RESOLUTION NO.
WHEREAS. the Houston County Commission and Dothan City Commission desire to enter into
a Memorandum of Understanding to facilitate the construction of a new City Hall to be located at
the Northwest corer of Main Street and Oates Street to benefit the citizens of Houston County
and the City of Dothan; and
WHEREAS, the proposed City Hall will provide centrally located access for all citizens
conducting City business and will be conveniently located near other governmental services
buildings: and
WHEREAS, the proposed City Hall will include increased public parking for users of City Hall
and the Houston County Courthouse as well as improved pedestrian access, safety. and overall
security; and
WHEREAS, the proposed City Hall will enable the City Center project to proceed and will
further stimulate redevelopment benefitting the citizens of Houston County and the City of
Dothan by providing a visible, attractive gateway into Downtown Dothan; and
WHEREAS, the proposed City Hall will continue a long tradition of Houston County / City of
Dothan intergovernmental cooperation benefitting the citizens of Houston County and the City of
Dothan.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the City of
Dothan, Alabama, as follows:
Section 1. That the City of Dothan enters into a Memorandum of Understanding (MOU) with
Houston County to facilitate the construction of a new City Hall, which said MOU follows:Memorandum of Understanding Between

Houston County, Alabama
PURPOSE:
This Memorandum of Understanding (MOU) is made between the City of Dothan
and Houston County, Alabama for the following:
The Houston County Commission and Dothan City Commission desire to enter
into a memorandum of understanding to facilitate the construction of a new City Hall
(and associated parking facilities, pedestrian facilities and security measures) to be
located at the Northwest comer of Main Street and Oates Street to benefit the citizens of
Houston County and the City of Dothan.
The proposed City Hall will provide centrally located access for all citizens
conducting City business and will be conveniently located near other governmental
services buildings
‘The proposed City Hall will include increased public parking for users of
Hall and the Houston County Courthouse as well as improved pedestrian access, safety,
and overall security. Said public parking will be available for general use after-hours,
weekends, and holidays to add to the available downtown parking inventory
The proposed City Hall will enable the City Center project to proceed and will
further stimulate redevelopment benefitting the citizens of Houston County and the City
of Dothan by providing a visible, attractive gateway into Downtown Dothan.
The proposed City Hall will continue a long tradition of Houston County / City of
Dothan intergovernmental cooperation benefitting the citizens of Houston County and the
City of Dothan.
JOINT CITY OF DOTHAN AND HOUSTON COUNTY COMMITMENTS:
The City of Dothan, in cooperation with Houston County, will conduct appropriate
studies to determine the current and projected parking needs of the Houston County
Courthouse and the new City Hall to include employee parking, public parking and
disabled parking. This will include evaluating options to enhance the parking located
behind the Houston County Courthouse (i.e., gating system). Net available public
parking for the Houston County Courthouse will be increased over existing availability
Page 1 of 3by not less than 30 spaces with all said spaces being unrestricted in terms of time and
manner of usage. The City of Dothan will execute documents/agreements establishing
that said public parking will be available during Courthouse hours.
CITY OF DOTHAN COMMITMENTS:
Prior to the parties entering into any agreement based upon this MOU, the City of
Dothan will prepare and supply to the Houston County Commission appropriate plans
and details illustrating the location of the new City Hall along with public parking
facilities, employee parking facilities, pedestrian enhancements and security
enhancement
‘The City of Dothan will construct a new City Hall and public parking on property
located at the northwest corner of Main Street and Oates Street (the current Houston
County Courthouse Parking Lot).
The City of Dothan will coordinate with the Southeast Alabama Regional
Planning Commission to reconfigure the existing parking lot located off Troy Street
(Address) (former Dothan Eagle parking lot) to provide additional public parking and
improved parking lot circulation,
‘The City of Dothan will construct public parking on the property located at 230
North Oates Street (Houston County Probation & Parole Offices).
‘The City of Dothan will construct employee parking on the property located at 260
& 266 West Main Street (Houston County Storage Facility). Said parking will be
available for public use after hours, weekends, and holidays.
The City of Dothan will acquire additional properties as may be needed for public
and employee parking in the vicinity of the new City Hall and the Houston County
Courthouse.
The City of Dothan will improve the sidewalks along North Oates Street, West
Main Street and Troy Street to enhance pedestrian circulation and accessibility to and
from the Houston County Courthouse and new City Hall. This includes improved
sidewalks, crosswalks, lighting, and pedestrian signals. Direct pedestrian access to North
Oates Street will be restricted and pedestrians will be channeled to appropriate
crosswalks at Troy Street and North Oates Street in addition to Main Street and North
Oates Street
‘The City of Dothan will install appropriate equipment, including but not limited to
cameras and call boxes, in public/employee parking lots and along North Oates Street,
West Main Street and Troy Street to provide security for users of the Houston County
Courthouse and new City Hall. Security monitoring will be coordinated between the
Houston County Sheriff and Dothan Police Department to assure public safety

coordinated with Houston County and staged to provide sufficient Courthouse parking.
The City of Dothan will pay $2.0 million dollars ($2,000,000.00) for the
referenced properties currently owned by Houston County, Alabama.
HOUSTON COUNTY COMMITMENT:
Houston County will convey for the agreed upon paymenticonsideration from the
City of Dothan, the property located at the northwest corner of Main Street and Oates
Street (Houston County Courthouse Parking Lot) to the City of Dothan for the purpose of
constructing a new City Hall,
Houston County will convey. for the agreed upon payment/consideration from the
City of Dothan, the property located at 260 & 266 West Main Street (Houston County
Storage Facility) to the City of Dothan for the purpose of constructing City of Dothan
employce parking, which said purpose shall be stated in the deed conveying the property
with a reversionary interest should the property be used for some other purpose.
‘The County Commission will convey, for the agreed upon payment/consideration
from the City of Dothan, the property located at 230 North Oates Street (Houston County
Probation & Parole Offices) to the City of Dothan for the purpose of constructing public
parking, which said purpose shall be stated in the deed conveying the property with a
reversionary interest should the property be used for some other purpose.
The County Commission may utilize funds received for the referenced properties
to acquire replacement facilities/offices and to make improvements to the Farm Center
property
GOVERNING LAW
Any agreement between the parties based upon this MOU will be construed and
enforced in accordance with the laws of the State of Alabama.
The parties hereby affirm that the above statements outline the principles of the
agreement they intend to enter into at a future date,
