Log Book. Classification lower than Class I and
Class II as and when a vehicle is down classified, will be recorded in the Log Book on the
appropriate page. Similarly, on up-classification after necessary repairs, necessary
endorsement will be recorded.

2. Off Road Vehicles. __ A vehicle placed off road will be thoroughly inspected. Inspection
Report prepared on Performa given in Annexure ‘T’ and placed in a folder separately for
each vehicle Major reasons/defects for which a vehicle is placed off road will be recorded in
the Log Book as well, so that correct condition of the vehicle could be ascertained at any
later stage.

Section 8 __ Spot Check

1. A surprise spot check of vehicles maintenance, road worthiness and documents will be
carried out by Spot Check Teams working under DDs Transport of the regions as per
proforma attached as Annexure ‘M’. The cases of unsatisfactory maintenance of vehicles
and vehicle documents will be reported by DDs Transport to the head of organization for
information and suitable action. Copy of the Sport Check Report will be forwarded to the
formation Incharge of the Vehicle for rectification of defects pointed out by Spot Check
Team in their report. The organization concerned will report to Deputy Director Transport
(Region) after taking necessary action on defects pointed out in the report within 10 days of
the initiation of the report, after 10 days of its initiation. Deputy Director Transport will
reinspect the vehicle and report to Director Transport.

Section 9 __ Annual Technical Inspection

* Annual technical inspection of vehicles shall be carried out by the Transport


Officer/AD(Transport)/DD(Transport) of concerned formation with the approval of controlling
officers”. Programme for this_______para 1 above Programme for this inspection will be

issued in advance to the formation to be inspected. (Results of the inspection will be


recorded on Technical Inspection Report). Forms attached as Annexure ‘O’ Follow up action
will be the same as given in Section 8, para-I above.

*SECTION – 10

a. Good quality tyres/batteries shall be purchased by the concerned formations from


authorized dealers/stockists at the lowest market rates. Tyre life may be fixed as
minimum 35,000 kms for Pakistan made and 50,000 kms for imported (Bridgestone,
Yokohama, Dunlop and Sumitomo)”.

b. Battery life minimum one year.

c. In case of condemnation of ‘a’ and ‘b’ above before the prescribed life, an inquiry
will be held to fix responsibility and recovery may be effected from the defaulters.

CHAPTER __ X
REPAIRS
Section 1 __ Importance

Wapda vehicles are required to be maintained in road worthy condition at all times. This
can only be possible, if the defects are promptly attended to, immediately on occurrence on
the principle of “a stich in time, save nine”. A minor defect left un-attended, develops into a
major defect. Similarly, minor defects, if allowed to accumulate, will involve major repairs
causing heavy expenditure. Incharge Transport and the driver of the vehicle should remain
vigilant in observing/finding out defects for timely repairs. Correct adjustment of controls,
such as free play of steering wheel, clutch and foot-brake pedals, fan belts, etc. is very
essential to achieve maximum life of the components.

Section 2 __ Procedure of Repairs

1. The repairs are divided into two categories viz:-

a. Minor repairs upto Rs. *5000 Minor repairs are to be carried out by Unit Repair
Organization (URO) where available, otherwise
under formations own arrangement.

b. Major repairs exceeding When the expenditure exceeds Rs. *5000 the
*Rs. 5000 intended repairs and estimated cost of repairs will
be scrutinized by a technical committee, formed for
each Region. However in case of repairs by Wapda
Workshop at Lahore and Tarbela estimates
prepared by them will not be subjected to scrutiny
by the Technical Committee.

Technical Committee will be nominated by Director


Transport with due consideration of number of
vehicles at each station or project. This committee
will include Dy. Director Transport or his
representative and local officers preferably
Mechanical Engineer of XEN level. The detailed
procedure is enumerated as under:-

(1) Formations will forward complete detail in respect of a vehicle giving nature and
extent of repairs involved alongwith estimated cost.

(2) Cost of parts requiring replacement.

(3) Charges on account of machine work, e.g. boring, valve grinding, valve seats
refacing/fitting, wheel drum skimming etc.

(4) Labour charges for major repairs/overhauling. In case a major assembly (engine
gear box, differential) requires overhauling, the mileage performed since new/last
overhauling will invariably be shown, and certified that overhauling/major repair is
not due to any damage/unfair wear and tear or accident.

(5) On receipt of above information, the Technical Committee, if considered necessary


will physically inspect the intended repairs at the formation’s premises.

c. The Technical Committee will process the scrutiny of estimated cost of repairs
to find out that:-

(1) Prices quoted favourable compare with prevailing market rates.

(2) Charges on account of machine work and labour charges are within the
reasonable limits and are for the essential works only.

d. After the estimate has been properly scrutinized, Technical Committee will
recommend to the formation concerned, to get the intended repairs done.

e. The execution of the actual repair to the satisfactory standard will be the sole
responsibility of the concerned formation, holding the vehicle on charge, who
will ensure by arranging stage inspections that the parts fitted are genuine/of
foreign makes as mentioned in quotations and repairs are properly carried out.

f. To sum up, the Technical Committee is only to scrutinize the intended repairs
and the cost involved. Responsibility for getting the actual repairs executed,
stage inspection and fitting of genuine parts, to the satisfactory standard is
entirely that of the parent formations.

DISPOSAL OF UNSERVICEABLE VEHICLES
Section 1 __ Responsibility and Procedure
1. Early disposal of unserviceable vehicles in accordance with the procedure as laid down
in the pamphlet “Wapda Disposal Procedure” is essential to:-
(a) Avoid depreciation due to deterioration.
(b) Devaluation due to loss/pilferage of spare parts.
(c) Extra expenses on storage accommodation.
(d) Pay of Chowkidars/Guards etc.
2. Survey report for the unserviceable vehicles is required from the formation holding
transport on their charge. After sanction of the report by competent authority final disposal is
to be carried out by Disposal Wing under Deputy General Manager Disposal. When a
vehicle is finally disposed off Director Transport will be informed immediately to enable him
to up-to-date his central record being maintained by him for all Wapda Vehicles held by
entire Wapda Organizations.
1. SURVEY REPORT
It is a document which shows the description of disposable material and its Reserve
Price when completed authorizes the Disposal Committee to being the disposal process
of the listed item/items.
2. RESERVE PRICE
The approximate price of disposable stores to be used as a guide by disposing agency.
It is based on intelligent guess keeping in view the book value and market price. It is
only suggested guessed sale price.
3. POLICY AND PRINCIPLES OF DISPOSAL
Disposable stores, whether scrap, unserviceable, obsolete but serviceable and
unwanted stores block the funds of the Authority. They occupy valuable storage space
need care and vigilance, are liable to pilferage, deterioration and consequently loss to
the Authority. As such, it is the duty of every Store Owning Formation (SOF) to arrange
their survey and disposal as soon as possible.
4. CONCEPT OF DISPOSAL
Disposal sales should be treated as a commercial transactions. All decisions relating to
Reserve price acceptance and rejection of tenders and auctions should be finalized
from commercial point of view and in the best interest of Authority.
5. POWERS TO APPROVE THE SURVEY REPORTS
Powers are according to Minutes of Authority meeting held on 01-06-1999.

7. SURVEY COMMITTEE

Survey Committee may be a standing survey Committee formed by GM/Chief


Executive/Officer of equivalent status, or it may be a committee assembled for survey of
a specific item or items.

