FRANCISCO PAGAPOS Y CAPACITE , arrested by virtue of search


warrant issued by Hon. Judge CYNTHIA R. MARINO-RICABLANCA Executive
Judge Sta Rosa Laguna, for violation of RA 10591 (“Comprehensive Firearms and
Ammunition Regulation Act”) and RA 9516 (AN ACT FURTHER AMENDING THE PROVISIONS
OF PRESIDENTIAL DECREE NO. 1866, AS AMENDED, ENTITLED CODIFYING THE LAWS ON
ILLEGAL/UNLAWFUL POSSESSION, MANUFACTURE, DEALING IN, ACQUISITION OR
DISPOSITION OF FIREARMS, AMMUNITION OR EXPLOSIVES OR INSTRUMENTS USED IN
THE MANUFACTURE OF FIREARMS, AMMUNITION OR EXPLOSIVES, AND IMPOSING
STIFFER PENALTIES FOR CERTAIN VIOLATIONS THEREOF, AND FOR OTHER RELEVANT
PURPOSES")

VI. MISSION:

OPLAN SALIKOP and OMEGA,


To serve search warrant NO 19-3129 for violation of RA 10591
(“Comprehensive Firearms and Ammunition Regulation Act”)
To save lives and conduct arrest and other appropriate actions against
lawless elements if evidence warrants.

VII. NARRATIVE OF THE CASE:

I. From the year 2017 up to the present the PAGAPOS GROUP slowly but
effectively occupy portion of the land at the said Sitio, Using a fictitious and questionable
religious sect as well as a self-proclaimed marginal group apparently to look and squat
unattended lands.
II. Aboding the said sitio the said grouped gradually occupy part of the adjacent lots owned
by Mr. _________ De Guzman. From then on and despite the litigation initiated by the de
Guzman family that the PAGAPOS continue to make their presence felt in the place making
some harassment and threats against their neighbors wherein Mr Pagapos on some occasions
was reported seen brandishing a handgun and have it fired in the air.
III. Aside from the various cases filed by neighbors of the Pagapos group that reports from
reliable sources that the said group, Particularly Mr Francisco C. Pagapos was involved in
Illegal Firearm trade that became the basis of the herein operatives to subject him under
surveillance and upon confirmation filed a search warrant against Mr. Pagapos for Illegal
Possession of Firearms.
IV. After creating the team of operatives and staging a plan that on the wee morning hour of
December 24, 2019 that the said operating teams motored at the olace and taking opportunity
of the dimly area that the said operatives managed to position themselves as palnned.
V. After securing almost the entire area wherein some of the operatives acted as perimeter
security while others after encircling particularly the residence of Mr Pagapos that the assault
team after introducing themselves swooped inside the said residence and eventually effect the
arrest of Mr. Pagapos ,leaving in his possession and control a couple of Hand Guns, Live
ammunitions, magazine and fragmentation grenade
VI. After the arrest of the suspect Mr Francisco C. Pagapos him having informed of the
nature of his arrest and of his constitutional rights was formally brought at the CIDG Detention
facility, this after proper documentation about the implementation of the said warrant.
VIII. RESULT OF OPERATION:

The arrest of Mr. FRANCISCO C. PAGAPOS, resident of Sitio Abuab,


Barangay Guitnang Bayan, San Mateo, Rizal

Recovered Pieces of Evidence:

a. One (1) Unit STI Cal 45 Pistol with SN 167116;


b. One (1) Piece Magazine for cal. 45;
c. Seven (7) Live Ammo for Cal. 45;
d. One (1) Unit caliber 38 revolver with serial number MTA090040
e. Five (5) pcs live ammunition for caliber 38 revolver
f. One (1) pc fragmentation hand grenade

IX. The filing of a case of Violation of RA 10591 against Mr Francisco C

X. COMMENTS/RECOMMENDATION:

The dedication, perseverance and promptness shown by the


participating elements clearly indicates their sense of professionalism
which is worth emulation from their comrade in uniforms.

Recommended that at least for them to be given appropriate awards
