2. PURPO$E:

This Command Memorandum Circular (CMC), in support to ISO Campaign Plan


SAMAHAN, prescribes the specific concept and guidelines in the implementation of the
PNP's intensified campaign against internal security threat groups.

3- SITUATION:
Attacks on police stations and ambuscades against PNP and AFP personnel
have been launched recently by threat groups which resulted in the killing and wounding
of a number of personnel, loss of firearms and equipment, and destruction of properties. In
most instances, NPA elements attacking police stations are wearing policc or military
uniforms which advantageously aid them to easily realize their intent. Extortion activities
likewise continue, victimizing mining, construction and transportation companies and other
multi-national corporations within their areas of operation, adversely affecting economic
viability in these localities.

The CNN in particular is also focusing its efforts to recover their former
strongholds, particularly in the hinterlands of Luzon and Visayas. While some of the
members of the CNN and other local threat groups have been anested, these arests
have not made significant impact as far as the neutralization of the groups particularly the
CNN is concerned. This is because arrested members of the CNN and local tenorist
groups have managed to get away with the law by aligning their criminal acts to rebellion,
which have proven very challenging in so far as prosecuting them in courts are concemed.

Findings in 2o12 by the National ISO Validation Committee showed that most
maneuver units have inadequate dedicated personnel. While other maneuver units have
adequate personnel, some of these personnel have not undergone the necessary ISO
trainings. The noted disparity in the distribution of maneuver personnel could be attributed
to the policy on allocation of Public Safety Forces which is currenily being adopted. This
policy was crafted based primarily on the economic classification oi tnesJ areas and not
much on their security requirements such as the strength of threat groups operating there.
In view of these findings, it is imperative to review the-existing policies on recruitment and
deployment of Public Safety Forces to ensure that their strbngth will be adequate to
address the security threats of a particular area.

Another notable finding is that most units have insufficient basic individual
equipment such as rifles, arnmunition, hutment, combat packs and other individual
clothing as well as unit equipment such as troop caniers, crew-served weapons and
tactical radios. lt is likewise urgent to provide them with the proper training and equipment
so that they can better perform their mandate.

. The apparent lack of focus by our intelligence units on its task towards
addressing insurgency has also significantly atfected our campaign against threat groups.
Further, some personnel of field units seem to be wanting in'motivaiion or willingness to
engage the enemies totally.

Aside from the CNN, other local threat groups have not ceased operations and
continue to wage tenor in other parts of the couniry. They continue to threaten our
communities while the PNP in collaboration with the AFP thiough the Joint peace and
Security Coordinating Center (JPSCC), has taken vigorous measures against these
groups.

With the refocusing of the role of the AFP from ISO to territorial defense, the role
of the PNP in internal security will obviously increase. lt is therefore imperative that the
PNP undertake more enhanced measures to abate the problem of insurgency and
neutralize local threat groups. Hence, there is a need for a revitalized, sustained and
proagtlye strategy to address the problem which includes the strengthening of the
capability of its Public Safety Forces to take on the PNP's impending lead iote in lbO.

4. MISSION:

Concurrent with its mission and functions, the PNP shall undertake revitalized,
sustained and pro-active internal security operations in coordination and collaboration with
the AFP to address internal security threats.

5. DEFINITION OF TERMS:

The following terms are operationally defined based on the context of this CMC:

a. Fotward Deployment - the mobilization of maneuver units in areas where


they temporarily establish tactical positions while conducting ISO and can
also immediately respond to calls for any other police actions. This is done
as a proactive stance to widen the area of influence of government forces
particularly in areas where there are heavy concentrations of threat groups.

b. Information Operations (lO) - the integrated employment of information-


related capabilities such as counter-propaganda offensives through public
pronouncements in support with other lines of operation to influence, disrupt,
corrupt, or usurp the decision-making of threat groups while promoting the
interest of the government.

c. Insurgency - a form of rebellion in which a dissident faction instigates the


commission of acts of civil disobedience, sabotage and tenorism and wages
inegular warfare in order to overthrow a government or disintegrate part of
its national territory in its ultimate stages. lt could escatate to a conflict on
conventional lines. Although insurgenry often starts internally, it has seldom
been known to succeed without outside assistance, support, and
encouragement.

d. Legal Offensive - is a process that includes, but not limited to, case build-
up, filing of cases, prosecution and monitoring of these c€tses against
members of threat groups. This also includes complete documentation of
cases and the establishment of a database which shall be used as a ready
reference for operating units in the manhunt of personalities with wanants of
anest.

e' PNP Public Safety Forces - is a general and collective term for mobile
reaction units (RPSBs, PPSCs and CPSCs) established in all Police
Regional Offices, Police Provincial Offices, and Cig Police Offices for civil
disturbance control, internal security operations, hostage-rescue operations,
and other speial operations. This includes the Special Action Force.
Maneuver units are major components of Public Safety Forces that include
Technical and Public Safety units.

f. Quad Policing - refers to a strategy wherein the functions of intelligence,


operations, investigation, and police community relations are well
incorporated in the execution of police operations.

g. Threats to National Security- are dangers to the components of National


Security that could come from within or from without the nation state. These
may be political, economic, military, psycho-social, techno-scientific or geo-
ecological in nature including but not limited to organized/syndicated crimes,
tenorism, rebellion, coup d 'etat, and insurgency.

6. EXECUTION:

a. Concept of Operations:

In support to the PNP ISO Campaign Plan SAMAHAN and other related
directives, the PNP in coordination and cooperation with the AFP and other law
enforcement agencies, shall embark on more enhanced and proactive measures in order
to deliberately address insurgency and other threats to national security. This focused
approach will revolve on the following concepts:

1) Efticient Utitization of the pNp public Safety Forces


The Pubtic Satuty Forces (SAF, RpSBs and ppSCs/CpSCs), specificairy
their maneuver platoons, shall be utilized to perform their core missions, ' primarily to
address intemal security threats and should not be deployed to perform other functions
such as, providing protective security to various personalities and establishments. They
should not be ganisoned idly inside camps and may be forward deployed for a more
proactive stance to widen the area of influence of govemment forces. Hence, a minimum
34-man strength platoon patrol base may be established near the centers of gravity of
threat groups.

Maneuver units should conduct the following: a) one (j) S-day major
operations per month to be composed of two platoons (4 sguads each) with an area
coverage. of five barangays; b) two (2) 3-day minor operations per month to be composed
of one platoon with an area coverage of three barangays; and c) at least three hours
prophylactic patrols daily to be composed of two teamswith an area @verage of at least
one barangay. The number of barangays covered may be increased oi decreased
depending on their dimensions and/or security situation. In any of the operations
conducted, the involved units should abide by the concept of .euad policing' so as to
make their presence felt and appreciated by the community while at the lame time
performing other overt and covert policing tasks.

2) Capacitating the pNp pubtic safety Forces


Skille EnhancemenL Gearing-up for a more dedicated and well-focused
law enforcement function against lawless armed elements, the @mmanders and
personnel of the Public safety Forces shall be trained and retrained appropriately for
better performanco of their mandated tasks. Trainings shall also give emphasis on amall
unit leadership, community interveniion, strategic shift in counter-insurgency activities from
security operation to law enforcement approach, and providing strong mental foundation
for our maneuver elements to fight these lawless elements. Appropriately designed
courses or trainings on communication development should be conducted for senior
@mmanders, other key personnel and at least a team of personnel from every maneuver
unit.

Organizational Development Organizational Development for


maneuver forces should be conducted to ensure that the strength of our maneuver units
especially those deployed in high-risk regions are rationalized.

Personnel Management The system of manpower rotatior/tum-over


should conform to the idea that a core group of highly competsnt personnel is maintaineo
in all maneuver units and the unreasonable or untimely transfer of its members to
territorial units should be avoided. The one-day off/one day duty rotation policy is not
applicable for the personnel of maneuver units. The approved rotation of personnel being
adopted by SAF in the availment of leaves should be used by all maneuver units.
Allocation of quota exclusively for maneuver units could be considered to address this
issue.
Equipmont Upgrade. Individual ISO equipment should likewise be made
adequate and suitable to enable personnel of the PNP Public Safety Forces be er
perficrm internal security missions. All maneuver units shall be completely and

appropriately equipped with sufficient firearms, ammunition, radios and all other
equipment necessary in the conducl of intensified lSO.