7.1 GM/Chief Executive/Officer of equivalent stat6us will have overall responsibility for
the establishment of a Survey Committee and to ensure the timely disposal of
unwanted store.
7.2 The Survey Committee is responsible for:-
i) The assessment of the condition of stores, equipment and
classification into one of the following categories:-
a. Serviceable.
b. Unserviceable
c. Scarp.
ii) Recommend disposal, if warranted by condition/ago.
iii) Prepare survey reports on the Performa (Exhibit 2-1).
iv) Fix reserve price.
v) Obtain approval from competent authority.
7.3 After completing Survey Report in EXHIBIT 2-1, it is sent to Verification Committee.
8. FUNCTIONS OF THE VERFICATION COMMITTEE
a. The survey Reports of all disposable material including vehicles/heavy mobile
machinery will be inspected and verified by the Verification Committee.

b. Director Dy. Director Verification will check the general correctness of the Survey
Report i.e. Composition of the Survey Committee, approval by the competent
authority, location, analysis of the Reserve Price, and mode of verifying the
measure/weight or the reasons for not doing the same and completion of the
verification report.

Director will satisfy himself of the check and Verification by his team and also
endorse his signature on the Verification Report. If considered necessary, he may
also carry out a full or part verification of the Stores/Material before affixing his
signature.

Mater Verification, Survey Report will be passed on to Disposal Committee.

9. DISPOSAL COMMITTEE

Disposal Committee processes the sale of Stores listed in verified survey reports.
Missing accessories of any item, damage to it shortage of the stores, premature
condemnation excess purchase/purchase of sub-standard stores is the sole
responsibility of the Store Owning Formation.

Survey Report duty verified are received from Verification Committee. The Director of
Disposal Committee will decide the mode of disposal in the best interest of Authority

9.1 Mode of Disposal

Unwanted stores will be disposed of through any of the following methods:-

a. Right of first choice.


b. Advertised tender.
c. Public auction.
d. Negotiation.
e. Rate contract.

BUDGETING
Section 1 __ Budgeting

It is imperative that Wapda Formations while preparing annual budget estimate for POL
and vehicles, foresee their requirements for the following year, make a proper scrutiny of the
estimated budget before demanding. This will save them from preparing revised budget
during the budget year. It is normally observed that in the middle of the budget year, the
Wapda Formation are short of their allocation and they cannot make payment for their POL
consumption. Also the purchase/repair of transport is delayed. Thus they face functional
problems and a long process of additional allotment of budget has to be gone through.
Hence preparation of budget estimate for POL and transport needs due attention. Budget
and Accounts officer of the Project/formation concerned should watch the proper utilization
of the allocated budget. The expenditure on POL and repairs should be regularly intimated
to Regional Transport Officers so that total expenditure on transport can be kept up-to-date.

TASK NO. 1 __ GENERAL

(To be done daily preferably on return from duty. In addition to be carried out at halts on
convoys).

(i) Check level, cleanliness and temperature of water in the radiator. Refill, if
necessary.

(ii) Check level and cleanliness of oil in the engine sump. Top-up, if necessary. Also
check all round under the vehicle for oil, water or fuel leaks.

(iii) Check fuel level, refill when necessary and check fuel lines, carburetor, fuel pump
etc., for leaks. Always top-up the tanks immediately after duty.

(iv) Check wheel nuts condition and tightness, pressure and cleanliness of tyres. Check
and report deep abrasions or cuts wash off oil or mud and dig out joints, glass or
stones. At halts check temperature of tyres by hand, report any overheating.

(v) Report any fault you cannot rectify yourself.

TASK NO. 2-- ELECTRICAL

(i) Check battery for cleanliness, clean all corrosion from terminals and smear them
with petroleum jelly. Check tightness of terminals. Check vent plugs and vent
holes/refill with distilled water where necessary. Check earth connection for
tightness and cleanliness.

(ii) Inspect battery mounting and tighten where necessary. Do not overtighten.

(iii) Check Dynamo:

(a) Security of mounting.

(b) Tension/excessive wear of fan belt.


(c) General external cleanliness.
(d) Tightness of connections.

(iv) Check mounting and operation self of starter—if the battery discharged and unable
to turn the engine, report, check tightness and condition of main lead to self-starter
from the battery, check that earth connection is clean and tight.

(v) Check regulator assembly for security of mounting and tightness of connections. Do
not break seal.

(vi) Start engine and check meter reading—notice charging rate and engine speed at
which the dynamo commence charging. Check dynamo temperature.
(vii) With the engine running check correct operation of sparking plugs by shorting each
in turn and listening to engine noice. No change in engine noice indicates a
defective sparking plug.
(viii) Remove any defective sparking plug and clean, re-oil or re-set and re-fit.

(ix) Examine and clean HT leads. Make sure that they are not cracked or frayed. Clean
and tighten terminals where necessary. Check security of coil mounting and
operation of automatic advance mechanisms.

(x) Check tightness and cleanliness of LT connection to coil and distributor.

(xi) With the assistance of another driver check operations, efficiency and wiring of
following circuits:

(a) Head lights and dipswitch.


(b) Side light.
(c) Tail light.
(d) Stop light/convey light (where fitted).
(e) Panel lights.
(f) Horn.
(g) Fuel gauge.
(h) Indicator where fitted.

(xii) Report any faults you cannot rectify yourself.

TASK NO. 3 -- CONTROLS

(In general this task should always be carried out by the real driver of the vehicle, and
he should keep in mind any faults noticed in any of the controls while driving the vehicle.
These faults should be rectified where possible during the performance of this task, or if
beyond the capabilities of the driver he should report them):

(i) Check clutch pedal for easy operation and free movement. There should be
approximately 1” play before the resistance of the clutch springs is encountered.
Report if this is incorrect.

(ii) Hydraulic brakes


Check breaks pedal, it should be at least 2” above the foot board when fully
depressed i.e. with the brakes fully applied. In the case of hydraulic brakes check
for air in the system by pressing the brake pedal and noting whether the resistance,
feels solid when the brake pedal is fully depressed. If any sponginess is felt, “pump”
the brake pedal and note whether it travels the same distance on each application.
If not, it is a sure indication that there is air in the brake system and it should be
reported to work shops for “bleeding”. Check master cylinder fluid level brake lines,
flexible hoses and joints for leaks, looseness and damage. Check for oil leaks at
brake drums.
(iii) Mechanical Brakes
Check brake pedal operation and lubricate where necessary. Check all break
rods/cables and ensure they are not bent or damaged. Check and lubricate all joints
and bearings etc.

(iv) Hand Brakes

Check security and efficient operation of lever and ratchet device. Check ability to
hold vehicle when stationary on an incline with a load. Check cables/rods for
operation and security and grease/lubricate where necessary.

NOTE. __ You should test and know the condition of your brakes and transmission while
driving and report during this task any faults or for maladjustments etc. you
have noticed.

(v) Check accelerator pedal for easy but NOT loose operation. Oil joints in linkage.

(vi) Check gauges and switches on dash board for security, cleanliness and efficient
operation.

(vii) Check gear lever, it should give positive engagement of all gears and should give
easy but NOT loose operation.

(viii)Check steering wheel for free play, this should not exceed 3 measured at the rim.

