Safety, where your happiness begins

Korea is the largest shipbuilding country in the world. It is also an


industrialized nation leading the world in semi-conductors, automobiles,
electronics, the internet and many others.

Korea was selected to host the 2018 Pyeongchang Winter Olympics because
it successfully hosted the 2011 IAAF Championships in Daegu, the 2002
World Cup, and the 1988 Summer Olympics in Seoul. With our presence in
the international sporting arena, Korea is undergoing a great transition to
becoming a leading country in the world.

To make Korea a truly advanced nation, the culture of our society should
value not only the level of economic development but also the importance of
human lives. Only when these values are given proper attention, we will be
able to realize a safe society.

However, there are still too many accidents happening in our workplaces.
KOSHA works Last year, approximately 98,000 people fell victims to occupational
accidents, and 2,200 people die due to these accidents every year. The level

A Korean Organization Specializing in the Prevention of Industrial Accidents


Founded in December 1987, KOSHA has pursued a mission to protect the lives and health of all workers and
committed to preventing industrial accidents for the safety and health of the workers.
Active in a wide range of projects, such as the development and distribution of new safety and health
management techniques, the introduction of safety certification systems, the expansion of expert training and
the promotion of safety issues for Koreans, KOSHA has grown as a world-class organization which specializes
in the prevention of industrial accidents.

Increasing Management Efficiency through Continuous Innovation


Every KOSHA employee works hard to provide the very best safety and health services based on leading
expertise and creativity. Based around its headquarters, consisting of 9 departments and 4 teams, KOSHA
operates 6 regional offices, 17 area offices and four safety support centers. In total it has 1,300 employees. In
2010, KOSHA restructured its organizational model to focus on jobs. It also launched the Department for
Accident Prevention in the Service Industry, while establishing a corporate culture where the abilities and
achievements of employees are always highly respected and recognized. Through these ongoing innovative
measures, KOSHA is increasing its management efficiency.

Leading the Development of the World's Occupational Safety and Health Field
KOSHA has concentrated its capabilities on the globalization of occupational safety and health by forging
technological partnerships with many different countries. In addition, it has hosted various international
conferences and seminars. In 2008 it held the 18th World Congress on Safety and Health at Work in Seoul along
with the ILO and the International Social Security Association (ISSA), accelerating international exchanges and
cooperation in technology and information regarding industrial safety and health. A year later, KOSHAwas
elected as a chair institution at ISSA and led the foundation of the Culture Prevention Subcommittee,
reinforcing the reputation of a global specialized agency in occupational safety and health.

In order to take the second leap forward through a groundbreaking paradigm shift, the Safety & Health
Agency has established a new vision and objectives, initiative and mission. The new vision of the Safety &
Health Agency is to stand as a Specialized agency in industrial accident prevention, growing together with the
people.

In addition, the newly established objectives is to reduce the loss of work days, fatalities and accident rates by
6% per year and thereby decreasing the industrial accident rate to 0.5%, the level of advanced countries, by the
year 2014. In order to attain these vision and objectives, the Safety &Health Agency has set strategies that
focuses on goals and outcome, collaborative network, creative workplaces and worker's involvement.

Also, we have decided to promote six strategies, concentrating on preventing accidents in each type of
businesses, establishing voluntary safety and health systems, enhancing occupational health activities,
promoting advancement in the safety culture, expanding infrastructures forthe future, and lastly boosting
organizational capabilities in preventing industrial accidents.

■ Supporting the costs of inspecting work environments and special physical
examinations
We support the costs of inspecting work environments and special physical examinations for employees in
order to prevent occupational diseases and to eliminate hazard factors, such as dangerous chemical
substances, noises, and dust, among others.

■ Supporting professional technologies for reducing exposure to hazardous factors and levels
We support technologies for improving the fundamental working environment where hazardous factors such
as chemical substances, noises and dust are exceeding safe exposure levels, and as such prevent the
outbreak of occupational diseases by decreasing the worker exposure to hazardous factors.

