 I am Menes Ankh El, the Chief Representative of the Moorish Republic Provisional
government. The Moorish Republic is made up of Moors who are forming a nation from
scratch using the foundation built by Noble Drew Ali a.k.a. Sheikh Sharif Abdul Ali,
International Standards as opposed to commerce. It was created to secure the human
rights of our people, whom have been stripped of our land, histories, lineages, and cultures
with nothing to connect ALL of us to our original pre-colonial ancestors.
Nations and governments are created to protect and serve the people that they are
created by. The Moorish Republic represents the National aspect of the Moorish Divine
and National Movement, and exists to secure and protect the Political, Economic, and
Cultural Rights of those whom have been labeled as “negro”, “black”, “colored”, “african-
american”, “indian”, and “native American” through nationalization. We are also the first
to file a case in U.S. federal court against the United States for the recognition of Moorish
Republic Nationality. We are the first to demand international recognition through the
observance and use of International Law and Standards, as opposed to commerce. The
only one to do it before the Moorish Republic was Noble Drew Ali, which is how he got the
mandate for the land.
The four basic international standards and requirements for a nation to be
recognized by the international community are fairly simple and easy to attain. First, any
nation must have people. For over a century we have been screaming at the tops of our
lungs that we are Moorish Americans. There are hundreds of court cases, spanning
decades, in which Moors are proclaiming their nationality on the record. Needless to say,
we have the requisite number of people to fill that requirement. All we have to do is unite
under the Moorish Republic flag.
Second, a nation must have a flag. A national flag is a symbol of a particular
nation-state which identifies it to the Family of Nations. The flag is a focal point for the
nation of people that it represents. It is a symbol of national pride. In his book Exhuming
of a Nation, Pleasant-Bey explains that the Moroccan flag was originally white with the
green star. Several eons ago, the white field was changed to red to represent the blood
shed in defense of principles, from the Arab invaders, who brought with them the orthodox
religion of Islam. Due to the fact that only the red flag is used and recognized by the
Family of Nations, We are able to use the white flag as Our National flag.

 The Moorish Republic Flag is a white field with a green interlaced pentagram in the
center. The pentagram has a red center. White represents the Moorish Republic as a
Clean and Pure Nation and the True Rulers of Land of Our Ancestors. Green represents
the copper of the Melanin in Our bodies and the vast riches of Our land. Red represents
the Blood of the several Ancient Nations and Tribes of Our descent. The 5 points of the
pentagram represent the five highest principles that every National of the Moorish
Republic must live by: Love, Truth, Peace, Freedom, and Justice.
For three, We need a Constitution. The Moorish Republic has a Constitution for the
running of a Constitutional government. Under the Moorish Republic Constitution, the 48
contiguous colonial states become provinces with Grand Body Representatives for each
province. The laws of the Moorish Republic are the Laws of the Land, not to be
interpreted or misinterpreted as the laws of the United States have been.
Functions of the Moorish Republic government have incorporated several aspects of
the Divine Constitution and By-Laws of the Moorish Science Temple of America, C.M.
Bey’s Zodiac Constitution, and Clock of Destiny. That is to say many governmental
functions are based off of astronomy and astrology taking the idea from C.M. Bey’s Clock
of Destiny as and foundation. The Moorish Republic Constitution does not govern our
nationals. It creates order and unity amongst the many factions of Moors. The Moorish
Republic Constitution lays down the same Rights and Immunities as the Constitution for
the United States of America with more clarity and specificity.
At present, we are looking for volunteers for Grand Body Representatives to
represent the Moorish Republic as Consuls to assist others with the nationalization
process and to, record and report issues that Moorish Republic Nationals are having with
the colonial governments. We are using our Consuls in their proper capacity as
representatives of the Moorish Republic and not as lawyers in the colonial courts. The
first Provisional Government Representatives shall, at the time the provisional
government switches to the Constitutional government, serve the initial term as Grand
Body Representatives, if they so wish.
We recognize that our people are waking up. We also recognize the desperation of
our people to get free from the colonial United States of America. The problem that we
face is that our people are waking up to commerce instead of nationality. Apparently no

one in the Movement knew how to use Moorish Nationality the way Noble Drew Ali did at
the Pan Am Conference, so nationality had been all but abandoned and for commerce and
religion. Yes our people are being taught about nationality, but it’s being taught through
a commercial filter.
Our people are waking up to U.C.C., affidavits, birth certificates, religious
corporations, trusts and liens. They are waking up to the Redemption Manuals,
paperwork, and techniques from the Sovereign Citizen Movement. Even though the
techniques are new to them and seem plausible, the fact is that those techniques were
created in the early 1980s. Another fact is that they have never worked with any large
degree of consistency for anyone, if they have worked. Even the “white” people who
started the Sovereign Citizen Movement and came up with the techniques have had little
or no success with any of it. They are making money off of the Redemption manuals that
they keep rewriting and rearranging. Our people are continuing to buy and follow that old
information.
Our people find out about the strawman before they find out about themselves.
Instead of trying to protect themselves and their property through nationality and
nationalization, they are trying to use commerce to save and protect their property only.
Our people are trying to gain some type of monetary advantage instead of trying to get
free. The sovereign citizen tactics are a distraction and keep Our people moving as
individual Moors, leaving them vulnerable, as opposed to an organized nation of Moorish
Nationals. Note that the colonists cannot get out of that system. We can because we were
never a part of it.
That naivety and desperation to be free from the colonial system is also recognized
by fast talking charismatic scammers who only see opportunities to eat off of those whom
are trying to get free. Many have resulted to using unsuspecting Moors to experiment
with their strawman information just to see if it works. We recognize that there is tons of
misinformation out there to deliberately mislead our people. We recognize that there are
those who deliberate mislead our people just to say that they are the heads of some
organization. Finally, we recognize that many of our people have given up on Nationality
because they don’t know the next step.

