2. PURPOSE:

This CMC provides the policies, guidelines, and procedures to be followed


by all offices/units of Police Regional Office 13 (PRO13) relative to crime prevention
and suppression, internal and external security, peace and order concerns, and
lockdown operation that aims to address the significant incidents in respective AORs
of subordinate units.

3. SCOPE:

This CMC shall apply to all tasked offices/units of PRO13.

4. SITUATION:

Caraga region is continuously fighting criminality and insurgency that


hamper its development. Analogous to this, an insurgency is a multi-rooted problem.
Thus, a more holistic approach rather than a conventional police operation is
believed to be the best and most appropriate solution to the prevailing peace and
security concerns of the country and our region in particular.

It is, therefore, necessary to rethink and redesign approaches to our anti-


criminality and anti-insurgency operations, and law enforcement activities to make
more responsive to the demands of the changing time and in order for peace to reign
in our communities.

5. MISSION:

PRO13 shall implement a responsive and holistic anti-crime strategy to


effectively prevent the occurrence of crimes, strengthen internal security operations,
ensure the safety of the community, and apprehend perpetrators through strong
collaboration and cooperation with the different stakeholders.

6. EXECUTION:
a) Concept of Operations:
1) PREVENTIVE STRATEGY - To effectively implement and
realization of this CMC, the following proactive approaches
embodied in the Enhanced Managing Police Operations shall be
undertaken and conducted religiously by the concerned police units.
a) Regular Law Enforcement Activities
(1) Police Presence
(a) Intensify intelligence-driven and managed patrols in areas
where they are most needed;

(b) Establish Police Assistance Desks (PADs) in places of


convergence, terminals, seaports, and airports;

(c) Strategic deployment of Road Safety Marshalls (RSMs) in


major thoroughfares and Mobile Forces (MFs) in control
points/areas;

(d) Strictly observe the scheduled checkpoint operations to


enforce laws, rules, and regulations, and when there is a
need to arrest a criminal or fugitive from justice;

(e) Conduct Beat/Foot/Mobile Patrol by observing the Patrol


Deployment Plan; and

(f) Deploy the Tactical Motorcycle Riding Unit (TMRU) in a


strategic location ready to react to any incident that may
transpire and to prevent and control the mobility of
Motorcycle-Riding Suspect/s.

(2) Focus Law Enforcement Operations


(a) Initiate regular Simultaneous Anti-Criminality Law
Enforcement Operations (SACLEO) and One-Time Big-
Time (OTBT) focusing on illegal drugs, wanted persons,
Communist Terrorist Group members, and other special
laws;

(b) Implement/Enforce local ordinances and other applicable


laws;

(c) Aggressive operations against suspected terrorist groups


and criminal gangs;

(d) Intensify manhunt operations against wanted persons;


and

(e) Conduct regular OPLAN Sita, OPLAN Bakal, OPLAN


Galugad (Saturation Drive Operation), OPLAN Katok,
Service of Warrant of Arrest, Service of Search Warrant,
and other police interventions with participation by the
organized force multipliers and other non-government
organizations (NGOs).

(3) Crime Solution


(a) Conduct a proper and thorough investigation of cases;

(b) Locate and arrest most wanted persons by encouraging


public reporting;

(c) Double the effort in unclogging cold cases by


investigating deeper, identifying possible witnesses, and
looking for additional pieces of evidence;

(d) Utilize National Police Clearance System and e-Warrant


System to monitor wanted persons;

(e) Enhance the forensic capability to strengthen the case;

(f) Ensure the strengthening and effective orchestration of


the legal action efforts in coordination with other
government agencies specifically in cases involving
threat/terrorist groups;

(g) Increase the conviction rate of cases filed in court through


regular enhancement training purposely to capacitate the
investigators and to boost their morale despite the
extensive requirements in filing cases and remind them to
always strictly follow the proper procedure in collating
pieces of evidence; and

(h) Conduct regular case review as a form of risk


management that seeks to apply the principles of
systems audit in order to reduce the likelihood of both
recurrent and typical errors. It will also identify both the
positive and negative aspects of an investigation for
incorporation or improvement in future investigations.

b) Security Measures
(1) Target Hardening - This aims to deter potential attackers and
terrorists not to succeed in hitting their targets through a
range of the following protective measures:
(a) Conduct Community Anti-Terrorism Awareness (CATA);

(b) Deployment of TOPCOP (Tourist Oriented Police for


Community Order and Protection); and

(c) Knowing the Enemy (KTE) lecture.

(2) Border Control Operations


(a) Tighten the entrance/exit points or the Main Supply
Routes (MSR) by conducting combat security patrol and
by establishing highway intelligence; and

(b) Conduct 24-hour fixed border checkpoint operations.

(3) Social Investigation


(a) Organize the community by assessing and identifying
primary and priority problems/concerns and develop their
capacity to take solutions;

(b) Initiate sustainable PCR activities and deliver basic


services, particularly in Geographically Isolated and
Disadvantaged Areas (GIDAs) in collaboration with
National Government Agencies (NGAs), Local
Government Units (LGUs), and Non-Government
Organizations (NGOs);

(c) Encourage the general public, faith-based organizations,


and key stakeholders to support the Revitalized PNP
KASIMBAYANAN Program which aims peaceful, safe,
and protected communities; and

(d) Conduct Intelligence Operations mobilizing Barangay


Informant Network (BIN).

(4) Deployment of PNP resources


(a) Utilize the organized force multipliers;

(b) Coordinate with the AFP in establishing the forward


Mobile Forces to increase the area of influence; and

(c) Special/Quick Reactionary Team shall be in a strategic


location.

c) Information Operations
(1) Maximize the utilization of social media platforms; television,
radio, and print (press release, leaflets, glossy sheets,
broadsheets, tabloids, infographics, etc.) in disseminating
security measures, anti-criminality tips, public safety
services, and significant administrative and operational
accomplishments;

(2) Strengthen the Counter White Area Operation (CWAO) in


collaboration with the AFP Civil-Military Operations and
support the Strategic Communication Cluster of RTF-
ELCAC.

d) Conduct Simulation Exercise (SIMEX), Crisis Emergency


Response Exercise (CEREX), and Communication Exercise
(COMMEX) for the following purpose:
(1) Immediate interoperability;

(2) Establish guidelines in coordination and cooperation with


other government agencies; and

(3) Effective dragnet operations.

e) Red Teaming Operations


(1) To challenge the security preparations and to improve the
effectiveness;

(2) Normally associated with assessing vulnerabilities and


limitations of policies, procedures, systems, and structures;
and

(3) This includes role-playing the adversary, conducting a


vulnerability assessment, or using analytical techniques to
improve intelligence estimates.

f) Feedback Mechanism
(1) The Regional Oversight Committee on Operation
“BABAGAN” whose main task is to supervise the
implementation of this CMC, shall monitor the performance
of the PPOs/CPOs and other concerned units, and
periodically evaluate the strategy created. The said
committee shall meet at least once every month or as the
need arises, especially when urgent issues arise before the
scheduled meeting. The Oversight Committee at the
Regional level will be headed by The Deputy Regional
Director for Operations (DRDO) as Chairman, Chief of the

Regional Staff (CRS) as Vice-Chairman, the Chiefs of the


Regional Staff as members, and the Chief, Law Enforcement
Section-ROD as Secretariate.

(2) Regular review, assessment, and analysis of crime incidents;


and

(3) Actions taken to gaps and lapses identified.

g) PNP Offensive Stance


(1) Conduct a proactive stance focusing on insurgency and
terrorism;

(2) Forward deployment of Mobile Forces;

(3) Conduct major and minor combat operations;

(4) Continue the adoption of EO No. 70 that institutionalizes the


whole-of-nation approach in attaining inclusive and
sustainable peace;

(5) Preventive patrols using the concept of “Quad Policing”;

(6) Observe and apply the concept of the Revitalized-Pulis Sa


Barangay (R-PSB) Program; and

(7) Implement Enemy Mapping System.

