Philippines Steadily Advances Toward Nationwide Digital Transformation

The Philippines is known for its pristine beaches and tropical climate that makes it a prime
travel destination for tourists. But beyond tourism, President Ferdinand Marcos Jr.’s
administration is also focusing on a nationwide digital transformation that allows for the
adoption of emerging technologies to flourish.

Since his first State of the Nation (SONA) address at the beginning of his term last year, Marcos
stressed the importance of not lagging behind other countries in digitalization and adoption of
new technologies. Marcos tasked the Department of Information and Communications
Technology (DICT) “to identify and utilize these innovations to improve governance.”

The Marcos administration’s support of emerging technologies has international and local
business leaders, innovators and startups eager to work with the government for its national
digitalization plan. Since then, the Philippines has been steadily advancing toward the goal of
fully digitalizing government processes and services, as well as becoming the digital asset hub
of Southeast Asia.

Many financial technology (fintech), Web3 and blockchain events were held to spread
awareness and educate the people about emerging technologies and what they can actually do
to solve real-world problems. They were participated by many international technological firms
that aim to not only guide local proponents in developing and using these new technologies,
but also forging business partnerships.
In January, the Provincial Government of Bataan (PGB) signed a Memorandum of Agreement
(MOU) with global blockchain firm nChain, which will provide blockchain solutions, as well as
expert advice, in the digitization of the province’s systems, processes and services. Bataan is a
special economic zone and freeport that fosters the development and growth of the area by
attracting foreign investors.

Bataan Governor Joet Garcia is confident that his province’s partnership with nChain will
employ “cutting-edge blockchain technology and improve the efficiency and transparency of
our government operations, as well as provide innovative, secure and accessible online services
to our citizens.”

The government made another giant step forward as the Philippine Economic Zone Authority
(PEZA) signed an MOU with the DICT on May 25 to create a “more synchronized and well-
coordinated ICT system in the ecozones.” The partnership also endorses transparency, while
also enhancing both the government and citizens’ data protection through the application of
proper e-governance principles.

“By adopting e-governance and advancing the development of various solutions, together, we
can eliminate bureaucratic inefficiencies, reduce red tape, and provide faster and more
convenient access to critical government services,” DICT Secretary Ivan John Uy said during the
MOU signing in Pasay City.

“We are once again making another breakthrough as we continuously enhance data security,
transparency, and government transactions to better serve our ecozone developers, locators,
and investors making the country more conducive to do and expand businesses with,” PEZA
Director General Tereso Panga added.

The partnership between PEZA and DICT is just the latest of government initiatives that support
the campaign towards the Philippines’ digital transformation. The Southeast Asian archipelago
becoming more aggressive toward nationwide digitalization and digitization demonstrates the
significance of the adoption of emerging technologies in governance. It is also a clear sign of the
Philippines’ resolve in taking a more active part in the future digital economy.
