SUBJECT: Spot Report re: Mauling, Hacking and Stabbing Incident

DATE : April 3, 2013

1. Reference:

a. Radio message with Cite Number: R9C-0404-41.

2. On or about 10:10 o’clock in the evening of April 2, 2013, at Purok Uno, Barangay
Santa Isabel, Dipolog City, Zamboanga del Norte, one Joselyn Dela Cruz y Rumpas of legal age
and resident of said place was mauled then hacked but missed by his live-in partner identified
as Allan Ancap y Patangan, 40 years old, resident of Barangay Baloran, Sergio Osmeña of
said Province, temporarily residing at said place with the use of a bolo.

3. Initial investigation disclosed that suspect while under the influence of intoxicating
liquor, arrived home and with no apparent provocation mauled then hacked the victim but
missed. Then and there, victim ran towards the nearby house of his relative indentified as
Virgelio Rumpas and asked for assistance and subsequently reported the incident to Dipolog City
Police Station. Suspect went to the house of Virgelio Rumpas which resulted to a heated
argument between suspect and the daughter of Virgelio Rumpas identified as Analyn Rumpas.
During their heated altercation, suspect punched then hacked Analyn Rumpas hitting on the right
Hand resulting Analyn Rumpas stumbled to the ground unconsciously. Virgelio Rumpas, who
saw the incident, took a bladed weapon and stabbed Allan Ancap several times. Analyn Rumpas
and Allan Ancap were brought by the responding PNP Team to Zanorte Medical Center for
medical treatment while Virgelio Rumpas was arrested and subsequently detained at Dipolog
City Police Station detention cell pending filing of appropriate charges in court.

SUBJECT: Progress Report re: Mauling, Hacking and Stabbing Incident

1. Reference:

April 3, 2015.

2. In connection with the above references, request be informed that victim Allan Ancap
was died in the Hospital two (2) days after while being confined thereat. While Analyn Rumpas
is now in stable condition and still in the hospital undergoing medication.

3. Arrested suspect Virgelio Rumpas was temporarily detained at Dipolog City Police
Station detention cell for proper case disposition while a case for Homicide under Article 249 of
the RPC is now being prepared by the investigator-on-case for immediate filing in court.

1. Reference:

a. Radio message spot report with Cite Number: R9C-0404-41.

March 7, 2015.
c. Progress report dated March 8, 2015.

2. On or about 10:10 o’clock in the evening of April 2, 2013, at Purok Uno, Barangay
Santa Isabel, Dipolog City, Zamboanga del Norte, one Joselyn Dela Cruz y Rumpas of legal age
and resident of said place was mauled then hacked but missed by his live-in partner identified
as Allan Ancap y Patangan, 40 years old, resident of Barangay Baloran, Sergio Osmeña of
said Province, temporarily residing at said place with the use of a bolo.

3. Immediately upon receipt of the report, PNP elements of Dipolog City Police Station
led by PO2 Angelito Sultan Suero, PO2 Allan Panuncillo Jamili and PO2 Dexter Visande
Cañales proceeded to the place of incident to conduct ocular inspection and investigation over
the case. Initial investigation disclosed that suspect Allan Ancap while under the influence of
intoxicating liquor, arrived home and with no apparent provocation mauled then hacked her
live-in partner Joselyn Dela Cruz y Rumpas but missed. Then and there, victim ran towards the
nearby house of his relative indentified as Virgelio Rumpas and asked for assistance but chased
by the suspect and upon reaching at the house of Virgelio Rumpas, a heated argument ensued
between the suspect and the daughter of Virgelio Rumpas identified as Analyn Rumpas. During
their heated altercation, suspect punched then hacked Analyn Rumpas hitting on the right Hand
resulting Analyn Rumpas stumbled to the ground unconsciously. Virgelio Rumpas (father of
Analyn Rumpas), who saw the incident, took a bladed weapon and stabbed Allan Ancap several
times.

4. Suspect Virgelio Rumpas was arrested by the responding team and subsequently
brought to Dipolog City Police Station for proper case disposition while victim Analyn Rumpas
and Allan Ancap were brought immediately to Zanorte Medical Center for immediate medical
treatment but two (2) days after, Allan Ancap was died while Analyn Ancap survived and now in
stable condition.

5. A case for Homicide under Article 249 of the Revised Penal Code has already been
filed at the City Prosecutors Office against the suspect Virgelio Rumpas under I.S.
No. IX-09-INV-14F-001 and subsequently filed at Regional Trial Court, Ninth Judicial
Region, Branch 20, Dipolog City under Criminal Case No. 04-05-001, dated April
2013.
