GREETINGS:
Nicasio Asiong Salonga, the victim; and Emma Mariang Palad, the
suspect; are known as live-in partners. At that time, the victim headed into
the nearby store while the suspect surreptitiously followed him to carry out
the alleged shooting. Onwards, Nicasio was in front of the store and was
about to buy something when the suspect suddenly shot him once in the
back of his head. The only eye witness, Camille Camelyo, the owner of the
sari-sari store, saw how the suspect shot the victim and escape carrying a
revolver. Witness called the Police Station 8 and they sent officers for
immediate response to the incident nearby the area. Police Officers
immediately arrested the suspect and recovered a revolver firearm bearing
serial no. W197902 with live ammunitions and an empty cartridge shell
attached on its cylinder. The other responding officer on the crime scene
recovered one (1) discharged bullet found lodged on the concrete wall of
the store.
The arrested respondent was detained at Baguio City Jail on the basis of
Preliminary Disposition issued by Prosecutor JOSEPH DELA CRUZ.

native and presently residing at
Purok Central, Brgy. San
Vicente, Baguio City. As a
result, thereof, the victim
sustained one (1) gunshot on
the nape. First responders
found the victim lifeless at the
scene due to the blow he
sustained to the back of the
head. The suspect was arrested
immediately during hot-pursuit
operation conducted, the
weapon used in the
commission of the crime and
other evidence were
recovered such as,

PRELIMINARY DISPOSITION
AFFIDAVIT OF ARREST
01. On March 01, 2021 at around 12:05 PM, we received a call from
an unknown number (09480336699) in our office, stating that an alleged
shooting incident was committed at Bgry. Poliwes, Baguio City. Wherein the
suspect was a female wearing a plain pink t-shirt, blue maong shorts, and
carrying a firearm.
03. That in compliance with the said order, I, along with the three (3)
police officers subsequently responded to such report and immediately went
to the place indicated and upon arriving thereat we were told by the eye
witness that the suspect had run away with a firearm with her.
05. We then approached her and looked at what she had hidden
under the pillow and discovered it was a firearm. The firearm was confiscated
from her. After duly marking the confiscated firearm, live ammunitions, and a
cartridge case we brought the suspect to the Police Station 8 of Baguio City.
06. That this affidavit is executed to attest to the truth of all the
foregoing and to support the filing of a formal charge/s in court against said
person.

AFFIDAVIT OF WITNESS
That on March 01, 2021 at around 12:00 PM, I was in-charge of my own
sari-sari store for selling that time. In the distance I saw Nicasio approaching
my store as an obvious buyer. When he was closed I asked first what he was
going to buy. He was just about to speak when I suddenly heard something
exploded at the same time Nicasio suddenly sprawled right in front of my
store. The incident happened right across my store so I can’t be wrong that
the one who shot him in the back was his own live-in partner who immediately
ran away holding the shiny gun used in the incident. Afterwards I saw that
Nicasio was laying backwards right in front of my store where he exactly fell
with bloody pierced nape. There weren’t many people at that time so maybe
his live-in partner was so brave to carry out her evil plan. I have known this live-
in partner for a long time because they often drink at the same time here in
my store.
AFFIDAVIT OF COMPLAINT
1. I am the sister of the victim, Nicasio Asiong Salonga who was killed at
Camelyo’s Sari-sari store at Brgy. Poliwes, Baguio City.
5. And there I also saw the caller on my phone, none other than Mrs. Camille
Camelyo, the owner of Camelyo's sari-sari, and my former teacher;
6. She narrated the whole incident which was only according to what
she saw and I thank her because she volunteered to be a witness to
the case.
7. In the middle of the conversation, Police officer approached me and
said that the suspect is in their custody. I immediately came to the
police office and saw Emma Mariang Palad, female, 22 years old and
a resident of Purok Central, Brgy. San Vicente, Baguio City;

10. Q: What did you do when you heard the incident from the phone call?
A: At first I still couldn’t believe it because maybe it was just a prank and I even
asked her where did she got my number and she said that in my Profile Information on
Facebook.
12. Q: What time did you arrive at the said place of the incident and who were those
people you saw there?
A: If I am not mistaken, it was exactly 2 PM when I arrived at the scene. I noticed a
cordon protecting the scene that the police obviously put up and so many people
there seemed to be looking at me and whispering. I suddenly started to cry when I saw
the corpse that was lying on the ground was my own brother.
13. Q: How did you recognize that the one laying lifeless there was your brother?
A: The slippers and black t-shirt he was wearing in the scene were gifts I gave him last
Christmas. I can’t be wrong.
14. Q: Did you see at the scene the person who called you on the phone?
A: Yes sir.
17. Q: I have no more questions to ask, do you have something to add or react from
you statements?
A: None sir.

MEMORANDUM
2. The suspect is now under the custody of this station for the
Investigation and proper disposition. The Cadaver of the victim
was moved to Crime Laboratory Office, 105 Kayang Street,
Baguio City for Autopsy Examination;

Examination as to determine what was being used by the suspect.
8. The one (1) Fingerprint specimen that was recovered from the grip
panel of the firearm and was brought to the Crime Laboratory for
Comparison Examination as to determine the possible link of the
suspect to the crime.

filed against him;
5. CONCLUSION
The case was still under the Branch 23 Hall of Justice, Baguio City
Regional Trial Court as the victims continue to fight justice;
6. RECOMMENDATION
It is recommended that the people responsible for the death of Mr.
Nicasio Asiong Salonga will be prosecuted for the crime.

FINDINGS:
GENERAL DESCRIPTIONS:
Examined a fully developed, fairly nourished, embalmed male cadaver. There
is a permanent cavity in the nape region and shattered bone fragments in the nose
region that caused large permanent cavity due to secondary projectile.