(ix) Check steering linkage – steering column, steering gearbox, sector cross-shaft, pull
and push rod, steering arms, track arms struck road and axle beak for bands, crack
or excessive looseness of joints. Lubricate all joints and top-up steering gearbox if
necessary. Check all the points for security tighten holding down nuts and bolts
where necessary.

(x) jack-up front axle and test for play in wheel bearing and king pin by rocking the
wheels. When checking wheel bearings be sure brakes are not binding. Turn
wheels from full left lock to full right lock and back to check play in linkage and
smoothness of operation.

(xi) Report any faults you cannot rectify yourself including any faults noticed while
driving.

TAKS NO. 4 __ DRIVE (TRANSMISSION AND SPRINGS)

(i) Check gearbox and transfer case where fitted or security of mounting and oil leaks.
Check oil level and top-up where necessary.
(ii) Check propeller shaft and “U” joint for excessive wear or play and clean and grease
universal joints. If transmission break is fitted, check brake drum and linings and
clean off and report any oil on them.
(iii) Check axle and differential casings or cracks or oil leaks. Check oil level in
differential casings and top-up if necessary.
(iv) Clean springs and check them for cracked or displaced, levels, loose “U” bolts, loss
spring clips or centre bolts.
(v) Clean, examine and lubricate spring shackles and pivots (DO NOT) lubricate those
with rubber bushes but keep the rubber part free from oil.
(vi) Check shock absorbers for security, oil leaks, cracks or damage.
(vii) Jack-up front axle and check front wheels for noisy bearings binding brakes and
uneven tyre wear, report any defect observed.

(viii) Repeat with rear axle/axles.

(ix) Report any faults beyond your own capacity to repairs.

TASK NO. 5__ ENGINE

(i) Check freeness of engine by turning it over four times with the starting handle. Their
resistance felt between compression strokes should NOT be excessive, but the
compression strokes should produce considerable resistance—equal on all
cylinders—which should NOT dissipate itself noticeably if the starting handle is held
stationary for a few seconds.

(ii) Examine engine for oil, petrol or water leaks, particularly check around all gaskets
and all hose and pipe connections. Their leaks are apparent tighten but DO NOT
overtighten the nut, bolt or screw fastening the joint.

(iii) Start engine and allow it to warm up at fast idling speed. Listen to the exhaust note
for sounds of misfiring or incorrect advance retard setting.

(iv) When the engine has warmed up and while it is still running, open the radiator cap
and inspect water for the circulation and condition of the cooling water. It should
NOT be rusty or oily. Check the operation of drain cocks and condition of the water
drained off—watch for water leaks from hose joints.

(v) With the engine running check again at all petrol pipe unions for leaks and check
again for any oil leaks.

(vi) Listen for gas leaks from inlet and exhaust manifolds and joint and from sparking
plugs. Listen also for any undue noises in the engine itself, particularly tapped
rattles or engine knocks.

(vii) Switch engine check tightness and condition of fan belt. If it is dirty wash it over with
water smear its inside edges with some ordinary washing soap. Report grease on
the fan belt.

(viii) Examine radiator and radiator mountings for cleanliness and security. Clean off any
dirt accumulated on the radiator fines with a piece of soft twinge. Check fan for
bearing looseness and for bent loose or cracked blades.

(ix) Check carburetor mounting for security. Examine carburetor for flooding/leakage
and air/leaks through throttle and choke butterfly value bearings or manifold flange.

(x) Check level and cleanliness of oil in air cleaner refill if necessary and check security
of air cleaner itself.

(xi) Check all nuts, bolts and screws in the engine compartments for tightness. Tighten
where necessary but do not strain them. Check also security of all attached items
such as ignition coil, dynamo, oil filter (if fitted), self startor and petrol pump. Check
engine mounting, DO NOT tighten if split-pinned.

(xii) Report any faults that you are unable to rectify.

TASK NO. 5-A. __ FUEL SUPPLY SYSTEM C.I. ENGINE

(i) Check all fuel lines and unions for leaks.

(ii) Check for leaking fuel taps, drain slugs, bleeder valves and seams of fuel tanks.

(iii) Check injector pump, fuel pump and filter for leaks.

(iv) Examine all fuel pipes links.

(v) Inspect mountings for injector pump, fuel pump and filters and mounting security
straps and clips for fuel tanks. Tighten nuts, if necessary.

(vi) Check level of oil in sum of injector pump, refill if necessary.

(vii) Lubricate working parts, such as fuel cut off control, fuel control bar and linkages.

NOTE 1 __ Do not tighten unions on pipes between injector pump and injectors unless a
definite leak is observed. On no account will the injector or the injector pump be
interfered with by drivers and defect must be reported.

NOTE 2 __ In all tasks where “tighten” is stated, it must be emphasised that undue pressure
may cause damage through stripped threads.

TASK NO. 6 __ FRAME AND FITTINGS

(i) Check frame for bends, cracks or breaks. Check all body holding down bolts and
nuts and those of all other attachments to the frame. Check for loose rivets.

(ii) Check cross members, floor and running boards, mud guards, tool boxes and
carriers for petrol oil and water cans.

(iii) Look over body and tighten all bolts and nuts etc. Check condition of bodywork __
particularly inside __ check tail-board and lubricate hinges. Check cabe and security
of all fitments inside it, particularly check up on the driver’s seat and its adjustments
etc.

(iv) Check security of wind screen and adjustment. Adjust driving mirror and tighten arm
bracket nuts. Clean glasses of instruments on the panel. Check window catches
and knobs.
(v) Check bonnet and fastening down clips. Lubricate and tighten hinges and clips
where necessary.
(vi) Check bumpers towing shackles, towing hooks etc.
(vii) Inspect canopy and secure where necessary, it should be tied neatly and without
undue folds or creases.
(viii) Report any faults that you are unable to rectify.
TASK NO. 7 __ LUBRICATION AND CLEANLINESS
(i) Clean over the whole vehicle wash it over first, if possible with hose and then clean
from inside outwards starting from the engine, then the body and then the wheels
and underneath. Leave all parts dry.

(ii) Grease all grease points fully, cleaning off surplus in each case. Work
systematically from the front of the vehicle to the rear, first on top and then
underneath.

(iii) Lubricate all joints etc., in control linkages, and clean and dry off surplus oil
afterwards brush over springs with slightly oily bush.

(iv) Check level and condition of oils in gearbox, transfer case, differential engine and
steering gearbox. Refer to oil changing table in log book and drain and refill where
necessary (before draining any oil bath the oil in it should be warm which may be
brought about by running the vehicle for a short distance. The warm oil will run more
freely but allow as much time as possible for it to drain of completely).

(v) Check the level of oil in shock absorbers, steering gearbox, hydraulic, brake master
cylinder, and report if leaking or oil/fluid level low. DO NOT attempt to refill them
yourself.

(vi) Check dynamo and self-starter wick oilers, if dry, add one drop of clean engine oil
and replace carefully, seeing that no dirt enters the oilers.

(vii) Report any faults that you cannot rectify.

MAINTENANCE AND ROTATION OF TYRES

1. MAINTENANCE

It has been observed, that tyres are not being properly maintained, with the result that,
replacement is required before maximum life of the tyres is achieved. In order that tyres are
properly maintained following instructions will be strictly observed:-

(a) Avoid unnecessary wear and tear.

At the start of every journey ensure that:-

(1) Tyre pressure are correct.


