1. On October 14, 2021 our first review with Dr. Elaine Y. Bandigan she started to
send a google meet code to us at 1800 hours she starts her lecture at 1830. So
that my classmate and I will not interrupt her lecture. After she started to discuss,
she gave us a chance to take a Pre-test about POLICE ORGANIZATION which is
15 items only. After that she started to discuss what is POLICE ORGANIZATION
and how POLICE ORGANIZATION WORK . So she told us that POLICE
ORGANIZATION is a group of trained personnel in the field of PUBLIC SAFETY
AND ADMINISTRATION.

2. Dr. Elaine also categorized what is POLICE ORGANIZATION which is objectives,


supervision, hierarchy, authority and management. After that she defined
MANAGEMENT/ADMINISTRATIVE FUNCTION composed of planning,
organizing, directing, controlling, staffing, reporting and budgeting. She also
discusses Home rule theory and continental theory including the old concept
and modern concept. At 2000 hours of discussion we cannot feel bored with her
discussion because she is skillful and has a lot of knowledge about POLICE
ORGANIZATION. Time passed by and Dr. Elaine discussed briefly what is
Function in police organization she categorized the it's function of primary or line
function, staff/administrative function and auxiliary function.
3. Dr. Elaine gives us a 5 minutes break to confirm our personal necessities after
that she continues to discuss organic units in a POLICE ORGANIZATION which
are operational units, administrative units and service units. She also includes
police operational planning and discusses what is plan, Plan is an organized
schedule or sequence by methodical activities intended to attain a goal and
objective for the accomplishments of mission or assignment. This include police
planning is an attempt by police administrators in trying to allocate anticipated
resources to meet anticipated service demand. She also explained police
operational planning involved strategies or tactics, procedure, policies or
guidelines in order to achieve a goal.
4. At 2100 hours Dr. Elaine discusses patrol force organization. The concept of
patrol force organization may be defined as the hierarchy of police officers
working together towards a common goal. She also mentioned community
oriented policing and reactive policing. She categorized what is community
oriented policing. This is a type of program designed to bring police community
relations. At 2130 hours Dr. Elaine gave the objective of the PNP New Cops .
She also mentioned a patrol component that includes police beats and mobile
patrol. At exactly 2200 hours Dr. Elaine finishes her discussion and gives us 16
items of post test to share our knowledge about her discussion.