■ Supporting technologies for workplaces that are concerned about occupational


diseases
We provide various supporting technologies for worker health care. We prevent occupational cancer through
technical support in workplaces which handle carcinogenic substances including asbestos and also prevent
acute poisoning and suffocation through technical support in sealed works spaces and primary processes that
handle chemical substances.

■ Monitoring project for occupational health problem


By establishing and operating networks with professional occupational health institutions, we provide
proactive technical support in the workplaces that are vulnerable to outbreaks of occupational diseases. Also
we contribute in improving the quality of the revaluations of the inspection results in the working environment.

Promoting good physical health of employees

We support voluntary health promoting activities by providing part of the cost for the workplaces (alliance) that
are willing to promote activities to improve employee health and we seek to expand the number of workplaces

Through risk assessment and fact finding surveys of the types of businesses that are vulnerable to outbreaks
of musculoskeletal disorders, we provide comprehensive prevention activities, such as ergonomic

KOSHA works on a number of programs for the prevention of construction site accidents. These range from safety
management during each phase of construction to technical support for the reduction of potential accidents and
the supply of an occupational safety and health management system (KOSHA 18001) that supports the
establishment of voluntary safety management systems tailored for each specific construction company.

■ Review and Verification of Hazards and Risk Prevention Plans


KOSHA stipulates that large construction projects (buildings 31 meters or higher and those which pose a risk
for a large-scale industrial accident) submit safety and health management plans in advance so that KOSHA
may review the plans and then monitor their execution.

■ Support for Building a Safety and Health Management System (KOSHA 18001)
To allow for a construction company to systematically manage the entire construction site through voluntary
safety and health activities, KOSHA supplies it with a safety and health management system. KOSHA 18001
develops and supplies appropriate programs for three groups: clients, general construction companies, and
specialized construction companies. The result of this has been a significant decrease in accidents over the
years and a lower accident rate at general construction companies.

■ Calculation and Announcement of Accident Rates of Korean Construction Companies


In order to prevent accidents at construction sites by raising safety awareness for construction company
owners, KOSHA calculates accident rates at Korea's top 1,000 construction compaines based on the appraised
value of the construction projects they handle. When each company's accident rate is calculated, a 10-fold
heavier weight is placed on the number of people who die over those who are injured in construction accidents
in the previous year, with the results announced on July 1 of every year. These figures are also submitted to
major public organizations including the Public Procurement Service so that they may be used when the
government initiates the bidding process for construction projects.

■ Intensive Management to Prevent Accidents


As people are constantly working at different heights in the construction industry, over 46% of total accidental
deaths are caused by workers falling. Thus, KOSHA identifies construction sites with a high risk of falling and
provides timely technical support, while also giving technical support for construction sites that pose other
significant risks for major accidents such as potential collapses, explosions, or fires.

Safe service industry makes our society safer


With the increase of service industries in our economy industrial accidents of workers are also increasing. KOSHA
is undertaking great efforts to reduce the amount of industrial accidents in the service industry by promoting
safety culture and making service industrial workplaces safe by establishing a service industrial accident
prevention office in 2010.

■ Life-long safety & health project for the service industry


We discover and match stage by stage (learning-entering the workforce, founding a new business-working,
doing business-living) preventive safety and health measures which are necessary for a worker occupational
life and the business owner management life, promoting a Ubiquitous Safety Network together with the
Ministry of Employment and Labor.

■ Safety plus, service industry visiting campaign


We visit small workplaces of 7 major categories of businesses in the service industry that are vulnerable to
industrial accidents (building, sanitation, food, wholesale and retail sale, health care, education, rent) and
provide them with information related to safety and health and conduct campaigns for them to enhance safety
consciousness. We also inform them of the importance of safety and health in the service industry.

■ Safety and health consulting


To ensure those service industry workplaces with a high probability of disaster outbreaks establish a voluntary
safety and health system, we oversee a safety and health consulting business, to provide technical support,

Supporting safety and health education


To small and mid-sized workplaces, and those companies vulnerable to industrial accidents, KOSHA provides
specialized training services, complete with an analysis of the cause of any accidents and relevant safety measures.
Alongside trained experts, KOSHA codevelops videos, animation programs, textbooks, and teaching plans for safety
and health training, which it then distributes online and offine.