(2) Tubes are free from oil, grease, tar and embedded flints.
(3) There is no skidding.
(4) There is no violent braking.
(5) Acceleration is smooth.
(6) Speed is not excessive.
(7) Wheel is steered clean of freshly tarred or unmade portions of road if
possible, otherwise pass over them very slowly.

(8) Vehicle is steered clear of kerbstone and do not negotiate corners too
closely.

(b) Be alert when driving for signs of defects.

While driving be vigilant to note any unusual noises:-

(1) Regular thumping noises indicate a road wheel loose on hubs.


(2) Tendency of steering to drag or of the vehicle to skid, rool or wander,
indicate as under-inflated tyre.
(3) Irregular thumping noise, particularly when passing over pot holes, indicate
a badly deflated tyre.
(4) Rubbing noises indicate fouling of chassis or body with tyres.

(c) Maintenance

(1) Keep tyres clean and free from grit, oil, tar and grease.
(2) Remove flints and other sharp objects from tyres. Do not allow them to
become deeply embedded.
(3) Remove stones from between the twin tyres.
(4) Keep grit and oil away from entering tyre valves. Ensure that caps and dust
cover are clean before fitting.
(5) Avoid over and under inflation.
(6) Rotate tyres after recommended mileage.
(7) Check wheel alignment.
(8) Check tyres for cuts.

(9) Do not put wet tubes in the tyre. Dry them and apply French chalk on the
inner side of tyres and on the outer surfaces of tube.
(10) Tyres of permanently off road vehicles must be jacked up in order to
prolong their life.
(11) Tyres to be saved from direct rays of sun and where possible tyres of off
road vehicles be covered with old gunny bags or any other material.
(12) Tyres must always be stored in room free of oil/greasy surface, preferably
in a cold and well covered. Stocking of tyres be vertically and should be
rotated periodically.
(13) Schrader valve in the tubes must have dust caps to avoid entry of dust or
any other matter. Leaking valves must be replaced.
(14) Tyres pressure charts be hung at a conspicuous piece so that drivers can
take benefit and correctly maintain pressure. Pressure may also be painted
on front and rear mud-guards where possible for the convenience of the
driver.

2. ROTATION OF TYRES

(a) Method

The rotation of tyres will be carried out as indicated in diagrams in the appendix to this
annexure. The details are:-

(1) The wheels will be rotated anticlockwise to ensure that each wheel goes to all the
different positions and gets an event wear.
(2) In order to equalize the wear as far as possible the rotation of tyres will be done
every 2000 miles.
(3) Motor Cycle tyres, it similar in tread and size, will be removed from the rims and
interchanged mutually every six months.

3. It is necessary that the tyres are removed from their rims periodically for the purpose of
removing rust or corrosion, which if allowed to accumulate, makes it difficult to change tyres.
Tyres of new vehicles, rims of which are painted with original paint may not be removed.
Tyres and tubes of other vehicles, should be removed every six months, and the following
maintenance carried out:-

(a) The rim should be thoroughly cleaned until it is free from all rust or corrosion and
should then be painted with paint PFU Red Oxide of Iron.
(b) Tyres should be examined for cuts or other damages. Damaged tyres should be
sent to the Workshop.
(c) Before refitting, tyres and tubes should be lightly dusted with french chalk. It must
be ensured that the red oxide paint on the rims is thoroughly dry before the tyres
are refitted. If the tyres are fitted while the paint is still damp, it will be difficult to
remove them later on without severely damaging them. Cleaning and repainting of
rim should also be carried out it necessary when a tyre is changed or removed from
its rim for any other reason i.e. repair etc.

TECHNICAL STANDARDS AND TESTS FOR DRIVERS

Technical Standards.

1. Must be able to take over the charge of his vehicle independently and know the name of
fitment items and tools/equipment of the vehicles.

2. Must know the correct use of all items of tools and equipment issued with the vehicles.

3. Must understand the working of four/two stroke engine and principles of IC/CI engine
depending on the types of vehicles held in Organization and know the working of
ignition, fuel, cooling, lubrications steering, transmission, electrical systems and
auxiliaries relevant to the vehicles.

4. Must have a good understanding of the working of all component parts of a motor
vehicle and be able to read and understand lubrication charts and electrical diagrams of
all vehicles with which he is concerned.

5. Must know and be able to carry out the prescribed adjustment of basic controls
(accelerator, choke, slow running and fan belt) under supervision.

6. Must be able to locate and rectify simple faults in the ignition/fuel and electrical system.

7. Must be able to carry out adjustments and replacement of minor components (within the
permissive repair schedule) of vehicle on his charge, for example:-

(a) Cleaning blocked fuel lines, petrol tanks and filters, adjustment of slow running.
(b) Location and rectification of simple faults in the ignition system including the firing
order.

8. Must be able to drive with safety:-

(a) By day and by night, with or without light competently and confidently his vehicle
with or without trailor (as required by his Organization) on all types of roads or
across country.
(b) His vehicle using four six wheels/auxiliary drive forward and in reverse and to be
able to manoeuvre it in confined space without signals wherever applicable.
(c) His vehicle under too or his vehicle with another in tow.

9. Must be able to:-


(a) Carry out the current task maintenance system including periodic
maintenance/flushing of radiator, cleaning of oil sumps filters and removal of tyres
from rims without supervision.
(b) Prepare his vehicle for inspection programme.
10. Must understand the contents, use, maintenance and completion of all transport
document, for example Vehicle Log Book, Duty Slip, Trip Sheet, Drivers Licence and
Accident Forms etc.
11. Must be able to prepare and accident report under supervision.

12. Must have a good working knowledge of the methods of recovery of a vehicle.

13. Must be fully conversant with :-

(a) Running in of new/overhauled vehicles.


(b) Anti-frost precautions where applicable.
(c) Measures for the economic use of fuel and avoidance of excessive wear and tear of
the vehicles.
(d) How to use first aid, fire appliances, and improvised expedients to extinguish fire in
a burning vehicle and should know anti-fire precautions for vehicles.

14. Must have a thorough knowledge of the Highway Code.

15. Medically besides being physically fit, he must be able to:-

(a) Read in good day light, at a distance of 25 yards (with the aid of glasses, if worn) a
standard vehicle number plate.
(b) Pass sight vision/colour blindness test prescribed for a driver.
(c) Pass prescribed width and depth perception test.
(d) Pass hearing and neuromuscular reactions tests.

16. Must have been free for the past twelve months (new entry) and nine months already in
service) from accident for which he had been wholly culpable.

PROCEDURE FOR CHECKING OF MILES/M.M. PER LITER

The procedure for testing fuel consumption M.P.L. (Miles/K.M. per Litre) is as
follows:-

a. Mechanical System

(1) A small size container about 5-liters capacity fitted with a tap at the bottom is
required.

(2) Container be filled with 4 litres petrol (it should be ensured that measurement is
absolutely correct).

(3) Filler cap of the container must be thightly fitted leaving no possibility for any
leakage.

(4) The container should be hanged on dash board or held by co-driver.

(5) Fuel line be disconnected from “IN LET” of A.C pump.

(6) A rubber pipe be connected, one end with the container and the other with “IN LET”
union of fuel pump (Tap fully closed).

(7) Engine be started and petrol in fuel pump and carborator chamber completely
exhausted.

(8) Milometer reading be noted. Container tap now be opened to allow the fuel to flow
in the fuel system.

