EXAMINATION (MST-MLE)

Please make your application process as indicated in the guide and pay the examination fee.
Please keep your nomination registration information from the computer.

The candidates will be taken to the exam buildings before 15 minutes of the start of
exam. Candidates who begin their exam at 09:00, will not be entered the exam buildings
after 08.45.

The implementation of this guideline prepared for the Enactment of Expert Examination for
the Hospital Operation and Transfer Protocol between the Government of the Republic of
Turkey and the Government of the Somali Federal Republic was approved by the Recep
Tayyip Erdogan Training and Research Hospital of Mogadishu Somalia Turkey.
This guideline covers the application of the exam, the evaluation of exam and exam results
and the placement guidelines. Candidates applying for the examination shall be deemed to
have accepted the regulations contained in the Guidelines and relevant legislation. The
announcements in the hospital internet page and the communication panels are communicated
to candidates.

AND CLINICAL MEDICAL SCIENCE TEST IS 150 MINUTES.

ATTENTION! Exam application fees will be paid to the hospital cashier's desks. Fees will
not be refunded for any reason.
1- GENERAL INFORMATION, BASIC PRINCIPLES AND RULES:
Selection of candidates who wish to study specialization in envy will be conducted by
the examination committee formed during the hospital administration.
To be able to recognize and understand the basic concepts, principles and methods of
medicine in candidates' entrance examinations based on proficiency and competition
principles; These concepts, principles and methods, and questions that ponder the
ability to think and apply them to certain situations.
The objective of the Vocational Information Exam is to place candidates who will be
admitted to enrollment in specialist education according to their preference.
After the results of the Enrollment Examination (MST-MLE) are announced by the
hospital administration, the winning applicants will be notified of their preference to
the hospital management within 3 (three) business days.
The Basic Science Test and the Clinical Science Test will consist of 100 already 50/50
members. The exam will start at 09.00 and will last 150 minutes.
According to the exam results, the candidates who are placed in a training program are
only eligible for the exam.
Candidates are responsible for the information they submit to the Candidate Exam
Application Form. The Candidate will be responsible for the outcomes resulting from
deficiencies and errors in the information written in the Candidate Examination
Application and Entry Form. If it is determined that a candidate's declaration does
not conform to the truth, that candidate shall be deemed to have invalidated any
rights obtained from this examination, regardless of the time elapsed.
Only Somalian citizens can participate in the exam.
Candidates with a disability / health problem or contagious disease are required to
inform the hospital management and report this situation before making their
application. It will not accept the application of the persons who may be obstructive to
the hospital administration. If obstacle conditions are detected by candidates who do
 not inform Hospital Management, all rights obtained from this examination will be
null and void regardless of the time spent there.
It is compulsory for candidates to comply with all the rules in this guide in order for
the exam and exam results to be valid. Candidates who do not meet the rules are
considered invalid. Even after the exam, the candidates who are found not to comply
with these rules will be invalidated from the exam results.
2- APPLICATION:

2.1. APPLICATION CONDITIONS:

Those who complied with the following conditions may apply for the period concerned
MARCH 2018-MST-MLE.
 To be graduated from any university medical school accepted by the Somalian
Ministry of Health. The original diploma and original certificate from school will
be applied to The Hospital Administration.
 Who wants to apply profession to become an expert, must not have a physical and
mental illness that can impede his / her work.
 Being a Somali citizen.

Applicants who apply for a situation that does not comply with these conditions can not claim
any rights even if they succeed in the examination.

2.2. APPLICATION PROCEDURES

Enrollment for Specialization Training Entrance Examination Mogadishu Somalia Turkey

Recep Tayyip Erdoğan Training and Research Hospital will be conducted. In this regard, the
road to be followed by the candidates is explained below:

1) Application Date: Candidates wishing to participate in the examination will

personally apply to the hospital director from 07.02.2018 to 22.02.2018.
2) Examination Entrance Document: The examination entry document of candidates
declaring the document and the receipt of payment of the examination fee stated to the
hospital administration will be arranged and handed over to the administration. The
candidate will bring this certificate along with the exam day and present it to the
examiners. Candidates who do not have an entry document will not be tested.
ATTENTION: Registration will not be made to the candidate which does not receive
the exam fee receipt by the hospital administration.
3- EXAMINATION CENTERS:
After the application process is over, the test centers will be announced on the
hospital's web page and the announcement panel in the hospital.
4- RULES OF CANDIDATES CONFORMANCE
Since no articles will be taken in the examination buildings,
Bags, wallets, mobile phones, clocks, bluetooth etc that provide wireless
communication. with the device;
 Headset, all kinds of electronic / mechanical phone and pager, radio, camera and so
on. Tools, pocket computer, clock, electronic device with dictionary function,
calculator, etc. With all kinds of computer features,
Food, drinks, etc., except water. With foodstuffs,
Drugs, plaster, bandages, armchairs, etc. Medical supplies and equipment are strictly
forbidden.
At the entrance to the building where the examination is held, the tops of the
candidates and the examiners will be searched by the security officers manually and /
or by the detector. Candidates who have been tested with equipment will definitely not
be taken to the test buildings. Candidates must be present in front of the building to be
tested at least 1 hour before the start of the exam in order to avoid cluttering at the
entrance of the building.
5- APPLICATION OF EXAMINATION
The face of the candidate who will enter the examination must be open to provide
identification. Candidates are required to be present at the gate of the building at least
1 hour before the start of the exam in order to ensure timely access to identification
and security checks and saloon access.