Centered on regional offices and area offices across the nation, KOSHA provides programs that
focus on on-the-job training according to the structure of each industry or the specific
characteristics of an accident. Additionally, it offers education for high-risk business owners,
locally tailored education, and courses for honorary industrial safety supervisors. At the same
time it provides consulting services on safety and health and supports instructors with inhouse
training, while also carrying out mobile safety education and safety education through experience.
In short, KOSHA is further strengthening training for those who tend to be most vulnerable to
industrial accidents, including migrant workers, service industry workers, and older female
workers.

■ Occupational Safety and Health Training Institute (OSHTI)


OSHTI operates a variety of specialized training courses for over 35,000 trainess a year, including
safety and health managers and supervisors, as well as safety inspector training, job training for
industrial safety supervisors, and training courses for executives. In addition, it runs courses by e-
mail and through the Internet so that people can receive training anywhere and at any time. By
providing people with real-life experience in their education, such as construction safety training
and virtual safety training, OSHTI is further increasing the effectiveness of this kind of education.

■ Development and Distribution of Safety and Health Educational Materials


KOSHA develops educational materials suited to each specific industry, such as industries
suffering from frequent accidents, and the forestry and service industries. At the same time it
develops and distributes reference materials for each specialized area, from occupational safety,
machines and electricity to chemicals, construction, and occupational health and hygiene. It also
deals with material for those most vulnerable to industrial accidents, which often include
worksites with less than 50 workers and migrant workers.

In order to decrease the number of accidents through reinforcement of safety consciousness and safety action, KOSHA is
spreading safety consciousness to the entire nation by initiating various efforts, such as promoting safety consciousness
campaigns, spreading consumer participation safety culture businesses, improving non accident certification systems. KOSHA
also induces reinforcement of safety consciousness and safety action by conducting public relations through various media
including television, radio, newspaper, and internet and providing data of safety and health that are supportive to workers and
thereby contributing to the establishment of a safe atmosphere in our society and workplaces.

■ Advancement of Safety Culture


KOSHA is taking the initiative in advancing OSH culture across the country through financial support
for private organizations' activities and the development of programs to identify any psychological
problems workers are suffering from. It has also come up with a Safety Check Day and hosts many
safety-related events throughout the year.

■ Support for Zero-accident Campaign


In order for the zero-accident campaign, based on a respect for people, to be achieved with the
participation of business owners and workers, it offers all possible support mechanisms to
participating businesses, including guidelines, reference materials, certifications and awards for
worksites that achieve the "no-accident period" goal.

■ Occupational Safety and health Week


The 1st week of July has been designated as Occupational Safety and Health Week by KOSHA and
Korea's Ministry of Labor. An annual festival is held during this time to pay homage to people in the
OSH field and to offer various seminars and exhibitions, giving workers nationwide the chance to
improve OSH.

■ Promotion of Public Safety and Health Awareness


Through campaigns, special programs, and advertisements using various media channels, KOSHA
is helping make safety issues common sense within society. It is also helping lower the number of
accidents at industrial sites around Korea.

KOSHA runs its website in part as a forum to gather the diverse opinions of its customers. It also

■ KOSHA, the Successful Host of the 18th World Congress on Safety and Health at
Work
By successfully hosting the 18th World Congress on Safety and Health at Work in 2008 in the largest scale
to date, KOSHA took a major leap forward becoming a world-renowned agency working to protect the
safety and health of workers. On the occasion, the first global charter on safety and health “The Seoul
Declaration on Safety and Health at Work” was adopted, and KOSHA has been working to promote the
Declaration in countries around the world. Also in 2009, KOSHA won the bid to host the 31st ICOH
(International Commission on Occupational Health) Congress, which is the largest and most prestigious
gathering of occupational health professionals. Also, the International Section of the ISSA on a Culture of
Prevention was launched with the initiation of KOSHA. As the chair of the Prevention Culture Section,
KOSHA will lead the way in promoting global prevention culture through technical cooperation with
international partners.

■ Technological Exchanges with Expert Organizations


KOSHA is an international OSH organization which cooperates with some of the world's leading
organizations. To date, it has signed technological exchange agreements with 50 international
organizations from 24 countries, including the International Social Security Association (ISSA), America's
National Institute for Occupational Safety and Health (NIOSH), the U.K.'s Health and Safety Laboratory
(HSL), Germany's Physikalisch Technische Bundesanstalt (PTB), the European Agency for Safety and
Health at Work (EUOSHA), and Vietnam's Ministry of Labor, Invalids and Social Affairs (MOLISA).

■ Expansion of Support for Developing Asian Nations


KOSHA is continuously expanding its technical support for developing nations in Asia. As part of a
cooperative project with the ILO and WHO, it supports fellowship training programs for safety and health
managers from Asian countries. KOSHA also visits those nations directly to offer technical consultations,
support the development of materials for safety and health training and activities, and provide safety and
health facilities and equipment. As of 2011, KOSHA offers direct support to 18 countries and plans to
continue expanding this support in the future.

Safety certification and inspection on hazardous


machinery and protective equipment
KOSHA protects people's lives and property from industrial accidents by ensuring fundamental safety conditions are met through
the S-Mark ( ) safety certification system for industrial machinery as well as a safety certification program ( ) for high-risk
machinery and equipment. KOSHA has also implemented a project to support the safe design and production of industrial
machinery.

■ Safety Certification
KOSHA's mandatory safety certification system inspects not just the safety of products and the
technical capability of manufacturers and the production process of high-risk machinery, but also
protective devices and equipment. Only products which pass the fundamental safety test are allowed
to be produced and supplied with the Safety Certification Mark ( ) on them.

■ Voluntary Safety Report


Manufacturers themselves are compelled to check whether their products comply with safety
standards on a regular basis to ensure that all products may be deemed safe at the distribution
phase.

■ S-Mark Safety Certification


KOSHA evaluates general industrial machines and equipment which used to be exempt from
mandatory certification in a comprehensive way. The safety of machinery and equipment must
comply with safety certification standards, as must the technical capability of manufacturers and the
production systems. When these conditions are met, they are given KOSHA's S-Mark ( ).

■ Safety Inspections
Regular safety inspections ensure safety at the user phase so that high-risk machinery and
equipment continue to be operated safely.

■ Recognition of Voluntary Inspection Programs


This system allows users to be exempt from mandatory safety inspections as long as they establish
voluntary inspection programs that comply with the government's inspection standards of high-risk
machinery and equipment as well as conduct safety efficiency tests on their own.

■ Supporting the manufacture and design of the industrial machine to be safe


It is a system to secure the safety of an industrial machine by improving the risk factors during the
actual usage stage and also executing a safety evaluation over general industrial machines at the
design and manufacturing stage

Supporting voluntary
safety and health activities
KOSHA implemented the KOSHA 18001 certification system in 1999 to establish voluntary health and safety activities in workplaces.
In the 10 years since its launch, accident rates at certified workplaces have decreased by 24% on average and payments made to
workers by the Industrial Accident Compensation Insurance Fund have also decreased.

■ Occupational Safety and Health Management System (KOSHA 18001)


This voluntary safety and health system conducts accident prevention and corporate loss reduction
activities in a systematic way by having business owners reflect safety and health policies in
management policy, having them come up with detailed guidelines and standards, and getting them
to go through regular inhouse evaluations of execution and to make improvements when necessary.

■ Evaluation Criteria for the Certification


Evaluation is performed based on 37 criteria: occupational safety and health management system
area(18 items), level of safety and health activities area (13 items), and safety and health
managerconsultation area (6 items).

■ Outcome
As business owners have expressed a strong desire for industrial accident prevention, health and
safety activities have become more effective, while law-abiding practices and stable management
are being maintained through the joint participation of labor and management in these activities. In
addition, by quantitatively evaluating risks at workplaces, reasonable management is realized and
the accident rate/work-loss rate both decrease.