(9) Proceed on metalled road with minimum obstructions and gradients etc. Vehicles be
run on normal permissible speed. Unnecessary braking be avoided. Test be carried
out by a competent, efficient and responsible official well conversant with driving
principles. Unnecessary low gear and usage of brakes will effect achievement of
correct mileage per litre target.

(10) When fuel in container and system is completely exhausted. Note the milometer
and work out consumption per litre.

b. Alternative System

After proper tuning etc. the vehicle tank must be filled up to top, meter noted and the
vehicle may be driven on the road which is oftenly used by the particular vehicle. After
running for about 15.20 K.M. the vehicle must be brought back to the filling station and filled
up to top. Whatever quantity of petrol/diesel is put is to be taken as consumption and No. of
K.M. covered will enable to determine the K.M.P.L.
PRECAUTIONS:
(a) Before proceeding on fuel consumption test, engine e must be properly and
efficiently functioning. Rich mixture and misfiring would adversely effect the
test.
(b) Clutch should not be slipping as it would effect loss of engine power.

(c) Foot brackes should be correctly functioning, with no blinding effect.

(d) Ensure correct tyres pressure before proceeding on test. It should be as per
makers instructions/directives on the subject.

PRECAUTIONS:

(a) Before proceeding on fuel consumption test, engine must be properly and
efficiently functioning. Rich mixture and misfiring would adversely effect the
test.

(b) Clutch should not be slipping as it would effect loss of engine power.

(c) Foot brackes should be correctly functioning, with no blinding effect.

(d) Ensure correct tyres pressure before proceeding on test. It should be as per
makers instructions/directives on the subject.

GUIDELINES FOR VERIFICATION AND DEPOSAL OF UNSERVICEABLE
MATERIAL THROUGH CHIEF EXECUTIVES/HEAD OF THE DIVISION

In Order to carry out the quick disposal of unserviceable material, the following steps
are to be adopted by Chief Executive/Head of Division.:-

1. Stores owing formation (S.O.F) must circulate the list of material to be disposed oil to all
Formations so that interested Office may give its demand within 3-weeks.

2. Stores Owing Formations (S.O.F) will prepare survey report of unserviceable material.
The surevy committee shall carry out evaluation of unserviceable material.

2.1 The composition of survey committee is as under:-

a)Director Inventory Control/

Officer of equivalent status

b)Executive Engineer or
equivalent status officer = Member

Verification these survey reports will be passed to Disposal Committee.

4.1 The Commercial Evaluation of tender shall be carried out by Disposal Committee.
The above committee shall undertake the job of opening of tender and negotiation
where required. The commercial evaluation shall be initiated by the Dy. Director/
XEN for the approval of competent authority.

4.2 The following steps should be taken by the Disposal Committee:-

a) A Comparison of Bid Price to Reserve Price.


b) Consideration of previous offer.
c) Possibility of deterioration of material.
d) Market trend.
e) Location of material.
f) Bidder’s previous performance.

5. MATERIAL RELEASE COMMITTEE


When total bid price is deposited by the successful bidders within the stipulated period
to Director (Accounts), the release Committee will release the material. The Release
Committee shall comprise of:-
a) XEN/Store officer of S.O.F. = Convener
b) ASO/Jr. engineer available at the Station = Member
c) B&AO = Member
d) Security Incharge at the station
where available = Member
5.1 All members of the Release Committee will be present at the time of delivery of stores
to ensure correct weightment, counting and measurement etc. The Release Committee
will be fully responsible for any discrepancies/irregularities noticed afterwards.
NEGOTIATIONS:
While adequate bid prices are not received for any item to be sold in tendering and auction
process the item may be sold through negotiation. The negotiation activities shall be
conducted by Disposal Committee.
All the formats to be used in this process shall be the same as exhibited in WAPDA
MATERIAL DISPOSAL PROCEDURE March, 1993 amended to-date.

SUBJECT: WAPDA TRANSPORT POLICY 1987.

1. Introduction

Pursuant to the Prime Minister’s directive and subsequent instructions issued by


Cabinet Division, Government of Pakistan, vide their letter No.12/3.87.C.S. dated 14 July,
1987, the Authority is pleased to issue the following transport Policy. The Policy is issued
with a view to exercise economy, practice austerity and cater for peculiar conditions under
which Wapda field formations work.

2. Disposal of big Cars-1600 & above

Wapda has disposed off 53 big cars in the month of July and August 1987. Only a few
1600 CC Cars have been retained at different stations for protocol duties.

3. Use of Staff Cars


a. Authority Wapda will provide 1000 CC Chauffeur driven
(Wapda Maintained) Cars for official and
private use, with petrol quota as per
authorized in management scales.
b. MDs/General Managers They will also be provided with a 1000 CC
Chauffeur driven car (Wapda Maintained) for
official and private use with petrol quota of 200
litres per month.
c. Chief Engineers/Equivalent They are permitted to exercise their
willingness for one of the following two
options:-
Option One

(a) Wapda will provide 800 CC Car without


Chauffeure.
(b) Petrol quota 160 litres for official and
private duty.
(c) Rs. 6000/- per year maintenance limit with
increase of 10% every year. This
amount is reimbursable on actual
expen-diture basis.
(d) Estimated useful life of 800 CC Car is 5
years.

(e) Car will remain with the officer wherever
he is posted.
(f) All field GMs and CEs specifically
designated by the Authority will also be
provided a Jeep in their HQ for field
duties only. Jeep will be Wapda
maintained and Chauffeur driven and
will be available for other HQ touring
officers as well.
(iv) Option Two

(a) Car will be Chauffeur driven.


(b) Petrol ceiling 160 litres only for official use.
(c) Car will be used only during office hours,
after that it will be parked in the Wapda
garage.
(d) Officers will not be allowed to hire this car
for private use.

d. Cars for Consultants (1) If Wapda has to provide cars to the


Consultants for a project under Agreement,
1000 CC Cars will be provided. If air
conditioned cars are needed, Authority’s
permission will be required.

(2) If cars are supplied to Wapda in Aid/Grants for


the use of Wapda officers, then we should ask
them to provide use with 1000/800 CC Cars.

4. Authority Transport Pools

Authority has decided to establish Transport Pools/Sub-Pools at the following stations


for the visiting VIPs/Senior Officers of the Authority. However, local officers can get these
vehicles out of the Pool on payment basis for private use according to the procedure laid
down in Wapda Transport Rules1984. 1600 CC Cars are meant for protocol duties. They
will be replaced by 1300 CC Cars later:-

a. Islamabad

1600 CC Cars = 2 (Already available)
1000 CC Cars = 4

This Pool should cater for the visitors to Islamabad, Mangla, muree, Tarbela and
surrounding areas. It will work under the administrative control of Chairman (A.E.B.)
Islamabad.

Director Transport will maintain this Pool, and areas upto Sargodha, Gujranwala,
Sialkot, Kasur etc will be covered by this Pool.

This Pool will cater for all visitors to Karachi, Hub Dam, Hyderabad and Qasim Port
area. This Pool will be under the administrative control of CRRK.

5. Authority Transport Sub-Pools

a. Hydreabad

5 doors Jeep = 1
1000 CC Cars = 2

This Pool will be under the administrative control of General Manager (South), and will
provide transport to visitors in and around Hyderabad.

b. D.I.Khan

5 doors Jeep = 1 (Already available with C.E. (CRBC).


