SUBJECT : Special Report re: Destruction of Properties owned


by SUMIFRU Company Incorporated.

1. References:

2. This pertains to the information received by this office regarding the alleged destruction of
properties of Sumitumo Fruit ( SUMIFRU) Company Incorporated, a banana plantation
located at Barangay Sto. Nino, Tukuran, Zamboanga Del Sur at 1800H July 2021, perpetrated
allegedly by Criminal Gang known as “HIMAS REHAS GROUP”.

3. Upon the receipt of the information through a radio call From Barangay Captain Reymar
Garcenez of Barangay Sto. Nino, Tukuran, Zamboanga Del Sur regarding the cutting of some
banana hills of SUMIFRU plantation, and the burning of one (1) unit SK0124 small bakhoe,
personnel from Tukuran Municipal Police Station led By SPO3 Juan Dela Cruz, immediately
responded/Proceeded to Barangay Sto. Nino, Tukuran, Zamboanga Del Sur and conducted
ocular inspection/investigation thereat.

4. This office immediately disseminated said information to all police station for their
appropriate action and further directed them to be on alert and extra vigilant, intensify
intelligence build-up and monitoring to preempt possible diversionary attack or hostile
action of the enemy to other vital installation, police station, and other government troops.
COPS of CPS/MPS were also directed to inform/advice the owners/management on all vital
installation. Key economic establishment and other companies who are vulnerable/potential
targets of the enemy. To strengthen also the security of their establishment respectively.

5. Investigation disclosed that Seven Hundred Thirty Nine (739) banana hills of more or less
eight (8) months old with an estimated amount Two Hundred Ten Thousand Six Hundred
Fifteen Pesos (210, 615) , owned by SUMIFRU Company were cut with the use of bolo. One
unit of SK024 small backhoe owned by Renaldo Tura of Pagadian city was partially burned by
the said group.

6. The destruction of property was by JeciL Pigarum and Levi Gomez the farm workers of said
company assigned in the area at about 0545H of same date, who immediately reported the
incident to Mr. Nikko Andradi a company production supervisor.

7. The incident was accordingly transpired 1820H July 2014 as determined on the newly grown
shoot of banana hills that have been cut. The incident believed to be perpetrated by the
bandits under Johnny Cabalida and Mark Noble. Who where seen roaming and passing at
the incident area a day prior to the incident.

8. Jhonny cabalida was involve in cattle rustling, Highway Robbery and illegal selling of drugs.
He allegedly handed the extortion letter address to SUMIFRU company dated March 3, 2021
signed by alias togik, containing the demand in the amount of Three Hundred Thousand
Pesos (300,000.00), including (1) M16 Rifle with 7 magazines and 200 rounds ammunition;
one (1) 45 Caliber pistol and 4 magazines.

9. Appropriate case against the suspect is being prepared by Tukuran MPS in coordination with
SUMIFRU management for filling in court.

10. The group of Mark Noble was reportedly monitored to have been merging on the group of
HIMAS REHAS GROUP to strengthen and to make their new group capable to perform illegal
activities.

11. That due to the denial of bandit’s demand from SUMIFRU Company through an extortion
letter dated March 3, 2014, the said group showed to the said company that their new group
is capable enough to launch hostile action.

12. The involvement of NPA on these incidents is discounted, considering that in the Palletizing
Compound more or less 500 meters away from the crime scene there where security guards
on duty and several heavy equipment were parked, and the group was not even bothered to
destruct and attack the same. Unlike NPA their usual modus operandi is to disarm security
guards and launch burning on heavy equipment, to cause big damage/impact malign the
government.

13. This office recommends that an enhanced target hardening measures must be properly
observed by all MPS in anticipation of enemy hostile action and attacks.

14. Intensify the conduct of Security Survey and Inspection to all vital installation, key economic
establishment and companies who are vulnerable/potential targets of the enemy.
15. Security Agencies deployed their security guards in various establishments must coordinate
with the local police units/station, to establish a sustainable collaborative effort to defend
their employers from hostile action of the enemy.
