1. GIVE A BRIEF SUMMARY ON WHAT PD 1594 IS ABOUT.

 Promote a healthy partnership between the government and the private sector in
furthering national development to enhance the growth of the local construction industry
and also to optimize the use of indigenous manpower, materials and other resources.

2. WHAT IS DETAILED ENGINEERING AND WHAT ARE IMPORTANT


DETAILED ENGINEERING ACTIVITIES THAT SHOULD BE
PROVIDED?

 Are studies which creates and begins in earnest with systems engineering, and a full
definition of every aspect of a project development. It includes all the studies to be
performed before project construction starts.
 Detailed Engineering should provide investigations, surveys, and design for the project
to sufficiently carried out in accordance with the standards and specifications to be
established under the rules and regulations to be promulgated pursuant to Section 12 of
this Decree.

3. WHO ARE ALLOWED TO TAKE PART IN THE BIDDING OF PUBLIC


PROJECTS?

 Eligible Bidder’s, means Bidder’s who are eligible in terms of this Process Memorandum,
provisions of IBC and provisions of the Liquidation Process Regulations and other
applicable law, and so declared by the Liquidator. Bidding is restricted to Filipino
citizens/sole proprietorship, cooperatives, and partnerships or organizations with at least
sixty percent (60%) interest or outstanding capital stock belonging to citizens of the
Philippines.

4. WHEN ARE CHANGE ORDERS ISSUED DURING A CONSTRUCTION


OF A PROJECT?

 The change order is a means to modify existing contracts and, in effect, adjust the price
and timeline of the project. Once the owner and contractor have agreed on scope, price,
and schedule, a formal, written change order is prepared and signed by all parties. Then,
the contractor proceeds to perform the changed work.
5. DEFINE PERT-CPM.

 Project Evaluation and Review Technique (PERT) and Critical Path Method (CPM). are
both useful tools when planning and controlling a project. PERT and CPM are
complementary and both are important analytical techniques in project management
when managing tasks.
