SUBJECT : Investigation Report re Shooting Incident victimizing Mayor


June Adarna, Municipal Mayor of Silang, Cavite

I. AUTHORITY

1. Inherent authority of the undersigned to investigate any incident related


to the breach of peace and order within the area of responsibility.

II. MATTERS TO BE INVESTIGATED

2. To determine the surrounding circumstances of the killing of the said


mayor.

3. To possibly identify the suspects, other than those arrested, that will
lead to their apprehension and possible prosecution.

III. FACTS OF THE CASE

5. At about 10 o’clock in the morning of May 10, 2023, a shooting incident


transpired at Brgy. Tartaria, Silang, Cavite victimizing one JUNE ADARNA y
IBON, 36 years old, male, married, incumbent Municipal Mayor of Silang Cavite.

6. Initial investigation revealed that on the given DTPO, the incumbent


mayor was attending his constituents outside his residence when all of a sudden
a white van and a motorcycle arrived.

7. Thereafter, heavily armed men alighted from the white van and fired
upon the mayor hitting in different parts of his body which caused his

instantaneous death. Immediately, they boarded the same vehicle and speeded
away heading towards north direction of the highway.

8. The SOCO Team was immediately deployed to process the crime


scene. Recovered pieces of evidence were brought to the crime laboratory for
processing.

9. Operation Manhunt is being undertaken led by the undersigned for the


possible arrest of the evading suspects. PTOC was already informed to alert the
neighboring stations. Checkpoints and roadblocks were already installed to seal
all possible escape routes of the perpetrators.

10. Immediately after the incident elements of this station led by PMAJ
BACUD under the supervision of the undersigned, established a
checkpoint/chokepoint operation at the boundary of Silang, Cavite in order to
intercept the vehicles of the suspects. Consequently, at about 10:45 AM of same
date, a white TOYOTA HI-LUX COMMUTER VAN and yellow black
MOTORCYCLE with no plates which match the description of the vehicles used
by the suspects approached the said checkpoint.

11. At this juncture, the personnel of this station immediately flagged down
the said vehicles and directed the persons inside to alight the vehicle which led to
their instantaneous arrest. They were apprised of their rights and were brought to
this station for filing of appropriate criminal charges.

12. The arrested suspects were identified as follows;

a. HARI PAGAOA y REALONDAG, 35 years old, male, single, jobless,


native of Ilocos Norte and presently residing at # 55 San Andres
Bukid, Manila;
b. SIAN ABONITA y EKALAM, 32 years old, male, single, jobless,
presently residing at # 12 San Andres Bukid, Manila;
c. JERIEL TRINING y PROCOPIO 31 years old, male, single, jobless,
presently residing at # 12 San Andres Bukid, Manila;

13. Confiscated pieces of evidence from the possession of the suspects


during the arrest are as follows:

a. One (1) M-16 rifle with serial number YZ122N3M loaded with fifteen
(15) live ammunitions;
b. One (1) cal. 45 Armscor with serial number FS541Y2BD loaded with 5
ammunitions;
c. One (1) cal. 9mm Glock with serial number GT41Y2UI loaded with 4
ammunitions; and
d. 1 extra magazine for M-16, 1 extra magazine for cal. 45 Armscor and
1 extra magazine for cal. 9mm Glock all loaded live ammunitions.

14. Booking, fingerprint, and mug shots were taken from the suspects.
They were also subjected to physical and medical examination.

15. At the crime scene, the responding officers called on the investigator-
on-case (IOC) to assist in the situation. Upon arrival, the IOC realized the need to
seek the assistance of SOCO. He then informed the Tactical Operation Center
(TOC) to contact SOCO and to proceed at the scene.

16. Minutes later, SOCO Team arrived and was properly briefed by the
IOC as to the incident and the surrounding circumstance of the case. The SOCO
Team Leader, together with IOC, made an initial walk-through. Thereafter, the
whole SOCO Team started to process and document the scene to include the
photograph, note taking, and sketching of the crime scene.

IV. INVESTIGATION/FINDINGS

17. Suspects were subjected to paraffin test. Result of which is attached


herewith which yielded positive result for ammonium nitrite.

18. Request for forensic ballistics and cross-matching of firearms and/or


weapons used was also made. Result would yield that the firearms recovered
from the possession and control of the suspects matched with the bullets and
shells recovered at the crime scene.

19. Death certificate issued from the Local Civil Registrar was already
taken. This is to prove the death of the mayor.

20. Medico-legal (autopsy) examination was also conducted by the


forensic pathologist. This would show the extent and severity of the gunshot
wounds suffered by the victim. Result of which is hereto attached to form an
integral part of the report.

21. Arrested suspects are detained at Silang MPS pending filing of


appropriate charges in court.

22. The gruesome killing of the mayor perpetrated by no less than four (4)
heavily armed men. Apparently, it underwent a painstaking planning and
premeditation.

23. The number of perpetrators, weapons used and the vehicles utilized
would substantially prove that this was orchestrated and planned meticulously.

24. The pieces of evidence recovered from the crime scene, along with
the firearms confiscated during the arrest, juxtaposed with the scientific and

laboratory findings and the testimonies of all witnesses would yield that the
suspects were the ones who perpetrated this audacious crime.

25. On May 10, 2023, a criminal charge for Murder against the suspects
was filed at the Office of the Provincial Prosecutor with docket no. NPS-III-INQ-
10b-102023.

V. CONCLUSION

26. It is strongly believed that the case prepared, supported by the pieces
of evidence recovered, will sufficiently result to the preparation and filing of
airtight case(s) against the apprehended suspects. Consequently, the case filed
in could would ultimately led to the conviction of the herein suspects.

27. Extrajudicial confession of one of the suspects would disclose that


they were paid to perform the killing. As of the time of writing, the IOC is still
building up the case to file the appropriate charge against the mastermind.

VI. RECOMMENDATION/DISPOSITIONCONCLUSION

28. Intensification of patrol (mobile, beat, and motorcycle) in the premise


of the municipal hall and other places of convergence should be strictly
implemented and/or executed.

29. Utilization of force multipliers such as the BPSO and the BIN in the
prevention and suppression of crime.

30. Target hardening and beefing-up of security measures to pre-empt,


predict and prevent the occurrence of the same incident.

31. Continue with the case build-up to ascertain the mastermind and other
persons involved in the brazen killing.

32. Create a Special Investigation Task Group (SITG) to focus on the


in-depth investigation of the case with the end in view of putting behind bars
those who participated in the commission of the crime.