1000 CC Car =

This Pool will be under the administrative control of C.E. (CRBC) and will provide
transport to visitors at D.I. Khan, Chashma Barrage and kalabagh Dam site.

c. Peshawar

5 doors Jeep = 1 (To be transferred from Central


1000 CC Cars = 1 Pool Lahore)

This Pool will be under the administrative control of General Manager (North) and will
provide transport to visitors at Peshawar, mardan, Sawat and surrounding areas.

d. Quetta
5 door Jeep = 1 (This Jeep will be shifted from
1000 CC Car = 1 Rahimyarkhan).

This Pool will be under the administrative control of Chairman (AEB) Quetta, and will
provide transport to visitors of Quetta and Surrounding areas..

e. Multan
1000 CC Cars = 2

This Pool will be under the administrative control of Chairman (AEB) Multan, who will
provide transport to visitors in Multan, Bahawalpur, Kot Adu and Sahiwal areas.

6. Repair of vehicles

Presently there is no yard stick for repair expenses nor any check except that when
repair estimate of a vehicle is more than Rs. 2000/-, it goes to the local Scrutiny Committee.
To exercise economy and control on the repair, a yard stick has been laid down as per
Annex “A”. All formations (with the exception of Officers exercising Option One vide Para
3.c) are expected to remain within the prescribed limit, otherwise the vehicle owning officer
will have to make up for the additional expense.

7. Use of Toyota Hiace/Large Vans

Toyota Hiace/Large Vans are 12/15 seaters vehicles but in several cases they are
allocated to a single officer for his used. Majority of such officers are from Operations or are
REs of the Power Houses. CEs will withdraw these vehicles from individual officers and use
them in their formations where a group of officers/officials have to travel for official duty
within their project area or detail them as Community Transport.

8. Vehicles for Field Officers other than CEs

PDs/Officers working in the field will be provided with the following type of vehicles:-

a. SEs. 3 doors standard model Jeep. (Non AC)


b. XENs. Working in rural areas will have 3 door Jeeps as for SEs.
c. XENs. Working in urban area will have Suzuki Jeeps.
d. SDOs. Suzuki Jeeps.

Existing vehicles other than Cars on the charge of officers will only be replaced by the
above mentioned jeeps when due for replacement/condemnation as per existing orders of
the Authority.

Authority has noticed with great concern that WAPDA Transport accidents are on the
increase where valuable lives and precious equipment is lost. It is also observed that inquiry
committees have never blamed WAPDA Drivers for accidents, with the result that drivers
and officers travelling with them are really not bothered to take pre-cautionary measures.

2. In view of the above, Authority has decided that with immediate effect all Fatal/Serious
Transport Accidents will be inquired into by the following committee:-

a. Grade-18/19 officer of the formation concerned.


b. Deputy Director (Transport) of the Region.
c. Deputy Director/DSP from (C&I) of the area.

3. Inquiry Committee will fix responsibility and submit report to the Chief Engineer
concerned with a copy to Transport Directorate for the information of the Authority.

4. There is a tendency to bide accidents. This is a clear case of misconduct and defaulters
will be dealt with under E&D Rules.

2. Vide above referred office Order, the Authority has decided to provide 800-CC Suzuki
Cars to all the Chief Engineers and equivalent for official/private use with the following two
options:-

a. Option One
(1) Self driven.
(2) Petrol quota, 150 litres per month for official and private use.
(3) Maintenance limit is fixed Rs. 4,000/- per year with 10% increase every year.
Amount is re-imburseable on actual expenditure basis.
(4) Car will remain with the officer where ever he is posted.
(5) Estimated useful life of the car is five years.

b. Option Two
(1) Car will be Chauffeur driven.
(2) Car will be used only during office hours after that it will be parked in the
WAPDA garage.
(3) Officers will not be allowed to hire this car for private use.

3. If you are willing to choose Option One, then after the expiry of car life, its value will be
worked out on the existing depreciation formula i.e. 15% for the first year and 10% for
subsequent years and you will have the choice to buy it, otherwise the car will be disposed
of.

4. Please give your choice to Director (Transport) WAPDA by 10th November 1987.
Option exercised shall be final. The above policy will apply to you from the date you are
provided an 800-CC car.

limit as under:-

2. It has been also noticed that due to the specific assignments of the officers concerned
the consumption of petrol is either below or above the prescribed ceilings. In order to
maintain and equilibrium, the Authority has decided that over all consumption of fuel may be
calculated and adjusted on half-yearly basis. Any consumption in excess of half-yearly
entitlement ought to be borne by the officer concerned himself. The short fall if any, shall not
be carried forward to the ensuing half year.

3. In the event of transfer of an officer from one formation/office to another, the former
shall intimate to the latter regarding the details of petrol consumed and the balance
outstanding to one’s account during the currency of six months. A separate register will be
maintained by all offices to keep the record of petrol upto-date.

4. These orders will take effect from 7-10-1987, i.e. the date of introduction of the
Transport Policy. Any increase or decrease which may have occurred so far may be
adjusted accordingly.

As per WAPDA Transport Rules and guidelines/instructions issued by the Authority for
running of WAPDA Foundation petrol pumps, the following instructions are reproduced for
strict compliance both by vehicle owning organizations and petrol pumps staff:-

(1) POL will be issued to WAPDA vehicles on credit on production of Credit Memo in
duplicate duly signed by and authorized preferably Grade-18 or where no Grade-18
Officer is available Grade-17 Officer whose specimen signature would already be
held by the petrol pump incharge.

(2) Safe custody of these Credit Memos will be the responsibility of the office/formation
concerned.

(3) No POL will be issued in Canes & Drums from the petrol pump except in
exceptional cases where Credit Memos for spare/bulk POL are signed by the
Executive Engineer concerned specifying that credit memo is for how much
spare/bulk POL. Supervisor Petrol Pump should himself issue POL as spare/in bulk.

(4) Credit Memo books will not be handed over to drivers by the formation. Instead they
will drivers by the formation. Instead they will be kept in safe custody in the office
and only one memo be issued to the driver for drawing POL as and when required.

(5) The demanding officer will enter the quantity of POL demanded in the relevant page
of log book and sign it otherwise POL will not be issued.

(6) The Supervisor Petrol Pump will ensure the safe custody of Credit Memo Books,
their proper issue and accounting.

(7) POL bills will be submitted in the offices of vehicle owning organizations in person
by WAPDA Foundation staff and receipt obtained in token of delivery.

(8) For centralized payments at source Accounting Formations must raise immediate
debit to the unit concerned and these units must verify the veracity of the issue of
POL drawn by them and discrepancy if any be intimated to Foundation for timely
action. Belated disputes will not be entertained.

misuse in the meantime, necessary instructions be issued to stop issue of POL wef
22nd May 1997 to WAPDA vehicles, not conforming to these instructions.

There have been a number of theft cases of WAPDA Vehicles in the recent past. In
almost all such incidences, the reasons were attributable to he negligence of the driver or
the officer with whom it was performing duty. The matter has been viewed seriously by the
Chairman. Following preventive measures shall be enforced/adopted immediately.

a. Marking of Identification Signs. Implementation of instructions already issued


vide this office Memorandum No. GM (A)/AD (E.IA) 07012/2/21268-917 dated 12-
5-1997 must be ensured as and additional measure, registration, engine and
chassis numbers will be engraved on front and rear screens.

b. Insurance. All new vehicles except buses, trucks, tractors and trailers will be
comprehensively insured for the first three years.

c. Parking.

