The proceedings of the 32nd meeting of the Karnataka State Coastal Zone Management
Authority held through video conference on 14.02.2022 at 10:30 AM under the
Chairmanship of the Principal Secretary to Government, Forest, Ecology, and
Environment Department:

The meeting started through Video Conference by welcoming the Member Secretary, Chief
Secretaries to Government (Ecology and Environment) Chairman of the Authority, and Members & Officers
Details of those who attended the meeting are attached in Annexure-1.

32.1 Ratification of the proceedings of the previous meeting of the 31st Coastal Zone
Management Authority held on 23.11.2021

It was proposed before the Authority to ratify the proceedings of the previous meeting of
the 31st Coastal Zone Management Authority held on 23.11.2021. As no proposal was received as
to the need for an amendment to the said proceedings, approval was granted.

32.2 Actions taken as per the proceedings of the previous meeting of the 31st Coastal Zone
Management Authority held on 23.11.2021:

The Authority noted the action taken report on the proceedings of the previous meeting
of the 31st Coastal Zone Management Authority held on 23.11.2021.

32.3 Regarding preparation of Karnataka State Coastal Zone Management Plan vide
Central Government Ministry of Environment and Forests CRZ Notification No: GSR (E)
dated 18.01.2019. (__99 CRZ 2021).

As per CRZ Notification No: GSR (E) dated 18.01.2019 National Center for Sustainable
Coastal Management (NCSCM), Chennai has been entrusted with the responsibility of preparation
of Coastal Zone Management Plan (CZMP). Accordingly, the said organization has prepared a
draft coastal zone management plan on a map of 1;25,000 scale and provided it to the authority.
In respect of Dakshina Kannada, Udupi and Uttara Kannada Districts, the said Draft Coastal Zone
Management Plan was issued on: 27.04.2021 with a time limit of 60 days from the date of
publication for submission of public suggestions/opinions/objections as per CRZ notification
guidelines. Due to the announcement of statewide lock down due to covid during the period given
in the notification, the period of notification was extended by 60 days from Date: 07.08.2021. It
was published in the concerned District Collector's office, Zilla Panchayat, Taluk Panchayat and
Gram Panchayat. Copies of these draft maps were kept in the concerned local offices for public
inspection/scrutiny.
 In accordance with the Environment Protection Act, 1986 under the Chairmanship of the
concerned District Collector public hearing was held regarding the acceptance of any
suggestions/opinion objections from the public, associations, and government departments on
date 28.09.2021 in Udupi District on 15.09.2021 in Uttara Kannada District and on 31.07.2021 in
Dakshina Kannada District. Accordingly, feedback/opinions/objections/suggestions
/recommendations received from the public were presented in the District Coastal Management
Committee meeting held on 17.12.2021, 05.01.2021 & 30.09.2021 respectively in Udupi, Uttara
Kannada and Dakshina Kannada and recommended for inclusion in the draft Coastal Management
Plan Map.

Coastal Zone Management Plan as per notification 2019 has been prepared by National Center for Sustainable
Coastal Management (NCSCM), Chennai, Regional Director (Environment) Udupi gave a detailed presentation
on the differences in important aspects of CRZ notification 2011 & 2019 notification.

Requests received from public hearings and public opinion/opinion/objection/suggestion/ recommendations were
presented in the District Coastal Management Committee meeting and recommended points which could be considered
as mentioned in the notifications were presented in detail.

As the Authority discussed the matter in detail, the Authority decided to forward to the National Center for
Sustainable Coastal Management (NCSCM), Chennai for appropriate inclusion of the points recommended by the
District Coastal Management Committee in the draft Coastal Zone Management Plan as mentioned in Annexure-
II, III and IV.

Regarding revision of Coastal Zone Management Plan by NCSCM, Chennai, concerned Regional Directors were
instructed to follow up with said organization and accordingly ensure that NCSCM, Chennai prepares revised
Coastal Zone Management Plan.

It was also decided to provide all necessary information to NCSCM Chennai for preparation of Integrated
Management Plan and Integrated Island Management Plan.

The tourism activities in the Coastal Control Zone were discussed in detail and the Authority decided to constitute
a separate committee for the said purpose, realizing the need for a committee to prepare a draft tourism plan.