The exam will be held in English.

ATTENTION: 15 minutes before the start of the examination, candidates will be

taken to the exam buildings. Candidates who begin their exam at 09:00, will not
be entered the exam buildings after 08.45.
Candidates will be placed in the exam room by checking the Candidate Exam
Application and Entry Form for the relevant exam, and they will be placed in the
places where their sequence numbers are located. The substitute candidate will put it
on the Candidate Exam Application and Entry Form. Officers on board will conduct
identity checks of candidates. After the necessary identification checks are completed,
the chairperson will provide examination booklets to candidates.
Candidates will write and cite the name and surname of the booklet cover and the
name of the booklet, the surname, the Examination Entry Code in the Candidate Exam
Application and Entry Form, and the relevant fields, after quickly checking the pages
printed in the exam booklets given to them. After this process is done, the relevant
field of the examination book will be signed by the applicant.It is the responsibility of
the applicant, not the examiners, to carry out these procedures correctly and
completely.
Candidates entering the examination need to check the exam booklet provided to them
and be sure that they have the appropriate examination documents for their situation
and information on the Candidate Exam Application and Entry Form. Candidates who
accept the exam paper without conducting the necessary examinations and continue
the examination belong to them in full responsibility for the problems caused by the
wrongness of the exam paper.
It is forbidden for candidates to leave the exam room after the first 70 minutes of the
examination period have been completed and within the last 15 minutes after the exam
 papers are distributed, even if they are for a short time during the examination
(including going to the toilet). Candidates who want to leave the examination hall
before these deadlines will be strictly forbidden. No matter what the reason for the
exam room, the candidate will not be taken back to the exam room and the exam room
will be kept waiting until the first 70 minutes of the examination.
Candidates during the exam;
 Make conversations, cheating,
 Ask questions to officials in the exam room,
 Use paper on paper or write their questions and answers on another paper,
 Giving or taking pencil, eraser, etc. with each other.
 Read the questions before the exam answer period starts,
 Continue reading the questions and marking in the answer fields, when the
exam is over,
 It is forbidden to be present in behaviors that disrupt the exam order.

The exams of candidates who are found not to comply with this law will be invalid.

It is the basic task of the candidate to adhere to the exam rules. Candidates who are contrary
to the rules will not be allowed to continue to test. However, the examiners may not warn
those who are involved in the unlawful behavior if it is deemed necessary in order not to
distract the other candidates and cause them to waste their time. The names and flaws of the
candidates who are acting against the rule or not, whether stimulated or not, shall be clearly
written in the examination minutes or in the reports of the officials, and the results of the
examinations of these candidates shall be null and void.

Candidates will only be able to use the blank spaces in the pages of the exam book for drafts.
It is strictly forbidden for candidates to write out the questions and / or the answers they give
to these questions on a separate sheet. At the end of the exam, exam booklets will be collected
and examined by the hospital management individually. Candidates who do not submit one
page of the examination book and who do not submit the Candidate Exam Application and
Entry Form will be considered invalid.

During the exam, the examiners can go to the exam rooms and if necessary they can re-check
the Examination Application and Entry Form with their identity check.

6- EXAM BOOKLET AND ANSWER AREAS TO BE USED AT THE EXAM

The test to be applied in the examination will be given to the candidates in the single
booklet and the candidates will mark their answers in the relevant field of the answer
paper (the answer fields at the end of each question). Examination booklets will be
randomly distributed to the candidates by the hall staff before opening. The
examination booklet must be opened by the candidate himself.
The questions in the exam booklets will be exactly the same. There are two types of
booklet types A and B.
Candidates will write, code and approve the relevant entrance area in the Examination
Entry Forms for the Examination Entry Code fields on the exam booklet given to
 them. It is not possible to evaluate examination booklets that have not been written in
the examination booklet or have been written incorrectly or have been written
incorrectly.The responsibility for the completeness and correctness of these
procedures belongs to the candidate.
All the questions in the exam booklet must already be selected. There are five different
options for each question. Only one of these options is the right answer to the problem.
The answers will be marked on the answer fields at the end of each question.
Candidates will be given an answer sheet. The question booklet should be
marked on the answer key. Otherwise, the exams of candidates will be invalid. No
action is taken on the answers marked on the question.
The round area showing the option to be marked as the correct answer must be
completely blackened and filled out.If more than one answer is marked for a question,
the answer to that question will be considered wrong. Hospital education commitee
will evoliate the answers.
ATTENTION: Remember that if you want to change an answer you have marked,
you must do it very well.
ATTENTION: The copyright of the test questions to be applied in the examination
belongs to the hospital administration. Questions can not be given to any person or
organization. Questions can not be published in print or on the internet. No copying,
photographing, reproduction, use or publication of any part of it, for any purpose,
without the permission of the hospital management is prohibited.
7- INFORMATION AND PAPERS THAT SHOULD THE CANDIDATES GIVE
IN THE EXAM
At the end of the exam, the exam booklet used by each candidate and the answer sheet
will be collected by the officers on board. Especially in large lounges, when the
officials inadvertently do not receive a test booklet of the candidate and the answer
paper, the candidate should immediately receive the necessary notice and receive the
examination booklet and the reply paper. Candidates who complete the exam will
hand over the test booklet they use and the answer sheet to the officers on the ship,
and they will certainly not leave it on the queue. Candidates should not leave the exam
room until the examination booklet and the answer sheet are received by the
examiners, if they tell the examiners to leave the exam booklet and the answer sheet
on the table / row because the exam is over. The applicant is responsible for the exam
document which is on the order of the candidate who will enter the examination and
does not reach to the hospital administration.
8- WHAT IS THE APPLICATION OF THE EXAMINATION?