2) RESPONSIVE/REACTIVE STRATEGY- In pursuing perpetrators,


reactive policing shall be epitomized by officers responding to calls-
for-service through the observance of the following protocols:
a) PRO Level Lockdown Operation
(1) Alert Level 1:
(a) Activated during an incident such as, but not limited to,
hit and run, robbery on a business establishment, and
highway robbery in the AOR;

(b) Concerns two or more PPOs/CPO;

(c) Execution of Regional Lockdown Operational Plan;

(d) Identify exit points to which checkpoint operations are to


be conducted to arrest/neutralize the fleeing suspect/s;

(e) Activation of the Critical Incident Management Task


Group (CIMTG), if necessary;

(f) Strengthen the implementation of Enhanced Managing


Police Operations through the conduct of foot/mobile
patrol, Oplan Bakal/Sita and Oplan Galugad;

(g) Maximum deployment of PNP personnel;

(h) Intensify intelligence gathering;

(i) Profiling of all suspects for proactive measures in crime


prevention;

(j) Prepare standby alert team/s ready to respond as the


need arises;

(k) Close coordination with our AFP counterparts in the AOR;


and

(l) Timely submission of report/s shall be observed.

(2) Alert Level 2:


(a) Activated during an incident such as, but not limited to,
highway robbery, carnapping, and hostage-taking;

(b) Concerns two or more PPOs/CPO;

(c) Execution of Regional Lockdown Operational Plan;

(d) Identify exit and entry points to which checkpoints are to


be installed;

(e) Conduct exaggerated checkpoints (entry and exit points)


to arrest/neutralize the fleeing suspect/s;

(f) Activation of the Critical Incident Management Task


Group (CIMTG), if necessary;

(g) Strengthen the implementation of “E-MPO” through the


conduct of foot/mobile patrol, Oplan Bakal/Sita, Oplan
Galugad, and Oplan Bulabog;

(h) Maximum deployment of PNP personnel;

(i) Intensify intelligence gathering;

(j) Profiling of all suspects for proactive measures in crime


prevention;

(k) Prepare standby alert team/s ready to respond as the


need arises;

(l) Close coordination with our AFP counterparts in the AOR;


and

(3) Alert Level 3:


(a) Activated during an incident such as, but not limited to,
shooting, bank robbery, kidnapping, and prison break in
the AOR;

(b) Concerns two or more PPOs/CPO;

(c) Execution of Regional Lockdown Operational Plan;

(d) Identify exit and entry points to which checkpoints are to


be installed;

(e) Conduct exit lockdown and check all incoming vehicles;

(f) Activation of the Critical Incident Management Task


Group (CIMTG), if necessary;

(g) Strengthen the implementation of “E-MPO” through the


conduct of foot/mobile patrol, Oplan Bakal/Sita, and
Oplan Galugad;

(h) Maximum deployment of PNP personnel;

(i) Conduct intensified focused police operations and/or hot


pursuit operations;
(j) Intensify intelligence gathering;

(k) Profiling of all suspects for proactive measures in crime


prevention;

(l) Close coordination with our AFP counterparts in the AOR;


and

(m) Timely submission of report/s shall be observed.

(4) Alert Level 4:


(a) Activated during an incident such as, but not limited to,
arson, harassment, ambush, and raid on a government
installation in the AOR;

(b) Concerns two or more PPOs/CPO;

(c) Execution of Regional Lockdown Operational Plan;

(d) Identify exit and entry points to which lockdowns are to be


implemented;

(e) Conduct total lockdown to arrest/neutralize the fleeing


suspect/s;

(f) Activation of the Critical Incident Management Task


Group (CIMTG), if necessary;

(g) Strengthen the implementation of “E-MPO” through the


conduct of patrolling;

(h) Conduct combat and/or hot pursuit operations;

(i) Intensify intelligence gathering;

(j) Maximum deployment of PNP personnel;

(k) Profiling of all suspects for proactive measures in crime


prevention;

(l) Coordination with our AFP counterparts in the AOR; and

(m) Timely submission of report/s shall be observed.