Occupational Safety and Health Research Institute of KOSHA founded in 1989 is a professional institution for the prevention of industrial
accidents and to keep the worker safe and healthy. Accidents and diseases could happen at anytime, anywhere and to anyone. All of
Korea’s best specialists in safety and health are here to prevent industrial accidents that may occur in our workplaces. The Industrial
Safety and Health Institution conducts various researches over potential risk factors that may affect workers and workplaces, such as
researches on national policies and system of safety and health, researches on improving dangerous machines to safe guard workers,
researches on providing clean working places, and researches on protecting people’s health, and researches on evaluating the danger
and toxicity of hazardous chemical substances.

■ Safe Management Policy Research


We conduct various researches, such as improving the systems and policies for preventing accidents, linking
social issues with our disaster preventing business, maximizing the result of our efforts to prevent industrial
accidents. Also we establish mid to-long term goals for safety and health research and ensure the research is
effective and systematic.

■ Safety System Research


After separating the businesses by categories of manufacturing, service, and construction, we analyze and
investigate the types of factors that are harmful in each industry and based on the results of these researches
projects we suggest some engineering countermeasures and develop technical guidelines in each industrial
safety field.

■ Occupational Environment Research


We provide methods to improve occupational environment through an evaluation of the exposure on all sorts of
hazardous factors which are present in the working environment and develop the guidelines then instruct the
management team regarding the necessary evaluating skill thereby contributing to the improvements in
productivity and worker health care.

■ Research on Occupational Disease and Workers' Health


Through diverse research and projects, OSHRI is establishing monitoring systems for occupational diseases and
epidemiologic investigations, developing manuals to control ergonomic hazards according to specific work
characteristics, researching occupational stress and the occupational impact on workers' health, and
determining early detection methods for occupational diseases as well as developing preventive technologies
and measures.

■ Research on Risks and Hazards of Chemical Substances


We protect the worker’s life and health from chemical substances, new hazardous factors of future industry and
clarify the toxicity of harmful chemical substance and also conduct researches by evaluating dangers in order to
determine the potential cause of chemical accidents in order to prevent them. Also we make every effort to
prevent industrial accidents and occupational diseases by collecting internal and external chemical substance
related data and providing data on MSDS.

■ Analyzing Statistics of Accidents


We are supporting industrial accidents prevention activities to progress more effectively and efficiently by
providing scientific statistics on accidents. To achieve this, we are tracking statistics regarding the size and
distribution of industrial accidents in Korea, analyzing the basic information on the cause of industrial accident,
calculating the result of the worker’s health, and building a database of measurement on the occupational
environment. We also conduct surveys of the working environment in order to investigate the influence of the
psychosocial factors in the work place.

KOSHA carries out strategic community services with the participation of both labor and management. In addition, it is working hard
to help people in need and grow alongside local communities. In short, it is doing everything it can to bring about a brighter world in
which we share everything.

■ Execution of Strategic Community Service


KOSHA carries out strategic community services by dividing two types of services in order to fulfill its social
responsibility as a specialized organization in industrial accident prevention. One is community service that
complies with the agency's mission. An example of this is how KOSHA support safety and health activities
for small businesses and improves living environments for the needy throughout local communities, such
as migrant workers, teenage family heads, senior citizens who live alone, and workers and groups that
have suffered from an industrial accident. The other type of community service is volunteerism. KOSHA
provides physical checkups and provides a helping hand to farmers and the sale of produce by forming
sister relationships with agricultural villages. Additionally, it helps under nourished children and assists in
the giving out of food at social welfare facilities. Finally, KOSHA is a passionate participant in activities like
"One Mountain & One River Protection," "Blood Donation of Love" and other such fundraising activities for
accidents-hit areas.

■ Safety Love Volunteer Group


Launched in 2006, the Safety Love Volunteer Group consists of a group of volunteers at KOSHA's
headquarters and volunteer groups at affiliated organizations. In order to provide the most urgently
needed help at sites closest to neighboring local communities, KOSHA's headquarters operates both a
general and smaller volunteer groups, while each affiliated organization also runs its own volunteer group.
Members of the volunteer groups raise funds and gather donated goods to help social welfare facilities
and the needy in local communities. They also pay direct visits to places and people in need of their help
and labor.