(1) No vehicle will be left/parked unattended in public places.

(2) Except for the vehicles permitted to be parked at the residences of entitled
officers, all other vehicles will be parked at authorized premises only.

(3) Entitled officers must ensure that their vehicles are properly secured while
parked at their residences.

(4) In case a vehicle is lifted from the residence, the officer will bear the cost of
vehicle.

d. Installation of Security Devices.

(1) All vehicles will be fitted with concealed security alarm switches in addition to
crook locks.

(2) Remote control security alarm system and steering/wheel locking electronic
devices will be installed in all new and costly vehicles.
e. Night Driving. It will be discouraged However, where unavoidable a co-driver will
invariably be detailed to accompany the driver.

f. Reporting. In case of snatching/theft of vehicles, nearest Anti Theft/Emergency


Police squad will be immediately informed. The time lapse, if any, will have to
be justified in the court of inquiry.

g. Court of Inquiry. These shall be constituted as per Section XIII of Book of Financial
Powers and the cases must be finalized within 3 weeks from the date of occurrence,
failing which disciplinary action shall be initiated against the officer competent to
constitute the inquiry committee.

GUIDELINES FOR VERFICATION AND DISPOSAL OF UNSERVICEABLE
MATERIAL THROUGH CHIEF EXECUTIVES/HEAD OF THE DIVISIONS

The order to carry out the quick disposal of unserviceable material, the following steps
are to be adopted by Chief Executive/Head of Division:-

1. Stores owing formation (S.O.F) must circulate the list of material to be disposed off to all
Formations so that interested Office may give its demand within 3-weeks.

2. Stores Owing Formations (S.O.F) will prepare survey report of unserviceable material.
The survey committee shall carry out evaluation of unserviceable material.

2.1 The composition of survey committee is as under:-

a) Director Inventory Control/


Superintending Engineer/ = Convener
Officer of equivalent status.

b) Executive Engineer or
equivalent status officer = Member

c) XEN or Officer of equivalent


status of S.O.F = Member

3. VERIFICATION COMMITTEE

inspected and verified the quantity and cost by Verification Committee. After
Verification these survey reports will be passed to Disposal Committee.

4. DISPOSAL COMMITTEE

Disposal Committee shall comprise of the following:

4.1 The Commercial Evaluation of the tender shall be carried out by the Disposal
Committee. The above committee shall undertake the job of opening of tender and
negotiation where required. The commercial evaluation shall be initiated by the Dy.
Director/XEN for the approval of competent authority.

4.2 The following steps should be taken by the Disposal Committee:-

a) A comparison of Bid Price to Reserve Price.


b) Consideration of previous offer.
c) Possibility of deterioration of material.
d) Market trend.
e) Location of material.
f) Bidder’s previous performance.

5. MATERIAL RELEASE COMMITTEE

When total bid price is deposited by the successful bidders within the stipulated period
to Director (Accounts), the release Committee will release the material. The Release
Committee shall comprise of:

a) XEN/Store officer of S.O.F = Convenor


b) ASO/Jr. Engineer available at the
station = Member
c) B&AO = Member
d) Security Incharge at the station
where available = Member

5.1 All members of the Release Committee will be present at the time of delivery of
stores to ensure correct weightment, counting and measurement etc. The Release
Committee will be fully responsible for any discrepancies/irregularities noticed afterwards.

NEGOTIATIONS
When adequate bid price are not received for an item to be sold in tendering and auction
process, the item may be sold through negotiation. The negotiation activities shall be
conducted by Disposal Committee.
All the formats to be used in this process shall be the same as exhibited in WAPDA
MATERIAL DISPOSAL PROCEDURE March, 1993 amended to-date.

“SALIENT FEATURES OF WAPDA MATERAIL AND DISPOSAL PROCEDURE”

The comprehensive procedure of disposal of unserviceable material is given in Wapda


Material disposal procedure-1993 amended to date. This desposal procedure is to be
followed strictly. However the salient teatires are as under (copy attatched).

1. SURVEY REPORT

It is a document which shows the description of disposable material and its Reserve
Price when completed authorizes the Disposal Committee to being the disposal process of
the listed item/items.
2. RESERVE PRICE
The approximate price of disposable stores to be used as a guide by disposing
agency. It is based on intelligent guess keeping in view the book value and market
price. It is only suggested guessed sale price.
3. POLICY AND PRINCIPLES OF DISPOSAL
Disposables stores, whether scrap, unserviceable, obsolete but serviceable and
unwanted stores block the funds of the Authority. They occupy valuable storage space,
need care and vigilance, are liable to pilferage, deterioration and consequently loss to
the Authority. As such, it is the duty of every Store Owning Formation (SOF) to arrange
their survey and disposal as soon as possible.
4. CONCEPT OF DISPOSAL
Disposal sales should be treated as a commercial transaction. All decisions relating to
Reserve price acceptance and rejection of tenders and auctions should be finalized
from commercial point of view and in the best interest of Authority.
5. POWERS TO APPROVE THE SURVEY REPORTS

7. SURVEY COMMITTEE

Survey Committee may be a standing survey Committee formed by GM/Chief


Executive/Officer of equivalent status, or it may be a committee assembled for survey of
a specific item or items.

7.1 GM/Chief Executive/Officer of equivalent status will have overall responsibility for
the establishment of a Survey Committee and to ensure the timely disposal of
unwanted stores.

7.2 The Survey Committee is responsible for :

i) The assessment of the condition of stores, equipments and classification into


one of the following categories :
a. Serviceable.
b. Unserviceable.
c. Scrap.
ii) Recommend disposal, if warranted by condition/age.

iii) Prepare survey reports on the Performa (Exhibit 2-1).

iv) Fix reserve price.

v) Obtain approval from competent authority.

7.3 After completing Survey Report in EXHIBIT 2-1 It is sent to Verification Committee.

8. FUNCTIONS OF THE VERIFICATION COMMITTEE

a. The Survey Reports of all disposable material including vehicles/heavy mobile


machinery will be inspected and verified by the Verification Committee.

b. Director Dy. Director Verification will check the general consciences of the Survey
Report i.e. Composition of the Survey Committee, approval by the competent
authority, location, analysis of the Reserve Price, and mode of verifying the
measure/weight or the reasons for not doing the same and completion of the
verification report.

Director will satisfy himself of the check and Verification by his team and also
endorse his signature on the Verification Report. If considered necessary, he may
also carry out a full or part verification of the Stores/Material before affixing his
signature.

After Verification, Survey Report will be passed on to Disposal Committee.

9. DISPOSAL COMMITTEE

Disposal Committee processes the sale of Stores listed in verified survey reports.
Missing accessions of any item, damage to it, shortage of the stores, procedure
condemnation excess purchase/purchase of sub-standard stores is the sole
responsibility of the Store Owning Formation.

Survey Reports duly verified are received from Verification Committee. The Director of
Disposal Committee will decide the mode of disposal in the best interest of Authority.

9.1 Mode of Disposal

Unwanted stores will be disposed of through any of the following methods:-

a. Right of first choice.


b. Advertised tender.
c. public auction.
d. Negotiation.
e. Rate contract.