b) PPO/CPO Level Lockdown Operation


(1) Alert Level 1:
(a) Activated during an incident such as, but not limited to,
hit and run, robbery on a business establishment,
highway hijacking in the AOR;

(b) Concerns two or more MPSs/CPSs;

(c) Execution of Provincial Lockdown Operational Plan;

(d) Identify exit points to which checkpoints are to be


installed;

(e) Conduct exit checkpoints to arrest/neutralized the fleeing


suspect/s;

(f) Activation of the Critical Incident Management Task


Group (CIMTG), if necessary;

(g) Strengthen the implementation of “E-MPO” through the


conduct of foot/mobile patrol, Oplan Bakal/Sita and Oplan
Galugad;

(h) Maximum deployment of PNP personnel;

(i) Intensify intelligence gathering;

(a) Activated during an incident such as, but not limited to,
highway robbery, carnapping, and hostage-taking;

(b) Concerns two or more CPSs/MPSs;

(c) Execution of Provincial Lockdown Operational Plan;

(d) Activation of the Critical Incident Management Task


Group (CIMTG), if necessary;

(e) Identify exit and entry points to which checkpoints are to


be installed;

(f) Conduct exaggerated checkpoints (entry and exit points)


to arrest/neutralized the fleeing suspect/s;

(g) Strengthen the implementation of “E-MPO” through the


conduct of foot/mobile patrol, Oplan Bakal/Sita, Oplan
Galugad, and Oplan Bulabog;

(h) Maximum deployment of PNP personnel;

(i) Intensify intelligence gathering;

(j) Prepare standby alert team/s ready to respond as the


need arises;

(k) Profiling of all suspects for proactive measures in crime

(e) Conduct total lockdown to arrest/neutralized the fleeing

c) MPS/CPS Level Lockdown Operation


(1) Alert Level 1:
(a) Activated during an incident such as, but not limited to,
hit and run, robbery on a business establishment, and
highway robbery in the AOR;

(b) Concern within the Municipality/City;

(c) Execution of Municipal Lockdown Operational Plan;

(d) Identify exit points to which checkpoints are to be


installed;

(e) Conduct exit checkpoints to arrest/neutralized the fleeing


suspect/s;

(f) Strengthen the implementation of “E-MPO” through the


conduct of foot/mobile patrol, Oplan Bakal/Sita and Oplan
Galugad;

(g) Maximum deployment of PNP personnel;

(h) Intensify intelligence gathering;

(i) Profiling of all suspects for proactive measures in crime


prevention;

(j) Request personnel as augmentation as the need arises;

(k) Coordination with the MFs and AFP counterparts in the


AOR; and

(l) Timely submission of report/s shall be observed.

(2) Alert Level 2:


(a) Activated during an incident such as, but not limited to,
highway robbery, carnapping, and hostage-taking;

(b) Concern within the Municipality/City;

(c) Execution of Municipal Lockdown Operational Plan;

(d) Identify exit and entry points to which checkpoints are to


be installed;

(e) Conduct exaggerated checkpoints (entry and exit points)


to arrest/neutralized the fleeing suspect/s;

(f) Activation of the Crisis Management Committee if


necessary;

(g) Strengthen the implementation of “E-MPO” through the


conduct of foot/mobile patrol, Oplan Bakal/Sita, Oplan
Galugad, and Oplan Bulabog;

(h) Maximum deployment of PNP personnel;

(i) Intensify intelligence gathering;

(j) Profiling of all suspects for proactive measures in crime


prevention;

(k) Request personnel as augmentation as the need arises;

(3) Alert Level 3:


(a) Activated during an incident such as, but not limited to,

(4) Alert Level 4:


(a) Activated during an incident such as, but not limited to,
arson, harassment, ambush, and a raid on a government
installation in the AOR;

(b) Concern within the Municipality/City;

(c) Execution of Municipal Lockdown Operational Plan;

(d) Activation of the Critical Incident Management Task


Group (CIMTG), if necessary;

(e) Maximum deployment of PNP personnel;

(f) Identify exit and entry points to which checkpoints are to


be installed during the lockdown;

(g) Conduct total lockdown to arrest/neutralized the fleeing


suspect/s;

(h) Conduct Intensified focused police operations and/or hot


pursuit operations;

(i) Intensify intelligence gathering;

(j) Profiling of all suspects for proactive measures in crime


prevention;

(k) Coordination with MFs and AFP counterparts in the AOR;


and

(l) Timely submission of report/s shall be observed.

b. Tasks:

1) DRDO
a) Designated as Overall Supervisor; and

b) Shall guide all tasked offices/units and operating support


groups to strengthen the implementation of this CMC.