 I must, and will continue reiterate and clarify that the Moorish Republic, at this
point, does not need anything from you, other than your signature for the Declaration of
Nationality and Independence. The Moorish Republic does not need or want any of the
numbers off of your birth certificate or social security card. The Moorish Republic does not
want or need the deeds to your real property (estate) or titles to your vehicles. If we ask
for any of that, we will as for a picture of them to verify your identity when putting
together your Moorish Republic Identification Card, Birth Certificate or Moorish Republic
Vehicle Title and Registration. We encourage you to block the numbers, if we ask for that.
Eventually, taxes will have to be implemented to support the Moorish Republic
government, and they are included in the Moorish Republic Constitution. That is what
taxes are supposed to be for. Noble Drew Ali said that it takes finance to raise a nation.
The flat-rate tax structure that has been designed will also be discussed along with the
Moorish Republic Constitution at the first Constitutional Convention. Right now,
everything is done voluntarily. Currently, donations will not be turned down, but never
asked for, unless for a specific National or government related need, situation or
equipment.
Part of protecting our property and reclaiming it from the colonial states involves
unifying as one nation and systematically removing our property out of their system.
Removing our vehicles from the jurisdiction of the colonial states is one of the most
common and biggest problems that we face. The fact is that the World has treaties on the
registration and operation of all vehicles to ensure some uniformity on the operation of
automobiles and the rules of the road around the world. Even though we are not party to
the treaties, we shall abide by them. However, we will be using our own system of
registration for the Moorish Republic.
We have been trained to think that if we can do all of these different things with the
birth certificate we can extricate ourselves from their system. All of the things that we
have been indoctrinated into thinking have to do with capturing, killing, controlling, etc.
the strawman (birth certificate). The problem is that we can’t capture, kill or control
something that (1) does not officially exist; and (2) we did not create.
Some have gone so far as to have the El or Bey put on their social security card,
thinking that it will somehow change their status. The fact is that they have done nothing

but place the El or Bey on the strawman and made it harder for them to separate from the
system. Doing any of that does not change your status in the smallest way.
The strawman was created by United States Inc., as a transmitting utility. As that
is the fact, the strawman is owned by United States. The strawman is the U.S. citizen.
Once everyone figured out that the strawman was created through commerce for
commerce, everyone attempts to get free through commerce. We have done everything
that could possibly be commercially done to the strawman except TOTALLY DISCLAIM
IT. But, please also note that it does have a use, and can be properly used in commerce
until we reach our proper status. Nationals of the Moorish Republic will be taught how to
properly use the strawman while staying separate from it.
The Moorish Republic has developed a system by which We can disconnect Our
Nationals from the strawman by creating Our own documents. If the birth certificate you
claim shows that you are a Moorish Republic National, and has your signature and/or your
parents’ signatures, no one can tell you otherwise. With this Moorish National Birth
Certificate, we are totally disclaiming the birth certificate (strawman), and claiming our
Nationality and Nationhood of the Moorish Republic by way of birth. The identification
card, which is connected to the birth certificate, shows that you are a National of the
Moorish Republic.
Registering your vehicle with the Moorish Republic is not giving your property to
the king. The Moorish Republic does not govern its Nationals, it Protects them. Vehicle
registration is needed because, believe it or not, the world has treaties on how vehicles
must be registered to every nation. We want to be in accord with as many treaties that we
can be. The same goes for Our real property. Plates and registration are basically the flag
of your nation. Just like the ships at sea.
Currently, the Moors seem to have forgotten about nationality for the shiny things
of commerce. The Moorish Divine and National Movement has devolved into Moors
merely trying to protect their property such as real property and vehicles. At this point in
time, the new commercial protection technique is trusts. Although, the Moorish Republic
government is not a commercial trust, it is your TRUST in which you yourself are in.
The difference between a commercial trust and the Moorish Republic government is
that the Moorish Republic government is not handling your assets. It is protecting your

