Introduction
1.1 Documents such as the White Paper for Social Welfare (1997) and the Framework for
Social Welfare Services (Department of Social Development 2013:30) identify the
following target groups as the most vulnerable in terms of service delivery: (Only study
guide for BSW2602, learning unit 1 2018:13).

(a) children
(b) youth
(c) women
(d) older people
(e) people with disabilities
(f) internally displaced people as a result of HIV/Aids and substance abuse

1.2 Six (6) basic rights of children as stipulated in section 28(1) of the Constitution of South
Africa (1996)

Children 28.
(1) Every child has the right –

(a) to basic nutrition, shelter, basic health care services and social services
(b) to family care or parental care, or to appropriate alternative care when removed
from the family environment
(c) to be protected from maltreatment, neglect, abuse or degradation
(d) to be protected from exploitative labour practices
(e) to a name and a nationality from birth
(f) not to be required or permitted to perform work or provide services that –
(I) are inappropriate for a person of that child’s age
(ii) place at risk the child’s well-being, education, physical or mental (ii) health or
spiritual, moral or social development (Only study guide for BSW2602,
learning unit 2 2018:32).

1.3 The South African government strives to improve the social functioning and quality of
life of its citizens. In order to achieve the above goals, the government established
four (4) levels of intervention for service delivery which include prevention, early
intervention, statutory/residential/alternative care, reunification and aftercare and will
be discussed below:
