Trace the evolution of the constitution from 1935 to the present providing the salient

points. (Executive)

The 1935 Constitution, which was adopted during the Commonwealth period, provided for a
presidential system of government with a bicameral legislature composed of the Senate and
the House of Representatives. It also established an independent judiciary, and provided for
the protection of individual rights such as freedom of speech, press, and assembly.
Additionally, the 1935 Constitution established a Bill of Rights, which included provisions for
the protection of individual rights and guarantees against arbitrary government action. The
1935 constitution also provided for the formation of the Commission on Elections, Civil
Service Commission, and the Commission on Audit.
However, during the Marcos dictatorship, a new constitution was adopted in 1973, which
established a parliamentary form of government. This constitution created a unicameral
National Assembly and provided for a prime minister and a president with limited powers.
Additionally, the 1973 Constitution expanded the president's powers to declare martial law
and suspended the writ of habeas corpus. It also allowed the president to exercise
legislative powers and abolished the office of the vice president. This constitution was in
effect for 14 years and during that time, it was amended several times to expand the powers
of the President and to provide for a one-party system.
The current constitution, the 1987 Constitution, was adopted following the People Power
Revolution, which overthrew the Marcos dictatorship. It restored the presidential system of
government and established a bicameral Congress, composed of the Senate and the House
of Representatives. It also strengthened the protection of individual rights and the
separation of powers among the branches of government. Additionally, the 1987
Constitution established a Commission on Human Rights, which is an independent body
tasked with investigating human rights abuses. The bill of rights under the 1987 constitution
is considered as one of the most extensive and progressive in the world. It also established
the Office of the Ombudsman and the Commission on Elections to ensure the transparency
and fairness of the electoral process.
The 1987 Constitution has undergone several amendments and revisions over the years,
including the creation of the Autonomous Region in Muslim Mindanao, the shift to a federal
system of government, and the removal of the restriction on foreign ownership of land and
public utilities. The constitution also allows for the creation of new regions, which is aimed
at promoting decentralization and regional autonomy.
It is important to note that the Philippines' constitution has undergone several changes in its
history, reflecting the country's political and social developments. Each constitution has
been shaped by the context in which it was adopted, and has played a significant role in
shaping the country's political and legal landscape. The evolution of the constitution has
been a continuous process, reflecting the aspirations, values, and beliefs of the Filipino
people.