3) Adherence to Intelligencedriven Operations


The PNP will adopt an intelligence-based system of operations to ensure
that resources are maximized and not wasted. The enemy mapping system which is a
systematic (boih strategic & tactical) tool indispensable to a Commander in his decision-
making will be implemented similar to the existing NPA Mapping System (NMS). NMS is a
conlinuous plotting of enemy's activities on the map for better visualization of the situation
in order to come up with a more accurate and timely assessment or analysis, and
prediction of NPA'S plans and aclivities as basis for appropriate rntervention by maneuver
units.

Functions of intelligence units shall be enhanced by providing more focus


on the knowledge about the threat groups instead of operating or neutralizing them, which
is the task of maneuver units. Intelligence fusion with ihe AFP and other law enforcement
agencies will likewise be maintained to gather information regarding the plans and
activities of internal security threat groups. The utilization of the Barangay lnformation
Networks (BlNs) will likewise be enhanced to develop barangay profiles nationwide

4) Development and lmplementation of an lntegrated Resporce


System

The Condition Situation Response System (CSRS) which has been


currently introduced and used in Eastem Mindanao area will be adopted. The CSRS is an
intelligencedriven system in employing predetermined specific courses of action by the
PNP in tandem with the AFP in certain security conditions that involve deployment and
employment of troops with suitable resour@s, and timing needed to be able to effectively
accomplish the task at hand in relation to existing or developing situation. Ther€ are four
(4) condition levels in this system, each with sets of actions to be performed by different
tasked PNP/AFP units. The actions can be trigg€red upon by the declaration of the
appropriate condition level by concerned commanders or unit heads. lt will also be used to
support a Commander's decision-making especially in the d€ployment of troops and il will
synergize different levels of command to move in one direction. Establishment of
command and control will be a norm.

5) Conduct of a Gomprehensive Information Operation


Strategic communications and information operations will be
implemented at varioui levels to gain the trust and confidence of the public by winning
their hearts and minds through community intervention activities

The information operations will involve the intensified counter-


propaganda offensive against threat groups in'White Areas" with the ac{ive involvement
of other stakeholders in the form of public pronouncements, media interviews, press
releases,'peace rallies" or similar related aclivities as a platform for different talks
targeting the members of threat groups' legal and sectoral organizations, their supp.orters
ani the-community in order to: weaken the enemy by creating demoralization and distrust
among its ranks; alienate their organizations from the populace; pressure them to return to

6) lntensification of Legal Offrensives

. Through the Jpscc, which was created to institutionarize the partnership


between the AFP and the PNp in addressing peace and security concems, the pNp will
continuously build a stronger teamwork with the AFp fullowing the observation that in
areas where the AFP and pNp are united, the enemy is wbaker. Jpsccs at Area
commancuDlPo level may be established when practicable to address various securig
con@ms by integrating their respective campaign plans. Enhanced coordination ano
collaboration with other law enforcement agencies and other stakeholders will likewise be
enforced.

The PNP Public Safety Forces shall also be guided by other joint
operational guidelines in the conduct of lSO.

8) Establishment of Review and Evaluation Mechanism

To ensure the compliance and institutionalization of various measures set


forth in this cMC, a review and evaluation mechanism will be established at the nationar.
DlPo and regional levels. The National validation commiftee shall be chaired by the
peputy chief PNP for operations (TDCO) with the Director for operations (TDo) as Vice-
Chairman and the Directors of Dt, DPCR, D|DM, DPRM, DpL, DL, DHiRDD,'DC and
DlPos as members. The Regional Validation committees shall be chaired by DRDos witn
the regional quad staff, RPHRDD and RLRDD as members. Likewise, a iWG on tSO to

d) Develop the concept and oversee the implementation of CSRS;
e) Develop the eligibility program for commanders and other key
personnel of Public Safety Forces in coordination with DHRDD;
f\ Advise DL in the formulation of capability enhancement roadmap on
ISO equipment;
s) Organize the TWG National ISO Validation Committee to be chaired
by DDO with representatives from the Quad Staff and DL, DHRDD.

challenges confronting the AFp and the pNp in ensuring the unity of

4} DL
a) Conduct an inventory of Organizational Equipment and Combat
Clothing and Individual Equipment (CC|E) of RPSB/PPSC/CPSCC
personnel in coordination with DO and DRD;
b) Provide the DO with a standard tisting of equipment and CCIE of
maneuver units in coordination with PROs:
c) Assist DPL in updating the Tabte of Equipment and Allo,rance (TEA)
of the PNP Public Safety Forces;
d) Develop a road map on ISO equipment based on PATROL Plan 2030
which will be the basis of capability enhancement of maneuver units,
in coordination with DPL, DRD and DO;
e) Gradually fill-up the necessary individual equipment of public Safety
Forces like magazine, combat pack, helmet, poncho and ammunition
basic load (360 rounds) including C-Ration;
f) Program the procurement of organizational equipment like crew-
served weapons, riffes, troop carriers, watercrafi, hutment and NVGs,
among others;
g) Support the ammunition requirement for the training of Public Safety
Forccs; and
h) Perform other tasks as may be directed.

