1. Introduction
The GoI, recognizing that long-term rejuvenation of the river Ganga will have significant social
and economic benefits on the lives of the 500 million people living along its basin, has
identified cleaning of the river Ganga as one of its priorities. For this purpose, in May 2015,
the GoI approved the flagship Namami Gange programme for cleaning, rejuvenation, and
protection of the river Ganga. In January 2016, the GoI approved a hybrid annuity model to
implement STP projects under the Namami Gange programme on a PPP basis.
Subsequently, the MoWR issued the river Ganga (Rejuvenation, Protection and Management)
Authorities Order, 2016 (Ganga 2016 Order) to constitute various authorities to assist the GoI
in achieving its aim of effective abatement of pollution in the river Ganga. The Ganga 2016
Order applies to all states in the catchment of the river Ganga basin, including Uttar Pradesh.
The Ganga 2016 Order revised the legal status of NMCG (which was initially constituted as a
registered society under the Societies Registration Act, 1860) to an authority constituted under
the Environment (Protection) Act, 1986 and designated NMCG as the nodal agency for the
implementation of the Ganga 2016 Order.
In the Ganga basin approximately 12,000 million litres per day (MLD) sewage is generated,
for which presently there is a treatment capacity of only around 4,000 MLD. Approximately
3000 MLD of sewage is discharged into the mainstream of the river Ganga from the Class I &
II towns located along the banks, against which treatment capacity of about 1000 MLD has
been created till date.
The Uttar Pradesh Jal Nigam (Jal Nigam) is a statutory body constituted under the Uttar
Pradesh Water Supply and Sewerage Act, 1975, and has the power to develop, maintain and
regulate water supply and sewerage works in Uttar Pradesh. With a view to implement the
Namami Gange programme and the Ganga 2016 Order, the Jal Nigam, in association with
the NMCG, has decided to undertake the development of STPs and TTP Projects along with
associated infrastructure as detailed below in Mathura under Hybrid Annuity based PPP
mode, in the State of Uttar Pradesh. While the Jal Nigam will be the principal executing agency
and bidding authority for the Project, NMCG will be responsible for making payments to the
Concessionaire and Project Engineer.
The objectives that NMCG and the UP Jal Nigam wish to achieve through the Project is
mentioned in Figure 1.
Intercept raw sewage flowing into the river Yamuna and divert the raw sewage
to the Mathura STPs;
Government of India has approved the Namami Gange program as an integrated approach
for effective abatement of pollution in river Ganga and Yamuna. As part of this and to ensure
that no untreated domestic sewage flow into the river Ganga and Yamuna, various
interventions are planned such as Interception & Diversion works and development &
operation of Sewage Treatment Plants (STPs). Considering various development models in
practice for the construction, operation and maintenance of Sewage Treatment Plants,
Government of India has approved the Hybrid Annuity based Public Private Partnership (PPP)
mode as one of the options for the development & operation of STPs. Under this model,
private investor/developer will design, build, finance, construct, rehabilitate, renovate, operate,
and maintain the asset (STPs, IPS, MPS, TTP) to the Project Executing Agency/Jal Nigam/
at the end of the Concession Period (say 15 years). 40% of the Capital cost will be paid to the
developer during construction of the STP. Balance 60% along with Operation & Maintenance
(O&M) cost will be paid over the Concession Period on achievement of key performance
indicators as per the contract. Entire cost of development and operation of the STPs will be
100.00% funded by the Government of India as central sector scheme. It is also envisaged to
discharge 20 MLD of the treated wastewater to IOCL near Gokul Barrage.
NMCG & UPJN appointed M/s. Mahindra Consulting Engineers Limited, Chennai as Project
Engineer for this project through tendering process. Letter of Award is issued dated 11th
October 2018 and agreement signed between the parties on 3rd December 2018.

Commercial Operation date for Masani Zone was announced by UPJN as per letter no
216/NMG/168 dated 26.04.2022 for Masani zone.
Partial Commercial Operation date for Trans Yamuna Zone (i.e.) Trans Yamuna 1 STP, Trans
Yamuna 2 STP and Trans Yamuna associated infrastructure except TTP plant was
announced by UPJN as per letter no 385/NMG/237 dated 12.07.2022 for Trans Yamuna zone
Commercial Operation date for Trans Yamuna Zone was announced by UPJN as per letter
no 607/Nammi Gange/383 dated 20.10.2022 for Trans Yamuna Zone (TTP).
The reject water from RO needs to be monitored through online monitoring system to cross
check whether it meets the quality parameters stipulated for disposal into water body. As on
date no monitoring system is available.
Overflow occurring at I&Ds need to be monitored through online monitoring system to ensure
the accomplishment of the mission objective and to ensure success of the scheme. As on
date there is no flow measurement system available at 14 I&D’s.

More than 10% difference observed in raw sewage and effluent quality parameters
between lab test and online monitoring system at Trans Yamuna Zone. Informed MWMPL
to carry out the remedial measures to ensure the quality parameters are same with minor
percentage variation.
UPJN instructed MWMPL to provide the qualification and experience details of the personnel
involved in O&M activities to always ensure quality operation and maintenance. As on date
there is no response from MWMPL. This also required intervention of NMCG
Informed MWMPL to follow the SOP to ensure proper operation and maintenance of all
facilities and request to submit the following
• Curriculum Vitae (C. V.) of operators of each facility, chemist, and other senior members
in charge of the plant operation for identifying the adequacy of the operation of the plant.
The educational qualification of each person is to be supported by their copy of
certificates and mark sheets.

8th Milestone certificate of was issued as completed on 30th November 2021 for Trans Yamuna
Zone, on following conditions that the listed pending activities (which does not affect the

5. O&M Monitoring
During O&M period the following activities are being monitored on a continuous basis and
the status of each activity during this month is provided below.

• Disposal of STP By-Products and the Treated Effluent
• Power consumption
5.1. Availability
All the facilities and the Associated infrastructure to be available at 100% level during all
period of O&M except the scheduled maintenance period. During scheduled maintenance
period the availability of Facilities and Associated infrastructure should not be less than
95%. Flow details of each pumping station is attached in annexure 2
As the submitted scheduled maintenance programme does not have a specific date
and period and hence 100% availability to be assured always.

Note: Masani Nalla receiving huge amount of flow from Raal canal due to excess flow from
Raal Canal, Huge amount of overflow observed at Masani I&D weir. Approx. 36.8MLD
pumping is being made from Masani MPS. Since flow meter is not installed at all I&D,
flow at Jaisinghpura MPS and Vrindavan Gate IPS is not pumping the design/available
sewage, hence liquidated damage is applicable on Jaisinghpura MPS, and it is
calculated based on availability of sewage and design capacity of pumping station.
Repair work at leakage of Masani MPS rising main was carried out on dated
10.02.2023 & 11.02.2023, due to which less pumping is being pumped on those days.

It is clearly stated based on the available lab test report the influent parameters are
exceeding the limit specified in the Concession agreement on most of the days and hence
there is exemption on the treated effluent parameters due to high concentration of raw
sewage on days exceeding the inlet limit