Candidate for evaluating the answer of a candidate as a valid exam;

Entering the room that is appointed fort he exam,

Having written the EXAMINATION ENTRY CODE to the examination book after it
was written and encoded,

Do not cheat or help to cheat,

Having marked the answers to the answer fields in the examination book within the exam
period,

Writing to the examination book, filling in the marking and all the information required to
be coded must be correct and complete,

At the end of the exam, submit the exam booklet and the answer sheet (all the pages) to
the examiners,

It is imperative to comply with exam room rules and the test takers' warnings.

Candidates who fail to comply with these rules will be exempted.

Examinations of candidates whose examinations are continued without being removed

from the horses to avoid compromising the examination order if they are mistakenly taken
by hall officials or if they fail to comply with the rules of the examinations are considered
invalid if the documents are missing or invalid.

9- INVESTIGATIONS ON THE ANSWERS GIVEN IN THE EXAM ROOM AND

TEST SUBJECTS
The exam results will be canceled by the examiners and report to the administration,
for all the cadidates who cheat with each other. Applicants will not be accepted for
the next examinations also. It is compulsory for candidates to comply with all the rules
in this guide in order for the exam and exam results to be valid.
Those who make a copy during the examination, who work on the drawing, who give
a copy or who help to give a copy, will be written in the identity exam room
examination sheet and the examinations of these candidates will be invalid. Officers
do not have to warn people who make copies or give replies, responsibility lies
entirely with the candidates themselves.
In the evaluation of the exam questions, 4 wrong answer 1 will take correct
answer.The score will be reduced by 0.25 points for every incorrect answer.
10- EVALUATION PROCEDURES
All calculation, evaluation and placement procedures for MST-MLE will be
performed by the hospital management.
In the examination consisting of multiple choice questions, the correct and incorrect
answers given by the candidates to the questions in the test will be collected
separately.
After the examination, the questions decided to be canceled by the hospital
management will be left out of evaluation and the evaluation will be done by
recalculating the remaining questions.
11- PREFERRED NOTIFICATION AND PLACEMENT PROCEDURES
The exam results will be announced on the web page and the notice board of the
hospital on 16 March 2018.
In order to be able to perform the placement process according to the MST-MLE
result, it is required to be authorized to do the profession.
 Candidates; They will give their written preferences to the hospital management
within 3 (three) business days after they have been successful.
Candidates who want to make changes in their preferences will be able to change their
preferences by applying personally to the hospital management within the selection
period. No changes will be made to preferences other than the specified preference
time.
Candidates with high test scores will be placed according to their preferences in the
programs included in the quota tables. New quotas will be opened in case of need
11.1. Candidates will be able to choose a maximum of 5 branches. Candidates do not have
to use all of their preferred rights.
Candidates who choose this program in the absence of qualifications for a program
and who choose this program according to their scores will not be accepted by other
programs and will lose all rights that were born without election.
If placement is made, the order of preference becomes important as long as sufficient
points are taken. Thus, while the preferences are being made, it is in the best interest
of the candidate to get the most wanted programs to begin training.
If there is an equality in the test score, the program that is selected is given priority to
those who prefer the higher rank. In this case, candidates are called in case the
equality is not violated and a lottery is made in the presence of the candidate.
12- REGISTRATION AND PURCHASE PRINCIPLES
Candidates are obliged to register their MST-MLE placement results within 10
working days after they have learned the results of the MST-MLE placement and to
start the hospital by signing a 3-month provisional contract. After the candidates start
to work, all the working conditions will be made according to the principles
determined by the hospital management writing on the contract. At the end of the 3-
month temporary contract, the contract will continue if the clinic supervisor and the
hospital management approve it; Otherwise, the assistant will be taken from the
backup list instead of the assistants whose contract has been canceled. Candidates
have no right to object to any of these processes.

13- WORKING PERIODS

The assistants will work for 3 (three) years in Somalia Mogadishu Turkey Recep Tayyip
Erdoğan Training and Research Hospital for 2 (two) years in Somalia nationwide after
they graduate. After that, specialist diplomas will be given to them.