5) DPL
a) Update the TEA of th€ PNP Public Safety Forces in coordination with
the Quad Staff, DL, and DPRM;
b) Revisit the organizational structure of Public Safety Forces and revise
when necessary depending on the current security demands, in
coordination with DO and Dl;
c) Conduct periodic organizational audit of the PNP Public Safuty Forces
in coordination with the Quad Staff, DL, DpRM, and pROs: and
d) Perform other tasks as may be directed.
6) DHRDD
a) Update/review tho program of instructions for ISO training courses in
coordination with the Quad Staff and PROs;
b) Supervise the ISO trainings of personnel of the PNP Public Safety
Forces;
c) Regularly evaluate the ISO training courses in c@rdination with the
Quad Staff;
d) Assist DO in the development of eligibility program for commanders
and other key personnel of Public Safety Forces; and
e) Porform other tasks as may be directed.
7) DC
a) Develop and issue guidelines on the distribution of ISO funds;
b) Conducl random audit to evaluate and ensure that ISO funds are
received by intended recipients especially by the loiver units; and
c) Perfirrm other tasks as may be directed.

8) DRD
a) Conduct continuous study on appropriate equipment for the PNP
Public Safety Forces, particularly on mobility, fire power, ano
communication induding their interoperability with the AFP; and
b) Perform other tasks as mav be directed.

8) DPCR
a) Develop an Information Operations Plan in coordination with Dl, DO,
DIDM, DlPOs, and DICTM;
b) Oversee the implementation of the lO Plan;
c) Conduct evaluation on the effectiveness of lO;
d) Develop programs that will support this CMC; and
e) Perform other tasks as may be directed.
9) DIDM
a) Enhance capabilities of PNP investigators in handling cases involving
members of local threat groups;
b) Develop an investigative protocol that would support the objec{ive of
prosecuting arrested members of threat groups for ordinary crimes
instead of rebellion in coordination with Dl;

c) Supervise the PROs and other tasked pNp Offices/Units on legal


offensives particularly in evidence gathering in support to euaO
Policing;
d) Develop and maintain a database of cases filed;
e) Monitor status of cases filed against local threat groups;
Through the JPSCC, continue to provide training for AFp personnel
on Crime Scene Respons€; and
s) Perform other lasks as may be directed.

10)DlPOs
a) 994uct regular inspection of pubtic Safety Forces in respective
AORs to ensure that these are fomard deployed and operaiionally
ready;
b) Assist PROS in the implementation of the Fonvard Deployment plan;
c) Develop and implement CSRS in respective jurisdictions including the
conduct of simulation exercises (SIMEX);
d) Assist Dl in developing and updating the enemy mapping system;
e) Monitor the implementation of NMS in respective jurisdictions;
D Conduct ISO validation at DIPO level;
s) Prepare monthly update on ISO and submit the same to DO;
h) Conduct quarterly review and evaluation on the implementation of this
CMC and submit recommendations to DO;
i) Continuously revienrv and update integrated operational plans;
i) Assist DPCR in the formulation of lO plan and supervision of its
implementation:
k) Submit a monthly ISO report indicating the cunent Disposition and
Location of Troops (DLOT), firearms of maneuver forces as well as
that of the threat groups to DO;

address various security @ncems by integrating respective campaign
plans;
m) Supervise the conduct of intemal security operations where the areas
covered transcend regional boundaries; and
n) Perform other tasks as may be directed.
11)PROs
a) lmplement the rational distribution and rotation of maneuver units;
b) Deploy forward the RPSB/PPSCSCPSCs in accordance with the
deployment plan to increase the areas of infiuence of government
forces:
c) Assign competent and eligible Public Safety Commanders;
d) Conduct regular major and minor ISO and prophylactic patrols as
mandated by this CMC;
e) Update and provide information/report on the internal security
operations conducted in respective areas to concerned DIPO;
fl Recall all RPSB/PPSC/CPSC personnel performing non-lSO duties
especially as protective security lo various pefsonalities and
eslablishments;