2) CRS
a) Designated as Assistant Supervisor; and

b) Shall assist the Overall Supervisor in the implementation of


this CMC.

3) RPRMD
a) Issue appropriate orders on tasked offices/units; and

b) Perform other tasks as directed.

4) RID
a) Designate personnel to provide timely intelligence
information to tasked offices/units;

b) Report untoward incidents immediately to the Overall


Supervisor copy furnish RTOC, ROD for an appropriate
course of action;

c) Depository of all profiled personalities in coordination with


RITO13 for future reference; and

d) Perform other tasks as directed.

5) ROD
a) Disseminate to the subordinate offices/units thru RTOC the
implementation of this CMC upon approval by the RD;

b) Shall ensure that the coordinating instructions set forth on


this CMC are properly observed;

c) Conduct monthly assessments on the effectiveness of this


plan; and

d) Perform other tasks as directed.

6) RLRDD
a) Provide logistical support to tasked offices/units; and

b) Perform other tasks as directed.

7) RCADD
a) Conduct Information Operations (IO) in coordination with C,
PIO and through PICE; and

b) Perform other tasks as directed.

8) RCD
a) Support the budgetary requirements of tasked offices/units in
the implementation of this CMC; and

b) Perform other tasks as directed.

9) RIDMD
a) Provide appropriate investigator for investigative support in
the implementation of this CMC; and

b) Perform other tasks as directed.

10) RLDDD
a) Conduct regular competency training necessary to enhance
the skills of PNP personnel, such as competencies on
checkpoint operations for the effective implementation of this
CMC; and

b) Perform other tasks as directed.

b) Provide appropriate personnel to strengthen the conduct of


exaggerated checkpoints and visibility, thus, patrol cars shall
not be utilized for extra activities such as, but not limited to,
attending conferences and admin duty in going to PPO or
RHQ, and should not be used outside the AOR unless
extremely necessary;

c) Provide personnel as augmentation troops to subordinate


units upon request;

d) MFs to support the territorial units and fill up areas not


covered by the territorial units most especially the highways;

e) Organize Special/Quick Reactionary Team/s ready for


deployment during special operations and emergency cases;

f) Police personnel deployed must be in “TAMANG BIHIS” and


must be mindful of his/her duties and responsibilities;

g) Inform the RD, members of Command Group, copy furnish


RTOC, ROD, and RID of any untoward incident for an
appropriate course of action; and

h) Perform other tasks as directed.

14) RMFB13
a) Seal off the boundaries by conducting exaggerated border
control checkpoints;

b) Conduct preventive actions through combat security patrol,


minor and major combat operations;

c) Organize Special/Quick Reactionary Team/s ready for


deployment during special operations and emergency cases;
and

d) Perform other tasks as directed.

15) 1st SAB, SAF


a) Conduct exaggerated checkpoints to preempt any lawless
elements to conduct criminal activities and/or arrest the
fleeing suspect/s as requested;

8. COORDINATING INSTRUCTIONS:
a. Duration of lockdown operation shall be a minimum of three hours;

b. Tasked units shall operate on existing logistical and financial


allocations;

c. Strict adherence to Police Operational Procedures and respect for


Human Rights shall always be emphasized in all police operations;

d. Lateral and vertical coordination with other law enforcement agencies,


government entities, schools, private sectors, and the community are
highly encouraged;

e. This CMC shall serve as an initial working plan, subject to changes and
amendments; and

f. All tasked units are directed to submit IMPLAN to this Office (Attn:
ROD) upon approval of this CMC.

9. EFFECTIVITY:
This CMC shall take effect immediately upon approval.