assets and You. The Moorish Republic government can act autonomously on your behalf,
to protect you and your property from other hostile nations. As I have said many times
before, this is not going to be a simple easy task, and it is going to take some time to
complete. Wars have been fought for what we are trying to do. This is not to say that we
are going to commit any acts of violence or start a war.
For those of us who have chosen to join with the native American or indigenous
tribes (Cherokee, Washitaw, etc.), joining the Moorish Republic does not change your
lineage and you do not lose your Tribes. You would not lose your Nationality. For
example, a Washitaw would be a Washitaw National of the Moorish Republic. A Cherokee
would be a Cherokee National of the Moorish Republic. As such, your real and personal
property would come under the International protections of the Moorish Republic just like
the several United States of America are under the protection of United States.
As Nationals of the Moorish Republic, regardless of what you call yourself (Moor,
Cherokee, Washitaw, etc.) you have the opportunity to be included in government. The
Moorish Republic Constitution also has provisions in it for those Moors who have married
Europeans or people of other nationalities.
Based on the structure of the Moorish Republic Constitution, as a true Democratic
Republic, it will be minimally invasive, as it pertains to the way that you operate your
tribal governments. It may even be less invasive than your own laws. You would still be
able to govern the members of your tribe according to your rule, as long as they are in
accord with the Moorish Republic Constitution and treaties and agreements that the
Moorish Republic will eventually enter into. There is even a place for your Tribal Symbol
or Mark, as you will see in the following section on the Moorish Republic identification
card.
As Nationals of the Moorish Republic, regardless of what you call yourself (Moor,
Cherokee, Washitaw, etc.), you have the opportunity to be included in government. The
states shall become provinces within the Moorish Republic, with Representatives from
each state to be elected as Representative for that particular province. They will bring all
of the issues of the people in their Province to the meeting for discussion when the Grand
Body of Representatives convenes. The Moorish Republic Constitution also has provisions
in it for those Moors who have married Europeans or people of other nationalities.

 A lot of people that I have talked to are concerned with food and housing once We
get free. The faster we unify, the faster we can take advantage of the strawman system,
without all of the paperwork and guessing. It will serve a very useful purpose when We
get free. They become responsible for our growth and development. With an organized
government, We can better iterate Our needs to them, so We can best take care of Us.
Treaties would have to actually be made with the United States of America based on the
financial system that they have set up.
If you check the United States track record on reparations, they have only given it
to recognized nations. Our unification and nationalization is what is needed. Honestly, as
it pertains to reparations, this is theory based on what I have studied on International
Law. And, I admit that I do not have all of the answers, but I can confidently say that I
have more logical and plausible answers than most, and that this way is the only way that
no one has tried, that I have found. This is also the only way based strictly on
International Law and Standards, as it relates to the Natural Formation and Recognition
of a Nation.
Most Moors know the story of how the Prophet retrieved the flag from the White
House. When the flag was brought to him, it was missing the green star, which made him
ask for the star. The flag was missing the star because Morocco had been conquered by
France and Spain in 1911. The Moroccan Empire had been broken up and no longer
exists. In 1912, Sultan Abd al-Hafid signed the Treaty of Fez, formally ceding Moroccan
sovereignty to France, transforming Morocco into a protectorate of France (French
Morocco). When Morocco lost its sovereignty, the star was removed.
Morocco regained its independence on March 2, 1956, after expelling the French
and Spanish occupation. However, the Moroccan empire was no more. This also plays
into the myth that the Morocco of today was created in 1956. Coincidentally, at around
the same time, UNITED STATES abolished its consular courts. The abolition is codified
in Title 22, Ch. 2, Consular Courts, Sec. 141-143. If that looks familiar, it should. That is
C.M. Bey’s Classified-Truth A-1 Freehold by Inheritance Registration No. AA222141.
Retrieving the flag was a positive step in proving that North America was part of
the Moroccan Empire, and that We were here prior to European colonization. However,
that is all that it did, other than to give Us something to focus Our collective energies on.

It did not make Us into anything that We were not already. It is correct that the
Moroccan flag is the flag of Our descent and We are descendants of Moroccans born in
America. However, as We are not Moroccans, We cannot claim it as Our national flag.
A few who have claimed to be Moroccans were almost deported by claiming to be
under the jurisdiction of another nation that no longer has any authority here, however
that was long ago. We are a completely separate nation made up of indigenous Americans
and Africans who were stripped of their cultures and enslaved for hundreds of years. We
are not in the Family of Nations just because We say We are. There are rules to this. One
of the requirements to join the Family of Nations is that We have Our own National flag.
At present, we are looking for volunteers to be Provincial Representatives to
represent the Moorish Republic as Consuls to inform others of the Moorish Republic. The
first Provisional Representatives shall, at the time the provisional government switches to
the Constitutional government, serve the initial term as Provincial Representatives, if
they so wish.
At the end of this document is the Moorish Republic Declaration of Nationality and
Independence, and a suit that was filed on June 22, 2023 against the United States for the
recognition of Moorish Republic Nationality and the Moorish Republic as the official
government for Moorish Nationals. To be clear, the suit is not asking for permission to be
who and what we already are. It is not a request for a grant of nobility either. It is an
exercise in our human right to self-determination.
I hope this introduction answers many of your questions and satisfies your curiosity
enough that you join us to return to our former greatness and truly Make America Great