g) Ensure that all personnel of the pNp public Safety Forces are
thoroughly familiarized with the configuration and relative locations of
all vital installations:
h) Conduci monthly rehearsals on the ISO readiness of maneuver units:
i) Develop and cascade CSRS to the provincial don n to municioal
levels;
i) Conduct regular SIMEX on CSRS:
k) Conduct manhunt operations against members of threat groups with
warrants of arrests:

criminals and cases that will be filed against them will be for ordinary

internal security threal groups, direct association with these threat
groups should nol be used and the nomenclature used by them like
'Ka", 'Kumander", "lGsama", etc., should be avoided:
n) Provide security to judges and prosecutors handling cases involving
threat groups and recommend for the transfer of venue of cases when
necessary;
o) Provide security to witnesses and victims of atrocities by the threat
groups;
p) Develop the intelligence capabilities of the Public Safety Forces in
coordination with Dl and lG;
q) Make recommendations to DPL and DO for organizational
development of Public Sabty Forces;
Develop and maintain a Core Group in all maneuver units;
s) lmplement the policy on availment of leaves by members of public
Safety Forces;
t) Maintain ISO training profile of all members of public Safety Forces
for competency build-up;
u) Assist DPL in the conduct of periodic organizational audit ot the pNp
Public Safety Forcos;
v) Assist DL in developing a standard listing of equipment and CCIE of
Public Safety Forces;
w) lmplement the NMS;
x) Assist DO in the development of a protocol for Revie\'v and Evaluation
of ISO:
v) Conduct regular JPSCC meetings at regional level to address various
s€curity concerns by integrating respective campaign plans,
z) Enhance the utilization of BlNs particularly in the development of

b) Ensure that legal procedures are followed in the operation against

pertaining to legal offensive and human rights in coordination with
PROs and DO; and
d) Perform other tasks as may be directed.

14)PCRG
a) Conduct Community Intervention Trainings in coordination with the
Quad Staff and DHRDD;
b) Establish Strategic Communication Teams (StratComT) in the regions
and Communication Action Teams (ComAcT) in the provinces in
coordination with the PROs and Quad Staff; and
c) Provide instructors to DHRDD pertaining to information operations
subjects when needed; and
d) Perform other tasks as may be directed.

a) Conduct ISO trainings in coordination with DHRDD and DO; and
b) Perform other tasks as may be directed.

a) Provide support to all PROs in the conduct of ISO as the need arises
in coordination with DO;
b) Provide competent instructor on ISO in coordination with DHRDD;

c) Perform other iasks as may be directed.

a) Provide medical support to the Public Safety Forces as may be
necessary;
b) Conduct stress debriefing to the operating personnel afier every
engagement with threat groups; and
c) Perform other tasks as may be directed.
7. COORDINATING INSTRUCTIONS

a The PNP National ISO Validation Committee shall set success indicators
and conduct validation of the PNP ISO program twice a year or as often as

may be necessary to monitor compliance of various tasked OficesfUnits


and evaluate the effeciiveness of tte program in addressing threat groups;
b. All concemed Diretorial Staff shall source the necessary support and other
requirenents forthis CMC ftom respective ISO funds;

". Wlt_.! reporting incidents, the termdacronyms KIA (killed-in-rciion) and


WIA (wounded-in-action) shouH not be used when refening b casualties on
the side of the CNN or other threat groups. The terms KtA or WIA should
only apply to govemrnenVPNP troops to indicate that they died or were
wounded in line of duty. Casualties on the side of ttre trreat groups or
criminals shall be refened to as kitled LLE (lawles elements) or-updnOed
LLE;

d. All tasked Units/Office shatl prepare respective IMpLANS which shall be


submifted to this Directorate and concemed Dlpos within 15 days upon
receipt of copies of this CMC;

e. lespect frcr human rights shall be paramount, and strict adherence to the
PNP Operational Procedures (Revised Rules of Engagernent) shall always
be emphasized in alt potice operations; and

f. This document is GLASSIFIED and its dissemination shall be done in


accordance with existing regulations.

g. Lateral coordination is encouraged.

8. EFFECTIVITY:

This command Memorand um circular takes effect imnrediately.
