gently the state's available resources are needed for the cen
tral problems of guaranteeing continual prospects for capital
realization, sufficient effective demand, maintenance of foreign
trade relations, military crisis avoidance, or the prevention or
quelling of domestic conflicts. An empirical characteristic of
the disparity between vital areas is the various lags in devel
opment between the actually institutionalized level and the pos
sible level of technical and social progress. The discrepancy
between the most advanced production and military apparatus
and the stagnating organization of transportation, health, and
education is likewise a notorious example of the contradiction
between rational planning and regulation of fiscal and financial
policy, and the anarchic, ungoverned development of cities and
regions.
If such contradictions can no longer be plausibly interpreted
as class antagonisms, they must at least be regarded as neces
sary by-products of an integral political system of control ?
a system which utilizes the "driving forces" of capital realiza
tion processes and the nonpublic agreements made between
oligarchic political power groups while at the same time sub
ordinating itself to them. A consequence of this control model
is that structurally determined privileges in functional areas
accrue to certain interest groups, which, because of their func
tional indispensability, if not on the basis of commonly pro
claimed and commonly prosecuted interests, are favored in
the enjoyment of political subventions. A second consequence
of the model is that structural curbs are placed on vital areas,
social groups, and categories of needs that are incapable of
generating dangers to the system as a whole and that therefore
can present a less weighty claim to political intervention.
The repressive factor of political authority extends into this
functional poising of areas of state action. Specifically, certain
groups and vital areas are excluded from enjoying the services
of public authority. This seems to be symptomatic of a phase
in capitalist development in which areas of crisis peripheral
to the central group of problems, however segregated and in
significant they may be within the institutional system, are