SUBJECT: REPAIR OF VEHICLES

1. LESCO raised following points relating to repairs of vehicles from Wapda Foundation.

a. Poor response/delayed repairs.


b. Exorbitant repair cost.
c. Sub-standard quality of repairs.

2. The points were discussed by a committee of officers and Competent Authority has
approved the following points for implementation.

a. The process of repairs should be curtailed. Preparation of estimate within 3-days


invitation of quotations and issuance of work order should be completed within 7
days. This applies both for Base Workshop as well as private workshops.

b. The Base Workshop Wapda Foundation would accept the vehicle for repair only if it
can itself repair within 15-days. Otherwise an NOC would be issued to the
concerned formation for arranging repair under their own arrangement.

c. In case the vehicle is being repaired from Base Workshop the competent authority
should approve the estimate within the time stipulated above failing which Base
Workshop should return the vehicle to the owning formation.

d. Payment of bill both in case of Base Workshop as well as private workshop should
be made within 10-days.

e. Genuine auto parts can be used, however the part’s origin whether genuine or
replacement must be reflected in the quotation and subsequent bill.

f. The vehicle owning formation should report the matter to Secretary Wapda
Foundation if it is felt that estimated cost of repair is not consistent with the market
rates.

g. In case Base Workshop issues N.O.C to vehicle owning formation to get the vehicle
repaired from local market, the estimate should be vetted by a vetting/scrutiny
committee of the vehicle owning formation. The prescribed repair procedures would
be followed excluding advertisement.

h. The vehicle sent to Base Workshop should undergo a stage inspection by a


representative of vehicle owning formation and after completion of work, inspection
committee should thoroughly check the vehicle. Any fault developed within 7-days
should be rectified free of cost by the Base Workshop.

i The Base Workshop will give six months guarantee of satisfactory performance of
work. Any fault developed/reported due to negligence of user must be identified by
raising objection after carrying out investigation by the Base Workshop.

j. LESCO would develop U.R.O in line with U.R.O of Transport Directorate to carry
out minor repairs. The limit of minor repairs is raised from Rs. 2000/- to Rs. 5000/-
only minor work will be carried out in both the U.R.Os.

k. The Technical Committee for vetting the estimate and supervising the repair must
remain active to avoid pilferage of funds/costly repairs.

l. The Base Workshop should prepare the estimates after dismantling the vehicles
instead of visual inspection and the estimates be vetted by an independent
Committee of the formation concerned.

m. The rapier, may it be in Base Workshop or in a Private Workshop, be supervised by


the Transport Officer of the concerned formation and Satisfactory Repair Certificate
be also signed by the same officer instead of driver.

n. The Base Workshop should enhance its capabilities and the replaced parts should
be returned to the concerned formation to avoid re-use and as a token of
confirmation for actual replacement of the parts.

o. The overhead charges being claimed by Foundation or repair be reduced from 40%
to 25% and bills be sent within 3 days of repair.

2. This Office order supersedes the instruction already issued vide Office Order No.
M&S/DDC/05008/778/2002/1646 dated 03.07.2002 except para 1 (1) regarding shifting of
Base Workshop to Shalamar which has already been implemented and Office Order No.
GM (A)/TD-9203 (6) A-I/5371-79 dated 16 Oct. 2002 is hereby cancelled.

NOTIFICATION

Authority in its meeting held on 18-03-2005 minutes issued vide No. S/AD (Coord)
03003/MTG/741-43 dated 29.03.2005 has approved to make the following
amendments/additions in the Revised Wapda Transport Rules, 1984:-

a. To amend Clause (5) of Chapter-II as under:-

“Keeping in view the requirement and cost effectiveness any utility vehicle
(locally manufactured/assembled) may be purchased from the open market with
the approval of competent authority after observing all the formalities required
under the rules”.

b. To amend Clause (1) of Section-6 of Chapter-III as under:-

(1) Hiring of large Vans/Buses/Coasters by WAPDA employees for marriage


(self/children) will be allowed, subject to availability, on the following
terms and conditions:-

(a) Reservation Charges (Non-refundable)

Large Vans Rs. 300


Coasters Rs. 600
Buses Rs. 1000

(b) Overtime

For Driver & Conductor Rs. 150 each

(c) Fuel Charges

Large Vans Rs. 7/km.

Coasters Rs. 10/km.

Buses Rs. 15/km.

(d) Overloading beyond seating capacity will not be allowed.


(e) Overnight use of the vehicle will not be allowed.
(f) In case of any damage caused to the vehicle during private use, the user
will be responsible to bear the loss to the Authority in all circumstances.
(2) Large Vans/Hiace may be allowed to employees for private use @ Rs. 7/km.

(3) Cars/Jeeps/Suzuki Vans/Pick-Ups be allowed to employees in BPS-17 and
above only, for private use @ Rs. 5/km.

(4) Chargeable journey in all above cases will be counted from garage to garage.

c. To add Clause (2) (f) of Section-6 Chapter-III as under:-

“One vehicle (Van/Bus) be allowed for attending funeral of an employee or his


dependent family members (including parents) free of cost within the municipal
limits”.

d. To add the words “GMs/CEOs” after the words “Member/MD” appearing at Serial
No. 3 of Section-14 Chapter-III.

e. To add Serial ‘J’ of Clause (1) of Section-2 Chapter-IV:-

“Installation of security devices

(1) All new vehicles will be fitted with concealed security alarm switches, in addition
to crook locks.

(2) Remote control security alarm system and steering/wheels locking electronic
devices will be installed in all new and costly vehicles”.

f. To replace last sentence of Serial No. 1 Section-1 Chapter-V with the following:-

“Only those drivers who hold a valid license with 5 years driving experiences. 25-35
years age and Middle qualification will be eligible”.

g. To add Serial No. 2 Section-1 Chapter-VI as under:-

“All new vehicles especially Pajero. Land Cruiser, Rocky Jeep, Double Cabin Van
and Nissan patrol except buses trucks, tractors and trailers will be insured
comprehensively through Government owned/National Insurance Corporation
Limited for the first two years by the offices who have purchased these vehicles. It
will be their responsibility to ensure prompt payment of premium on due dates and
initiate claims from insurance companies in the case of accidental repairs, loss of
vehicle/human life”.

h. To replace Serial No. 2 b (iv) of Section-1 Chapter-VIII with the following:-

“to be signed at least by a Grade-17 officer”.

i. To replace first sentence of Section-9 Chapter-IX as under:-


Annual technical inspection of vehicles shall be carried out by the Transport
Officer/AD (Transport)/DD (Transport) of concerned formation with the approval of
controlling officers”.
j. To enhance existing limit for minor repairs in both Serial Nos. a & b of Section-2
Chapter-X from 2,000 (Rupees two thousand only) each to Rs. 5.000 (Rupees five
thousand only).
k. To add Serial No. 10 in Section-10 Chapter-LX as under:-

(1) Good quality tyres/batteries shall be purchased by the concerned formations
from authorized dealers/stockists at the lowest market rates. Tyre life may be
fixed as minimum 35,000 kms for Pakistan made and 50.000 kms for imported
(Bridgestone, Yokohama,, Dunlop and Sumitomo).

(2) Battery life minimum one year.

(3) In case of condemnation of ‘a’ and ‘b’ above before the prescribed life an inquiry
will be held to fix responsibility and recovery may be effected from the
defaulters.
